1. INTRODUCTION

1.1. General Information and Background

ADE Consulting Group Pty Ltd (ADE) was commissioned by Ampersand Group (‘the Client’) to undertake a Phase I Preliminary Site Investigation (PSI) with limited sampling to assess the current level of contamination (if any) within the property located at 259 Riverstone Road, Riverstone NSW (hereafter referred to as ‘the Site’). The Site entails Lot 1 and 2 in DP 523552 within the local government area of Blacktown City Council (refer to Figure 1). A Site walkover and visual inspection with limited sampling was undertaken by experienced ADE environmental consultants between the 5th of July and the 10th of July 2017. This report summaries the findings from the Site walkover and discusses the outcomes of the investigation.

1.2. Proposed Development Based on the development plans (refer to Craig & Rhodes, project no. 001-16, Revision 01, Appendix V – Supporting Documents), the Site is proposed to be sub-divided into approximately two hundred (200) residential lots accessed via approximately (15) proposed roads, the majority of which run north to south from Garfield Road East to Riverstone Road, Riverstone NSW. It is expected that movement of soil may occur within the Site during construction works.

1.3. Objectives

The objectives of the investigation were to:

Completion of a Safety, Health & Environment Work Method Statement (SH&EWMS) prior to undertaking works;

Provide background on the site history including any references to previous reporting; Discuss the current Site condition; Design a limited soil investigation program based on available site information and desktop searches

to develop a conceptual site model and establish potential Areas Of Environmental Concern; Provide a preliminary assessment and describe the potential source, type, extent and level of

contamination (if present) within the soil throughout the site; Provide a preliminary determination the human health and environmental risk (if present) from soils at

the site; and Provide an assessment of Site contamination and recommendations for remediation and/or

management (if required).

1.4. Scope of Work

The scope of work required to achieve the objectives of the investigation involved the following: Phase One

Completion of a Safety, Health & Environment Work Method Statement (SH&EWMS); Desktop Site review of:

- Land title records; - Section 149 certificates; - NSW Environment and Heritage; - EPA contaminated lands register for notations; and - Dial Before You Dig service search.

Review of past and current activities on the Site; Review of past and current activities on neighbouring Sites and identification of any potential on-

Site/off-Site sources of contamination; Review of past aerial photographs of the Site and its surrounds to identify the locations of any

previous buildings and/or other infrastructure associated with activities that could be on-Site/off-Site sources of contamination;

Review of local geology and hydrogeology (including groundwater bore search); and Site inspection by an experienced environmental consultant.

Phase Two Completion of twenty-seven (27) test pits (TP), across the Site to a maximum depth of 1.0 m or where

natural material is encountered; Field logging of soil profile and Site observations encountered at each test pit; Collection of test pit soil samples for analysis of contaminants of concern; Field screening of collected samples for Volatile Organic Compounds (VOCs) using a Photoionisation

Detector (PID); and Cold storage of all samples collected.

Phase Three Submission to National Association of Testing Authorities (NATA) accredited laboratories for analysis

under chain of custody conditions (CoC); Laboratory analysis of selected soil samples for Heavy Metals (M8), (Arsenic (As), Cadmium (Cd),

Chromium (Cr), Copper (Cu), Mercury (Hg), Lead (Pb), Nickel (Ni), Zinc (Zn)), Total Recoverable Hydrocarbons (TRHs), Benzene, Toluene, Ethylbenzene, Xylene (BTEX), Polycyclic Aromatic Hydrocarbons (PAHs), Organochlorine Pesticides (OCPs), Organophosphorus Pesticides (OPPs), Polychlorinated Biphenyls (PCBs) and Asbestos;

Laboratory analysis of fibre cement samples for analysis of asbestos; and Preparation of a Phase I PSI report outlining:

- Detailed information on the results of the desktop review and Site inspection; - Review and outline of the results from the limited site investigation, interpretation of the Site

data (results), recommendations and conclusions. - Conclusions regarding the potential for contamination at the Site;

- Conclusions regarding the Sites suitability for the proposed development; and - Recommendations for a Phase II Detailed Site Investigation (DSI), should it be warranted.

1.5. Legislative, Regulation, Guideline and Code of Practice Requirements

The legislative framework for the report is based on guidelines that have been issued and/or endorsed by the NSW Environmental Protection Agency (EPA) formerly the Office of Environment and Heritage (OEH) under the following Acts/Regulations:

Protection of the Environment Operations Act 1997; Contaminated Land Management Act 1997; Environmentally Hazardous Chemicals Act 1985; National Environment Protection Council (New South Wales) Act 1995; and

The relevant guidelines issued under the provisions of the aforementioned Acts/Regulations include:

Guidelines for the NSW Site Auditor Scheme, NSW DEC 2006; Guidelines for Consultants Reporting on Contaminated Sites, NSW OEH 2011; National Environmental Protection Measure (Assessment of Site Contamination), 1999, as amended

2013; Australian Standard AS 4482.1 Guide to the sampling and investigation of potentially contaminated

soil. Part 1: Non-volatile and semi-volatile compounds, 2005; Australian Standard AS 4482.2 Guide to the sampling and investigation of potentially contaminated

soil. 2.5. Regional Setting

Datum (AHD)) towards the north east 35 m AHD. The residence in the south western section of the property sits at 53 m AHD.

Attribute Description Local Geology and Soil

The site is located on the Blacktown Soil Landscape (bt) as indicated on the NSW Office of Environment and Heritage eSpade GIS tool. The soils of the Blacktown Soil Landscape (bt) are underlain by Wianamatta group Ashfield Shale and Bringelly Shale formations. The Ashfield shale is comprised of laminate and dark grey shale. Bringelly shale consists of shale, calcareous claystone, laminate and fine to medium grained lithic-quartz stone. Soils are shallow to moderately deep (< 100cm) with variability across upper slopes and drainage gullies. The topsoil (A1 Horizon) consists of a friable dark brown loam, with moderately to strongly pedal structure, apedal single-grained structure and porous sandy fabric. The pH ranges from strongly acid (pH 4.0) to slightly acid (pH 6.0). Beneath this layer occurs the B Horizon consisting of hard-setting clay loam. The pH ranges between strongly acid (pH 4.0) to slightly acid (pH 6.5). In conjunction with the B Horizon, a strongly pedal brown to reddish brown light clay occurs. The pH varies from strongly acid (pH 4.5) to moderately acid (pH 6.5). Frequent red yellow or grey mottles occur in addition to gravel sized shale fragments. Roots and charcoal fragments are rare. A B3 or C horizon is present as light grey plastic mottled clay, usually occurring as deep subsoil above shale bedrock. Yellow and grey mottles are common with pH ranging from strongly acid (pH 4.0) to moderately acid (pH 5.5). Virgin soil materials observed during investigative works were consistent with the soil landscape map for the area.

Site Drainage Any rain water collected on the western section of the property is likely to drain through seepage into the thickly grassed areas of the property. The water will then travel through the subsurface in a westerly direction where it will drain into First Ponds Creek and local dams. Rain water collected in the south eastern section of the property is likely to drain through seepage before flowing in a south westerly direction towards Killarney Chain of Ponds and local dams.

Hydrogeology The underlying soil in the area are generally classified to contain silty clay underlain by weathered shale which impedes downward movement of water and will therefore be expected to have a moderate / low rate of water transmission and a moderate / low capacity to hold water. Localised surface water bodies such as ponds and dams were seen observed in aerial images and the site walkover, indicating a high water table in the area. Any saturated groundwater is expected to take the course of surface drainage channels which drain into First Ponds Creek and the Killarney Chain of Ponds. A search for registered groundwater wells within a 500 m radius of the Site was undertaken by ADE via the NSW Office of Water (Allwaterdata.water.nsw.gov.au). The following four (4) registered bore wells were recorded:

Information obtained from the groundwater bores suggests a standing water level of approximately 2.5 m to the top of casing (TOC) and salinity between 649 and 2820 mg/L.

No information on the quality of groundwater was available in the groundwater bores within 500m radius of the Site.

Acid Sulphate Soil Risk

A review of the Australian Soil Resource Information System (ASRIS) interactive map was undertaken to determine the potential for Acid Sulfate Soil (ASS) at the Site. The source Site was identified as a ‘no known occurrence’ area in regards to ASS risk. No observations (staining, odour) indicative of acid sulfate soils were noted during the field works.

Depth to Groundwater

Groundwater was encountered by ADE during an investigation on the neighbouring property at 280 Garfield Road East (ADE Consulting Group Pty Ltd, report no. STC-745-12410 / v1 draft, Detailed Site Investigation, unpublished, ADE DSI 1 (2017); It was found that approximately two (2) meters of groundwater sits at an approximate depth of 7.0 m BGL atop a layer of low permeability shale.

The information obtained from the LTO, LPI and Council Records indicates the Site has been owned by Raffaele Miscuso and Rosa Marna Miscuso, prior to which, it was owned by various individuals (including an orchardist) dating back to 1947. Title searches prior to this were not undertaken as ADE considers that this will suffice for the scope of the investigation.

3.2. Aerial Photographs Review

A review of aerial photographs was conducted and is summarised in Table 6. Aerial photographs from the years of 1955, 1975, 1991 and 2017 were examined (refer to Appendix VI - Aerial Photography). Table 6. Summary of Aerial Photographs.

Black and White

A cleared strip of vegetation is present running from south to north which is believed to be an easement. A large cleared paddock is evident occurring along a road consistent with the location of Riverstone Rd. Some tracks are apparent leading throughout the large site. A small dam is present. Much of the site remains vegetated.

The property to the north consists of a market garden / orchard with a house and driveway leading out to Garfield Rd. The surrounding land has been cleared with sites to the north having disturbed soil present. A large residential block is immediately adjacent the western boundary of the site.

1975

Black and White

The site has been cleared and the development of 3 dams has occurred. A shed / small house is observed to the west of the easement. A large triangular shaped dam has been constructed immediately east of the easement in the southern portion of the site.

Surrounding lands have been developed with 2 race tracks observed surrounding the site. Additional rural residential and small scale agricultural blocks are present along Garfield Rd. The Large scale development to the east of the subject site has the development of dames and evidence of landscaping / alteration of the landscape. A large scale factory is apparent to the east of the site and a number of dams have been built.

1991 Colour The site has been developed into an agricultural property with six (6) areas of cultivation, the erection of a row of glass houses and associated shed, the construction of a house in the southern section of the site and the expansion of the triangular dam in the south-western corner. Additional shed structures have been erected close to former sheds

The adjoining property to the north has a commercial industrial warehouse facility constructed along with three (3) large dams. The land has been cleared completely and a road dissects the site running from the warehouse to the east of the property boundary. Expansion of the factory to the east is evident and the additional of more dams and further disturbance of the soil surfaces throughout the area.

2013 Colour A number of the previously identified areas of cultivation are no longer in use. Two of the smaller sheds have been removed.

Surrounding properties have been established as market gardens and the factory to the east has further expanded the number of buildings, dams and roads. There is evidence of land clearing in the nearby blocks, presumably associated with the subdivision of the land following land re-zoning.

4. CONCEPTUAL SITE MODEL

4.1. Potential Contamination Types

ADE developed a Conceptual Site Model (CSM) in accordance with Schedule B2 – National Environment Protection (Assessment of Site Contamination) Measure 2013, to assess the plausible contaminant linkages between potential contamination source and the receptors. The CSM provides a framework to review the current information and understand the migration and exposure pathways to sensitive receptors.

4.3. Primary Transport Mechanisms

Primary transport mechanisms for the migration of potential contaminants onto the Site or off the Site include:

4.4. Potential Contamination Receptors

The main potential contamination receptors were considered to include:

4.4.1. Human Health – Direct Contact & Ingestion The Site, once developed will contain independent residential houses with access to soils. It is therefore considered appropriate to assess whether a source of potential exposure from a contaminant of concern via the direct contact and ingestion pathway exists for Site users/visitors/neighbouring residents and/or businesses near the Site.

4.4.2. Human Health – Inhalation / Vapour Intrusion It is considered appropriate to assess whether a source of potential exposure from a contaminant of concern via the vapour intrusion pathway exists for future Site users/visitors/neighbouring residents and businesses may be present on Site.

4.4.3. Second Ponds Creek and drainage channels Second Ponds Creek is located about 100 m north-west of the Site. The landscape around the Site is observed to contain drainage channels with dams and ponds sporadically present across the area. The Site is dissected by a drainage channel running east west and eventually drains into First Ponds Creek. Any contamination arising from Site has the potential to contaminate the channels via surface water runoff or groundwater infiltration.

4.4.4. Ecological Ecosystems The proposed development will involve earth works and construction of roads and associated infrastructure for the development into a residential community. A preliminary ecological assessment was undertaken to assess the contamination (if any) against the ecological criteria.

5. SITE INVESTIGATION DESIGN AND METHODOLOGY

5.1. Investigation Design

The objectives of the investigation were to:

Provide comprehensive information on the issues raised in the Site history and Site investigations;

Discuss the Site condition; Design a judgemental soil sampling program consistent with the conceptual site model available

at the time of assessment; Assess and describe the source, type, extent and level of contamination (if present) within

surface soils/fill materials throughout the Site i.e. from soil surface to a depth of natural virgin materials; and

Determine the human health and environmental risk (if present) from soil (if any).

5.2. Pre–work Procedure

Before work commenced a Site specific SH&EWMS was developed for the project, which was presented in a pre-start toolbox talk prior to the commencement of works and was signed onto by ADE staff and contractors.

5.3. Service Location / Clearance

A services and utilities assessment was conducted by ADE. Utilities and services data was obtained from the following owners:

Jemena; Sydney Water; Telstra; and Endeavour Energy.

Search results did not identify the presence service or assets obtained from the aforementioned utilities. A Site walk walkover aiming to identify the services was undertaken prior to any soil intrusion works on 26th of June 2017. The purpose of the service location / clearance was to assess the presence of underground services at the proposed sampling locations at the Site.

5.4. Soil excavation works and sampling

Soil excavation was undertaken using a backhoe and hand augur, under the supervision of suitably experienced ADE environmental consultants. Twenty seven (27) soil samples were collected from twenty seven (27) test pits for the Site assessment as shown in Table 9. Twenty three (23) samples were analysed for

chemical analysis based on the conceptual site model and judgemental sampling plan prepared by the project team targeting the areas of greatest concern based on site history, while twenty seven (27) samples were analysed for asbestos.

5.5. Groundwater sampling

No groundwater sampling was undertaken as groundwater was not encountered during the course of the investigation. The current and future users are not expected to interact with groundwater and as such, no further investigation is considered necessary.

5.6. Decontamination

ADE’s standard decontamination procedures were undertaken prior to excavation at each sample location. For each sample, dedicated disposable materials (e.g. nitrile gloves) were changed between each sample. As such, additional decontamination procedures were not deemed necessary. All disposable sampling equipment and rubbish was collected and removed prior to leaving Site.

5.7. Documentation

A field observation log was kept by sampling personnel. Details recorded in the log included:

Borehole/monitoring well and sample number; Soil profile notes; Sampling method; Sample identification; Sample description; and Sample point measurements.

A comprehensive master sample register was maintained. As samples were received, they were given a unique sequential number from the sample register into which details from the labels were entered. Before packing and dispatch of samples for analysis, a Chain of Custody form was completed. This form recorded details of the individual samples being dispatched and the type of analysis required for each sample.

5.8. Sample Management

Samples were collected using fresh gloves and placed in sterile glass jars with Teflon lined lids and small zip lock bags before being placed into a pre-cooled Esky. A photoionisation detector (PID) with a 10.6 eV lamp, pre-calibrated with isobutylene gas at 100 ppm was used to screen the headspace gases of the collected samples to assess for the presence of VOCs. PID headspace screening was conducted using a resealable zip lock plastic bag, the soil sample was agitated as

the PID reading was taken inside the zip lock plastic bag (the bag was appropriately sealed when inserting the PID meter). Replicate soil samples (Blinds and Splits) were collected by thoroughly mixing a sample in a large zip lock bag, the samples were divided into and placed in sterile glass jars with Teflon lined lids and small zip lock bags. The jars were filled to capacity to ensure minimal headspace was present prior to tightly securing the lid and then placed into a pre-cooled Esky. Each sample jar was well protected by packaging material. Ice packs were inserted in the Esky to maintain the samples at approximately 40C. The original Chain of Custody form was enclosed in the Esky that was then sealed and dispatched to NATA accredited analytical laboratories. Using the methods as outlined below, stratigraphical information was obtained along with the samples in order to assess the shallow geological conditions at the Site in accordance with AS 1726-1993 ‘Australian Standard Geotechnical Site Investigations’.

5.8.1. Laboratory Analysis All copies of the completed Chain of Custody forms were retained on the Central Filing System and the originals were sent to the analytical laboratories together with the samples. The following outlines the NATA accredited laboratories used for analytical testing:

Twenty three (27) primary samples collected across the Site by ADE on the 4th, 5th and 6th of July 2017 for analysis of chemical characterisation (M8, TRH, PAH, BTEX, OCP/OPPs, PCBs) were submitted to Environmental and OH&S (EOHS) Laboratory;

Twenty seven (27) primary asbestos soil samples and four (4) asbestos fibre cement fragments collected across the Site by ADE on the 4th, 5th and 6th and 10th July 2017 for asbestos analysis were submitted to Environmental and OH&S (EOHS) Laboratory;

One (1) primary lead paint sample collected across the Site by ADE on the 10th of July 2017 for analysis of lead was submitted to Environmental and OH&S (EOHS) Laboratory; and

One (1) split replicate sample collected by ADE on the 5th July 2017 to assess QA/QC adherence was sent to Australian Laboratory Services (ALS) and two (2) blind replicate QAQC samples were submitted to Environmental and OH&S (EOHS) Laboratory.

6. SAMPLING AND ANALYTICAL PROGRAM

6.1. Soil Analytical Program

The following Refer to Appendix I - Figures for the specific location of the samples relative the site layout. Detailed GPS co-ordinates have been tabulated with along with a summary of the soil type, depth, suite of anlaysis and sample ID can be found below in Table 10. Table 9 outlines the Sampling and Analytical program for analysis of soil samples collected within the Site during the investigation: The selected samples were tested for a range of analytes including:

Heavy Metals – (M8); TRH; BTEX; PAHs; OCPs; OPPs; PCBs; and Asbestos.

Refer to Appendix VII – Analytical Reports for the analytical methods used by ALS Environmental and Environmental OH&S Laboratory. 7. RESULTS AND DISCUSSION

7.1. Site Geology and Subsurface Conditions

A summary of site specific lithology is presented in Table 10. Table 10. Soil Specific Lithology

7.2. Field Observations

The following observations with regard to contamination on the site were recorded:

Topsoil materials across the Site primarily consisted of light brown to light orange clayey sand which extended to a depth of approximately 0.5 m BGL;

Area of concern 1 consisted of former marketed gardens / cut flower garden beds, natural soil materials were observed throughout the former cut flower garden beds;

Raised garden beds within the glass houses consisted of fill materials, however, no asbestos or suspect materials were observed on the soil surface;

An above ground storage tank was observed immediately north of the glass houses and storage sheds, no surface staining or olfactory signs of contamination were observed;

The landscaped areas formerly utilised as rose gardens immediately to the west of the storage shed appeared to consist of natural soil materials with no indication of fill materials observed;

Area of concern 2 was noted to consist of a cleared area with limited regeneration; Natural soil materials consistent with the surrounding soil profiles were observed in AOC2; A small stockpile of building rubble was observed adjacent the former building footprint located in

AOC3, a number of presumed fibre cement pieces were observed within the stockpile. Representative samples of fibre cement were collected;

A single piece of presumed asbestos fibre cement sheeting was observed as part of the building materials associated with the barbeque adjacent the former building footprint (AOC 3), the sheet was observed to be in fair condition;

Remaining areas appear to have been utilised as grazing and pasture land and or retained as natural landscape with the exception of small dams installed which appear to be utilised for irrigation of the existing cut flower market gardens present over the past 35 years;

Dams were observed to consist of natural materials with no indication of fill noted on the soil surfaces throughout AOC 5;

The former agricultural shed inspected with potential lead paint and PCB containing fluorescent lights observed;

Easement (refer to AOC 4) was noted to be cleared with limited evidence of former agricultural use, isolated area of telegraph poles stored;

A small number of stockpiles were observed in AOC 6 consisting of fill materials however no visible sign of contamination were observed. The total volume of materials was approximately 50 m3;

No significant hydrocarbon odour was observed within any of the test pits; No indication of stressed vegetation associated with potential underlying contamination was

observed throughout the site.

7.3. Site Contamination – Health Investigation Levels (HIL A)

Laboratory analysis of twenty seven ?(27) soil samples collected for chemical analysis from twenty seven (27) test-pits at varying depths across the Site indicate that the concentrations of the contaminants of potential concern (CoPC) were less than the adopted human health assessment criteria for Tier 1 screening purposes for residential sites (HIL-A), as outlined in NEPM 2013.

7.3.1. Summary of Chemical Analysis Samples collected by ADE on the 4th, 5th, 6th and 10th of July 2017 do not indicate any exceedances above the adopted soil criteria for residential (HIL-A) with regards to heavy metals, polycyclic aromatic hydrocarbons, BTEX, TRH, OCPs and OPPs. A summary of chemical analysis results are detailed in Appendix II – Results Table.

7.3.2. Summary of Asbestos Analysis No asbestos was detected within any of the twenty seven (27) soil samples collected across the site. Asbestos was detected in three (3) of the four (4) fibre cement samples submitted. The materials are considered to be limited to the soil surface and isolated stockpile containing building debris associated with previous building demolition within AOC3. Based on the limited occurrence of asbestos containing materials it is considered that an emu pick of AOC3 and the disposal of the building rubble and associated soil materials located within the area of concern will be adequate to address the asbestos contamination observed. Prior to the re-use of any of the stockpile materials which appears to have been imported on to site, as observed within AOC 3 and 6, ADE recommends further characterisation against HIL A site assessment criteria.

7.4. Site Contamination – Health Screening Levels

Laboratory analysis of twenty seven (27) soil samples collected from twenty seven (27) test-pits between 0.0 – 0.5 m BGL across the Site indicate that the concentrations of the contaminants of potential concern (CoPC) were less than the adopted HSLs for Vapour Intrusion, Screening Levels for Vapour Risk to Intrusive Maintenance Workers (Shallow Trench 0.0 to <2.0 m), and HSL levels for direct human contact. Of the samples collected, none were observed with a concentration above the adopted Site Assessment Criteria. The details of the analysis results are presented in Appendix II – Results Table.

7.5. Duty to Report Soil Contamination

In accordance with the Guidelines on the Duty to Report Contamination under the Contaminated Land Management Act 1997 (CLM Act) the following provides an assessment of the clients responsibility to notify the NSW EPA of potential/identified contamination.

7.5.1. On-site soil contamination For the purposes of section 60(3)(b) of the CLM Act, notification of contamination in, or on, soil on the land is required where:

The 95 % upper confidence limit on the arithmetic average concentration of a contaminant in or on soil is equal to or above the Health Investigation Level and/or Health Screening Level for that contaminant for the current or approved use of the respective on-site land, as specified in Section 6, Schedule B1 of the National Environment Protection (Assessment of Site Contamination) Measure 1999 (NEPC 2013)

OR

The concentration of a contaminant in an individual soil sample is equal to or more than 250% of the Health Investigation Level and/or Health Screening Level for that contaminant for the current or approved use of the respective on-site land, as specified in Section 6, Schedule B1 of the National Environment Protection (Assessment of Site Contamination) Measure 1999 (NEPC 2013)

AND

A person has been or foreseeably will be exposed to the contaminant or a by-product of the

contaminant.

7.5.2. Asbestos in, or on, soil For the purposes of section 60(3)(b) of the CLM Act, notification of asbestos contamination is required where:

Friable asbestos is present in or on soil on the land

AND

The level of asbestos (% weight for weight) in an individual soil sample is equal to or above the health screening level of friable asbestos in soil (0.001%) specified in Section 4.8, Schedule B1 of the National Environment Protection (Assessment of Site Contamination) Measure 1999 (NEPC 2013)

AND

A person has been, or foreseeably will be, exposed to elevated levels of asbestos fibres by breathing them into their lungs.

No friable ACM was observed or detected within any of the soil samples collected from the Site during ADE’s investigation. However, bonded ACM was observed in soils during ADE’s investigation. ADE has not been advised by the client of any receptors that have been, or foreseeably will be, exposed to elevated levels of asbestos fibres. Taking this into consideration, ADE does not consider a Duty to Report Contamination is required regarding asbestos in, or on, soil.

7.6. Duty to Report Groundwater Contamination

Groundwater investigation was not undertaken as it was not encountered during this investigation. However if the proposed development works involve excavation below water table, a groundwater investigation is required.

8. CONCLUSIONS

8.1. Site Contamination Investigation

Historical aerial photographs and LTO records indicate that the Site was predominantly used for

market gardens between 1991 and the present day before which the site was used for low density residential / pastureland;

A desktop study, limited sampling and site investigation pertaining to AOC 1 and 2 indicate that the

site is suitable for the proposed land-use. No results within AOC 1 & 2 exceeded the HIL-A criteria for re-use on site;

Desktop study and limited sampling pertaining to AOC 4, 5 & 6 indicate that the site is suitable for

the proposed land-use;

Asbestos was detected in three (3) of the four (4) fibre cement samples submitted from AOC 3. The asbestos containing materials are considered to be limited to the soil surface and isolated stockpile containing building debris associated with previous building demolition within AOC3;

Based on the limited occurrence of asbestos containing materials it is considered that an emu pick of

AOC3 and the disposal of the building rubble and associated soil materials located within the area of concern will be adequate to address the asbestos contamination observed. A waste classification of the materials prior to offsite disposal to a licensed waste facility will be required;

Prior to the re-use of any of the stockpiled materials which appears to have been imported on to site, as observed within AOC 3 and 6, ADE recommends further characterisation against HIL A site assessment criteria;

Targeted soil samples and PID readings obtained from beneath the AST within AOC 1 did not indicate

potential hydrocarbon contamination;

Five (5) artificial dams with embankments were identified within the Site indicating possible fill importation. A visual assessment of the five (5) dams did not identify contaminated fill;

Lead paint and a potential polychlorinated biphenyl (PCB) containing light fitting was identified in the

shed within AOC 3. It is recommended that these materials are removed by a licensed contractor with the appropriate controls in place prior to demolition;

Several areas were inaccessible to ADE at the time of inspection namely the area beneath the

greenhouse in AOC 1 and concrete slab beneath AOC 3. Taking the above into consideration, a Limited Detailed Site Investigation/Supplementary Limited Investigation is required within these previously inaccessible areas, once they become accessible.

9. LIMITATIONS

This report has been prepared for use by the client who has commissioned the works in accordance with the project brief only, and has been based on information provided by the client. The advice herein relates only to this project and all results, and conclusions made should be reviewed by a competent and experienced person with experience in environmental investigations, before being used for any other purpose. ADE accepts no liability for use or interpretation by any person or body outside the consent authority. This report should not be reproduced or amended in any away without prior approval by the client or ADE and should not be relied upon by any other party, who should make their own independent enquiries. The extent of sampling of soils and subsequent analysis has been necessarily limited and has been targeted towards areas where contamination is considered to be most likely based on the knowledge of the site history and visual observation. This approach maximises the probability of identifying contaminants, however, it may not identify contamination which occurs in unexpected locations or from unexpected sources. Further, soils rock and aquifer conditions are often variable, resulting in non-homogenous contaminant distributions across a site. Contaminant concentrations have been identified at chosen sample locations, however, conditions between samples locations can only be inferred on the basis of the estimated geological and hydrogeological conditions and the nature and extent of indentified contamination. Boundaries between zones of variable contamination are often indistinct and have been interpreted based on available information and the application of professional judgement. The accuracy with which the subsurface conditions have been characterised depends on the frequency and methods of sampling and the uniformity of subsurface conditions and is therefore limited by the scope of works undertaken. This report does not provide a complete assessment of the environmental status of the site and it is limited to the scope defined herein. Should information become available regarding conditions at the site including previously unknown sources of contamination, ADE reserves the right to review the report in the context of the additional information. ADE accepts no liability for the unlawful disposal of waste materials from any site. ADE does not accept any responsibility for the material tracking, loading, management, transport or disposal of waste from the site. ADE’s professional opinions are based upon its professional judgement, experience, training and results from analytical data. In some cases further testing and analysis may be required, thus producing different results and/or opinions. ADE has limited investigation to the scope agreed upon with its client. ADE has used a degree of care and skill ordinarily exercised in similar investigations by reputable member of the Environmental Industry within Australia.
