ABOUT THIS APPLICATION FORM
This form is for the purpose of making an application for a Waste Water
Discharge Certificate of Authorisation under the Waste Water Discharge
(Authorisation) Regulations, 2007 (S.I. No. 684 of 2007) or for the review of an
existing Waste Water Discharge Certificate of Authorisation.
The Application Form must be completed in accordance with the instructions and
guidance provided in the Waste Water Discharge Certificate of Authorisation
Application Guidance Note. The Guidance Note gives an overview of Waste Water
Certificates of Authorisation, outlines the certification application process
(including the number of copies required) and specifies the information to be
submitted as part of the application. The Guidance Note and application form are
available to download from the licensing page of the EPA’s website at
www.epa.ie.
A valid application for a Waste Water Discharge Certificate of Authorisation must
contain the information prescribed in the Waste Water Discharge (Authorisation)
Regulations, 2007 (S.I. No. 684 of 2007). Regulation 24 of the Regulations sets
out the statutory requirements for information to accompany a Certificate of
Authorisation application. The application form is designed in such a way as to
set out these questions in a structured manner and not necessarily in the order
presented in the Regulations. In order to ensure a legally valid application with
respect to Regulation 24 requirements, please complete the Regulation 24

PROCEDURES
The procedure for making and processing of applications for waste water
discharge Certificates of Authorisation, and for the processing of reviews of such
Certificates, appears in the Waste Water Discharge (Authorisation) Regulations,
2007 (S.I. No. 684 of 2007) and is summarised below. The application fees that
shall accompany an application are listed in the Third Schedule to the
Regulations.
An application for a Certificate of Authorisation must be submitted on the
appropriate form (available from the Agency website –
http://www.epa.ie/whatwedo/licensing/wwda/) with the correct fee, and should
contain relevant supporting documentation as attachments. The application
should be based on responses to the form and include supporting written text and
the appropriate use of tables and drawings. Where point source emissions occur,
a system of unique reference numbers should be used to denote each discharge
point. These should be simple, logical, and traceable throughout the application.
The application form is divided into a number of sections of related information.
The purpose of these divisions is to facilitate both the applicant and the Agency in
the provision of the information and its assessment. Please adhere to the format as set out in the application form and clearly number each section and associated attachment, if applicable, accordingly. Attachments should
be clearly numbered, titled and paginated and must contain the required
information as set out in the application form. Additional attachments may be
included to supply any further information supporting the application. Any
references made should be supported by a bibliography.
All questions should be answered. Where information is requested in the application form, which is not relevant to the particular application, the words “not applicable” should be clearly written on the form. The abbreviation “N/A” should not be used. Additional information may need to be submitted beyond that which is explicitly
requested on this form. Any references made should be supported by a
bibliography. The Agency may request further information (under notices
provided for in the Regulations) if it considers that its provision is material to the
assessment of the application. Advice should be sought from the Agency where
there is doubt about the type of information required or the level of detail. Information supplied in this application, including supporting documentation will
be put on public display and be open to inspection by any person. Applicants should be aware that a contravention of the conditions of a waste
water discharge Certificate of Authorisation is an offence under the Waste Water
Discharge (Authorisation) Regulations, 2007. The provision of information in an application for a waste water discharge Certificate of Authorisation which is false or misleading is an offence under Regulation 35 of the Waste Water Discharge (Authorisation) Regulations, 2007 (S.I. No. 684 of 2007).

Note: Drawings. The following guidelines are included to assist applicants:
• All drawings submitted should be titled and dated.
• All drawings should have a unique reference number and should be signed by a
clearly identifiable person.
• All drawings should indicate a scale and the direction of north.
• All drawings should, generally, be to a scale of between 1:20 to 1:500,
depending upon the degree of detail needed to be shown and the size of the
facility. Drawings delineating the boundary can be to a smaller scale of between
1:1000 to 1:10560, but must clearly and accurately present the required level
of detail. Drawings showing the waste water treatment plant location, if such a
plant exists, can be to a scale of between 1:50 000 to 1:126 720. All drawings
should, however, be A3 or less and of an appropriate scale such that they are
clearly legible. Provide legends on all drawings and maps as appropriate.
• In exceptional circumstances, where A3 is considered inadequate, a larger size
may be requested by the Agency.
It should be noted that it will not be possible to process or determine the application until the required documents have been provided in sufficient detail and to a satisfactory standard.

SECTION A: NON-TECHNICAL SUMMARY
Advice on completing this section is provided in the accompanying Guidance
Note. A non-technical summary of the application is to be included here. The summary
should identify all environmental impacts of significance associated with the
discharge of waste water associated with the waste water works. This
description should also indicate, where applicable, the hours during which the
waste water works is supervised or manned and days per week of this
supervision.
The following information must be included in the non-technical summary:
A description of:
− the waste water works and the activities carried out therein,
− the sources of emissions from the waste water works,
− the nature and quantities of foreseeable emissions from the waste water
works into the receiving aqueous environment as well as identification of
significant effects of the emissions on the environment,
− the proposed technology and other techniques for preventing or, where this is not possible, reducing emissions from the waste water works,
- further measures planned to comply with the general principle of the basic
obligations of the operator, i.e., that no significant pollution is caused;
− measures planned to monitor emissions into the environment.

SECTION C: INFRASTRUCTURE & OPERATION
Advice on completing this section is provided in the accompanying Guidance Note.
C.1 Operational Information Requirements
Provide a description of the plant, process and design capacity for the areas of the
waste water works where discharges occur, to include a copy of such plans,
drawings or maps (site plans and location maps, process flow diagrams) and such
other particulars, reports and supporting documentation as are necessary to
describe all aspects of the area of the waste water works discharging to the aquatic
environment. Maps and drawings must be no larger than A3 size.
C.1.1 Storm Water Overflows
For each storm water overflow within the waste water works the following
information shall be submitted:
• An assessment to determine compliance with the criteria for storm
water overflows, as set out in the DoEHLG ‘Procedures and Criteria in
Relation to Storm Water Overflows’, 1995 and any other guidance as
may be specified by the Agency, and
• Identify whether any of the storm water overflows are to be decommissioned, and identify a date by which these overflows will
cease, if applicable.
C.1.2 Pumping Stations
For each pump station operating within the waste water works, provide
details of the following:
• Number of duty and standby pumps at each pump station;
• The measures taken in the event of power failure;
• Details of storage capacity at each pump station;
• Frequency and duration of activation of emergency overflow to
receiving waters. Clarify the location where such discharges enter the
receiving waters.
Attachment C.1 should contain supporting documentation with regard to the plant
and process capacity, systems, storm water overflows, emergency overflows, etc.,
including flow diagrams of each with any relevant additional information. These
drawings / maps should also be provided as geo-referenced digital drawing files
(e.g. ESRI Shapefile, MapInfo Tab, AutoCAD or other upon agreement) in Irish
National Grid Projection. This data should be provided to the Agency on a
separate CD-Rom containing sections B.1, B.2, B.3, B.4, B.5, D.2, E.3 and F.2.

SECTION D: DISCHARGES TO THE AQUATIC ENVIRONMENT
Advice on completing this section is provided in the accompanying Guidance Note.
Give particulars of the source, location, nature, composition, quantity, level and rate of discharges arising from the agglomeration and, where relevant, the period or periods during which such discharges are made or are to be made. Details of all discharges of waste water from the agglomeration should be submitted via the following web based link: http://78.137.160.73/epa_wwd_licensing/. The applicant should address in particular all discharge points where the substances outlined in Tables ‘Emissions to Surface/Groundwaters and ‘Dangerous Substances
Emissions’ are emitted
Where it is considered that any of the substances listed in Annex X of the Water Framework Directive (2000/60/EC) or any of the Relevant Pollutants listed in Annex VIII of the Water Framework Directive (2000/60/EC) are being discharged from the waste water works or are seen to be present in the receiving water environment downstream of a discharge from the works (as a result of any monitoring programme, e.g., under the Water Framework Directive Programme of Measures) the applicant shall screen the discharge for the relevant substance.
D.1(i) Discharges to Surface Waters

Clear and concise information is required to enable the Agency to assess the
existing receiving environment. This section requires the provision of information
on the ambient environmental conditions within the receiving water(s) upstream
and downstream of any discharge(s) and/or the ambient environmental
conditions of the groundwater upgradient and downgradient of any discharges.
Where development is proposed to be carried out, being development which is of
a class for the time being specified under Article 24 (First Schedule) of the Environmental Impact Assessment Regulations, the information on the state of
the existing environment should be addressed in the EIS. In such cases, it will suffice for the purposes of this section to provide adequate cross-references to the relevant sections in the EIS.

o Provide a statement as to whether or not emissions of main polluting
substances (as defined in the Dangerous Substances Regulations S.I. No.
12 of 2001) to water are likely to impair the environment.
o In circumstances where drinking water abstraction points exist
downstream/down gradient of any discharge describe measures to be
undertaken to ensure that discharges from the waste water works will not
have a significant effect on faecal coliform, salmonella and protozoan pathogen numbers, e.g., Cryptosporidium and Giardia, in the receiving
water environment.
o Indicate whether or not emissions from the agglomeration or any plant,
methods, processes, operating procedures or other factors which affect such
emissions are likely to have a significant effect on –
(a) a site (until the adoption, in respect of the site, of a decision by the
European Commission under Article 21 of Council Directive
92/43/EEC for the purposes of the third paragraph of Article 4(2) of
that Directive) —
(i) notified for the purposes of Regulation 4 of the Natural
Habitats Regulations, subject to any amendments made to it
by virtue of Regulation 5 of those Regulations,
(ii) details of which have been transmitted to the Commission in
accordance with Regulation 5(4) of the Natural Habitats
Regulations, or
(iii) added by virtue of Regulation 6 of the Natural Habitats
Regulations to the list transmitted to the Commission in
accordance with Regulation 5(4) of those Regulations,
(b) a site adopted by the European Commission as a site of Community
importance for the purposes of Article 4(2) of Council Directive

Kilkerrin Wastewater Discharge Certificate Application
A.1-1
A.1.0 Non Technical Summary
Kilkerrin Sewerage Scheme is situated in the North-East of County Galway. It is
located on the R364 road circa 6km from Glenamaddy and 13km from
Mountbellew. The village is served by a recently commissioned new foul
sewerage network and a wastewater treatment plant. The plant has a design
capacity to provide secondary treatment for a population up to 500 P.E. and the
current P.E. loading on the plant is 150. The effluent from the treatment process
is discharged into a local stream via a 225mm outfall pipe. The outfall pipe
discharges directly to the stream via a concrete headwall.
A.1.1 Existing Waste Water Sewer Network Collection System
The Kilkerrin Waste Water Treatment Plant was constructed in 2010. The design
PE for the plant is 500 and the current PE loading on the plant is 150. The plant
is designed as a Conventional Aeration Treatment Plant. It consists of inlet
screening followed by pumping to the Secondary Treatment process of Anoxic,
Aeration and Settlement Tanks. Chemical Dosing for Phosphorous removal and
a Sludge holding Tank to accommodate 15days storage are in place. Final
Tertiary Treatment using Sand filters is also provided.
The collection system consists of mainly 225mm uPVC pipe network with
100mm and 150mm uPVC pipe being used for connections. It extends along the
R364 in a south west direction from its junction with the L6316 for circa 500m
and terminates at the pumping station. It extends along the R364 in a North
Easterly direction from its junction with the L6316 for circa 400m( finishing at the
school). The network then turns in a westerly direction to accommodate the
development in the North-west of the village and then this in turn connects up
with the network on the L6316. The network along the L6316 consists of circa
300m of pipeline from its junction with the R364 to just past the entrance road to
the WWTP. Sewerage from the south west of the village on the R364 is pumped
via the pumping station back to the junction of the L6316 and the R364 and then
has gravity flow to the WWTP

A.1.2 Sources of Emissions from the Waste water Pla nt
The primary discharge from the Kilkerrin wastewater treatment plant is the final
effluent discharge. Provision has been made for a storm overflow associated
within this treatment facility. Flow in excess of 12m3/hr are considered storm
flows and as such shall bypass the works and flow directly to outfall via the storm
overflow pipe. This storm flow is measured via flow-meter.

A.1.4 Significant Effects of the Emissions on the E nvironment
The treatment plant in Kilkerrin is operating successfully in terms of organic
removal, giving a high quality of final treated effluent which discharges to a local
stream with no affect on the receiving waters.
The impacts of the final effluent from the Waste Water Treatment Plant on the
receiving waters in terms of BOD, Ortho-Phosphate, Suspended Solids and
Ammonia are tabulated in Attachment F.1.
A.1.4 Proposed Technology and Other Techniques for Preventing or
Reducing Emissions
The Kilkerrin Sewerage Treatment Plant and associated network has just been
completed in 2010 as a DBO contract and is performing within all its design
parameters. There are no further improvements listed at this time.
A.1.5 Measures Planned to Monitor Emissions into th e Environment
Sampling will continue in accordance with the sampling requirements of the
Urban Waste Water Treatment Regulations.
Flow proportional composite sampling is to continue at the inlet and outlet works

Plant DescriptionPlant DescriptionPlant DescriptionPlant Description
The Kilkerrin Waste Water Treatment Plant was constructed in 2010. Flows
from Kilkerrin village are received into the WWTP as part of the newly
constructed foul sewer network. The collection system consists of mainly
225mm uPVC pipe network with 100mm and 150mm uPVC pipe being used
for connections.
The Kilkerrin wastewater treatment plant has a design flow of 12 m3/h at 3 Dry
Weather Flow (DWF) for a Population Equivalent of 500 PE. The plant is
based on Conventional Aeration Technology. An allowance has been made
within the current design for future expansion i.e., the construction of an
additional Aeration / Settlement stream.
Pumping Station
Partial flows from Kilkerrin village are received into the Kilkerrin pumping
station as part of the new foul sewer network. This pump sump has been
designed to cater for flows up to 3.44 m3/hr (6DWF).
Inlet Works:
Flows pumped forward from the Pumping Station shall be combined with
additional flows from the village which gravitate from the road down to the inlet
works in the WWTP via a 200mm uPVC pipe. These flows shall be measured
via magnetic flow meter at the WWTP.
Here flow enters a Screening Unit, which screens the effluent while
transporting and dewatering the screenings to the skips at the same time.
Screened effluent from the inlet works now flows into the inlet pump sump.
The pumps shall be set to pump the effluent at 12 m3/hr forward to the Anoxic
Tank. If flows in excess of 12 m3/hr (6DWF) are received into the pump sump,
effluent shall overflow from the pump sump to outfall via a high level (storm)
overflow pipe to outfall.

A Sampler takes a composite sample over a 24hr period. This unit can be set
up as either flow proportional (i.e. sampling frequency will be based upon flow
into the plant) or on a fixed time basis (i.e. sampling will take at a fixed interval
over the 24hr period, e.g. Every half hour).
Storm Overflow
Flow in excess of 12 m3/hr is considered storm flows and as such shall
bypass the works and flow directly to outfall via the storm overflow pipe. This
storm flow shall be measured via flow-meter.
Anoxic Tank, Aeration Tank
Installed in Kilkerrin plant is 1 no. Anoxic tank and 1 No. Aeration basin. The
mixer within the anoxic tank ensures that the tank is continually mixed. The
aeration basin comprises of a lattice of fine bubble air diffusers and supply
pipe networks mounted on the basin floor. Diffusers are arranged so that,
with a minimum of 75% diffusers in use, they will maintain the cell contents at
a dissolved oxygen level of up to 2.5 mg/l.
Air Blowers, which operate in a duty/standby arrangement, supply the
aeration grid in the aeration basin. The readings provided by the dissolved
oxygen probe are used to control the Aeration Blowers speed via the VSD
drive, to maintain the preset dissolved oxygen set point.
2 no. MLSS recirculation pumps recirculate the MLSS from the aeration tank
to the anoxic tank at a rate of up 12 m3/hr (manually operator adjustable via
VSD). These pumps are installed in order to aid nitrogen removal.
Settlement Tanks:
The effluent coming from the new aeration basin gravitates to 1 no.
Settlement tank. The settlement tank is equipped with a rotating half bridge
sludge scraper, inlet scum and sludge draw-off pipe work, “V” notch weir plate
and baffle-plate and scum collector. A motor drives the half bridge.
Scum or filaments, which form on the surface of the settlement tank, are
collected using the rotating bridges top scum blade. This blade forces scum

outwards to the outside of the tank where a scum box collects and deposits of
waste by means of a gravity pipe in to the inlet pump sump.
Sludge settled within the settlement tank is scraped by means of a bridge-
mounted scraper which deposits settled sludge into a central sludge hopper.
Sludge, which has settled within the settlement tank sludge hopper, shall be
pumped via the dry well common RAS/WAS pumps (duty/standby) to either
the aeration tank or sludge holding tank at a fixed rate of 7 m3/hr.
Sludge Holding Tank
Provision has been allowed for 30 days retention of sludge on site within the
sludge holding tank. Sludge, which has been pumped from the settlement
tank to the sludge holding tank, is allowed to settle within the tank.
Supernatant shall be allowed to overflow this tank and gravitate back to the
inlet pump sump. Two decant valves allow the operator to manually decant
the clear supernatant from the holding tank. This process of pumping sludge
into the tank at 0.75% DS and decanting supernatant allows the sludge settle
out and thicken up to 3% DS. An allowance has been made for a 80mm
“Bauer” connection to allow for sludge removal and transportation off site.
Ferric Sulphate Storage Tank
A chemical phosphate removal plant is provided to supplement the biological
phosphate removal, ferric sulphate is added into the process prior to the
settlement tank. The ferric plant consists of a 1000Lt bunded ferric sulphate
storage tank and 2 No. Ferric sulphate dosing pumps operating in a
duty/standby configuration.
Tertiary Treatment
The plant incorporates tertiary treatment in the form of a sand filter, to filter the
effluent emanating from the clarifier. Effluent from the clarifier gravitates into
the final effluent holding tank before the sand filters. Incoming water is
pumped by variable speed controlled forward feed pumps, in duty/standby

arrangement, into the inlet shaft of the filter, where it is distributed evenly
across the filter bed by V notch openings along the length of the filter.
In the event the filters are unavailable due to maintenance or compressor trip
out the feed pumps shall be inhibited and the effluent will overflow from the
final effluent holding tank to outfall via a high-level overflow pipe.
The inlet shaft is taller than the main filter tank and provides 650mm of
available head across the filter bed. Solids are filtered from the water and the
clean water overflows above the filter bed. The sand filters continuously clean
themselves whilst in service. This is carried out by transferring dirty sand from
the base of the filter using an air supply from the compressor, into an inclined
transverse screw-type washer located above the filter bed. In the washer the
grains of sand rub against each other in a counter flowing stream of wash
water.
Final effluent prior to discharge to an outfall is subject to outflow measurement
and sampling. Final effluent flows to the outfall chamber via the wash water
break tank. The flow-rate of discharge shall be measured using the outfall
flow-meter.

As part of the Treatment Plant, an Odour Control System has been put in
place. The odour control system comprises of a single duty passive odour
unit, which treats air from the sludge holding tank by passing the air through a
carbon filter unit. As sludge is pumped into the tank the air within the sump is
pushed out through a carbon filter, which traps the odour in the air.
Standby power shall be supplied on site via a GESAN Standby generator set.
The generator is to provide power for all essential items of plant. Any item,
which is not essential, will be inhibited from starting on Generator power. The
generator is supplied with a manual change over switch. Upon mains failure
the operator shall be notified via a dial out system that the plant has suffered a
mains failure.

Annex 2: Check List For Regulation 16 Compliance Regulation 16 of the waste water discharge (Authorisation) Regulations 2007 (S.I. No. 684 of 2007) sets out the information which must, in all
cases, accompany a discharge licence application. In order to ensure that the application fully complies with the legal requirements of regulation 16
of the 2007 Regulations, all applicants should complete the following.
In each case, refer to the attachment number(s), of your application which contains(s) the information requested in the appropiate sub-article. Regulation 16(1) Attachment Number Checked by Applicant In the case of an application for a waste water discharge licence, the application shall -
(a) give the name, address, telefax number (if any) and telephone number of the Sect. B.1 Yes applicant (and, if different, of the operator of any treatment plant concerned) and the
address to which correspondence relating to the application should be sent and, if the
operator is a body corporate, the address of its registered office or principal office,
(b) give the name of the water services authority in whose functional area the relevant Sects. B.1 & B.2 Yes waste water discharge takes place or is to take place, if different from that of the
applicant,
(c) give the location or postal address (including where appropriate, the name of the B.2 - B.5 Yes townland or townlands) and the National Grid reference of the location of the waste
water treatment plant and/or the waste water discharge point or points to which the
application relates,
(d) state the population equivalent of the agglomeration to which the application relates, Sect B.9 Yes (e) specify the content and extent of the waste water discharge, the level of treatment Sect. & Att. D.1 & E.1 Yes
provided, if any, and the flow and type of discharge,
(f) give details of the receiving water body, including its protected area status, if any, and Sect & Att.F.1 Yes details of any sensitive areas or protected areas or both in the vicinity of the
discharge point or points likely to be affected by the discharge concerned, and for
discharges to ground provide details of groundwater protection schemes in place for
the receiving water body and all associated hydrogeological and geological
assessments related to the receiving water environment in the vicinity of the
discharge.
(g) identify monitoring and sampling points and indicate proposed arrangements for the Sect. & Att. E.2 & E.3 Yes monitoring of discharges and, if Regulation 17 does not apply, provide details of the
likely environmental consequences of any such discharges,
(h) in the case of an existing waste water treatment plant, specify the sampling data Sect. & Att. D.1 Yes pertaining to the discharge based on the samples taken in the 12 months preceding

Regulation 16(4) Attachment Number Checked by Applicant An original application shall be accompanied by 2 copies of it and of all accompanying
documents and particulars as required under Regulation 16(3) in hardcopy or in an electronic
or other format as specified by the Agency.

Regulation 17 Attachment Number Checked by Applicant Where a treatment plant associated with the relevant waste water works is or has been
subject to the European Communities (Environmental Impact Assessment) Regulations 1989
to 2001, in addition to compliance with the requirements of Regulation 16, an application in
respect of the relevant discharge shall be accompanied by a copy of an environmental impact
statement and approval in accordance with the Act of 2000 in respect of the said development
and may be submitted in an electronic or other format specified by the Agency

(f) specify the content and extent of the waste water discharge, the level of treatment provided and the flow and type of discharge,
(g) give details of the receiving water body, its protected area status, if any, and details of any sensitive areas or protected areas, or both, in the vicinity of the discharge point or
points or likely to be affected by the discharge concerned,
(h) identify monitoring and sampling points and indicate proposed arrangements for the monitoring of discharges and of the likely environmental consequences of any such
discharges,
(i) in the case of an existing discharge, specify the sampling data pertaining to the discharge based on the samples taken in the 12 months preceding the making of the
application,
(j) describe the existing or proposed measures, including emergency procedures, to prevent unauthorised or unexpected waste water discharges and to minimise the
impact on the environment of any such discharges,
(k) give particulars of the location of the nearest downstream drinking water abstraction point or points to the discharge point or points associated with the waste water works,
(l) give details of any designation under any Council Directive or Regulations that apply in relation to the receiving waters,
(m) give details of compliance with any applicable monitoring requirements and treatment standards,
(n) give details of any work necessary to meet relevant effluent discharge standards and a timeframe and schedule for such work,
(o) give any other information as may be stipulated by the Agency, and
(p) be accompanied by such fee as is appropriate having regard to the provisions of Regulations 38 and 39.

E.2 Monitoring and Sampling Points
Programme for Environmental Monitoring An Environmental Monitoring Programme is in place at Kilkerrin Wastewater Treatment Plant.
The locations of all these monitoring / sampling po ints are shown on Drawing Number: Attachment B3. The Primary Discharge point is monitored on a weekly basis by EPS, the DBO Contractor for this WWTP in accordance with the Fifth Schedule of the Urban Waste Water Treatment Regulations, 2001:
• SW1 (Primary Discharge Point),
Additional sampling and analysis has been carried out on the Primary Discharge Point, SW1, and upstream and downstream of the outfall by Complete Laboratory Solutions, Ros Muc, Co Galway. Complete Laboratory Solutions are an accredited laboratory.
• aSW1u, upstream ambient monitoring point (50m upstream of Primary Discharge Point) and
• aSW1d, downstream ambient monitoring point (50m downstream of the Primary Discharge Point).
The samples were taken at the following points
• SW1 – Primary Discharge Point • aSW1u – upstream of primary discharge point • aSWd – downstream of primary discharge point.

Regulation 16 (1) (l) of the Waste Water Discharge (Authorisation) Regulations 2007 states the following: “(l) Give details of compliance with relevant monit oring requirements and treatment standards contained in any applicable Council Directives or Regulations” The Urban Waste Water Treatment Regulations require the provision of appropriate treatment for all discharges to freshwaters. The Kilkerrin Waste Water Treatment Plant does not discharge to a sensitive area as defined by the Urban Waste Water Treatment Regulations and the relevant maximum final effluent quality standards are:

F.1.1 Give summary details and an assessment of the impacts of any existing or proposed emissions on the environment, including environmental media other than those into which the emissions are to be made.
The Kilkerrin Wastewater Treatment Plant discharges a tributary of the River Shiven which in turn flows into the River Suck. F.1.6.2 S.I. No. 258/1998 Local Government (Water Pollution ) Act, 1977
(Water Quality Standards for Phosphorus) Regulation s, 1998
The phosphorus loads in the river were governed by the Phosphorus Regulations (S.I. 258 of 1998). The European Communities E nvironmental Objectives (Surface Waters) Regulations 2009 , S.I. No. 272 of 2009 came into effect on 30th July 2009. This supercedes S.I. No.258 of 1998. In 2008 the nearest EPA monitoring station, close to Shankill School(EPA Code 26SO30040) which is 3.5Km downstream from the WWTP, recorded a poor ecological status for the receiving water. The objective of the Suck Water Management is to have good ecological status by 2021. Independent Water Quality testing Data shows the background Ortho-Phosphate concentration in the River has a median of 0.012mg/l (12ug/l) upstream and (0.011mg/l (11ug/l) downstream of the Kilkerrin Waste Water Treatment Plant. Based on this data the Kilkerrin Wastewater Treatment Plant has limited impact on the concentration of the Phosphorus in the River. F.1.6.3 S.I. G.1 – Compliance with Council Directives
There is no programme of improvements for the Kilkerrin Wastewater
Treatment Works detailed in the Water Services Investment Programme at
this time.
The new plant was constructed in 2010 and is operating successfully,
giving a high quality of final treated effluent which discharges to a local
stream with no affect on the receiving waters.
G.2 – Compliance with Water Quality Standards for Phosphorus Regulations (S.I. No. 258 of 1998)
The European Communities Environmental Objectives (Surface Waters)
Regulations 2009, S.I. No. 272 of 2009 came into effect on 30th July 2009.
This supercedes S.I. No.258 of 1998.
In compliance with the 2009 Regulations River Basin Districts and
Management Plans have been put in place. Kilkerrin WWTP is currently
within the catchment of the Shannon River Basin District. It is subject to
the measures laid out in the Suck Water Management unit Action Plan
which forms part of the Shannon River Basin Management Plan. This plan
includes Water Quality Management Plans and catchment management
plans so as to ensure the necessary Water Quality Improvements are met as
set out in S.I. No. 272 of 2009.
In 2008 the nearest EPA monitoring station, close to Shankill School(EPA
Code 26SO30040) which is 3.5Km downstream from the WWTP, recorded
a poor ecological status for the receiving water.The objective of the Suck
Water Management is to have good ecological status by 2021

A new WWTP was commissioned in 2010 and is operating successfully,
giving a high quality of final treated effluent which discharges to a local
stream with no affect on the receiving waters.
G.4 – Storm Water Overflows
There is currently no programme of improvements to ensure compliance
with the definition of ‘storm water overflow’, as per Regulation 3 of the
Waste Water Discharge (Authorisation) Regulations, 2007.
