With current travel restrictions in place, why not take advantage of the CRC’s video conference facilities for training, appointments, meetings and more! The Cocos (K) Islands Community Resource Centre can provide video conferencing from our conference room, capable of comfortably seating up to the current restriction of 10 people (and up to 16 should restrictions change). The room is fully equipped for video conferencing and audio visual presentations. Other facilities available include a flat screen smart TV, whiteboard and conference phone. EXPRESSIONS OF INTEREST

Off-shore Flare Kits/EPIRBS/Safety Equipment

The Cocos Islands Community Resource Centre will once again investigate the possibility of purchasing flare kits for the Cocos Islands Community. We will also be able to provide EPIRBS and personal locator beacons.

Off-shore flare kits (and other items) are a legal requirement when taking your boat out on the water.

As flares are now classified as a Class 1 explosive, it results in additional freight charges to send to Cocos Keeling Islands. By placing a bulk order, we are able to save you money in both the purchase and air freight charges.

To obtain a semi-accurate cost to supply these flare kits to the community, we require your expression of interest in purchasing a kit/s.

Please email or phone our office no later than FRIDAY 12th JUNE We will then further investigate to provide you a price per item.

Selamat Hari Raya. The Shire President and Councillors along with the CEO and staff extend warm wishes for a peaceful and joyous Hari Raya and year ahead. Selamat Hari Raya. Presiden Konsel dan Councillors bersama CEO dan pekerjanya mengucapkan selamat menyambut Hari Raya yang damai dan penuh kegembiraan dan tahun yang akan datang. Emergency Management Procedures: The Shire’s Standard Operating Procedure during Cyclones was tested with TC Mangga last week. We are grateful that in this instance the cyclone stayed a respectable distance from Cocos but still gave us a good opportunity to test our processes to ensure we can operate effectively in these circumstances. Thanks as always to everyone in the community who pulls together to make sure we stay safe and well-informed in emergencies. Speaking of staying safe…well done to all involved in their quick action and amazing efforts in preventing a major disaster at Castaways over the weekend. Annelies is very grateful and full of praise for all involved. Annelies also wanted to send a reminder to all that 000 is the number to call in case of emergency. Financial Assistance Grants and Roads Funding: The Shire is pleased to note that the Commonwealth Government will be providing the Shire with $136,000 in additional funding. This revenue will be considered as part of the 2020/21 budget process with a recommendation from officers that Council allocates the funds towards road renewal works. Road renewal works are critical to continue to maintain our assets and to provide much needed employment for local residents. Pemberian Bantuan Keuangan dan Pembiayaan Jalan: Shire dengan senang hati menyatakan bahawa Kerajaan Komanwel akan memberikan tambahan kepada Shire sebanyak $136,000. Pendapatan ini akan dianggap sebagai bagian dari proses anggaran 2020/21 dengan cadangan dari opisa agar Konsel membagikan bantuan untuk kerja pembagusan jalan. William Keeling Crescent – refined concepts: The Shire received a lot of feedback and ideas on how to improve the amenity and appearance of William Keeling Crescent. Thank you to everyone who contributed their ideas, especially the students from CIDHS. The ideas we received varied with some wanting some significant changes, others preferring just minor changes. Revised concept drawings are included in this edition of the Atoll on pages following. In summary, at this first stage the Shire is not recommending much built infrastructure, mostly tree planting to provide natural shade, bird habitat and some coastal erosion mitigation. The main changes proposed are as follows…

Remove blue bollards. Plant drinking coconuts along the road verge to create

an avenue effect and to serve the same purpose as the blue bollards.

Replace some (not all) of the blue bollards with solar bollard lights to provide some gentle, non-intrusive lighting.

Plant three clusters of native shade trees in three locations along the ocean side of the road, strategically placed not to block the views directly in front of any of the houses.

Plant vines along the sandbags to soften the look of the sandbags.

Install some functional public art (e.g. jukongs repurposed as seating as on Sandy Point).

We welcome feedback on any of the items or the overall concept. This concept and costings, along with all feedback received, will be provided to Council for consideration as part of the budget workshops. May Council Meeting: The Ordinary Meeting of Council was held on 20 May at the Home Island Shire Office. For those interested, the full agenda is available on the Shire’s website from the weekend prior to the meeting (and the unconfirmed minutes available within a week following). The following items that were considered by Council may be of specific interest.

1. Corporate Business Plan. Council adopted the updated Corporate Business Plan. In considering this matter, Council also considered progress made on actions from last year’s plan. This table of actions is available on the Shire’s website or by contacting Azia Bulka on [email protected]. This document is important as it guides officers recommendations to Council for the budget.

2. Property and Places Local Laws. Council resolved to commence the process for making this important Local Law. Advertising will commence in the near future to encourage community review and input into this local law.

Anyone interested in knowing more about either of these items or anything on the Council agenda is welcome to contact me. E-Meetings: The next meeting of Council is on 24 June at the CRC Conference Room on West Island. At this meeting, Council will be considering an e-Meeting policy that puts a structure around the new legislation that allows Council to use electronic means to meet during a State of Emergency. As this impacts the way in which the community can observe, ask questions and make presentations or deputations to Council, it is important that the community is aware of this legislative change and proposed policy. E-Miting: Mitingan Konsel seterusnya adalah pada 24 June di Conference Room CRC di Pulu Panjang. Pada pertemuan ini, Konsel akan mempertimbangkan polisi e-Miting yang meletakkan struktur di sekitar undang-undang baru yang membolehkan Konsel menggunakan cara elektronik untuk bertemu selama keadaan emergensi. Contractor Inductions: We are very pleased to have developed a contractor induction manual. This manual has been developed to ensure that the Shire meets its obligations in providing the safest possible environment for our staff, contractors and the public. Thank you to Rohan Dyall for reviewing and providing expert feedback on our manual. In the coming weeks we will be inviting all our contractors to take part in this induction. This purchase is consistent with our Plant Replacement Program which is considered by Council and updated each year. The Plant Replacement Program is supported by a reserve fund which is also considered each year as part of the budget, so we have sufficient funds to ensure our Plant and Equipment is fit for purpose and able to meet our operational requirements. Each month, as part of the Council agenda, we publish our financial statements which includes information on our reserve funds so the community can see how funds are managed. Trak Sampah Baru: Kami baru sahaja menerima trak sampah baru untuk digunakan di Pulu Panjang di kapal ini. Pembelian ini selaras dengan program Penggantian Tumbuhan kami yang dipertimbangkan oleh Konsel dan dibarukan setiap tahun. Unregistered Cat

We would like to remind cat owners of their responsibilities under the Cat Act 2011 and Regulations. Cats of 6 months of age must be registered, sterilised and micro-chipped with the Shire of Cocos (Keeling) Islands. The number of cats permitted on anyone premise is limited to two only. An approval written application letter must be submitted to the Shire council for approval to keep more than 2 cats. A $5,000 fine penalty can be issued, or the cat can be impounded by an authorised person in cases of non-compliance. The Shire would like to advise our costs of service are as follows. Costs of Service Female suprelorin implanter: $180 (only last for 8 months) Micro-chip: $10 The cat registration is available at the Shire office or by emailing the Shire [email protected]. KONGSI CONNECT Kongsi Connect is a project of the Cooperative which seeks to inform the community as to what is happening in the Cooperative’s world. 1 BREAKING NEWS 1.1 COVID 19 JOBKEEPER The Cooperative has registered for the Jobkeeper program of the Australian Government. On May 12, 2020 the Cooperative received its first Jobkeeper payment. This will ensure no Cooperative employee will receive not less than $1,500 in wages from the Cooperative per fortnight. The intention of the wage subsidy of Jobkeeper is to keep as many workers as possible employed and associated with the employer. This is a great initiative from the Australia Government to assist businesses impact by COVID 19. The Cooperative like many businesses in the Indian Ocean Territories has been impacted by the transport restriction as to travel, and also the range of social restrictions applied by the Australian Government to prevent the spread COVID 19. It has been a well balanced response to assist business affected by the control measures put in place to control the spread of COVID 19. The Tropika has now been permitted to open for sit down meals as from May 8, 2020. With a restriction as to numbers and social distancing. This will be monitored as to whether the Tropika will actually be opened due to the very low occupancy numbers of the Cocos Beach Resort and restriction as to numbers. The Australian Government has put forward a three-stage plan to move the economy back to a more normal base. It is hoped that by July 2020 the economy has returned to a more normal base. But this will be subject to the monitoring of the COVID 19 by the health authorities. 1.2 Cocos (Keeling) Islands Runway Project Although COVID 19 has impacted upon certain operations of companies involved in the Cocos (Keeling) Islands runway project. Namely the restrictions on persons visiting the Cocos (Keeling) Islands. However the program still basically stays the same as per the below time-table.

Master Plan to be completed by Fulton Hogan – June 2020 30% of design completed – Nov 2020 90% design completed – March 2021 Public Works Committee Expediency - August 2021 Mobilization Commenced (80% completed in one year) – October 2021 Construction commenced – October 2022

1.3 Contracts Awarded The Cooperative has been awarded a number of contracts by Linx on Home Island infrastructure. The Cooperative has also been awarded contracts by IOTA.

1.4 Cobham Cobham has advised that it will no longer be providing air services to the Cocos (Keeling) Islands and Christmas Island. This is a direct result of COVID 19.

The aviation sector has been one sector that has been heavily impacted by COVID 19. Evidence of this is Virgin Australia going into voluntary administration. The Australian Government continues to support the Virgin Australian flights to the Indian Ocean Territories, but there are restrictions as to who may travel. 2 MUSLIM FRIENDLY TOURISM COVID 19 has impacted upon tourism throughout the world and is unlikely to rebound until international airline travel again is possible. The timing of such international air travel is unknown. However much planning is going on in relation to Muslim Friendly Tourism to prepare for when international air travel recommences. Home Stays are beginning to be developed in Australia as a new avenue for Muslim Friendly Tourism. Examples of this are shown below.

Muslim-friendly homestay platform Muzbnb launched in response to discrimination on Airbnb.

MUZBNB is tapping into the rapidly growing “halal travel” industry, and its founder believes Australia will be a top destination.

Homestay complement Muslim Friendly Tourism resorts and should be encouraged on the Cocos (Keeling) Islands where

already some home based accommodation is provided. 3 YOUR CHILD’S FUTURE COVID 19 has seen major changes in the education sector at many levels. The way in which work has been carried out has also changed in many areas, as has the impact of COVID 19 on employment opportunities. Now is a good time for students and their parents to assess future study options and employment opportunities. The impact of COVID 19 on the business community has been massive and it has been estimated that it may several years to recover from COVID 19. One future for employment on the Cocos (Keeling) Islands will be provided through the Cooperative’s Gateway to Asia. 4 WORKPLACE, HEATH AND SAFETY Score Card For May 2020 there no reportable incidents with the Cooperative workforce. No loss time due to reportable incidents. Focus May 2020 the WHS focus is to be on COVID 19 and the way forward after COVID 19. 5 Strategic Plans As a direct result of the COVID 19 the Cooperative has developed the plan “Cocos (Keeling) Islands – Beyond COVID 19”. It is very important to plan for a future after COVID 19 passes, but also to ensure plans are in place should there be another COVID pandemic in the future. COVID 19 has taught many lessons and we should not forget these lessons.
