Ruling on a batch of contempt petitions against the RBI, atwo-judge bench directed it to furnish all informationrelating to inspection reports and other material sought byRight to Information (RTI) petitioners, save materialexempted by the court’s earlier order particularly on thegrounds that it had a bearing on the security of the state.

The banking regulator has repeatedly tried to stonewallmultiple requests seeking information ranging from thenames of wilful defaulters on bank loans worth hundredsof crores of rupees, to the bank-wise breakup of mark-to-market (MTM) losses and the losses in foreign currencyderivatives contract cases.

The RBI was ticked off by the CIC for failing to uphold theinterest of the public and not fulfilling its statutory duty todepositors, the economy and the banking sector, byprivileging individual banks’ interests over its obligation toensure transparency.

Although diesel has powered India’s commercial transportsegment for decades, its fortunes are declining for severalreasons, beginning with the narrowing of the pricedifferential with petrol.

Given the prevailing economics and diesel’s reputation as adirty fuel that adds to pollution from cars, buses and freightvehicles, auto companies see a weak business case toupgrade them. Maruti Suzuki’s decision makes it clear thatin spite of being a strong past performer, this fuel is ridinginto the sunset as far as the personal vehicle is concerned.This outcome should be welcomed for the positive impact itwill have on air quality and public health.

Automotive emissions, especially in congested cities, haverisen due to steady economic growth, proliferation ofvehicles and more vehicle kilometres travelled.

The national plan to shift to higher quality BS VI grade fuelsmay offer some mitigation of pollution, but that can only bea respite. Improving air quality in the cities requires atransformative planning approach guided by the singularobjective of reducing the use of polluting vehicles. Such apolicy would prioritise less-polluting and alternative fuelsfor vehicles, but more important, encourage walking, cyclingand using public transport.
