WELCOME TO THE 2021-2022 SEASON! The 2020-21 season can only be described as one like no other! We faced incredible adversity with significantly reduced participation, virtual competitions, and ongoing changes to pandemic restrictions. We weaved, we bobbed, and most importantly we adjusted and adapted creating opportunities for connection in different yet meaningful ways. As a community, we approached sport delivery with innovative and new tactics, and we leveraged limitations and restrictions by focusing on new training techniques and educational opportunities.

As we contemplate the 2021-2022 season and hold hope that we will be able to deliver a ‘normal’ season, we have taken stock of the unexpected successes and unintentional learnings from last season to truly create a ‘new normal’ for our sport. In partnerships with the Technical Leaders Working Group and the BC Officials Committee, BCAS staff have been working to find a balance of creating space for former training and competition processes while integrating best practices and optimal learnings from last season. In the end, the pandemic created opportunity for our sport to step back, reassess and move forward on a more positive and meaningful trajectory that celebrates innovation, resiliency, strength, diversity, and safety for all. We will continue to rebuild and reshape our sport at the club, provincial and national levels and will continue to engage our members in the process.

A focus of last season was the EVOLVE Initiative – our innovative project focused on shifting the culture of artistic swimming in BC to create a healthier space for children and youth to grow up, for people to swim, work, and volunteer, and one that is collaborative, inclusive, and self-reflective. Although the funding received for this project has expired, EVOLVE and alignment with the CAS RISE UP Plan will continue to be a focal point. We will continue to offer relevant education and training in relation to safe and welcoming sport, health and wellbeing of all participants, and performance culture and to meet and exceed provincial funder expectations.

With the new strategic plan launching, BCAS will work with our members to achieve the strategic objectives of artistic swimming in BC. It is only with the commitment, determination, and effort by our collective membership that we will achieve our 3 strategic objectives:

GROW Participation through increased registration and retention. PROFESSIONALIZE Our Organization by developing resources, capacity, and commitment to

professionally delivering our sport. ASPIRE to Excellence at all levels of our sport by realizing measurable achievement within our

artistic swimming community.

Our new strategic direction further embeds our commitment to a values-based culture founded upon the ongoing engagement of our members, the delivery of programs that nurture safe sport practices and align with national priorities, and ensuring that we govern artistic swimming through the lens of our mission, vision, values, and declaration.

We are excited at the prospects ahead and to building stronger relationships with our members. As we look forward to the new season, we are incredibly excited to be on-deck and to seeing our members in person. Most importantly, we are excited for the opportunity to celebrate our people – athletes, coaches, officials, and volunteers – and our sport.

REGISTRATION INFORMATION

REGISTRATION CATEGORIES

Provincial Official (Level I & II)

An official (judge, referee, evaluator) who participates at the local, regional and/or provincial level.

National Official (Level III +)

An official (judge, referee, evaluator) who participates at the local, regional, provincial, national and/or international level.

REGISTRATION PROCEDURES CAS e-Registration System (e-Reg) All members – athletes, coaches, officials, executives, and volunteers – must be registered through the e-Registration System and in good standing to compete in any artistic swimming activity and ensure insurance coverage.

The Artistic Swimming Season The Canada Artistic Swimming membership year is September 1st to August 31st. As of August 31st, each year, the online e-Registration database will show all members as inactive. Anyone participating in artistic swimming activities on September 1st or beyond MUST be registered for the new season in the CAS e-Registration System prior to participation. Officials Registration Officials, including judges and referees, must register directly with BC Artistic Swimming using the online registration form.

ARE YOU ALSO A COACH, ATHLETE, OR MEMBER OF A CLUB EXECUTIVE? Officials who also register in another registration category must complete all other registrations prior to their officials’ registration:

Coaches must register themselves in the CAS e-Reg System. Athletes & Club Executives are registered by their respective clubs. Officials register through BCAS using the online registration form.

Canada Artistic Swimming and BC Artistic Swimming will manage the National Registration Database, according to Canada Artistic Swimming and BC Artistic Swimming Privacy Policies.

(NEW) SAFE & WELCOMING SPORT BC Artistic Swimming is committed to creating a safe sport environment that is accessible, inclusive, respects participants personal goals, and is free from all forms of maltreatment. As part of BC Artistic Swimming’s commitment to safe sport, our staff and Board have completed Commit to Kids training, signed the Responsible Coaching Movement Pledge, and are champions of True Sport.

BC Artistic Swimming values fair, safe, open and inclusive sport for all. To this end, in partnership with Canada Artistic Swimming, our member clubs and a variety of Canadian safe sport leading organizations, we promote and activate a number of initiatives with and for our members that support our alignment with:

* BC Artistic Swimming will waive the registration fees for Judges and Referees who actively officiate in at least two (2) competitions in the previous season (2020-2021). **In recognition of National Judges and Referees who continue to voluntarily invest in their development pathway and to share their knowledge and experience within the province of BC, BC Artistic Swimming will pay the Canada Artistic Swimming (CAS) fees and has eliminated provincial fees.

BC Artistic Swimming Safe Sport Policies In accordance with the Club Operations Policy, all member clubs are required to adopt the following BCAS policies by December 31, 2021:

All members are required to abide by the BC Artistic Swimming Conduct Policy at all times and acknowledge their commitment to it at the time of registration. We all have a role to play in ensuring a safe, open, and welcoming environment.

BC Artistic Swimming has adopted a True Sport Policy that guides our commitment to living the True Sport Principles and Management by Values. This is a global policy applicable to all members and artistic swimming activities in BC.

Reporting Maltreatment If you are aware of a suspected incident of abuse, harassment, discrimination, bullying, or maltreatment, you have options to access advice, guidance and resources. For more information, visit the Safe Sport Resources page or contact us.

Safe Sport Resources To support members in accessing relevant and up-to-date safe sport resources, training, and information, BC Artistic Swimming has created the Safe Sport Resources page. These resources support members in learning about sport-sector standards, injury prevention, clean sport, and the prevention and reporting of maltreatment in sport.

SAFE SPORT REQUIREMENTS FOR OFFICIALS Screening In accordance with Canada Artistic Swimming’s new Screening Policy, all participants who are in a designated position, including officials, are required to provide a valid police record check (PRC). To complete the PRC, officials must apply through the CAS Sterling Talent Solutions Backcheck portal. There is an associated fee with this process. For more information, please refer to the Screening Program page of the BC Artistic Swimming website.

Safe Sport Training In accordance with CAS and BCAS policies, all officials must complete either the Respect in Sport Activity Leader training OR the Coaching Association of Canada Safe Sport training by January 1, 2021, and every three years following their first certification date.

Safe Sport Training Compliance Respect in Sport – Activity Leaders Record of completion will automatically generated in the CAS e-Registration System provided users enter their CAS number when creating their profile in the Respect Group portal. We can help if you don’t know your CAS number. Please contact [email protected].

CAC Safe Sport Training – Please send proof of completion of the training to CAS at [email protected] AND BCAS at [email protected].

Safe Sport Training Fees The Respect in Sport Activity Leaders Training has an associated cost that will be reimbursed by BC Artistic Swimming upon proof of completion. Please submit the certificate of completion to [email protected] for reimbursement. Conduct Policy Officials are expected to conduct themselves, at all times, in a manner that aligns with BC Artistic Swimming and Canada Artistic Swimming’s Conduct Policies. The related documents are available on the BC Artistic Swimming and Canada Artistic Swimming websites. Please do not hesitate to contact us with any questions.

OFFICIALS PROFESSIONAL DEVELOPMENT Plans for the 2021 Annual Summit have already begun. Please save the date: October 15-17, 2021. BCAS continues its commitment to providing the training required to ensure our officials are prepared to safely undertake their duties in a safe and healthy way be it in a virtual or in-person environment. Additional training activities will be scheduled in collaboration with the BC Officials Committee as appropriate. Canada Artistic Swimming will be hosting the 2021 Technical Conference from September 17-19, 2021. For more information and registration details, please visit their website.

PARTICIPATION IN BC ARTISTIC SWIMMING COMPETITIONS The 2021-2022 Competition Schedule has been released. Given the increase in COVID-19 cases, BC Artistic Swimming will consult with its members to develop a contingency plan that will be activated if we are unable to deliver in-person competitions. More information will be shared as it is available. AVAILABILITY FOR COMPETITIONS The Meet Manager will distribute an electronic call for availability to all officials in advance of competitions. The call for availability will be sent out at least 4 weeks prior to the meet and will outline the parameters for each meet (i.e., if the meet will be hosted virtually, in person or a hybrid). Please ensure you mark all 2021-2022 season competitions into your calendar:

Training Meet #1 – November 5-7, 2021 at Simon Fraser University, Burnaby Training Meet #2 – December 10-12, 2021 at City Centre Aquatic Centre, Coquitlam NS Qualifier & CUASL Western Championships – January 21-23, 2022 at Watermania, Richmond NS Championships & Training Meet #3 – February 18-20, 2022 at TBD Mable Moran – April 22-24, 2022 at City Centre Aquatic Centre, Coquitlam Jean Peters – May 14-16, 2022 at Canada Games Aquatic Centre, Kamloops

DURING COMPETITIONS The Officials Meet Schedule will be distributed by email to all participating officials prior to each competition.

For in-person competitions, officials assigned to a panel must arrive in the judges' room at least 30 minutes prior to each event for which they are listed and report to the Head Judge of the panel on which they will be judging. The timelines for joining virtual competitions will be distributed with the Officials Meet Schedule.

INABILITY TO ATTEND A COMPETITION If you are unable to attend a competition for which you have registered as an Official, please advise BC Artistic Swimming as soon as possible:

a) 48 hours or more before to the competition – contact BC Artistic Swimming staff by email or phone (during regular office hours). BC Artistic Swimming will be responsible for cancelling travel plans* and accommodations, if applicable.

b) Within 48 hours of the competition – contact the hotel directly to cancel your room. Officials will be personally responsible for additional expenses incurred due to their failure to cancel travel plans or accommodations, if applicable.

*Whenever possible, airline credits towards cancelled flights will be used towards future events or competitions. BC Artistic Swimming is unable to reimburse the cost of cancelled flights until they are used towards a pre-approved BC Artistic Swimming event or competition.

BOOKING TRAVEL AND ACCOMMODATIONS BC Artistic Swimming is responsible for the reasonable costs for all travel*, accommodations, and meals (per diem) of officials participating in in-person BC Artistic Swimming sanctioned competitions, unless otherwise stated. As budgets are limited, BC Artistic Swimming recommends the following cost-saving considerations when attending a competition:

• Carpooling • Billeting or staying with a friend or relative if possible • Public transit if possible • Advise BC Artistic Swimming as early as possible if accommodations are required • Air travel must be pre-approved by BC Artistic Swimming. Please watch for seat sales and book

flights well in advance to get the best available rate BC Artistic Swimming is responsible for booking accommodations for Officials attending a sanctioned event or competition. Information about accommodations, including rooming lists, will be distributed to officials prior to each competition. * BC Artistic Swimming will reimburse for car travel to and from each competition or event location greater than 40 km from the official’s home. The standard BC Artistic Swimming mileage rate will be used to determine the reimbursement.

EXPENSE CLAIMS a) For reimbursement of competition- or event-related expenses, officials must complete and

submit an Expense Claim Form within 4 weeks of the event. Up-to-date expense claim forms are available on the BC Artistic Swimming website.

b) Expenses submitted outside of the timelines listed in a) may result in the inability to reimburse all expenses due to budgetary restrictions.

c) Whenever possible, please complete the electronic version of the form. If completing the form by hand, please print clearly and fill out all pertinent areas on the expense form including your name and full address (including postal code). Please indicate shared travel (carpool, ferry receipt, etc.) and accommodations as required.

d) Original or legible electronic copies of the applicable receipts must accompany Expense Claim Forms. In such cases as an electronic receipt is not legible, a copy of the original will be requested by BC Artistic Swimming. [Note: It is recommended that officials retain copies of original receipts for no less than one year after submission of the expense claim].
