What is the MRC Operational Readiness Award? The overarching goals include: A competitive award that intended to build volunteer and/or unit capabilities and support ongoing COVID responses. Project deliverable is to develop (one) unit response mission set for your MRC unit NACCHO will share the mission sets with the MRC Network Funding is intended to help support your unit response capabilities.

Who may apply?

• MRC in good standing with updated MRC website profile (6/1 - 9/22)• Eligible to receive federal funds• Able to complete signed contract by 11/20 and deliverables by 12/4• New awardees or units that received an MRC ORA Level 1 award• Previous awardees have completed interim or final project evaluations

Only MRC units may apply for operational readiness awards and the must meet the eligibility requirements listed here: Units must have an updated unit profile on the MRC website. In addition, units that received previous funding from NACCHO must have completed all reporting requirements. This includes the current MRC ORA award interim survey which is ongoing now. The RFA will be your primary source of information for the MRC Challenge Awards. It is available to download in the link listed.

Award Timeline• September 1, 2020: Applications open. Link to questions is in the RFA.• September 22, 2020: Applications close - 8pm ET.• September 29, 2020: MRC COVID-19 ORA awardees announced. • Week of October 5, 2020: Technical Assistance Webinar.

• October 5-16, 2020: Contracts sent out by NACCHO.

• November 20, 2020: Signed contracts are due to NACCHO.

• December 4, 2020: Project deliverable - MRC unit Mission Set due to NACCHO.

• December 31, 2020: All MRC unit award checks will be sent out. Award checks will be sent out on a rolling basis upon receipt of mission sets and a fully executed contract.

Mission Set Description (50% of total score): Describe the current or planned MRC unit response to support COVID-19. This award is different than previous awards and does not include project surveys. Instead the deliverable for accepting the award is the completion of one mission set. Upon receipt of the mission set and a fully executed contract, NACCHO will issue the award check. NACCHO will also provide a technical assistance webinar to provide assistance in how to develop a mission set. Deliverables must be received by Dec 4, 2020.

MRPs – Pre-identified resources that are developed & resourced through the State Emergency Manager. Detailed information for a specific response request. Includes specific number & types of resources with cost estimates. Vs. Mission Set definition: The term ‘mission set’ describes a scalable response and recovery capability for MRC units and volunteers that is organized, developed, trained, and exercised prior to an emergency or disaster for local, state, and/or regional deployment purposes. Recognize that units have their own planning documents: the mission set is not intended to replace your organizations response plans, but rather complement them and provide a planning resource for MRC units to train and develop response teams. Common form that all MRC units can use: The mission set template provides a common template that can be shared with MRC units and adapted to meet their local response needs. The mission set can be shared with your response partners to demonstrate your response capabilities and facilitate response integration with other organizations.

Download Link: https://www.naccho.org/uploads/downloadable-resources/Mission-Set-Template.docx Template that can be used for you Mission Set Include: Personnel – types of personnel and licenses or certificates required Training – minimum training requirements for all and for specific roles Equipment Required – what is needed to complete or support the mission. May or may not include what the unit has vs. what is needed for the mission. Deployment Timeline – how much advance notice does the unit need to alert and activate volunteers? Rotation of Volunteers – if this is an extended mission how often do you need to rotate volunteers? Pre-planning considerations – space requirements or support requirements from other agencies. This will vary depending on whether the MRC will be the lead or in a supporting role. Limiting Factors - this can include factors that may limit the response role, such as resupply needs if an extended mission or other logistical requirements that is needed. Also include: Resource links such as trainings, job action sheets, forms needed, detailed supply lists, site layouts etc. Think of this as a planning tool for response missions with a snapshot of resources needed to build out training plans and communicating with your partners on your unit response capabilities.

Deployment Readiness Resources

In addition, the resources in the Deployment Readiness guide will be a useful tool for developing your goals and objectives. The guide includes a suite of Mission Sets for 11 different types of responses. Some are very detailed and some provide a basic overview that can be modified for a specific locality. You will also find resources for training including the MRC Core Competencies training plan with links and recommend Volunteer Tier level, which can be used when identifying roles within your personnel section of the mission set. For example, you may include Lead Vaccinator if developing a mass vaccination response mission set. The Lead Vaccinator would require a volunteer with previous experience and higher level of training, so you may decide to make that a Level 1 or 2 volunteer. We will cover all of this in greater detail in a technical assistance webinar for awardees to help them get a jump start on the development of a mission set. The link to the guide is available in the RFA and on the NACCHO MRC webpage.
