1 INTRODUCTION

1.1 It’s Show-Me Rally time again. On behalf of the organizing committee, we want to thank you for

choosing this event. We hope to make it a great one for everyone. We can’t do this without the

support of our volunteers, so be sure to thank them whenever you see them. This event takes

place in Washington and Crawford Counties in Missouri and it would mean a lot to us and them

if you could support them whenever you can. Whether you need hotel rooms, food, drinks, gas,

car parts, or souvenirs, try to get them in the Potosi and Steelville areas.

We have many property owners along the stages, most of which appreciate the show that the

competitors put on as they race by, but do remember to be sensible and safe while traveling

around the area. Most rally attendees are visitors to the area so do your best to courteous and

respectful to our hosts.

2 DESCRIPTION & ORGANIZATION

2.1 Due to COVID-19 precautions, typical event areas and procedures such as registration, parc

expose, etc., have been changed or removed entirely – read carefully. Physical distancing will

be important to reduce our overall impact on the community. The rally activities are not open to

the public. All participants must be either ARA licensed (Competitors, their Crew Members,

Media, Officials) or registered on the ARA web site and working as a volunteer. Service area

and stage access will be strictly limited to these participants with the access points controlled.

The event operations will be conducted in a manner to comply with social distancing and other

local public health requirements and recommendations.

2.2 This event will be held under the current American Rally Association (ARA) Rules as modified

by bulletins. The Show-Me Rally (SMR) will consist of two days of competition and is part of the

ARA National Championship Series. SMR will offer a 2-pass recce, no Organizer supplied notes

will be available.

Any additional changes or additions to these Supplementary Regulations will be announced

only by numbered and dated bulletins. The Organizers and/or the Stewards shall decide upon

any conditions not foreseen in these regulations.

The Show-Me Rally route will be approximately 283 miles in length with approximately 81 miles

of competitive stages. All competitive stages will be held on roads that consist primarily of

gravel, and will vary somewhat in width and tightness. Roads vary from sweeping, well-

groomed roads to tight and twisty. There is a lot of vertical travel on sections of this course.

2.3 Weather: As has been seen over the past several years, Missouri weather patterns can best be

described as capricious. The committee is prepared to conduct this event under any

circumstances and will attempt give the contestant competition regardless of weather

conditions.

4 ENTRIES

4.1 Entry Procedure:

A 50-car limit will be employed based on order of paid receipt.

Due to COVID-19, there is no on-site registration process, all registration including email

submission of license information and insurance coverages must be done in advance.

Entry and payment must be made online at https://usacracing.ticketspice.com/2020-ara-

raceevent-registration. For assistance with online license or event entry issues, contact Doug

Shepherd at [email protected]. For assistance with online registration corrections,

omissions, or errors, contact Mary Shiloff at [email protected]. No entry payments can be

accepted at the event.

4.2 Entry Fees include: Tulip route book, one Service Packet, use of a single service site

Show-Me Rally, National $800 . 4.3 Withdrawal Policy:

4.3.1 Entries that are withdrawn before 12 PM CST on Monday, September 28, 2020 will have

the entry fee refunded.

4.3.2 Entries that are withdrawn at or after 12 PM CST on September 28, 2020 and before the

start of the rally will be refunded minus a $100 processing fee. These withdrawals shall

be made to the event chair or registrar. No refunds will be made after the start of the

rally. Entries that wish to withdraw must contact the Chairman ([email protected]).

4.4 Competitor Check-In will be per schedule in section 3.

4.5 Please remember all participants (competitors, service personnel, and volunteers) must sign up

before the event for a USAC license at https://usacracing.redpodium.com/2020-american-

rallyassociation-license. It can be free for volunteers. This applies to minors (under the age of

18 years) as well.

5 ON-SITE CHECK-IN

5.1 All entry information, including Crew Members, must be complete and final prior to the event.

Onsite registration will not be available.

5.2 On-site Check-In will be done as a drive thru process. Follow signs when arriving and stay in

your car.

5.3 A single email address will be specified by each team to be used for all event communications.

5.4 Each registered individual will be issued a QR code to be scanned at the event during check-in

to provide your access-specific wristband and other materials.

5.5 We will be limiting Crew Members to 6 per team, depending upon entry level and current

local/state health department rules this may change. If we do need to restrict Crew Members

further to meet current restrictions, we will issue a bulletin.

5.6 There will NOT be a physical notice board. An ON-LINE notice board can be accessed at

https://showmerally.100aw.org/NoticeBoard, or under the competitors tab at

https://showmerally.100aw.org.

6 FUEL

6.1 Fuel with an octane rating of 93 (R+M) is available in Potosi, Steelville, and some other

surrounding towns.

6.2 Any competitor who does not wish to use the fuel depot in service may choose to use

commercial gas stations.

7 RECONNAISSANCE

7.1 A two pass recce will be provided with your entry fee. Reconnaissance (recce) will be held on

Friday, October 2, in accordance with Section 1.2.1 of the RCR. This will be open to all

competitors.

7.2 Both driver and co-driver need to check-in together in their recce vehicle at recce check-in.

7.3 An itinerary for recce will be provided prior to the event, along with any additional Bulletins

governing recce. You do not have to follow the prescribed route, but it will expedite your way to

each stage. All competitors taking part in recce must attend recce check-in.

7.4 The vehicles used shall have no lettering or advertising which would call undue attention and

must have quiet exhausts, i.e. nothing that could be mistaken for a rally car by locals.

7.5 A radar gun may be used to check for speeding during recce at Observation Controls. Such

locations will be identified and operated by standard Observation Control Procedures.

8 SCRUTINEERING

8.1 Scrutineering will be held at the R-3 Transportation Building, 1203 N. Missouri St., Potosi, MO

(Lat/Long 37°56'33.9"N 90°46'31.2"W or 37.942756, -90.775338) OR at Steelville City Park, 101

MO-8, Steelville, MO (Lat/Long 37°58'26.1"N 91°20'13.6"W or 37.973905, -91.337112)

Schedules for Scrutineering are included in the Event Program, Section 3 of this document and

location shown in Appendix 2 – Maps.

8.2 Cars are to be presented with all required stickers and identification and individuals must follow

social distancing practices.

8.3 Logbooks will not be issued at the event. If you need a logbook, please make an appointment,

before the event, by contacting [email protected] as soon as possible.

9 SERVICE AREAS

9.1 There will be two service locations during the event:

Friday: Steelville City Park, 101 MO-8, Steelville, MO 65565. All service spots are on pavement. Porta potties will be available on site. No parking on the grass.

Saturday: Red Wing Shoes, 1 Redwing Dr., Potosi, MO 63664. All service spots are on

pavement. Food is available at multiple local restaurants within walking distance. Porta potties will be available on site, or restrooms may be available for customers of local restaurants.

9.2 The schedules for the service areas are included in Appendix 1 – Itinerary and service area

locations are shown in Appendix 2 – Maps.

9.3 Service spots will be assigned prior to the event or during Service Check-In.

Teams with special or large service needs should contact Curt Faigle ([email protected]) before

September 25, 2020 to reserve a service area location. Large service areas and those for series

sponsors will be assigned in advance.

9.4 Each service vehicle and its personnel must be registered. License and proof of insurance for

all service vehicles is required.

9.4.1 All Service Crew are required to have an ARA license, which must be obtained prior to

the event at https://usacracing.redpodium.com/2020-american-rally-association-license.

9.5 No servicing is allowed outside of the official service area.

9.6 Service Crews cannot spectate as there are no spectator locations.

9.7 Access to the Service Park is limited by wrist bands. No access will be granted without one.

9.8 Competitors are required use a plywood or metal support plate underneath their jack stands

while using them in service areas to prevent damage to paved surfaces.

9.9 Service Crews must notify the Service Area Coordinator when they leave to retrieve a car.

10 FEATURES OF THE RALLY

10.1 Parc Exposé: None. Cars will start the rally from the Service Area.

10.2 Due to COVID-19 requirements, the following procedures will be used for timing and scoring:

EZTrak is used to obtain stage start and finish times for scoring the stages and for establishing the finish time to be used for the normal transit calculation.

All controls time cars and record on their logs as normal. They just do not mark on the timecards.

At the ATCs the marshal does a verbal confirmation of the check-in minute for the co-driver.

At the stage starts the marshal does a verbal confirmation of the start minute. The car starts per the countdown clock.

At the flying finish, the car is timed and logged as normal.

At the FTC, the marshal writes the car number and finish time on a white board for display to the codriver.

During this process, the co-driver is to keep his own record of the ATC, start and FF times. The co-driver then calculates the correct arrival minute at the next control. The rally will provide a standard time card for the co-driver to use for his record keeping.

ATC control logs are used to enter the arrival times for scoring the transits. Other logs are used as backup for any disputed times.

10.3 Rejoining the event: Teams that have DNF’d and wish to re-enter after service may do so as a

non-competitive re-entry. The Chief Scrutineer must approve and Clerk of the Course will place

them safely in sequence.

10.4 Official Finish:

10.4.1 The Official Finish for competition will be at the MTC IN at the following location:

Friday: Steelville City Park, Steelville, MO

Saturday: Red Wing Shoes, Potosi, MO

10.4.2 The Official Finish, on Saturday, is an impound.

10.5 Podium ceremonies will not be held.

10.6 Speed Limits

10.6.1 As a point of general information, the un-posted speed limit in the state of Missouri is 55

miles per hour for paved roads.

10.6.2 Due to the variety of county ordinances, we have set 35 mph as a maximum transit

speed limit in the route book for all unpaved roads, except when they are being used for

special stages as part of the rally.

10.6.3 All speed limits are noted in the route book.

10.7 Car In Stream Procedure

10.7.1 If you crash during the event and your car ends up immovable in a stream, you must

show the Red Cross to the next car and report to them “Car In Stream”, then follow the

normal red cross procedures.

11 PRIZES/TROPHIES

11.1 There will be no official awards party.

11.2 ARA will award trophies to the top finishing teams in all National classes.

11.3 The Event Organizers will award trophies for the Regional winners. The number of trophies

awarded will be determined by the number of cars per class. To award first through third, at

least five cars will need to be entered in a class. If there are three or four cars entered in a

class, only first and second will be awarded, and only first for two or less. There will also be

awards for the top three Regional overall teams.

11.4 With safety and social distancing in mind, awards may not be presented in a tradition manner.

12 FINAL CHECKS AND PROTESTS

Post-rally inspections and teardowns of any competing vehicle will be performed at the discretion of

ARA
