1. Introduction
1.1 Background
In June 2019, MGA Traffic Pty Ltd was commissioned by IP Generation Pty Ltd to prepare a Green Travel Plan to
accompany a planning permit application currently being sought for a proposed Office, Brewery/Tavern,
Cinema, Wellness and Café on land located at 27 Baines Crescent, Torquay.
1.2 Scope of Works
A green travel plan is a mechanism to manage the transport needs for various users associated with a
development in order to reduce and shift the use and dependency away from single occupancy private vehicle
use.
The plan comprises a list of strategies and initiatives aimed at encouraging alternative and sustainable modes of
travel (walking, cycling, public transport and carpooling) for travel to and from a site or development.

2. Development Proposal
2.1 Land Uses
The following analysis has been provided on the development plans prepared by Ewert Leaf Architects, as
follows:
▪ Office (Boardriders) – 1,450sqm
▪ Office (Co-Working) – 2,150sqm
▪ Tavern Brewery – up to 490 patrons
▪ Cinema – up to 400 patrons
▪ Wellness Centre – 40 patrons
▪ Ancillary Café -30sqm
2.2 Vehicle Access
Vehicle access to the site is proposed via the existing access to Baines Crescent.
2.3 Car Parking
The existing on-site car park consists of 177 car spaces and is to be reconfigured to provide 147 car parking
spaces, including the provision of one disabled car space.
One car share space (with vehicle) is proposed for use by site staff.
All on-site car parking is proposed to remain un-allocated, excluding the proposed car share space.
2.4 Bicycle Parking
60 bicycle spaces are proposed within the development including 40 spaces for staff within a secured area and
20 spaces (10 hoops) on the public areas for visitors.
2.5 Sustainable Transport
Bus Route 51 (Geelong to Jan Juc via Torquay) operates along Surf Coast Highway with stops located on the
approximately 250m walking distance from the site. This provides a link to the Torquay Interchange where it
also connects to Bus Route 50 and 101.
Sealed pedestrian paths are provided on the south side of Baines Crescent and cease prior to the side. Bicycle
lanes are provided along the Surf Coast Highway.

3. Targets & Objectives The overall aim of the plan is to reduce the number of single occupancy private vehicle journeys to and from
development by staff and visitors alike via the implementation of a series of targets and objectives that will be
paired with direct actions and initiatives in order to assist with vehicle reliance.
3.1 Existing Travel Modes
In order to set for travel mode targets for the development, existing travel mode behaviour for employees in the
main statistical area of the Surf Coast / Bellarine Peninsula has been sourced from the 2016 Australian Bureau of
Statistics Census Data. In addition, localised data from Torquay and Jan Juc has been sourced from id
community (https://profile.id.com.au/surf-coast/travel-to-work Torquay). This data is presented in Figure 3.1.

3.2 Target Travel Modes
The following principle targets have been identified for staff of the development:
▪ Achieve a staff driving to work percentage of below 50% (currently this is 86% for the Torquay and Jan
Juc). It is noted that the existing operation of the Office (Boardriders) currently exhibits 50% mode
travel by car). This ratio is proposed to be the benchmark for the office co-share.
▪ Achieve a staff car passenger to work percentage of approximately 15% (currently this is 4% for the
entire Torquay and Jan Juc area);
▪ Achieve a percentage of staff travelling to work by public transport of approximately 10% (currently this
is 6% for the Torquay and Jan Juc area);
▪ Achieve a percentage of staff cycling to work of above 10% (currently this is less than 1% for the
Torquay and Jan Juc area); and
▪ Achieve a percentage of walking to work 5% (currently this is 3% for the Torquay and Jan Juc area);

4. Actions & Initiatives
4.1 General
The following sets out a series of actions and initiatives that will form the basis for the green travel plan. Each
action should be completed within the first 6-12 months from the development inception unless otherwise stated
(i.e. as required by planning permit conditions to be implemented immediately). Collectively, these actions aim
at achieving the mode split targets set out in Section 3 of this plan.
It is recommended that a committee or working group be established to ensure that the proposed actions are
implemented. The committee should meet on a regular basis (annually) with the aim to have these actions
reviewed and monitored to ensure adherence to the plan. Further detail on the monitoring of the green travel
plan is discussed in Section 5 of this report.
4.2 Public Transport

Furthermore, the use of digital technology should also be utilised and ultimately

▪ MYKI cards (potentially pre-loaded with a nominal credit)
▪ Information on smart phone apps and how to download / install them including the

routes between their home and place of employment (or trips in between). Useful
information is also available on the PTV website (www.ptv.vic.gov.au)

the Journey Planner page which helps staff plan trips between two destinations,
providing time estimates and distances between the start and end points and a step

Include a comprehensive rundown of sustainable transport initiatives during employee
induction training. From a public transport perspective, this includes identifying various
public transport facilities, a rundown of the available public transport websites and
smart phone apps (including their location, installation and use) and any public

▪ The location of a bicycle repair kit. (this should be provided from the occupation).

want to work together to improve facilities for cyclists and encourage cycling. BUG
initiatives could include:

▪ Organise an after-work ride. This does not have to be long or strenuous and could
end somewhere for dinner or drinks. The idea is to encourage people who might
be reluctant to cycle to give it a go!

5. On-Going Monitoring & Review It is important to ensure that the Green Travel Plan is meeting its objectives and having the intended impact on
car use and transport choices for staff.
It is encouraged that the Plan be reviewed regularly (every 6-12 months). The review should be completed by a
committee or working group which should be established to ensure that the proposed actions are implemented.
This committee should comprise members of each of the following use (management, staff and site manager).
Supplementary data should be collected to inform this review such as staff travel pattern surveys and
questionnaires. Consultation with sustainability representatives from Council should also be sought during this
review. Upon completion of the review, the Plan should be updated and changed to reflect the new/adjusted
initiative circumstances.
