2021 ST. CROIX COUNTY LIVESTOCK PROJECT ENTRY RULES

PURPOSE

√ To create an incentive for exhibitors to carry Livestock Projects.

√ Provide an educational “learning by doing” experience that allows exhibitors to increase their skills in the livestock program that will enhance personal growth, responsibility, and expand their knowledge of the livestock industry.

√ Provide exhibitors with a knowledge in production and financial records to create a positive economic return; however, exhibitors are to be informed that this may not represent the real economics of the livestock industry.

√ Improve herdsmanship of individual and club exhibits.

√ Encourage good sportsmanship and develop a cooperative attitude that will lead to a general sharing of knowledge and skills among project exhibitors.

ELIGIBILITY Any exhibitors that are in grades 4-13 who are enrolled in the 4-H Online Beef, Sheep, Swine, or Goat Project may participate in livestock auction. Exhibitors taking a dairy steer are to be enrolled in the Beef Livestock Project. 3rd Grade Members ARE NOT ELIGIBLE to enter the Meat Animal Project. 3rd Grade Members may exhibit one animal in the showmanship class and the appropriate breeding stock class. 3rd Grade Member must sign up for project and follow all project rules.

ENROLLMENT Exhibitors may enter the Livestock Project by completing the proper enrollment for their respective species. Enrollment information is available from the General Club Leaders, Vo-Ag Instructors, or the University of Wisconsin – Extension Office and are due by November 15, 2020 for existing members and March 1, 2021 for new members.

CLINICS To be eligible for show all livestock exhibitors (regardless of age) and a parent or legal guardian are required to attend a minimum of a mandatory rules meeting, Youth for the Quality Care of Animals (YQCA) clinic, and one (1) species specific project clinic on or before July 1, 2021 in order to show and/or sell and must sign the attendance sheet at each meeting. If showing multiple species, the exhibitor must attend 1 species specific clinic per species shown (exhibitor showing beef and swine must have 1 clinic for beef AND 1 clinic for swine). This clinic must be signed off by livestock project committee member (or representative) to be valid and will serve as your proof should there be a discrepancy. It will be communicated in the 4-H Communicator, 4-H website, and via email. YQCA Certification will follow state guidelines regarding age and test out. See State UWEX website for requirements. Exhibitors are highly encouraged to attend more than two clinics. Exhibitor must sign in at clinic to count as attending and also bring green sheet (project check off list) to have signed as proof you attended. Clinics can be attended in other counties but MUST be pre-approved by the education committee prior to participation. All clinics that are pre-approved will be publicized in the 4-H Communicator and 4-H Online. All clinic

requirements are to be completed on/before July 1st. Any youth with 2020 YQCA certification will county to show at the 2021 St. Croix County Fair.

FAIR REQUIREMENTS All exhibited animals MUST be manageable to insure safety of exhibitors and others. St Croix County Livestock Committee reserves the right to determine if the animal is manageable and if necessary will ask exhibitor to remove animal from the show, fair, and fairgrounds. If the St. Croix County Livestock Committee determines that the animal is not properly cared for by the exhibitor, the exhibitor may be prohibited from entering the Livestock Project the following year and the premiums will be withheld. While working with your animals appropriate footwear MUST be worn at all times. No open toed shoes allowed.

Bred and Own requirements – These requirements are uniform for all species. 1. The dam or sire of the offspring needs to be owned and bred by the exhibitor

or immediate family member. 2. Each exhibitor is allowed to enter only one animal in each of the lots (market and

breeding). 3. The honor system will be used, but there is a possibility of spot inspections. You may

be asked for proof of ownership or registration papers.

Certificate of Veterinary Inspection must accompany ALL swine exhibited at the St. Croix County Fair and signed by an accredited veterinarian within 30 days of the fair. All out of state animals being exhibited MUST have an Interstate Health Certificate signed by an accredited veterinarian at the time the animal entered Wisconsin if the animal is weighed in or exhibited within 30 days of entry.

ALL sheep and goats exhibited at the St. Croix County Fair must have a scrapie’s tag or tattoo with proper scrapie’s paperwork. That includes all sheep and goats regardless of age.

While on the fairgrounds all animals must be fitted by the exhibitor, immediate family, another junior exhibitor, or St. Croix County project leader only. The exhibitor must be involved in the fitting process. The rule defines family members as the exhibitor’s mother, father, brother, sister, step-parent, grand parent or legal guardian. If project members do not abide by these rules, the animal is subject to disqualification and will be ineligible for auction per discretion of the St. Croix County Livestock Committee.

Check-In Exhibitors must provide the appropriate paperwork at check-in;

Market Animals Check-in is Thursday of the County Fair. Times are as follows: Sheep & Meat Goats (7 am-8 am), Swine

(7 am-10 am), Beef (7 am-12:30 pm). Please be advised times may change based on the weather.

Ultrasounding Sheep and goats (8 am-9am), Swine (9am-10:45am) and Beef (11:30-1pm). Please be advised times may

change.

Breeding Stock Check-in is Thursday of the County Fair. Times are as follows: Sheep & Goats (7 am-12 pm), Swine

(7 am-11 am), Beef (7 am-2:00 pm). Swine breeding stock is TBD.

UNSPORTSMAN-LIKE OR UNSHOWMAN-LIKE CONDUCT These rules are intended to guide the conduct of the members while participating in St. Croix County Livestock programs, including the St. Croix County Fair and the Wisconsin State Fair, judging team events, work outs (judging team practices), and other such activities. This also includes travel and lodging. Members will follow the 4-H code of conduct. Parents, leaders, and coaches will not use alcohol or other controlled substances in the presence of exhibitors. It is also encouraged not to use tobacco products. Members, parents, leaders or coaches will not use profane language, obscene gestures, or use threatening behavior and other acts of unacceptable behavior. Members, parents, leaders or coaches may not argue or show visible disapproval with the judge’s decision in the ring. Judges will enforce the Zero Tolerance Policy. Proper attire is REQUIRED in both the show and the auction; includes a pair of jeans or slacks, skirt at or below the knee in good repair, appropriate close-toed footwear for species, good polo shirt or button down shirt. Unsportsmanlike or un-showman like conduct by exhibitors or parents will not be tolerated. The Executive Committee of the St. Croix County Livestock Committee reserves the right to refuse participation in the show and/or sale by individuals not conducting themselves in the appropriate manner. (Example: negative pressure applied to buyers, judges, or committee members will be considered unsportsmanlike conduct).

Zero Tolerance Policy

St. Croix County Livestock Committee will have zero tolerance for not following the Livestock code of conduct and behavior expectation policy. Upon enrollment into the Livestock Project, the exhibitor agrees to abide by all the rules and regulations of the Livestock Project. Any violation of these rules will not be tolerated and may have their right to show, sell and/or premiums revoked per discretion of the executive committee.

MEAT ANIMAL PROJECT IDENTIFICATION, WEIGHING, AND ENTRY Beef exhibitors may weigh and identify two animals for the project. Sheep, Swine, and Goat project exhibitors may weigh and identify five animals. All exhibits MUST be tagged with a SCLC or SCMA ear tag (beef exhibits will have both a metal ear tag and a plastic one). The committee reserves the right to pull DNA samples on any animal entered in the project at any time during the project.

Family Plan: Immediate families with more than one sibling in the project may list all animals either purchased or under current ownership on each exhibitor’s weigh-in card. The exhibitor must identify which animal/animals will participate in the show and/or auction after fair weigh-in

Initial Weigh-ins/Check-ins will be held on the following dates and locations for the respective species. Any member of the species subcommittee chair can answer questions. No changes may be made to selected and tagged animals after scales close 11:00 AM day of initial weigh ins.

BEEF:- Date: Saturday, December 5, 2020 (Snow Date: Sat, Dec 12, 2020), 9 a.m.to 11 a.m. - Location: St. Croix County Fair Grounds, Glenwood City, WI. Please pull into the south

driveway and proceed to the scale house. Listen to WEVR (106.3 FM, watch email/text or contact subcommittee chair for any cancellations.

SWINE:- Date: Saturday, April 17, 2021, 9 am to 11:00 a.m., Extension Office, Baldwin. - Exhibitors must attend to submit the following: *DNA samples *Trucking fee To be reimbursed if additional swine are not sent to slaughter. *Out of State swine Must have a veterinarian signed health certificate from originating state. *Exhibitors have the option to submit the following: Initial PRRS test This will be required at the time of the fair and is a requirement.

SHEEP: - Date: Saturday, April 11, 2021, 9 a.m. to 11:00 a.m., St. Croix County Fair Grounds, Glenwood City.

- The sheep must be born after Jan 1st, 2021 - Maximum weight for any sheep at weigh in is 100 lbs. to be eligible for auction. - ALL SHEEP need scrapie tags and any sheep originating from out of state MUST have a

veterinarian-signed health certificate and a scrapie tag at time of initial weigh-in.

MEAT GOAT: - Date: Saturday, April 11, 2021, 9 a.m. to 11:00 a.m., St. Croix County Fair Grounds, Glenwood City.

- The goat must be born after December 15th, 2020 and no maximum weight. - ALL GOATS need scrapie’s tag and any goat originating from out of state MUST have a

veterinarian-signed health certificate and a scrapie’s tag/tattoo at time of initial weigh-in. Any goats originating from Michigan must have an import permit or from regions with vesicular stomatitis. Call 608-224-4874 to request permit application form. Your goat must also originate from a herd that has had a negative whole-herd TB test in the last 12 months (date documented on certificate of vet inspection), and be quarantined on arrive with TB test between 60-90 days after arrival. If individual animal was not part of the herd call the import coordinator. If TB test was more than 60 days prior to import the goat needs a negative TB test in the 60 days prior to import.

Meat Animal Exhibitors

All animals enrolled in meat animal project must adhere to proper withdrawal times of all drugs including medication and medicated feed that may have been used. No drugs may be

administered to animals at the fair or prior to the fair that would cause meat to be condemned. Any species may be tested for drugs per state and federal regulations. Any animal testing positive for drugs will be disqualified from the meat animal project.

At the time an animal is sold at the meat animal auction, the exhibitor shall be held directly responsible for their animal if it is rejected at the processing center due to the presence of foreign residues. The seller may be liable to the buyer for a total refund of the purchase price and may also be liable for attorney’s fees and civil penalties. Show Management may share acceptable intelligence and evidence information with the FDA and USDA. If for any reason, the FDA or USDA inspectors must remove any part or the entire meat animal carcass, the market price will be discounted or refunded in whole or part to the buyer. No medications or drugs which negatively affect the meat as indicated by the drug label prior to auction can be used on animals which are going to slaughter after the fair.

Market steer show will be a no fit show. Allowed: clipping, washing, combing and blowing, and hair conditioners. Not Allowed: Adhesives, glues, powders, paints, artificial coloring and hair.

All exhibitors are allowed to weigh in two market animals for each species (swine 1 barrow & 1 gilt). All animals MUST be washed or clean prior to weigh-in to the discretion of the SCLC. Swine exhibitors will choose their carcass exhibit at fair weigh-ins.

Animals will be weighed ONLY ONCE at the fair. All market animals will be weighed on Thursday of the fair. Watch for future notifications and times to be determined.

MEAT ANIMAL AUCTION

The Meat Animal Auction will begin at 6:30 pm on Saturday, July 17, 2021. 2021 auction limits will be: 30 beef, 50 swine, and 20 sheep/goats. The judges will select the animals from the market steers, swine, sheep and goats that meet the weight and grade standards listed in the auction standards. These are subject to change based on the discretion of the SCLC.

Project exhibitors can sell ONLY ONE ANIMAL at the auction. An exhibitor shall be determined ineligible to be in the Meat Animal Auction if entered in a similar county fair Quality Meat Program. Meat animal project exhibitors must be present to show and sell their animal in order to sell (unless extenuating circumstances exist. Contact the species committee chair as soon as possible). All animals must be fitted at the fair by the exhibitor, immediate family (parent/guardian, step-parent, sibling, or grandparent), other St. Croix County Fair youth exhibitors, or St. Croix County project leader. The St. Croix County Livestock Committee reserves the right to inspect any animal in question. Once the animal is sold, it becomes the property of the buyer. However, the exhibitor has the responsibility of caring for the animal until it leaves the fair grounds. If the St. Croix County Livestock Committee determines that the animal is not properly cared for by the exhibitor, the exhibitor may be prohibited from entering the Livestock Project the following year and/or premiums possibly be withheld. Swine project will follow Swine Care Agreement.

State Fair animals may have additional requirements/agreements. Please check with species chair.

MEAT ANIMAL AUCTION STANDARDS In addition to the requirements outlined in the project entry rules, the following standards selection criteria will be used to identify animals eligible for the auction:

• All scale results are final. • Project exhibitors are encouraged to sell their animal if they meet auction standards. If the exhibitor has more than one market animal, the exhibitor must decide which animal they wish to sell. It MUST be reported to the species chair which animal they wish to sell 30 minutes after the completion of their last species show. If the exhibitor is declining to sell, it must be reported to species chair within 30 minutes after completion of their last species show. IF you fail to report it can result in forfeiture of place in auction.

EXHIBITOR HAS THE OPTION OF NO SALE ONLY IF ANIMAL DOES NOT BRING CURRENT MARKET

PRICE (if this happens, exhibitor has the option to try and resell at the end of the sale order)

Sale order will be determined by a lottery chosen at fair weigh in time. Grand and Reserve Grand Champion animals will be alternated and sold in slots 20 through 27.

Sales commission will be set at 5%. When possible, a portion of this commission will be used for fair grounds improvements/advertisements. There will also be a trucking fee deducted from the exhibitor’s auction check. Trucking fees are as follows: Beef: $25, Sheep and Goat: $5, Swine: $10. Promotional fees will also be deducted from all auction participants per species organization’s requirements.

The success of the St. Croix County Meat Animal Auction will depend on each individual exhibitor. Each exhibitor is required to contact a minimum of three (3) potential buyers (not relatives). Exhibitors are encouraged to contact buyer(s) who have not attended the auction in the past. We encourage you to make as many contacts as possible. Remember, the success of the auction depends on you. Each exhibitor must submit a buyer contact sheet signed by three buyers and present it at fair check-in.

A completed, stamped thank you note MUST be turned in at the carcass evaluation awards ceremony or to the Extension Office in order to receive your auction check. Please do not seal so you can put a picture in for your buyer. Make sure your Thank You envelope is large enough to accommodate a 4 inch x 6 inch photo.

Animals entered in the meat animal project but not sold in the auction ring may be sold private sale but are not the responsibility of the St. Croix County Livestock Committee. All private sale posters must be approved by species committee chair before advertising. Failure to do so will result in removal of signs.

Private sale animals going to slaughter will be charged a trucking fee. Trucking fees are as follows: Beef: $25, Sheep and Goat: $5, Swine: $10, for all second animals. This trucking fee will be payable to the species chairman no later than 10 am Sunday of the fair. There will be no guarantee that the slaughter houses will accept 2nd animals, please make other arrangements if necessary.

There will be a trucking fee deducted from the exhibitor’s auction check. Trucking fees are as follows: Beef: $25, Sheep and Goat: $5, Swine: $10. All trucking decisions and fees are finalized by 10 am on Sunday of the fair. All non-auction animals will be sent to slaughter houses under the exhibitor’s name. It will be the exhibitor’s responsibility to contact slaughter house with buyer contact information. All processing cost will default to the exhibitor’s responsibility. If a destination is not determined by 10 am Sunday it will be left to the species chair’s discretion to determine location of exhibit.

All Breeding stock animals must go home by 7 p.m. Sunday night of the fair, they will not be hauled out on truck for slaughter.

CARCASS EVALUATION

EXHIBITORS MUST SIGN UP FOR CARCASS EVALUATION ON THEIR FAIR ENTRY TO BE INCLUDED IN CARCASS EVALUATION. The St. Croix County Livestock Committee will gather carcass evaluation data for those signed up. Animals not sold may also be slaughtered and be in the carcass evaluation if entered. Processing costs of animals not sold at the auction will be the responsibility of the exhibitor. Appropriate hauling charges will be collected for animals not sold on auction. Contact a species chair by Sunday at 10 am to make arrangements and pay fees. The carcass evaluation will be held during the week after the fair.

The St. Croix County Livestock Committee will provide awards to carcass winners and their buyers. Ribbons will be provided for carcass placing. Premiums will be awarded as listed in the fair book. The awards ceremony will be held the first Saturday following the fair at a location to be determined.

Breeding Stock Exhibitors Exhibitors must complete fair entry by the fair entry deadline.

NO ANIMALS WITH MARKET TAGS will be allowed to be shown as a breeding stock exhibit.

ST. CROIX COUNTY MEAT ANIMAL PROJECT

BUSINESS INVITATION INSTRUCTIONS

According to the rules of the 2021 St. Croix County Meat Animal Project, each exhibitor must

contact a minimum of three different businesses and invite them to the St. Croix County Fair

Meat Animal Auction on Saturday July 17, 2021. Here are the instructions to satisfy these

requirements:

1. You must contact at least three businesses for the auction. As the fair approaches, send a

postcard reminding them of the upcoming auction.

2. Please invite them to attend on July 17, 2021 – the St. Croix County Meat Animal

Auction.

3. Siblings shall not duplicate business names.

4. Ask each person to sign the top of this sheet and keep the bottom. The top of this sheet

will serve as a record of this contact.

5. Auction posters will be available at University of Wisconsin-Extension for advertising

and promoting the auction. We ask that you distribute posters to local businesses. Please

don’t duplicate posters in any one business.

6. Remember, the more businesses you contact the better chance of your animal selling at

the auction!!

ENTRY RULES COMMITMENT FORM

(One per family – DUE MARCH 1, 2021)

I / We have read and completely understand the 2021 St. Croix County Livestock Project Entry Rules. I understand the requirements that I, as the exhibitor, need to complete to show/sell at the 2021 St. Croix County Fair. They are as follows:

1. I must attend a minimum of YQCA clinic and one (1) species specific project clinic on or before July 1, 2021 and Rules meeting by March 1 to show/sell at the fair. If showing multiple species exhibitor must attend 1 species specific clinic per species shown (exhibitor showing beef and swine must have 1 clinic for beef AND 1 clinic for swine).

2. As meat animal exhibitor, I must contact minimum of 3 potential buyers, one of which is a required to be a new business that hasn’t attended the auction before (list of past buyers attached to these rules). At fair I must turn in buyer contacts, drug history form, and feed sheet at registration.

3. As breeding stock exhibitor I must provide the appropriate paper work for the animal(s) exhibited including registration papers (if applicable), scrapie number, health papers (if required), and managerial form (if required and turned in by June 1), for each animal exhibited at the fair

4. My parents and I must have attended the mandatory rules meeting, signed this Commitment Form and returned at the rules meeting by March 1, 2021. DO NOT DROP IT OFF AT THE EXTENSION OFFICE.

5. My meat animal project must make weight requirements at the weigh-ins.

6. Give the St. Croix Livestock Committee permission to publish and share my personal

information on the Quality Meats Auction Brochure.

My parent(s)/guardian(s) and I / We understand that the rules and requirements established by the St. Croix County Livestock Committee are a means of providing a positive educational experience for all project exhibitors.
