    1. SCOPE

    This section of the Live Working Manual details the Approved procedures to be employed in erecting anew pole into, or in close proximity to, LiveHV(11kV and below)and LVconductors using one of thefollowing methods:

    (a) 180o& 360

    o Excavator/Loader and front mounted Pole Manipulator(e.g. Strimech)

    (b) 180o& 360

    o Excavator/Loader using slingon rear bucket

    (c) Vehicle Mounted loader and sling

    The removal of old poles once the conductors have been transferred is not covered by this procedure.Once the conductors have been transferred to a new pole and an old pole remains within the SafetyDistanceof Liveconductors, unless the HVRubber Glove Workingmethods or HVLive Workingprocedures are being employed, the overhead line shall be Isolatedand Earthedand a Permit for Workissued for removal of the old pole.

    In the case of LVoverhead lines the circuit shall be Isolatedand Approvedportable shorts applied toenable removal of the old pole.

    7. SAFETY

    The requirements of this section are mandatory wherever poles are erected into Live HVorLVoverhead lines.

    7.1 General

    7.1.1 Prior to carrying out all Livepole erection operations a risk assessment shall be carried outtaking into account the following issues: -

    Access into the site

    Condition of existing conductors, staywire, joints and fittings in the firstadjacent span either side of the new pole position

    Condition of existing pole

    Environmental factors

    Manual handling

    Excavations

    Proximity of other lines or utility apparatus (e.g. street lighting)

    Third parties

    Conductor clashing

    Where risks are identified associated with the issues above, appropriate controls shall be

    established prior to commencement of work or Livework shall be abandoned if the riskscannot be reduced to an acceptable level.

    7.1.2 The Controlling Craftsmanshall ensure that no Personsshall access the work areathroughout the work procedures without first gaining his approval.

    7.1.3 Pole erection shall NOT be carried out into Livelines using manual/mechanical or manualonly techniques.

    7.1.4 All lifting equipment shall be of an Approvedtype, fit for purpose and be within the current

    inspection / test period.

    7.1.5 No pole shall be erected into a Liveline if the pole is damp or wet or during periods of rain.Free surface creosote is not considered as "wet" in this context.

    7.1.6 All vehicles that are used to erect poles into Livelines shall be fitted with Height Restrictorstoprevent arms/booms infringing the Minimum Safe Working Clearance detailed in section7.3.3.

    7.1.7 Safety signs ("Danger of Death") shall be fitted to all new poles in accordance with these Live

    Working Procedures. Where practicable this will be done prior to erection. Pole numbersmay also be fitted to new poles prior to erection.

    7.1.8 Poles erected into Live HV lines in accordance with these Live Working Procedures shall notbe fitted with any steelwork, staywire fitment or any form of earth bonding.

    Poles erected into Live LVlines shall not be fitted with any staywire fitment or any form ofearth bonding. Poles erected into Live LVlines may be dressed with fittings and insulators.

    7.1.9 Poles shall not be erected into:

    LiveHV lines constructed with PVC covered conductors.

    Slack tapping spans, due to the increased risk of conductor clashing.

    7.1.10 Where reasonably practicable poles shall not be erected into LiveHV lines against poles

    which have pole-mounted equipment including tee-off steelwork.

    Where it is considered necessary, poles may be erected into these positions subject toapproval by an S-1 Authorised SAP.

    7.1.11 Where a risk of damage on an underground earth Systemexists.

    Identify location of any cables with ApprovedCable Location instrument (Cat). (OHL-15-002)

    Manually excavate to expose location of earth systems.

    Complete works ensuring no damage is caused to the integrity of the Earthing System.

    7.1.12 At LV, Liveline pole erection may be carried out against an existing pole with pole-mountedequipment; however the decision to proceed shall be based upon a close examination of the

    benefit of Liveline pole erection weighed against the increased risks of damage toequipment, conductor clashing, etc.

    Pole mounted equipment shall include tee-off steelwork, pole terminations, street lightingfurniture, etc.

    7.1.13 Poles shall not normally be erected into Livelines into a mid-span position. This is due to:

    Increased risk of conductor clashing during the pole erection procedure.

    Increased risk of conductor clashing following the pole erection procedure and prior to thetransfer of conductors to the new pole.

    Risk of damage to/abrasion of the shrouding on the new pole prior to the transfer ofconductors to the new pole.

    For the purposes of this document, a position shall be considered as mid-span where theseparation between an existing pole and the new pole is greater than 10m.

    Where it is considered necessary, poles may be erected into these positions subject to theapproval of a method statement by an S-1 Authorised SAP.

    7.2 Pole Shrouding

    7.2.1 Only Approvedmaterials shall be used for shrouding poles for erection into, or in closeproximity to Liveconductors.

    7.2.2 When erecting poles into Live HVlines, the Approvedshrouding materials shall be applied inaccordance with LWM 5.2 (OPSAF-12-004).

    When erecting poles into Live LVlines, the shrouding shall be applied as follows:

    (i) Undressed poles; undressed poles may be erected into LiveLVlines without therequirement for shrouding to be applied.

    (ii) Dressed poles; 1000 gauge polythene bags shall be used. A minimum of threebags shall be applied due to the increased risk of puncture should the dressedpole make contact with the conductors. The bags shall be pulled onto the pole topover one another, folded around the pole and bound securely in position by tape.

    A pole shall not be erected into a position such that conductors are in constantcontact with the shrouding.

    7.3 Safety from the System

    7.3.1 The erection of poles in accordance with this LiveWorking Procedure requires the issue of adetailed work instruction. This instruction shall define the work area by the provision of adetailed map or plan giving pole position and the precise Locationof the new pole(s) which is(are) to be erected. The new pole construction type and height shall also be specified.

    7.3.2 All HV work on sites together with all associated Switchingactions shall be carried out inaccordance with a detailed Switchingschedule. The detailed work instruction shall be issued

    by the Authorised Personin charge of the work.

    7.3.3 Throughout the course of the pole erection procedure, the Minimum Safe Working Clearancebetween any of the lifting equipment and the Liveconductors, stipulated below, shall not beinfringed.

    Minimum Safe Working Clearance at Low Voltage: 1.0mMinimum Safe Working Clearance at High Voltage: 3.0m

    This clearance shall be applied in all directions from the Liveconductorit is NOT a verticalclearance only.

    7.3.4 Throughout the pole erection process, the JCBor Hiabshall be effectively connected to earthvia an Approvedearth rod connected to the vehicle by an Approved Field Equipment Earth.

    Prior to the installation of the earth rod, it shall be verified that there are no undergroundservices in the vicinity. The earth rod shall be positioned such that it does not pose a hazardto either the Controlling Craftsmanthroughout the course of the procedure or to the machineOperatorwho may require emergency egress from the machine.

    7.3.5 For HV work, and throughout the duration of the work the Control Personresponsible for thecircuit being worked on shall where practicable, ensure that, the circuit protection is set to"one shot to lockout". Where this is not practicable, the Control Personshall be notified.

    7.3.6 In the event of a Liveconductor being brought down into contact with the vehicle carrying outpole erection the following actions shall be taken:

    7.3.6.1 The ControllingCraftsmanshall control the site to prevent unauthorised access.

    7.3.6.2 The Operatorshall stay in the cab until a suitably Authorised Personconfirms it is safe toexit the vehicle:

    HVLivepole erectionthe Personshall be a Senior Authorised Person

    LV Livepole erectionthe Personshall hold a minimum Authorisation of OP-2, L-21and /or WL-1 (WL-1.20 and WL-1.21) at LV.

    7.3.6.3 In the event it becomes unsafe to remain in the vehicle (e.g. the vehicle catches fire), theOperatorshall jump clear of the vehicle avoiding simultaneous contact with the vehicle andthe ground.

    7.3.6.4 Contact shall be established with the appropriate Control Personat the earliest opportunity.

    7.3.6.5 Contact shall also be made with the Working Partysupervisor to establish suitableinvestigations.

    8. TRAINING, CERTIFICATION AND AUTHORISATION

    8.1 The operations described in this procedure shall only be undertaken by Personssuitablytrained, certificated and Authorised.

    8.1.1 The Operatorshall, in addition to having a certificate for operation of the plant, have attendeda CompanyApprovedtraining course for the erection of poles into Livelines and shall hold

    an authorisation of WL-2 at LVand/or HVwith a limitation of L-44 applied.

    8.1.2 For HVwork the Controlling Craftsmanshall be Authorised for the appropriate Live WorkProcedure:

    WL-1.101 - Pole erection - Use of 180o/360

    oexcavator/loader and pole handling attachment.

    WL-1.103 - Pole erection - Using 180o/360

    oexcavator/loader (slingmethod).

    WL-1.104 - Pole erectionUsing vehicle mounted loader and sling.

    For LVwork the Controlling Craftsmanshall be Authorised for the appropriate Live WorkProcedure:WL-1.31 - Pole erection using 180

    o/360

    oexcavator/loader and pole handling attachment.

    WL-1.32 - Pole erection using 180

    o

    /360

    o

    excavator/loader (slingmethod).WL-1.33 - Pole erection using vehicle mounted loader and sling.

    8.1.3 The Controlling Craftsmanand Operatorshall agree on suitable hand signals/communicationto ensure completion of works in a safe manner.

    9. SITE OPERATIONS

    9.1 Preliminary Work

    9.1.1 Prior to the erection of any poles into Live LVor HVlines, it shall be determined whetherthere is any risk of any part of the JCBor Hiabinfringing the Minimum Safe WorkingClearance indicated in 7.3.3. Where such a risk is present, Height Restrictorsshall beenabled.

    9.1.2 Measure the height of the lowest conductor at the new pole position using Approvedrods orother Approveddevices/means. Mark the new pole as below:

    9.1.2.1 At the position of the lowest conductor, as calculated once the new pole is in the pole hole.This is to ensure that the new pole shall be shrouded from the top of the pole to a position noless than 1m below the height of the lowest conductor.

    9.1.2.2 At a position below the height of the lowest conductor, by an amount equal to the MinimumSafe Working Clearance stated in section 7.3.3. This is to assist in the positioning of the PoleManipulatoror slingas a control measure to prevent the JCBrear arm or Hiabboom infringingthe Minimum Safe Working Clearance to the lowest conductor during the pole erectionprocess.

    9.1.3 Apply a red marker band, at a distance equal to the Minimum Safe Working Clearance statedin section 7.3.3, below the conductors on the existing pole. This marker is to assist inensuring that the JCBrear arm or Hiabboom shall not, at any stage of the pole erectionprocedure, infringe the Minimum Safe Working Clearance stated in section 7.3.3.

    If the existing pole cannot be climbed, for example due to pole rot, the limit of approach for theloading arm may be indicated by the temporary attachment of Approvedinsulated rods,clearly marked at the appropriate distance (as above) below the height of the lowestconductor.

    9.1.4 For HV, excavate a hole for the new pole preferably on the opposite side to the existing pole'ssteelwork and in a parallel position to the conductors. For LV,excavate a holeat an angle nogreater than 60

    ofrom the line of the existing conductors (Appendix C). The position of the

    new pole in relation to the old pole shall take into account the ground conditions and anycable termination. Suitable precautions shall be taken at all times to ensure that the stabilityof the old pole is maintained.

    Pole planting depths are specified in the Wood Pole Overhead Line Manual, document

    number OHL-15-001.

    Prior to the excavation of the pole hole, it shall be verified that there are no undergroundservices in the vicinity.

    9.1.5 Prior to the fitting of any Approvedshrouding the pole drilling directions shall be clearlymarked.

    9.1.6 Clear all persons not directly involved in the procedure from the working area.

    9.1.7 During the pole erection operation, the Operatorshall take direct instructions from the

    Controlling Craftsmanonly.

    9.2 WL-1.101 and WL-1.31- Pole Erection Using 180o

    & 360o

    Excavator/Loader and Pole

    Manipulator

    9.2.1 Grip the pole securely with the Pole Manipulatorat a site away from the Liveline. Theclamping position is specified in the Wood Pole Overhead Line Manual, document numberOHL-16-006. This should be as close as possible to the point of balance of the pole(approximately 40% of the pole height from the butt). It is essential that during the poleerection process no part of the excavator/Pole Manipulatorshall infringe the Minimum SafeWorking Clearance specified in section 7.3.3.

    With a rear mounted Hiabthis is not always practicable, and in these cases the Hiabmay bepositioned at the appropriate angle to the line.

    9.4.2 Attach the Field Equipment Earth. Where the vehicle is being used with Hiaboperating leversat ground level, a temporary equi-potential mat shall be suitably positioned allowing easyoperation of the Hiabcontrols, with the Hiab Operatorstanding with both feet on the equi-potential mat. The Hiab Operatorshall not be in contact with any other object or equipmentexcept the Hiabduring the lifting operation, and shall remain with both feet on the equi-

    potential mat for the duration of the operation.

    9.4.2.1 All other members of the Working Partyshall remain at a sufficient distance from the Hiab toensure they do not make inadvertent contact while the pole is being positioned under the line.

    9.4.3 Where a Hiabis fitted with a remote control which uses an umbilical cable, the remote controlshall not be used.

    9.4.4 If the remote control has no umbilical cable (e.g. infra red remote control) remote control ispermissible, provided that an Approved Field Equipment Earthis connected to the Hiabandthe Operatorhas no risk of contact with the Hiab.

    9.4.5 If a Hiabis fitted with top mounted controls then it is necessary to ensure the Operatoris notat risk of infringing the Minimum Safe Working Clearance to Liveconductors as indicated in7.3.3. Use of an equi-potential mat is not required where the top mounted controls are being

    used.

    9.4.6 Ensure that the position of the sling, hook and arm are below the position indicated in 7.3.3and that the Hiab shall not infringe the Minimum Safe Working Clearance to Live conductorsat any stage of the erection operation. Keeping the pole close to the ground, place the butt ofthe pole over the pole hole, with the pole parallel to the new pole hole. Erectthe pole inposition as close to the vertical as possible. Commence backfilling of the hole. Use the boomand slingto maintain the position of the new pole.

    9.4.7 If any adjustment is required to the slinging arrangement then the pole shall be lowered to theground in order that any adjustments can be made.

    9.4.8 Rotate the new pole as necessary to align the pole drilling for steelwork bolts.

    9.4.9 When the pole is secure, lower the Hiabboom, remove the sling, disconnect the FieldEquipment Earthand move the Hiabto a position away from the overhead line.

    10. COMPLETION OF WORK

    10.1 Removal of Shrouding/Markers/Old Pole

    10.1.1 Shrouding and red markers shall remain on the new pole until the remaining work is carriedout to transfer conductors.

    10.1.2 On completion of pole erection all guy and winch ropes shall be removed. Where practicablethis shall be carried out from ground level.

    When the old pole is removed the old pole hole must be backfilled with care to ensure that the oldexcavation does not undermine the newly erected pole.
