• A proposal submitted by University of Wisconsin (UW) Senior Scientists Dave Santek and Chris Velden to the UW Space Science and Engineering Center (SSEC) was accepted on 25 May 2013.
• The primary task will involve the reprocessing of GOES imagery from 1995 onward (Phase 1) into AMVs using the latest NOAA/NESDIS operational algorithms.
• A 2nd phase should soon follow and will include the entire GOES archive period, as well as using the new processing algorithms being developed for GOES-R. Funding for the 2nd phase will be required and will be proposed to NOAA/NESDIS.
• This effort will complement similar AMV reprocessing projects being conducted by EUMETSAT (Meteosat) and JMA (GMS/MTSAT), as well as polar AMVs (AVHRR, MODIS, Metop), and will fill the current geostationary satellite gap in reprocessed AMVs for NWP reanalysis. It is noted that the reprocessed AMVs from GMS/MTSAT and Meteosat have a very positive impact on climate re-analyses.

• The proposal was strongly supported by the atmospheric science community. Specifically, long-standing recommendations from CGMS and the WMO International Winds Working Group (IWWG) and SCOPE-CM (Sustained and Coordinated Processing of Environmental data for Climate Monitoring), and letters of endorsement from ECMWF, JMA, and GCOS were all instrumental in backing this proposed effort.
• The effort will be conducted by a team of scientists at the UW Cooperative Institute for Meteorological Satellite Studies (CIMSS), in collaboration with NOAA/NESDIS STAR.
• There will be close cooperation with EUMETSAT and JMA with regards to their current effort to reprocess Meteosat AMVs, to ensure processing continuity to the extent possible.
• The goal is to have the GOES reprocessing completed by 1 December 2013, in time for the next major ECMWF reanalysis. This deadline also meets the needs of other reanalyses efforts.
