Minutes of the Meeting on URTDSM, SCADA and Communication Issues held
on 21.10.2016 at SRTS- II, POWERGRID, Bengaluru
Introduction
A Special Meeting on URTDSM, SCADA and Communication issues was held
at SRTS-II, PGCIL, Bengaluru. The list of Participants is given at Annexure-I.
GM, SRTS-II, PGCIL welcomed all the participants to the Meeting. He stated
that there had been progress with regard to URTDSM and Communication
issues and it was the right time to review the progress.
Shri S R Bhat, Member Secretary, SRPC welcomed the Members to the
Meeting and suggested that focused review of the pending issues could
kindly be taken up. URTDSM project was required for secured grid
operation and thus it was the joint responsibility of all entities to ensure
that the project is completed in a timely manner. It was gratifying to note
that SCADA/Communication issues were getting resolved progressively.
Members from SRPC, SRLDC, PGCIL SRTS-I, PGCIL SRTS-II, TANTRANSCO,
TSTRANSCO, KSEBL, KPTCL, NTCL and ALSTOM (vendor) participated in this
Meeting.
URTDSM
The following was deliberated in the Meeting:
On account of changes in the details of Nodal Officers, (as decided in the
last meeting) it was requested to furnish the updated details.
TANTRASCO and TSTRANSCO informed that they had already shared
these details.
It was noted that details of the Nodal Officers would be communicated
formally. All Official communication would be sent through letter and
email. It was also agreed that details of the Nodal Officer could be
communicated to form a WHATSAPP Group so as to look into despatch,
installation and commissioning issues under URTDSM project. The
above group would be functional under the maintenance phase also. It
was requested to SMS the names and details of Nodal Officers in the
following format – URTDSM Utility Name <contact name and number >
to 9449599026( Mr Harish Kumar Nair, Chief Manager-RTAMC/SR-II).

PGCIL LD & C had earlier highlighted the URTDSM project (SR portion)
as follows:
o Total Number of PMUs in SR – I = 96
o Total Number of PMUs in SR – II = 129
o Original schedule of Project completion = January 2016
o Life span of PMUs = 15 years
o Life span of control centres = 7 years
o AMC period = 7 years ( 1 + 6)
Present status of project execution is as follows :
o SR – I : 24 PMUs in 5 Substations had come on stream
o SR – II: 59 PMUs in 16 Substations had come on stream.
o Project Coordinator of M/S Alstom informed that total number of
PMUs to be installed in SR as per URTDSM project package-II had
increased from 225 to 240 due to commissioning of new stations
and additional feeders.
o 192 PMUs are already supplied against 225 PMUs.
o 4 PMUs are under testing and 16 are under manufacturing. These
would be supplied by the end of November 2016 thus taking total
number of PMUs to 212.
o Remaining 28 PMUs as per revised BOQ (out of 240) would be
supplied after amendment is received by M/s Alstom from LD&C,
PGCIL. SR-I ( nodal region) assured that they would take up with
LD&C for the revised BOQ and amendment may be expected in a
fortnight time
o PMU installation in SR would be completed by December 2016.
FAT of PDC corresponding to SR was expected to be completed by
January 2017. The system was expected to be commissioned by
April 2017.
o SRLDC/SRPC expressed concern that the project was getting
further extended and requested PGCIL to put concerted efforts to
complete the project by January 2017. SRLDC requested PGCIL/
Alstom to share the project execution progress and furnish the
monthly schedule of the project (installation and integration to
Control Centre) so that all 212 PMUs could be integrated to SRLDC
PDC by December 2016.

o M/S Alstom stated that they would able to complete the project
by March 2017. PGCIL / Alstom agreed to furnish the project
execution progress within a week.
With regard to PGCIL’s request for review & re-confirmation of items
envisaged in the site survey for each location with due consideration to
space constraints etc, the following was noted:
o PGCIL informed that they had received requirement of UPS from
M/s GE vide letter dated 14.10.2016 (Annexure-II). It was noted
that Power requirement at RLDC was 18 (2 x 9 Main and Standby)
KVA while at SLDC, it was 6 (2 x 3 Main and Standby) KVA. UPS
was coming in configuration of 40/60 KVA including all the
components. They had communicated the UPS details (drawing
etc) to SRLDC. It was noted that the approved drawings of UPS
would be forwarded to APTRANSCO, TSTRANSCO and
TANTRANSCO. APTRANSCO, TSTRANSCO and TANTRANSCO were
requested to revert back within a week. SRLDC agreed to confirm
on the UPS requirement after studying the drawings provided and
taking into consideration the space availability at site within a
week.
o SRLDC requested SR-II to explore the possibility of supplying UPS
system excluding input and output ACDB so that on-site space
constraints could be mitigated. SR-II agreed to revert back within
a week’s time.
o KSEBL confirmed that the power supply could be availed from the
existing new Delta UPS (40 KVA + 40 KVA) installed for SCADA
system considering the power requirement was below 10 KVA and
suggestion from PGCIL to use this spare capacity.
o On KSEBL’s query, PGCIL confirmed that there was no DC load
requirement. PGCIL also confirmed that the cabling, power
supply, LAN etc (from UPS/ACDB to PDC – three floors) was under
the scope of M/s Alstom.
o KSEBL requested for the details and drawings for the PDCs for
SLDC, Kalamassery to re-assess the space requirement. PGCIL
agreed to furnish the same.

o SRLDC confirmed space availability for eight numbers of Server
Racks at SRLDC.
Regarding redundancy for PMUs, PGCIL confirmed that all PMUs were
provided with redundant communication paths. Detailed
communication flow would be shared with SRLDC & SLDC before
commencement of SAT of Control Centres.
In the earlier Meeting, it had been felt that it was essential that visibility
/ data of at least entire state details be made available to the SLDC
irrespective of state owned / IPPs / ISGS / ISTS. PGCIL informed that the
original DPR had not envisaged such an arrangement. However, this
feedback would be considered in Phase-II of the project.
In the earlier Meeting, it was noted that C37 – 118 protocol used in this
project also supports bi-directional data flow. It is very much essential to
have bi-directional data flow between SLDC & RLDC control centres so
that entire regional data is available to all the SLDCs for study as well as
other support. In the Meeting, PGCIL informed that this was more of an
operational issue between POSOCO and the State Constituents.
Technically any PDC could communicate with upstream or downstream
PDCs on IEEE C37-118 protocol. However, approved engineering design
of RLDC/SLDC PDCs did not envisage reporting of entire regional data in
SLDC PDC ie entire region data shall be available only to respective RLDC
PDC while State PDC would get data from State Sector PMUs only. After
deliberations, it was noted that SRLDC and State SLDCs could mutually
coordinate and extend the requisite requirements keeping in view the
Phase-II plans and also subject to technical feasibility and clearance by
appropriate authority.
It was noted that SAT of WR was being taken up and the feedback would
be incorporated in the FAT of SR. The draft SAT procedure would be
circulated. Training would be provided to all constituents & SRLDC on
PMUs & Control Centre HW / SW training on SAT procedure before
commencement of SAT. SAT in SR was planned during January 2017.
SAT at SRLDC would be witnessed by LD&C representative along with
participants of constituents. Subsequently, individual constituent could
take-up SAT independently in their locations. SRLDC pointed out that

the SAT should be point to point ie from each PMU/Control Centre to
SRLDC. PGCIL confirmed the same.
In the earlier Meeting, it had been highlighted that Training on
Applications part also was very much essential. PGCIL informed that
Analytical Apps were not part of Package-I&II awarded to M/s GE and
were being developed by Academic Institute. There was no formal
training envisaged in the MOU with IIT, Mumbai. Constituents / SRLDC /
SRPC expressed that training under Analytical Apps was essential to
utilise the advantages of the PMUs in real time operation / decision
making/protection etc.
It was noted that coordination issues were more or less getting sorted
out. In the earlier deliberations, it was noted, ‘it was agreed that PGCIL
would intimate to constituents a week in advance regarding despatch
of equipment and commissioning activities at their respective sites. The
contractor was also strictly advised to adhere to the visit schedule and
communicate in advance to the respective site co-ordinator / nodal
officer, in case of any slippage / change in schedule’. The constituents
were also requested to assist and get all the issues resolved.
PGCIL informed that Built Drawings (including changes done in the
CT/PT/Status wiring etc) would be furnished after the project SAT is
completed.
Regarding CT/PT points extension at NTPC Kayamkulam, KSEBL
informed that the details had been discussed with NTPC, Kayamkulam
Officials and the matter was being followed up at higher level. The issue
would be resolved by October 2016 end and integration would be
possible.
In the earlier Meeting, PGCIL had expressed that constraints were faced
in AP system at locations such as Vemagiri, etc. In response, AP
representative had mentioned that there also certain difficulties
involving metering / commercial issues of DISCOMs. However, the
matter would be appraised to senior level of respective departments
and facilitated for integration / completion of work at the earliest. In the
Meeting, PGCIL informed that APTRANSCO vide their email dated
20.10.2016 had raised certain issues. PGCIL informed that the issues

raised by APTRANSCO had been discussed and the same would be
settled. Issues at Vemagiri, Chittoor, GMR were interlinked and once the
Vemagiri issues get resolved, other issues would similarly get resolved.
MS, SRPC requested DGM, URTDSM, SR-II to coordinate with
APTRANSCO in the amicable manner to resolve long pending issues to
facilitate faster project execution at APTRANSCO sites.
TSTRANSCO stated that the re-survey works at Srisailam could be taken
up with prior information. PGCIL / Alstom agreed to take up the works at
the earliest.
It was noted that M/s Alstom and PGCIL representatives would certify
completion of the commissioning activity at each site.
Regarding spares, PGCIL informed that increase in spare quantity was
not feasible under URTDSM project. Spares would be kept at strategic
locations and details would be shared after the project moves into AMC.
Supply of spares was in the scope of the contractor as and when the
need arises.
PGCIL confirmed that obsolete SEM panel had been removed at NLC
Stage – II for erection of PMU panel.
It was noted that cable for Kalamassery S/S to SLDC (control Centre) was
available at store of M/s Alstom at Kalamassery. There were some
issues in laying the cable in the trench as it was not accessible. KSEBL
reported that the survey for laying cable had been completed again to
re-assess the viability and it would rectify blocks, if any in the trench.
PGCIL pointed out that all constituents need to provide necessary
communication ports for connection of server equipment under
URTDSM project. Necessary ports needed to be identified, tested and
kept ready to avoid last minute surprises.
KSEBL informed that there was no SFPs-Gig port supplied along with
PMU items and the same was to be supplied. PGCIL confirmed that it
was required to free-up the Gig port for PMU communication.
On a query by KSEBL on metering core selected for PMU, PGCIL stated
that the performance would be analysed for operational accuracy once
it becomes functional.

SCADA and Communication Issues
The following issues were deliberated:
Meeting with M/s ALSTOM regarding AMC issues, punch points
It was noted that in the 29th Meeting of TCC, SRLDC had informed
that they had called M/s Alstom for two days meeting to sort out
contract related issues. AP, Telangana and Kerala would also be
invited to address common issues. SR-II had informed that the
meeting (on 09.06.2016) with KSEBL, M/s Alstom and PGCIL was
held on these issues. Some punch points were not possible to
complete on account of design issues while other had been
agreed to be completed. MoM could please be referred and
pending punch points could be converted into pay and recovered.
TSTRANSCO had stated that the issue regarding recovery and the
necessity of completing the pending punch points needed to be
deliberated. SRLDC had assured that all issues of the States with
M/s Alstom would get settled in the proposed Meeting.
In the 30th Meeting of SRPC, CMD, KSEBL had pointed out that
there was certain deficiencies in the SCADA system provided by
M/s Alstom and the issues had been brought to the notice of
PGCIL. SR-II had assured that all the deficiencies would be
addressed in a meeting.
In the Meeting, SRLDC informed that Senior Committee meeting
for assessing financial implication of short supply items in the
SCADA upgradation project is being conducted at WRLDC,
Mumbai on 24-25th Oct 2016. In the earlier Telecon held at SRLDC
on 29.08.2016, 9 punch points had been attended while 9 punch
points were under discussion. Since it was an internal committee,
other constituents had not been called.
MS, SRPC requested PGCIL / SRLDC to assist in sorting out the
issues at the earliest.
Action Plan: After discussions, it was decided that based on the outcome
of the meeting at WRLDC, a Progress Review Meeting (PRM) would be

called with M/s Alstom, SR-I, SR-II, KSEBL, APTRANSCO, TSTRANSCO &
Puducherry ED to sort out the AMC and punch points issues.
ICCP link between RTAMC and SRLDC
In the 29th Meeting of SRPC, PGCIL and SRLDC had agreed ICCP link
connectivity between RTAMC and SRLDC was agreed as third
connectivity. Data requirement would be mutually settled between
RTAMC and SRLDC.
Action Plan: POWERGRID and SRLDC to decide the ICCP data transfer
philosophy both ways in a month’s time.
PGCIL suggested extending new requirement of status points (isolators)
which had not been envisaged in the earlier SCADA project to SRLDC
through the ICCP link. SRLDC stated that the requirement of status
points was required for dynamic State Estimator. It also needed to be
assessed how the same would be integrated in the SCADA. After
deliberations, SRLDC agreed to take the status points through ICCP link
but insisted that the primary requirement still exists.
Data discrepancies in ISGS/IPP/PGCIL/STUs
Data discrepancies were highlighted by SRLDC (Annexure-III). On a
query, KSEBL confirmed that sufficient spares for Transducers are
maintained for replacement. SR-I assured that immediate action on
maintaining the requisite spares would be taken up.
Action Plan: To be addressed at the earliest by all concerned entities.
Sufficient number of Transducer spares needs to be maintained as per
usage/ replenishment. SRLDC would update status every fortnight and
also the improvement in resolution of data discrepancies. With regard
to the large number of OLTC points, not updating the SCADA, SR-II
proposed to test one OLTC point as status point. SRLDC agreed for
testing of the same. It was also agreed that SRLDC would review the
feasibility of long pending OLTC points at Kaiga, MAPS, ISGS stations etc
and drop requirement, if found, not to be feasible.
RTU Data availability
SRLDC pointed out low RTU data availability for the following nodes:

Puducherry data had been down from 29.09.2016 to 07.10.2016. During
September 2016, NP Kunta 220 kV (APTRANSCO) availability was about
72% due to Gateway / Communication link issues while Vallur availability
was 89% and data was intermittent. During August 2016, LANCO
availability was 79%.
The following action plan had been finalised in the Meeting held on
17.05.2016:
SCADA /Communication issue observed by any of the entities would be
reported to SRLDC/PGCIL/User. SRLDC would look into any issue of
SCADA system at their end in coordination with M/s Alstom. Similarly,
User would address the issue at their end. PGCIL in coordination with
their contractor (M/s Tejas) would look into communication issues. All
agencies would interact to resolve the issues within three hours. In case
the issue is not resolved within 24 hours, physical involvement of OEM
(M/s Alstom and M/s Tejas) through effective coordination by
PGCIL/SRLDC/User would be ensured to address the issue. PGCIL Nodal
Officers GM/AGM would be apprised of the issue. In case of hardware
replacement/rectification/problems associated with DCPC, the same
would be completed within 72 hours.
ICCP link between KPTCL Main & Backup SRLDC
SRLDC informed that the link had been configured and initial testing was
completed. Data population was to be carried out at both the ends.
KPTCL confirmed the same.
Action Plan: SRLDC and KPTCL were requested to kindly coordinate and
attend the pending issues.
Reporting of Status point of Gazuwaka (Isolators not reporting)
SRLDC informed that non-reporting of Isolators was attended by M/s
Alstom in consultation with site engineers at Gazuwaka. However,
presently all the status points are reporting only on exception.
Action Plan: It was decided that SR-I would engage Gazuwaka SAS
gateway vendor for resolution of this issue.
Data discrepancies between site & SCADA values

SRLDC emphasized that due to data discrepancies, grid drawals are being
affected and many a times large variations were being observed in real
time grid drawls of constituents. It was mentioned that these errors
needed to be attended so as to provide correct grid drawls in real time
to all constituents.
Action Plan: SR-I informed that analog data discrepancies pertaining to
Nagarjunsagar station would be attended within three weeks. SR-II
confirmed that non-reporting of Nly-II U2 HV side MW would be
attended in 10 days. After deliberations, it was noted that all faulty data
points involved in computation of real time grid drawl of constituents
need to be attended immediately and resolved within a week through
effective co-ordination between SR – I, SR – II and SRLDC by taking this
assignment with exclusive focus. Other points of discrepancies would be
resolved in subsequent weeks, but within a month.
Replacement of Transducer at NTPC Ramagundam
SRLDC mentioned that while any one of the Ramagundam –
Bhadrawathi lines is under outage, line flow (non up-dation beyond +/-
600 MW) is not happening, thereby leading to error during real time
operation.
Action Plan: It was noted that NTPC in the OCC meeting had stated that
the procurement action for programmable transducer procurement was
under process. Technical scrutiny was over and the works would be
completed by Jan 2017.
Providing additional RTU at NTPC Talcher
Action Plan: NTPC Talcher RTU – It was noted that as per 124th OCC
discussions, RTU procurement was under progress and the same would
be completed by November 2016.
Establishing Standby data channel from NPCIL Kaiga
SR-II informed that the standby channel for Kaiga GS had been extended.
SRLDC confirmed the same.

Frequent interruption of communication link between KSEBL back-up SLDC & SRLDC back-up control centre SR-II informed that PHCIL / Telecom had looked into the issue and the
link was stable.
Training on RTU maintenance
Action Plan: PGCIL informed that a training module on RTU maintenance
could not be held due to some reasons. The training is now proposed
to be held on 18.11.2016 at Yelahanka/Hosur for all CGS & Regional
Entities of SR.
RLDC Certification for filing CERC tariff petition for ULDC assets (OPGW communication links) PGCIL presented the procedure for issuing RLDC Certificate for filing
CERC Tariff Petition (Annexure –IV) for all future communication links.
For already submitted applications pending at SRLDC, PGCIL confirmed
to provide schedule for link testing by 07.11.2016.
Action Plan: After discussions, the Procedure was agreed to be followed
by the concerned entities. SR-I, PGCIL was suggested to take up the link
testing works at the earliest and complete all the works for the already
submitted applications.
Clearance from TSTRANSCO for laying of balance OPGW in KTPS-
Khammam line
In the earlier meeting, PGCIL had mentioned that due to non-availability
of clearance from TSTRANSCO, above OPGW laying works is getting
delayed and thereby impacting the project schedule.
Action Plan: TSTRANSCO informed that the re-routing of towers was in
progress and was planned to be completed within two months.
OPGW stringing on balance portion of KPTCL lines
SR-II informed that they had received permission for carrying out the
OPGW stringing on balance portion of KPTCL lines and the works had
commenced on Hebbal- Peenya line.

Sparing of fibres in TANTRANSCO links by TANTRANSCO
In the earlier Meeting, PGCIL had requested TANTRANSCO to spare 4 no.
fibres in following TN links for integration in SR network:
1. Chennai SLDC-Sriperumbdur
2. Chennai SLDC-Tondiarpet
3. Sriperumbdur-SP KOIL
4. SPKOIL- NLYTS 2
5. Arasur –MTPS-Salem(PG)
6. Krkd230-Madurai Subldc
7. Vallur-NCTPS2-NCTPS1
TANTRANSCO had informed that fibres of the links under Sl. No. 1, 2 & 6
are not available right now and about others, it had agreed to
communicate their consent upon approval from their competent
authority. They had requested PGCIL to raise the matter with CE (P&C),
TANTRANSCO for early resolution.
Action Plan: In the meeting, TANTRANSCO informed that they would
expedite and approval could be expected by end of November 2016.
Sparing of fibre in Central Sector project
TANTRANSCO requested for sparing of fibre in certain links of Central
Sector project.
TANTRANSCO was suggested bringing it as an Agenda Item so that a
common uniform approach could be approved by all entities.
Site finalisation for installation of SDH & PDH at Madurai 400
TANTRANSCO
It was noted that SDH and PDH equipment installation was under
progress.
Sparing of Fibres in Kalamassery-Brahmapuram link by KSEBL
PGCIL requested to confirm sparing Fibres of Kalamassery-Brahmapuram
link for extending MCN-STM-16 connectivity from SRLDC to KSEBL’s main
SLDC.

Action Plan: KSEBL informed that Higher Management sanction was
expected shortly. KSEBL requested for accounting and project cost
sharing involved for KSEBL fibres.
Interconnectivity of SDH equipments at Kozhikode & Edamon
PGCIL requested KSEBL to accord permission for interconnectivity of the
newly installed SDH equipments at Kozhikode & Edamon with the
existing KSEBL’s SDH equipments so as to integrate the new OPGW links
of Edamon-Thirunelveli and Mysore-Kozhikode with ULDC network of
KSEBL. PGCIL confirmed that the requirement was for Grid operation
purpose only. KSEBL requested for alternate ring channel for KSEBL
through these links, the details of the required data links would be
submitted. It was noted that connectivity had been completed at
Kozhikode and KSEBL agreed for the same at Edamon.
Action Plan: KSEBL and PGCIL agreed to resolve the issue mutually.
Alternate communication channel between main and backup SLDC of
KSEBL
It was noted that the alternate communication channel between main
and backup SLDC of KSEBL had been established.
Updation of scheduled shares/difference in deviations
KSEBL informed that there were some issues in updation of scheduled
shares raised and difference in deviations were being observed at SLDC.
KSEBL informed that Power Quality Analyser would be ready within a
month for verification.
Action Plan: KSEBL and SRLDC agreed to reconcile the differences.
Cost details of various projects
In the earlier Meeting, KSEBL had requested for split up of ULDC / MW
replacement / URTDSM / IP phone projects etc for verification and to get
necessary approval from the management.
In the Meeting, PGCIL informed, that ULDC project was being
implemented under Central Sector as well as State Sector. In case of
URTDSM/SCADA/Communication Meeting – 21.10.2016 Page 14
Central Sector, the tariff was being recovered through PoC as per
Sharing Regulation. In case of State Sector, the tariff was to be
recovered from the respective States. Unlike transmission tariff, ULDC
tariff was levelised tariff for 15 years period. O&M of State Sector assets
was under the scope of respective States and hence O&M component of
tariff was Nil.
Protection Coupler replacement for Kayamkulam Transmission system
KSEBL informed that there was need for replacement of Protection
Coupler and the issue had been raised in the OCC forum. KSEBL vide
letter dated 17.10.2016 (Annexure-V) had suggested to be included for
discussion in the meeting.
Action Plan: SR-II stated they would examine the matter and revert
back.
NTECL Fibre Channel connectivity
SR-II informed that the Vallur data channel had been extended up to
Sriperumbdur DCPC and the same could be jointly tested by Vallur and
SRLDC. NTECL confirmed that the testing could be carried out at the
earliest.
Action Plan: It was agreed that the joint testing would be carried out on
23.10.2016 in coordination with NTECL, SRLDC and SR-II.
Withdrawal of services by M/s Alstom under EMS / SCADA upgradation
TSTRANSCO expressed displeasure over withdrawal of services by M/s
Alstom under EMS/SCADA upgradation due to payment issues (note
submitted by TSTRANSCO at Annexure-VI) and requested PGCIL to
coordinate to avoid repetition of such incidents in future.
SRLDC also expressed concern over such approach by M/s Alstom as
similar incident was also observed at SRLDC. It needs to be understood
by M/s Alstom that Grid security was at stake and such approach needs
to be avoided.
Action Plan: PGCIL informed that all the major works under the project
are completed and the system was in use since last two years. Timely
release of payment was an important aspect in any project and in some

cases, there had been abnormal delay in release of payments from
constituents. However, it was informed that this issue may further be
taken up in the PRM meeting proposed during 2nd Week of November
2016.
Other issues raised by KSEBL
o KSEBL requested for fault/failure reports from the Vendor (M/s Tejas)
for all the disturbance that had occurred in the optical network
including between SLDC-SRLDC, SLDC backup etc. PGCIL stated that
they would take up the issue with Vendor.
o KSEBL pointed out that the need for quick attention in respect of M/s
Tejas service as mandated in the contract. Service Engineer needs to
be at the site as per the agreement to attend link related issues. PGCIL
stated that the Vendor was stating that the Service Engineer need not
be at the control centre in Kalamassery but may be in Kalamassery.
KSEBL added that appropriate / complete action was not taken by M/s
Tejas as committed in the previous Meeting.
o KSEBL reported about the continuous and intermittent failures of IP
phone links especially between the Control Centres. The Vendor was
not rectifying the problems in time. PGCIL assured that they would
take up the issue with the Vendor.
o On a query, PGCIL confirmed that there was no proposal at present for
supplying more Ethernet cards (battery and charger etc) as
replacement and priority shall be given for Grid operation and switch
may be used for internal application. KSEBL informed that installation
of battery and charger was completed at Kalamassery and
Thiruvanthapuram and can be used for IP phone / SDH etc as per the
suggestion.
o In the earlier Meeting, KSEBL had pointed out the need for MCN
network (STM-16) to KSEBL backup SLDC at Thiruvanthapuram by
making use of STM-16 devices there. PGCIL had stated that it would be
verified soon. SDH (STM-4) equipment used by PGCIL in KSEBL
Thiruvanthapuram would be spared soon and schedule of works for
replacing the links from the devices would be given soon. In the
meeting, PGCIL stated that this could be used as additional capacity /

standby and requested KSEBL to reconsider.
o On a query, PGCIL informed that old devices like Marconi make
SDH/Micro wave equipments could be removed / decommissioned as
they are already replaced.
o KSEBL informed that the installation and testing of SDH / PDH
equipments in Palakkad was in progress.
Conclusion
Member Secretary, SRPC thanked the participants for their active
deliberations and hoped that the issues would be resolved in a time bound
manner. He thanked SR-II for hosting the Meeting.
