Master Class for ASEAN countries is a continuation of intellectual

GSMA and MCMC in support of capacity building.

Worldwide today, digital economy is rapidly becoming intertwined with traditional economy making it the new norm. It may undoubtedly be the single most important driver of innovation, competitiveness and growth, holding huge potential for the communications and multimedia industry and an even a larger role in transforming global economy. It is indeed timely for the Converged Telecommunications Policy and Regulations (CTPR) Master Class programme this time around in providing a unique proposition for industry and regulatory personnel to immerse themselves in the key issues shaping and impacting all aspects of the communications and multimedia industry. The Malaysian Communications and Multimedia Commission (MCMC) is honoured to be one of the key collaborators, together with the GSMA and the Multimedia University, (MMU) in organizing this programme in Bandung, Indonesia, in partnership with Telkom University, Indonesia. The GSMA Capacity Building programme is delighted to once again
be partnering with the Multimedia University of Malaysia and the
Malaysian Communications and Multimedia Commission to deliver
training in telecoms policy and regulation in the Asia Pacific region.
The GSMA is a global organisation representing over 800 mobile
operators, as well as the wider mobile ecosystem, worldwide.
Under that global umbrella, we see the Asia Pacific region as being
of particular significance. Not only because is it the largest and
most diverse region of the globe, but also because of the energy,

The 2016 CTPR Master Class is designed to offer mid to senior level
executives in national regulatory agencies, relevant government ministries,
telecommunication service providers, broadcasters, equipment
manufacturers/vendors in the ASEAN countries and Asia Pacific Region a
holistic and up-to-date world view on all matters related to the converged
telecommunications space. The 2016 CTPR Master Class for ASEAN countries
is the first of its kind in the Asia Pacific Region, and is hosted in collaboration
with Telkom University, Bandung, Indonesia.
This intensive one week programme brings together an international
collaborative network of academics, institutions, and industry experts to
highlight current global approaches to the CTPR issues. Participants will be
awarded a Certicate endorsed by all three parties – MMU, GSMA and MCMC
About the Professional CTPR Master Class
Industry Landscape
The global communications and ICT industry has evolved at a rapid rate, led
by fast-paced advances in technology. As a result, consumer lifestyles around
the world have taken on an increasing digital focus, a trend that has
accelerated with the convergence and confluence of communications,
multimedia and content.
In its wake, industry stakeholders across the globe have had to adjust to new
challenges, business opportunities and threats. This means policy, regulations,
codes of conduct, industry specifications and norms now need to be revisited,
enhanced or tweaked to better reflect these rapid changes. In tandem, there is
a need for the skills sets, competencies and knowledge bank of industry
stakeholders and practitioners to be refreshed in order to keep pace with these
changes. This is the driver behind the ‘Converged Telecommunications Policy
& Regulations (CTPR)’ Master Class for ASEAN countries. This collaborative
effort from the Multimedia University (MMU), GSMA and Malaysian
Communications and Multimedia Commission (MCMC) is designed to address
the capacity needs of the globalised and converged communications and ICT
industry.

The GSMA unites nearly 800 operators with more than 250 companies in the broader mobile
ecosystem, including handset and device makers, software companies, equipment providers and
Internet companies, as well as organisations in adjacent industry sectors. The GSMA also produces

About GSMA
MCMC implements and promotes the national policy objectives for the communications and
multimedia sector in Malaysia. It is charged with overseeing the regulatory framework for the
converging industries of telecommunications, broadcasting and online activities in accordance with
the national policy objectives set out in the Communications & Multimedia Act 1998 (CMA). MCMC
also has the responsibility for postal services and digital certication under the Postal Services Act and
the Digital Signature Act 1997 respectively. The Act provides that MCMC undertakes a policy
implementation role, while policy decision making is vested with the Minister.

Bandung Digital Valley (BDVO) is a concept
which bridge between the technopreneur or
application developer with a market or industry
which has a role as an absorber or a user
application.
BANDUNG VALLEY DIGITAL will position
themselves as a central resource (resource pool)
for the open nodes or hubs to a variety of
applications that are ready to be developed.
BDV physical form is an approximately 1200m2
area for the 100 developers or
technopreneur, private, companies or institutions
that wish to utilize various free facilities. Users
should do the registration process as well as
giving proposals that later on would be selected .
As per information from Telkom, they have
provided IDR 50 billion fund as initial funding for
the next three years in addition to the existing
facilities in order to support the BDV.
Some existing facilities include:

Profile of Speakers & Panelists
MR. NIALL MAGENNIS
Content Director, GSMA
MR. NIALL MAGENNIS works with subject matter experts within the GSMA to develop and
manage the content for all of the GSMA’s Capacity Building training courses. He also serves
as a trainer for courses on Mobile for Socioeconomic Development and the Internet of Things.
Further to this, Niall compiles and edits the GSMA’s Mobile Policy Handbook, the publication
which details all of the GSMA’s public policy positions. Before joining the GSMA, Niall worked
as a freelance journalist covering developments in the technology sector for many of the
world’s leading magazines and newspapers. He holds a BA in Journalism, Film and
Broadcasting from the University of Wales.
MS. DEVI ANNAMALAI
Director, Malaysian Communications and Multimedia Commission (MCMC)
MS. DEVI ANNAMALAI is the Head of the Legal Division of the Malaysian Communications
and Multimedia Commission and she overseas MCMC’s regulatory and corporate strategic
framework by providing legal recommendations/advices which facilitates the development of
policies, regulations and legal instruments that promote and protect Malaysia’s interest in
communications and multimedia matters. She obtained her LLB (Hons) from University Malaya
in 1994 and was admitted as an Advocate and Solicitor before the High Court of Malaya in
1995. She was a practicing litigation lawyer prior to joining the Malaysian Communications and
Multimedia Commission in 2001 and has served in various departments/divisions within the
Commission. She has been involved in devising policies and strategies in the management of
Information and Network Security for the C & M industry, management of electronic addressing,
implementation of prepaid registration, management of Spam, management of new
media/online matters and creation of awareness on positive use of internet.

Profile of Speakers & Panelists
DR. SUPOT TIARAWUT received his B.Eng. (First class honor) in Electrical Engineering from
Chulalongkorn University in 1988, M.Eng. in Computer and Information Sciences from Toyohashi
University of Technology and Dr. Eng. in Electronic Engineering from the University of Tokyo in
1991 and 1994, respectively. Dr. Supot has more than 20 years experience in ICT industry. He
joined TT&T Public Company Limited, a major fixed-line operator in Thailand, in 1995 and
became Senior Vice President of Corporate Strategy Group and Product Development Group.
He was also the President of TT&T Subscriber Services, its broadband internet subsidiary. From
2007 to 2011, he was the Director of Telecommunication Research and Industrial Development
Institute (TRIDI) under the National Telecommunications Commission. Later he joined
Chulalongkorn University as an Assistant to the President, in charge of Information Technology
and Strategy. He is currently Director of Industrial Liaison Program (ILP) at Faculty of
Engineering, Chulalongkorn University. He is also Advisor to the President at the same
university.
Dr. Supot has served in several government committees and professional associations including
the National Reform Council’s Sub-committee on Digital Economy Laws, Ministry of ICT’s
Broadband Policy Task Force, National Telecommunication and Broadcasting Commission
(NBTC)’s Spectrum Master Plan Drafting Committee, NBTC Inspection and Evaluation
Commission’s Telecom Industry Expert, and Telecommunications Association of Thailand’s Executive Committee.
MS. ENENG FARIDAH ISKANDAR SASTRAWIDJAJA
Senior Director, Advocacy and Outreach, Malaysian
Communications and Multimedia Commission (MCMC)
MS. ENENG FARIDAH is responsible for the overall development of programmes and initiatives,
including developing media strategies and engagement with stakeholders, in the communications
and multimedia environment. She was formerly Head of Monitoring & Enforcement and later
Digital Security Services. She is instrumental in the development and implementation of MCMC’s
successful internet security and safety public education and awareness programme known as
“Klik dengan Bijak” (or Click Wisely). She was involved in the implementation of the

coding, iterative decoding, coding for super-dense networks and signal processing for wireless
communications. He serves as a reviewer for a number of main journals and conferences in the
area of wireless communications, coding theory and signal processing. Dr. Anwar is a senior
member of IEEE (Information Theory society, Communications society) and a member of IEICE,
Japan.
DR. IR. AGUNG HARSOYO received his doctorate in the field of Optical and Optical and
Electromagnetic from the Université de Bretagne Sud (UBS), France in 2003, under the
supervision of Prof. Pierre Pellat-Finet. In 1996 he graduated with his MEng. in Signal
Processing on Telecommunication from Ecole Nationale Supérieure des Télécommunications
de Bretagne (Télécom Bretagne), France, and MSc. in Optoelectronics from Université de

MS. NOR AKMAR SHAH MINAN has a graduate degree in Mathematics and Computer
Science from the University of Adelaide, Australia. In 1989 she was a Research Assistant under
IRPA, Intensification of Research in Priority Areas in Universiti Malaya and Universiti
Kebangsaan Malaysia in the area of programming for Data Control System. She was at Ericsson
Malaysia in 1991 in software maintenance for cellular communications systems, product
management and Telecom Policy, Standards and Regulation. In 2004 she joined MCMC and
currently she is the Head of Digital Communities and Program Coordination in overseeing the
development and the implementation of Smart Digital Communities programs across the states.
She works closely with other ministries and government agencies in coordinating involvement
and resolving implementation issues. Prior to the current functions, she was handling the
secretariat function for DMO NKEA CCI, Delivery Management Office for New Key Economic
Area Communications Content and Infrastructure. She has been involved extensively in the
implementation of High Speed Broadband (HSBB Project) in 2008 and also the development of
the Strategic Blueprint for the Information Communications and Multimedia Industry in 2005.
MR. GABRIEL SOLOMON Chairman. United Kingdom Telecommunication Academy

MR. GABRIEL SOLOMON has more than 25 years international experience of communications led
development. He is Chairman of the UKTA, an internationally recognised centre of excellence in the
provision of academic, technical and vocational education. The UKTA operates globally and focuses on
reaching the corners of the world where training is hardest to come by, and where the need for these skills
to support the economy is greatest. Previously Gabriel spent a decade working with the mobile industry to
develop and promote policies that incentivise investment in sustainable and affordable connectivity
solutions. As Vice President, Public Policy at the GSMA, he built a comprehensive portfolio of policy and
regulatory strategies and led advocacy initiatives with the European Commission, FCC and in emerging
markets where he partnered, when appropriate, with multilateral institutions such as the ITU and World
Bank as well as national regulatory authorities. Gabriel established the GSMA’s reputation in many
emerging markets, particularly across sub-Saharan Africa, where he convinced mobile operator group
CEO’s to pledge USD 50 billion in telecoms infrastructure investment at the 2007 Presidential Connect
Africa summit in Rwanda. He was also instrumental in ensuring that the mobile industry supported and
contributed to the creation and activities of the Alliance for Affordable Internet. Earlier in his career, Gabriel
established commercial technology ventures to meet public policy goals. In South East Asia he established
the first cloud based virtual telephony solution that provided consumers with a single number, which routed

South Africa, shortly after the government announced its target of installing several million new phone

DR. ROLLY ROCHMAD PURNOMO is a Commissioner at the Indonesian Telecommunication
Regulatory Authority (BRTI) from 2015 until 2018. Before joining the BRTI, Rolly was the Deputy
Director for Trade at the National Development Planning Agency (Bappenas). He was also
Principal Investigator and Head Division of Monitoring and Supervision at the Commission for the
Supervision of Business Competition (KPPU). His experience in telecommunications field was as
a System Designer and Telecommunications Surveyor at PT. LEN Industri – Bandung in 1994
and as a Development Planner for telecommunication sector at the Bappenas in 1996. He holds
a PhD in Public Policy from the Australian National University with his dissertation on
“Telecommunication competition in Indonesia: analysis of pricing behaviors”. He completed his
MSc in Information System Development in 2001 from Hogeschool van Arnhem en Nijmegen in
the Netherlands with a focus on database management and business intelligence. He also

MS. LAILA HASSAN is the Senior Director of Market Regulation Division at the Malaysian
Communications and Multimedia Malaysia (MCMC). Her responsibilities among others are to
oversee and provide strategic direction in areas of competition and access, market research,
statistics and licence compliance on rollout of services. She has been with the MCMC since
March 2003. She started her career with the Central Bank of Malaysia, in bank regulation and

barrister of the Honourable Society of Lincoln’s Inn and as an advocate and

Padjadjaran, Bandung, Indonesia. His teaching career in Telkom University started in 1992, and

Telecommunications Business since 2009. Dr Agus has taken up administrative portfolio as

PROF. DR. OSMAN MOHAMMAD attended MARA Institute of Technology and graduated with
a Diploma in Marketing awarded by the Chartered Institute of Marketing, United Kingdom in
1975. He spent four years with a British plantation and agency house, both at the Kuala Lumpur
and London offices, marketing agricultural products. His career as an academician started in
1985 when he joined Universiti Sains Malaysia (USM) upon completion of a Bachelor and
Master of Business Administration from North Dakota State University, USA. He completed his
Ph D at the University of Strathclyde, Glasgow in 1994. His research interests are
internationalization of Malaysian firms and the impact of IT on consumption behavior. He has
published articles in the Journal of Business Research, Multinational Business Review, Journal
of Product and Brand Management, Journal of Transnational Management, International Journal

MR. HARINDERPAL SINGH GREWAL manages a cluster of divisions in IDA’s Policy and
Competition Development Group which are involved with technical regulation, namely “Resource
Management & Standards” and “Interconnection & Access”. As part of the resource management
portfolio, Harin leads a team that manages and coordinates the planning, allocation and
assignment of frequencies, the national numbering plan as well as telecommunication standards.
He is also concurrently the Director of Interconnection and Access, where his team formulates
and implements policies relating to economic and technical regulation, as well as access to
buildings and facilities for use by telecommunication service providers. Prior to this, he headed
the Next Generation Nationwide Broadband Network (Next Gen NBN) programme office at IDA.
During his tenure, his team successfully conceptualised and awarded the Requests for Proposal
(RFPs) to appoint the Network Company (NetCo) and Operating Company (OpCo) of
Singapore’s Next Gen NBN. The Next Gen NBN is globally unique as its open-access model has
been designed through a combination of structural and operational separation requirements set
out by IDA.
In his 28 years at IDA, he has also led functions as diverse as Manpower Development and
Wireless Mobility as well as being involved in Networking R&D for the first 8 years of his career.
Harin is an Electrical Engineer by training. His specialisations are in Wireless Telecommunications and Telecommunications Policy.

PROF. DR. HO CHIN KUAN is a Professor of Computer Science in the Faculty of Computing
and Informatics, Multimedia University (MMU), Malaysia. He has been serving as the Dean of the
faculty since 2008. He is a member of the national Big Data Analytics Task Force and the
National ICT Talent Task Force. He has consulted for both the public and private sectors in the
area of data analytics. Dr. Ho won the Award for Outstanding Contribution to Education in the
2015 Asia’s Education Excellence Award.
He has served on technical program committees of numerous international conferences related
to Big Data. More recently, he has been a General Co-Chair for the Pacific-Rim Conference on
Multimedia 2014 (PCM 2014) and a Program Co-Chair for the Pacific-Asia Conference on
