MEETING OF THE ACADEMIC COUNCIL –11th May, 2017

A meeting of the Academic Council was convened at Sir Phirozshaha

Mehta Hall ( Management Council Hall ), Room No. 105, University of

Mumbai, Fort, Mumbai- 400 032 on 11th May, 2017at 3.00 p.m.

Therefore, as per the directions of the Chairman i.e. Hon‟ble

Vice – Chancellor, the meeting is adjourned for half an hour. The business

of the meeting of Academic Council is started at 3.30 p.m.

It is resolved that, the proposal received from Director of

Examination Pattern be accepted and in accordance therewith it is

decided to conduct the examination of all students only in 100 Marks

Question Paper pattern and the marks obtained shall be proportionately

calculated as per their respective pattern.

5.2

It is resolved that, the proposal received from Dean, Faculty of

Humanities be accepted and in accordance therewith the following

proposals are approved;

a) The recognized Colleges / Research centers those who are approved as

Ph.D. Center for particular subject shall be treated as a recognized

research centre for M.Sc.(By Research) of the same subject without

conducting LIC for the same. However, the total students enrolled for

Ph.D. and M.Sc. (By Research) together and maximum students‟ intake

per guide shall be within the maximum limit, at any given time, for which

the College / Research center is recognized and as per UGC guide

lines. It is also permitted of any combination of students for Ph.D. &

M.Sc. (By Research), together, at the concern Research Centre, as they

desire so.

Provided that, such center(s) is / are require to apply in the

prescribed application form and also required to pay the prescribed

fees. The department concerned will place the proposal for the perusal

of Hon‟ble Vice-Chancellor along with the latest LIC report of the College

/ Research Institute at the time of granting permission of recognition of

Ph.D. for concern subject. Hon‟ble Vice-Chancellor‟s decision for the

recognition will be communicated to the College / Research Institute.

(a) It is also resolved that the students of M.Sc. (By Research) shall

appear for one paper in each semester ( total four papers in four

semesters ) which shall enable them to award the grade as per 10 point

grading system. Such student can select the paper of his / her choice

from amongst the papers available for the examination. Such student is

also permitted to appear the examination either in the every semester or

two papers in the year end examination or for all four papers at a time of

the final semester. It is further resolved that the thesis will be accepted

for evaluation unless he/she appears for all four papers.

(b) It is also discussed that, in the RRC meetings many teachers request to

guide the students enrolled at the Research centers other than that of

the centers where such teacher is recognized due to unavailability of

sufficient students at their respective centers. Considering the proposal,

case by case, normally, RRC have granted the approvals in many such

cases. However, Policy decision in this regard shall help RRC‟s to grant

such approvals as a standard practice. The academic council after detail

discussions resolved to permit such proposals on following conditions ;

(i) The University teachers working in the University departments are

not allowed to enroll the students of other Research centers.

(ii) The teachers working in the Colleges / Research centers are not

allowed to enroll with them the students of other centers unless the

maximum intake capacity of their respective College / Research

center is fully utilized.

(iii) The RRC of the concern subject will approve the proposal of such

teacher who is working in the Colleges / Research centers be

allowed to enroll the students of other centers, if the maximum

intake capacity in the related subject of their College / Research

center is fully utilized but the respective teacher have vacancyin his

permissible quota as per the UGC guide lines.

Provided, such student, who desires to obtain such permission shall

have to submit the NOC of the both College / Research center

where he is originally admitted and of the College / Research center

where his / her Guide is working / registered as teacher.

(iv) The teacher, qualified and recognized by the University, if the

College / Research center where they are working is not the

recognized Research center or did not possess the adequate facility

of Infrastructure, Library or Laboratory, they can register themselves

with other recognized center in the concern subject and allowed to

enroll the students within the permissible limits.

Provided, such teacher desire to obtain such permission shall have

to submit the NOC of the both College / Research center where he

is admitted and of the College / Research center, he / she desire to

join for research.

(V) Arising out of discussion, it is also resolved that, the proposal

received from Examination Dept., regarding the Result date

be accepted and in accordance therewith the result date of Ph.D /

M.Phil / Masters Course by Research shall be date of Viva / Open

Defence, as the case may be.

It is further resolved that, the Provisional Certificate of Passing shall

be issued on the same day under the signature of Controller of

Examination / Deputy Registrar, Thesis Section.

It is resolved to accept the proposal received from V. V. Dalvie College, Talere, Dist. Sindhudurg to start the Bachelor of Commerce in Accounting and Finance (BAF) and in accordance therewith the permission be granted to the V. V. Dalvie College, Talere, Dist. Sindhudurg to start one division of Bachelor of Commerce in Accounting and Finance (B.A.F.) course from the Academic Year 2017-18.

It is resolved to accept the recommendations received from Board of Studies in the Zoology in its meeting dated 9th May, 2017, regarding the proposal to grant the permission to increase in intake capacity of additional FIVE Seats each in the subject of M.Sc. (By Papers) in Zoology- Oceanography under Sindhu Swadhay Sanstha to the (i) V.G. Vaze college, Mulund,(ii) Mithibai college, Vileparle and (iii) Khalsa college, Matunga from the Academic Year 2016-17 be accepted, principally,on the condition of the satisfactory report of the LIC committee of these colleges.As this proposal is recommended and forwarded by BOS in the Zoology and also in principal accepted by Academic council, Hon‟bleVice-Chancellor be authorized to accept the recommendations of LIC committee of these colleges on behalf of Academic Council.

The discussion held on the proposal to start new courses at the School of Engineering, Kalyan, after detailed deliberations, it is resolved that, the proposal to start M.Tech in Computer Engineering course with one division of 30 intake capacity from Academic Year 2017-18be accepted. It is also discussed to develop this school at the standards at par with the IITs and other international Schools of Engineering.

It is further resolvedthat, the proposal to establish the full-fledged Extension center of IDOL with maximum services to the students made available at the Kalyan center, be accepted.

Arising out of discussion, the AICTE rule for passing standards (the

passing marks are 50%) were discussed, However, University of Mumbai

have adopted the 10 point credit grading system, which have passing marks

as 40% and above across all faculties except Technology faculty. It is also

discussed not to have so many marking schemes in the University.

Therefore, it is resolved, to accept the proposal submitted by the Faculty of

Management to adopt the marking scheme and 10 point grading system of

Technology Faculty be accepted. And in accordance there-with the mark-

sheets issued to the students of First semester be modified by the

examination department, accordingly.

7.6

Arising out of discussion, it is resolved that, the proposal to change

the scheme for all Final year Masters examinations ( PG ) appeared in the

examinations of Academic Year 2016-17 be accepted and in accordance

therewith the group passing scheme has been removed and the individual

passing with 40% marks and 10 point credit grading system be introduced.

Further, this scheme is applicable for all College, Institutes and

University Department examinations for all PG courses, whether it has the

combinations of theory and practical or external and internal or only theory.

It is further accepted that this scheme shall be applicable for the

students who have been admitted in the Academic Year 2015-16 and have

appeared in the sub-sequent examinations of November/ December 2015 in

the first semester of semester pattern or in the examinations of May/ June

2016 in the first year in the yearly pattern. The mark sheet of such students

shall be modified by the examination department, accordingly.

7.7

Arising out of discussion, it is resolved to have standard and

unanimous course work for Ph. D. and particularly in research methodology.

In accordance therewith it is also resolved, to issue the Faculty-wise

standard guide lines for the same.

CODE OF CONDUCT FOR GARWARITES

Congratulations and welcome for joining the family of Garware Institute.

For enjoying this period in the Campus, one must follow some simple rules:

· Bonafide students of the Institute should abide by the rules and regulations introduced by the Director and institutes authority.

· The decision of the Director in all matters pertaining to the Institute will be final and binding on the students.

1)Identity Card:

· Wear valid I-Card as long as you are in the campus on all days. Produce it for inspection on demand by Staff of Institute.

2)Mobile phones, portable music players, music system or similar gadgets:

· Students are wanted not to use the above mentioned systems or gadgets in the lecture hall, laboratory, classrooms, examination hall, reading room and library or Institute premises.

· The Institute encourages the students not to bring any of the above to the premises. The Institute authorities do not take responsibility of loss of any of the above gadget brought by the student and no complaints in this regard would be entertained by the Institute Staff.

· Mobile phones when are on the campus must either be switched off or be kept in silent mode.

· Students having mobiles with them during the examination will be considered to be having used unfair means, expelled from examination and their mobile phone will be confiscated and will not be returned to the student.

3)Absolutely prohibited:

· Smoking, chewing tobacco or eating pan

· Bringing outsiders in the Premises and campus. · Requesting the Institute staff to pay fees etc. on their behalf excepting

payment at the cash counter.

4)Dress Code:

· The students are required to dress decently when they come to the Institute.

· Students whose dress does not agree to the code prescribed by the Institute would not be allowed to participate in activities of the Institute and would be denied entry to the Institute Campus.

5)Loitering in the premises not permitted.

6)Conduct of the student in the classes or on the premises:

All students are responsible to the Director and members of the staff for their conduct in the public.

· Insubordination, abusive language or misbehavior, misconduct can lead to the dismissal of a student.

· Determination of any kind in the Institute is strictly prohibited. · Students will cause no disturbance to the fellow students or to other

classes and teachers. · No students shall communicate any information as regards the

administrative matters about the Institute to the press or media. · No society or association will be formed in the Institute and no person,

especially outsiders will be invited to the Institute without prior, express and explicit permission of the Director.

7)Valuables and Money transactions:

I. No student shall collect any money as contribution for picnics, trips, educational visits, get-together, study notes, charity or any other activity without prior written sanction of the Director.

II. Money should not be paid by the student unless an official receipt is issued for any matter.

III. Students should not give money to any Institute Staff to be paid as a fees/fine, etc. other than at the office counter/laboratory staff for laboratory matters.

8) Care of the property of the Institute:

· Take proper care of the property of the Institute and help in keeping the Institute premises clean.

· Use dustbins. · Causing damage to the property of the Institute will be liable for

disciplinary action. · Students are requested to switch off the lights, fans, etc. before leaving

the room if they are the last to leave the room.

9) Care of student’s own property by the students: Students should not leave their money, valuables etc. in the classroom, laboratory, ladies common room, etc. whenever they move out or away from the room.

10) Students requiring Director’s signature on any document should contact the appropriate counter of the office.

11) If, for any reason the continuance of any student is in opinion of the Director, detrimental to the best interest of the Institute, the student may be expelled from the Institute by the Director without giving any reason for the same. The decision of the Director in the matter is final.
