INVITATION FOR APPLICATIONS FOR FRAMEWORK CONTRACTS: INDIVIDUAL CALL-DOWN
CONTRACTS
Dear Applicant,
The Research for Community Access Partnership (ReCAP), managed by Cardno Emerging Markets
(UK) Ltd and funded by The UK’s Department for International Development (DFID), is seeking
applications from individual experts to establish a pre-qualified registration list of highly qualified
and experienced consultants through framework individual contracts in the following fields/thematic
areas:
1. Road Infrastructure and related Capacity Building Sub-themes/areas of expertise under this thematic area include: o Sustainable and economical provision of infrastructure o Material resources and environment o Road maintenance and appropriate standards o Defining measuring and analysing road access o Capacity Building
2. Transport Services and related issues:
o Public transport services operation and regulation o Motorcycle taxis and intermediate means of transport o Rural mobility and access to roads o Measuring the requirements for, and the benefits of, rural roads and transport services o Gender equality, equity and social inclusion o Safety and security o Capacity building
ReCAP funds and commissions applied research into low volume rural roads and rural transport services in low income countries. It is designed to ultimately provide safer and more sustainable access to poor rural communities. ReCAP will operate in the following geographical regions1:
A. Africa region (Eastern and Southern) B. Africa region (West) C. Asia region
This application process is open to individuals who meet the criteria detailed in the attached
documentation, for any one (or more) of the areas of expertise under each specific thematic area
particular to the applicant’s region of experience. Locally based individuals and women are
encouraged to apply. There are no nationality restrictions for this application process.

ReCAP will deliver a program of projects and activities between 2015 and 2020. It will enter into
Framework contracts with successful applicants initially through to 31 July 2017, with an option to
extend by mutually agreement up to the full life of ReCAP.

PART A – OVERVIEW OF THE RESEARCH FOR COMMUNITY ACCESS PARTNERSHIP (RECAP)
1 CONTRACTING AUTHORITY
The contracting authority is Cardno Emerging Markets (UK) as managing contractor for the Research
for Community Access Partnership (ReCAP) on behalf of DFID.
1.1 Background
Recent DFID (UKAID) support for the transport sector in developing countries has included two
programmes focused on applied research in the area of low-volume rural roads and transport
services. Between 2004 and 2009, DFID supported the South East Asia Community Access Project
(SEACAP) in Vietnam, Cambodia and Laos. This was followed by DFID support to the Africa
Community Access Project (AFCAP phase 1) between 2008 and 2014. Building on the success of these
two partnerships, in 2014 DFID initiated support to a second phase of support to AFCAP and new
support for similar applied research focused on South Asia (AsCAP). These two projects are managed
under the overall umbrella of the Research in Community Access Partnership (ReCAP).
The aim of ReCAP is to build on the programme of high quality research established under SEACAP
and AfCAP phase 1 and take this forward to a sustainable future in which the results of the research
are adopted in practice and influence future policy.
ReCAP is a demand-led programme in which partner countries and other regional and international
stakeholders identify research and other activities that contribute to the overall objectives of the
ReCAP logical framework. The Project Management Unit (PMU), which has been set up by Cardno
UK, works with the partners to develop concept notes and Terms of Reference suitable for
contracting suppliers to carry out the required activities. The PMU and partners monitor the progress
and performance of the suppliers. The outputs are quality controlled by the PMU and, in some cases,
by an independent peer review process.
A summary of a project/activity sequence of steps is this2:
Identification of project/activity by a partner;
Verification that project fits the ReCAP strategy and subsequent development of the concept
by partner in collaboration with the PMU;
Concept Note review internally by PMU and, where appropriate, externally
Preparation of the TOR by the PMU following Concept Note approval;
Contracting of the supplier after the evaluation of consultants;
Implementation by the supplier;
Monitoring of supplier performance, output and progress;
Review and quality control of project outputs with independent peer review, where
appropriate.
2 Some larger value contracts may require explicit approval and/or ‘no objection’ from the RECAP Executive Committee contingent upon factors such as value and risk.

2 OBJECTIVE, PURPOSED AND EXPECTED RESULTS
2.1 Overall objective
The overall objective of ReCAP is as follows:
Cost effective, low volume rural road and transport services evidence base is strengthened, promoted
and influencing policy and practice in Africa and Asia.
To achieve this, RecAP’s outputs will include:
Research and Uptake: generation, validation and updating of evidence for effective policies
and practices to achieve all-season, climate resilient, equitable and affordable rural transport
Capacity: The enhancement of African and Asian research capacity on low volume, rural
transport
Knowledge: The enhancement of rural transport knowledge management, lesson learning
and dissemination
ReCAP operates in the following geographical areas:
Africa Region (East and South)
Africa Region (West)
Asia Region

2 SUBMISSION OF APPLICATION
Applications, all correspondence and documents related to the application process exchanged by the applicant and the Contracting Authority must be written in English.
2.1 Application requirements
To successfully apply, applicants must respond by providing two (2) separate items as part of their applications:

a) A completed application form as per PART D of this Invitation for applications. A separate application form is provided for each thematic area. The applicant should complete the relevant form. These also include:
I. A signed statement of compliance with ReCAP’s Fee Rate Bands as per clause 3 in PART C of this Invitation for applications (annexed to the application form).
b) A Curriculum Vitae (CV) that details all relevant experience (including information against any of the thematic areas or nominated sub-theme). The CV should include all details as per clause 2.3 of this PART B.
Applicants are able to nominate for multiple regions and/or multiple thematic areas, and for multiple sub-themes or specialisations under the same thematic area.
If applicants are apply for both the Road Infrastructure and related Capacity Building Specialist and Specialists in Rural Transport Services and associated issues, they should complete two separate application forms, Part D (a) and Part D (b). A single CV should accompany both applications forms.
2.2 Instructions on how to complete the application form
Step 1: The applicant must select the correct form for the thematic area. Part D (a) is the application form for Road Infrastructure and related Capacity Building. Part D (b) is the application form for Rural Transport Services and associated issues. Step 2: The applicant must select the region. As mentioned above, ReCAP will operate in the following geographical areas3:
Africa Region (East and South)
Africa Region (West)
Asia Region
The applicant must select at least one of these geographical regions.
Applicants are able to nominate for multiple regions under the same thematic area. Separate
application forms are not required for application for multiple regions in the same thematic area.
Step 3: The applicant should nominate sub-theme(s) or area of specialisation.
The sub-themes and areas of specialisation are listed in the respective forms. For Road
Infrastructure and related Capacity Building at least one sub-theme must be selected.
For Rural Transport services and related issues applicants have the option to note areas of
specialisation.
Step 4: The applicant should indicate the contracting entity if it is to be anybody other than the
individual.
If the applicant is intending the contracting entity to be a company they should note the company
name on the application form.
The fee rates noted in Part C apply irrespective of the contracting entity.

2.3 Curriculum Vitae (CV) Requirements
Applicants can submit curriculum vitae (CV) in any format they wish and there are no page limits. However, the CV must, at a minimum, contain the following information:
Qualifications;
Professional Qualifications;
Languages Spoken and proficiency;
Countries of work experience;
Outline of relevant key skills including against any thematic areas and nominated sub-categories;
Details of relevant experience including against any of the regions, thematic areas and nominated sub-categories;
Details of membership of professional associations, if any, and
At least two available and relevant professional referees.
Character referees will not be accepted. Referees must be able to comment on your work experience in connection with the role and technical requirements against which you are applying. Referees must be available to provide comment, in English, during the time of selection and interview. Referees must not have an actual or potential conflict of interest when acting as a referee. Referees therefore must not be:
a) an employee of, the holder of a current executive office within the organisation of, or have a business in association with, the applicant or a subsidiary organisation of the applicant;
b) included in the application as an applicant; and c) a Cardno Emerging Markets (UK) Ltd or DFID employee.

PART C – GENERAL INFORMATION FOR APPLICANTS, SELECTION CRITERIA AND BASIS OF PAYMENT
1. Purpose of framework contracts: individual call-down contract
ReCAP is seeking to establish a list of pre-qualified experienced individual experts to provide
intermittent short-term support as will be specified from time to time. This will be in separate
Services Orders related to the planning, preparation, implementation, monitoring, mentoring, review
or other activities relevant to the implementation of ReCAP.
ReCAP is a demand-driven programme, responding to requests for assistance from the UK
Government and partner governments. Often ReCAP will receive requests for activities that will
require immediate action. ReCAP is therefore seeking to engage pre-qualified individual consultants
– through framework contracts – to ensure ReCAP’s responses to requests are fast, effective, of high
quality and are delivered in a timely manner.
Individuals will be recruited for an initial period through to 31 July 2017 with an option to extend, by
mutual agreement, up to a further three years. Individual experts may be recruited in a range of
thematic areas as required. They may be associated with one or more regions.
Individual experts are able to nominate for multiple thematic areas and/or multiple regions, and
multiple sub-themes or specialisations under the same thematic area.
1.1. Results to be achieved by the Contractor The required results for each input/task will be specified in a separate Services Order within the framework of the call-down contract. The Services Orders may relate to one (or more) region.
1.2. Selection of Consultants from list of pre-qualified experts. Once the list of pre-qualified consultants is established, consultants will be selected from the list for specific service orders primarily by using a Consultant Qualification Selection approach. This consists of an assessment of the consultant’s experience and competence relevant to the assignment and selecting the consultant with the most appropriate qualifications and experience. In circumstances where timeframes permit and multiple consultants have the required skill set to equivalent levels and/or the contract value is large, a Request for Services (including scope of services) may be issued allowing consultants on individual call-down contracts to respond with an offer. Offers will be evaluated and ranked on the basis of technical criteria and the best will be engaged on the assignment.
Where appropriate multiple consultants may be selected to participate as part of a team approach to
achieve a particular output.
2. Selection criteria Applicants will be assessed on the basis of technical expertise and suitability, based on the selection criteria shown in PART E relevant to their nominated thematic area and specific sub-theme/areas of expertise. In making final selection of successful applicants the overall breadth of skills required to meet the
anticipated needs of ReCAP under each thematic area will be a key consideration.
3 BASIS OF PAYMENT

Applicants who are considered technically suitable, but who cannot reach an agreement with Cardno on fees that are consistent with the ReCAP’s Fee Rate Bands for individual call-down contracts, will not be contracted.
Agreed Daily Fee rates will include:
Remuneration for the applicant;
Insurances, taxes and superannuation for the applicant;
Allowances for foreign exchange rate variations and an escalator over the contracting period;
Provision of computer and other equipment and costs necessary for the performance of
standard work requirements; and
Any other items not listed below under Reimbursable Expenses below.
All Fee Rates will be negotiated and contracted in British pounds.
Cardno as a matter of course benchmarks fee rates and reserves the right to request for consultants
to produce evidence of previous fee rates.
As part of the applicants submission, a signed statement of compliance (annexed to the application
form) with ReCAP’s Fee Rate Bands must be submitted.
3.3 Expenses
Arrangements for expenses will be detailed in each service order.

4 CARDNO EMERGING MARKET (UK) LTD’S RIGHTS
Cardno Emerging Markets reserves the right in its absolute discretion at any time to:
a) Terminate this Call for Applications, or cease to proceed with this recruitment process; b) Change the structure and timing of the recruitment process; c) Vary or extend any time or date; d) Terminate further participation in the process by any applicant for any reason; e) Require additional information or clarification from any applicant, or provide additional
information or clarification; f) Negotiate with any one or more applicant; g) Call for new applications; h) Reject any application received after the closing time; i) Reject any application that does not comply with the requirements set out in this
documentation; and j) Terminate any negotiations being conducted at any time with any applicants for any reason.
5 CONFLICT OF INTEREST
Applicants must provide details of any circumstances or relationships that constitute, or may
constitute, a conflict or potential conflict of interest regarding this application, or any obligations
under any formal agreement with the ReCAP or DFID.

PART E (a) – TERMS OF REFERENCE
Road Infrastructure and related Capacity Building Specialists
1 BACKGROUND TO ROAD INFRASTRUCTURE THEMATIC AREA
The research output of ReCAP is the generation, validation and updating of the evidence for effective policies and practices to achieve safe, all-season, climate resilient, equitable and affordable low volume rural road and transport services in African and Asian countries. This strategy will contribute to a strengthened evidence base that is influencing both practice and policy in the rural transport sector in Africa and Asia. AFCAP and ASCAP will focus solely on rural, low volume roads and transport services applied research. The types of research will be broad and may include, inter alia, technical engineering studies, socio-economic studies and policy and institutional studies. All will contribute to the establishment of robust, evidence-based platforms for the effective design and implementation of rural transport programmes and projects. In the case of Road Infrastructure the research strategy primarily concerns engineering and technical research on low-volume rural roads as well as the organisational arrangements for their planning, funding, design, construction, maintenance and investigation. Consideration may be given within this theme cluster to other forms of infrastructure providing community access such as village tracks and river transport facilities where these clearly contribute to the overall programme objective. The capacity building component for the Road Infrastructure thematic area of ReCAP relates to sustainability, aiming to build sustainable capacity to carry out research on low volume rural roads in African and Asian countries. In practical terms this will mean the increase in local (national) capacity to initiate, manage and carry out research in the fields of low volume roads, manage and disseminate the knowledge created and sustain this capacity into the future. To achieve this ReCAP will work through integrated transport research centres, academia, road authorities, non-governmental organisations and private sector organisations within partner countries.
2 SCOPE OF ASSIGNMENTS
The individual expert should be available to undertake short-term assignments on request, subject to
mutually-acceptable time-frames. Experts will be mobilised for specific assignment at the request of
partners and the PMU, as and when activities suited to that individual arise. Typical tasks under the
Road Infrastructure thematic area are likely to include giving technical input into:
Development and refinement of concept notes for ReCAP activities
Development and refinement of Terms of Reference for ReCAP delivery partners to
implement4
Policy development
Project management
Production of design manuals/guidelines
Specifications and Standards
Research management
4 Involvement in the development of Terms of Reference would preclude consultants from engagement in the implementation of the activity. Such conditionality will be made explicit in any offer of such work and consultants are free to decline any such work.

3 AREA OF EXPERTISE
The Road Infrastructure and related Capacity Building Specialist is expected to have current
professional knowledge in the following topics and have in-depth expert knowledge and experience
in several specific areas:
A minimum of 10 years’ experience in the improvement and maintenance of low volume
rural roads in Africa and Asia including the technical and institutional issues.
Experience in carrying out research studies concerned with rural road infrastructure.
Experience with a minimum of 3 projects involving research in the low volume rural roads
sector.
Demonstrated experience in research management including planning and preparation of
research projects, designing projects, involvement in project scoping, stakeholder
engagement, drafting of scoping notes, research project designs including terms of
reference, specifications, data management and production of guidelines and manuals.
Demonstrated experience in project monitoring and evaluation including project review.
Demonstrated experience in the relevant geographic areas.
Demonstrated experience working on donor funded projects.
Demonstrated experience in training, mentoring and capacity building.
Effective oral and written communication skills.
Demonstrated capacity in using MS Office suite of software including Word, Excel and
Powerpoint or compatible programmes.
Experience in the following is desirable but not mandatory to be selected:
Research management, conducting research, data management and analysis, particularly
related to Road Infrastructure; and
Project monitoring and evaluation, including project reviews;
3.1 Specific areas of expertise for sub-themes
In addition to the above general Road Infrastructure Specialist expertise, consultants must register as
a specialist for one or more of the following specific sub-themes and should have the following
expert knowledge and experience related to that sub-theme:
Sustainable and economical provision of infrastructure
Demonstrated experience in the design, construction and maintenance methods for LVRs
Demonstrated experience in geometric design principles

4 SELECTION CRITERIA – ROAD INFRASTRUCTURE AND RELATED CAPACITY BUILDING SPECIALISTS
Applications will be assessed against the generic selection criteria for the Road Infrastructure and related Capacity Building Specialists according to the generic selection criteria matrix below to be considered for admission to the pool of experts. If the evaluation panel considers that the minimum

required standard for the selection criteria has been reached then candidates will be assessed against the sub-theme(s) for which they registered.
For each sub-theme against which candidates registered they will be assessed against the requirements for the sub-theme. Candidates are not required to have the full range of skills within a sub-theme to be pre-qualified. In making final selections for each of the sub-themes the evaluation panel will make recommendations based on the overall breadth and depth of skills required within the panel.

PART E (b) – TERMS OF REFERENCE
Specialists in Rural Transport Services and related issues.
1 BACKGROUND TO RURAL TRANSPORT SERVICES THEMATIC AREA
The research output of ReCAP involves the generation, validation and updating of the evidence for effective policies and practices to achieve safe, all-season, climate resilient, equitable and affordable low volume rural road and transport services in African and Asian countries. This strategy will contribute to a strengthened evidence base that is influencing both practice and policy in the rural transport sector in Africa and Asia.
AFCAP and ASCAP will focus solely on rural, low volume roads and transport services applied research. The types of research will be broad and may include, inter alia, studies of different types of passenger and freight services, regulatory and safety issues, socio-economic and gender issues and policy and institutional matters. All will contribute to the establishment of robust, evidence-based platforms for the effective planning, regulation and operation of rural transport services and related programmes and projects.
In the case of Transport Services, the research strategy primarily concerns the need for the appropriate transport of passengers and freight on low-volume rural roads as well as the organisational arrangements for the planning, funding, operation and regulation of reliable and safe transport services. Consideration may be given to other forms of transport needed for community access, such as those relating to village tracks, footbridges and river transport where these clearly contribute to the overall programme objective.
The capacity building component for the Transport Services thematic area of ReCAP relates to sustainability, aiming to build sustainable capacity to carry out research on transport services on low volume rural roads in African and Asian countries. In practical terms this will mean the increase in local (national) capacity to initiate, manage and carry out research in the fields of rural transport services, to manage and disseminate the knowledge created and sustain this capacity into the future.
To achieve this ReCAP will mainly work in AfCAP and AsCAP partner countries with integrated transport research centres, transport authorities, regulatory agencies, non-governmental organisations and private sector organisations. .
2 SCOPE OF ASSIGNMENTS
The individual expert should be available to undertake short-term assignments on request, subject to
mutually-acceptable time-frames. Experts will be mobilised for specific assignment at the request of
partners and the PMU, as and when activities suited to that individual arise. Typical tasks under the
Transport Services thematic area are likely to include providing technical input into:
Scoping studies to assist the identification of research priorities
Development and refinement of concept notes for ReCAP activities
Development and refinement of Terms of Reference for ReCAP delivery partners to
implement5
Policy development
5 Involvement in the development of Terms of Reference would preclude consultants from engagement in the implementation of the activity. Such conditionality will be made explicit in any offer of such work and consultants are free to decline any such work.

3 AREA OF EXPERTISE
The Transport Services (including safety, socio-economic and gender issues) and related capacity
building specialists are expected to have current professional knowledge in the following topics and
have in-depth expert knowledge and experience in several specific areas:

A minimum of 10 years’ experience in the broad area of rural access and rural transport
services in Africa and/or Asia including socio-economic, technical and institutional issues,
including demonstrated ability to understand and advise on international best practice.
Demonstrated understanding of the diversity of rural transport services issues and the need
for inclusive research approaches that consider the perspectives of different stakeholders
(eg, users, operators, regulators) and the various passenger and freight transport needs of
rural people of (differing by gender, age, occupation, income and other characteristics).
Demonstrated experience in planning, managing and implementing research studies
concerned with rural access and transport services including preparation of research
projects, project scoping, stakeholder engagement, data management and production of
reports and guidelines.
Demonstrated experience of working effectively with different stakeholders from a variety of
cultural backgrounds in the relevant geographic area(s), including working with relevant
government authorities.
Demonstrated experience in training, mentoring and capacity building.
Effective oral and written communication skills.
Demonstrated capacity in using conventional office software (e.g., Word, Excel and

tricycle, three-wheelers, carts etc) and associated requirements relating to infrastructure,
supply chains and regulation.

information in planning, including, where appropriate, GIS systems and modelling.
Demonstrated experience relating to gender mainstreaming and social inclusion, including
data collection and analysis to highlight issues and policy initiatives to change and improve
the opportunities for marginalised or discriminated persons.
Demonstrated experience relating to the collection and analysis of information relating to
the safety and security of rural road users, facilitating changes in awareness, attitudes and
behaviour, introducing designs, technologies and/or regulations to reduce risk and improve
safety and security and working with the various stakeholders, including transport operators
