ABOUT THIS PLANThis Plan has been developed and is based on the Michigan Return to School Roadmap from the COVID-19 Taskforce on Education and the Return to School Advisory Council recommendations. This plan describes the policies and procedures the Fenton Area Public Schools will utilize in the school facilities.

The plan uses the same guiding principles as the return to school roadmap:

• Equitable access to learning is a right for each child. • In collaboration with parents, students, and teachers, schools will

use data and evidence to prioritize resources for each child. • Teachers and staff will prioritize meaningful relationships to

create safe learning environments for each child. • Teachers and staff will empower the value, cultivation of

relationships, and belonging to students and parent voices in all aspects of learning and emotional support for families.

LEARNING OPTIONSFamilies will be asked to commit either to traditional in-person instruction (with CDC and MDE guidelines) or a complete virtual learning option in August. Families will be asked to commit for a trimester or semester depending on the grade level at a time. FAPS will follow all policy and guidance from the Michigan Department of Education in regards to attendance, assignments, grades and report cards for both traditional in-person and virtual instruction.

Option One: Traditional In-Person Instruction, following required safety measures.• Families will be asked to commit to this option in August.• Facial coverings for most students and staff will be required, or strongly

recommended depending on the Phase we are in at the time. Students can bring their own facial coverings. Depending on financial need the district will provide one.

• The district will work to create as much social distance as practical within classrooms and common areas.

• Transportation provided, with students wearing facial coverings. Hand sanitizer will be available. The district will be cleaning and sanitizing buses.

• Food service provided with potential for staggered lunches, distanced cafeteria or grab and go food options.

• Extracurricular athletics as permitted by MHSAA.• Curricular and extracurricular activities, if possible,

adhering to recommended safety protocols.

Option Two: Complete Virtual Learning • Families will be asked in August to commit to a trimester or semester at a time. • Students will receive instruction from FAPS teachers using

district LMS associated with that grade level. • Students will be able to participate in extracurricular activities.01

Fenton Area Public Schools will fulfill our goal of academic success for all students by providing an equitable, safe, and flexible learning environment mindful of social and emotional well-being for the entire school community.

As we work closely with the Michigan Department of Education, state health officials, the local government, community leaders, families, and teachers. We will also continue to develop plans that consider all aspects of how our community might be affected. Our scenarios must be flexible and able to be scaled up or down depending on local conditions. No matter our particular context or scenario, our mission is to educate all students to achieve their potential.

CONSIDERATIONS:Over the summer FAPS teams reflected on best practices and lessons learned as we planned for the 2020-2021 school year. The team prioritized work to be done across all scenarios in the following areas:

Fenton Area Public Schools is delaying face to face instruction until October 1, 2020 (subject to change based on CDC guidelines and which MI-Phase (1- 6) Genesee

County is in on any given date). All FAPS students, including those choosing face to face instruction will begin the 2020-21 school year remotely.

PERSONAL PROTECTIVE EQUIPMENTFenton Area Public School District will:

Facial coverings must always be worn by staff and bus drivers except for meals.

Facial coverings may be homemade or disposable level-one (basic) grade surgical masks.

All students in Pre-K unless students remain with their classes throughout the school day and do not come into close contact with students in another class.

HYGIENEFenton Area Public School District will:

Provide adequate supplies to support healthy hygiene behaviors (including soap, hand sanitizer with at least 60% alcohol for safe use by staff and students, paper towels, tissues, and signs reinforcing proper handwashing techniques). Teach and reinforce handwashing with soap and water for at least 20 seconds and/or the safe use of hand sanitizer that contains at least 60% alcohol. Educate staff and students on how to cough and sneeze into their elbows, or to cover with a tissue. Used tissues should be thrown in the trash and hands washed immediately using proper hand hygiene techniques.

Custodial staff will systematically and frequently check and refill soap and hand sanitizers.

Students and teachers will have scheduled handwashing with soap and water every 2-3 hours.

Limit the sharing of personal items and supplies such as writing utensils.

Keep students’ personal items separate and in individually labeled cubbies, containers, or lockers.

Limit the use of classroom materials to small groups and disinfect between use, or provide adequate supplies to assign for individual student use.

In classrooms where large tables are utilized, space students as far

apart as feasible.

If a classroom has windows that can open, they should be open as much as possible, weather permitting. Considerations should be made for students with allergy-induced asthma.

Floor markers designate six-foot intervals

where line formation is anticipated.

Adult guests entering the building are screened for symptoms, provided a facial covering, and provided with sanitizer before entering. Records, including date and time, are kept of

non-school employees or other visitors entering and exiting the building.

Where possible, physical education will be held outside

and social distancing of six feet will be practiced.

Hallways will be divided with either side following the same direction.

And entrances and exits will be kept separate to keep traffic

moving in a single direction.

• Follow the local public health department and CDC guidance regarding implementing protocols for screening students and staff.

• Every school will identify and designate a quarantine area and a staff person to care for students who become ill at school.

• Students who become ill with symptoms of COVID-19 will be placed in an identified quarantine area with a surgical mask in place until they can be picked up.

• Identified school staff caring for these children will wear a surgical mask, with the exception of students with special needs requiring aerosolized procedures in which an N95 mask is required.

• Symptomatic students who are sent home from school

will be kept home until they have tested negative or have completely recovered according to CDC guidelines.

• Families are encouraged to check their child’s temperature at home every morning using oral, tympanic, or temporal scanners; students with a temperature of 100.4 or greater should stay home and consider coronavirus testing if symptoms of COVID-19 are present.

• Families are encouraged to monitor their children for symptoms of COVID-19. The presence of any symptoms, including cough or shortness of breath, should prompt the family to keep the student home from school and to follow up with a primary care provider.

Before coming to work, all staff will complete a health monitoring questionnaire. The questionnaire is available in both electronic and hard copy formats. Before entering a building, staff will either submit a paper form or present evidence that the electronic form has been completed and that they do not exhibit COVID-19 symptoms. Staff will be instructed to notify their building principal if anything has changed since the time they have completed the questionnaire to current state.

Staff who exhibit any respiratory or gastrointestinal symptoms, or have a temperature of 100.4 or greater, should stay home, and will not be permitted in the building.

TESTING PROTOCOLSFenton Area Public School District will:

STAFFStaff who develop a fever or exhibit COVID-19 symptoms at work will:

Students who develop a fever or exhibit COVID-19 symptoms while at school should wear a mask and be transported by their parent or guardian, emergency contact, or ambulance if clinically unstable, for off-site testing.

• Symptomatic students and staff sent home from school should be kept home until they have tested negative for COVID-19, or have been released from isolation according to CDC guidelines.

• Families should be notified of the presence of any laboratory positive or clinically diagnosed cases of COVID-19 in the classroom and/or school to encourage closer observation for any symptoms at home.

• In the event of a lab or clinically diagnosed case of COVID-19, immediate efforts will be made to contact any close contacts (those who spent more than 15 minutes less than six feet in close proximity to the student or staff member) so that they can be quarantined for 14 days at home. Students should be closely monitored for any symptoms of COVID-19. At this time, empiric testing of all student members in the class is not recommended. Only those that develop symptoms require testing for COVID-19.

• Parents and guardians are encouraged to check students’ temperature at home every morning using oral, tympanic (ear), or temporal scanners; students with a temperature of 100.4 or greater must stay home and consider coronavirus testing.

• Parents and guardians are encouraged to monitor for symptoms of COVID-19. The presence of any unexplained symptoms, including cough or shortness of breath, should prompt the parent or guardian to keep the student home from school and to follow up with their primary care provider.

• Maintain social distancing (if possible) of six feet from the individual and ask them to move away from other employees.

• If an employee is in acute respiratory distress (shortness of breath, difficulty speaking, wheezing, gasping for air), then they will be placed in an identified quarantine area and will be required to wear a face mask/covering. Outside emergency medical services are contacted and appropriate treatment is provided.

• If an employee is not in acute respiratory distress, they will be advised to go home, contact their personal healthcare provider for further direction/advice.

• The District encourages employees to self-monitor for signs and symptoms of COVID-19 if they suspect possible exposure.

• Staff will be kept home until they have tested negative for COVID-19, or have been released from isolation according to CDC guidelines.

• In the event of a lab or clinically diagnosed case of COVID-19, immediate efforts will be made to contact any close contacts (those who spent more than 15 minutes less than six feet in close proximity to the student or staff member) so that they can be quarantined for 14 days at home.

RESPONDING TO POSITIVE TESTSFenton Area Public School District will:• Work with the local public health department if a confirmed case of COVID-19

is identified, and in particular, will collect the contact information for any close contacts of the affected individual from two days before he or she showed symptoms to the time when he or she was last present at the school.

• Notify local health officials, staff, and students immediately of any possible case of COVID-19 while maintaining confidentiality consistent with the Americans with Disabilities Act (ADA) and other applicable federal and state privacy laws.

The Local Health Department will initiate contact tracing, following regular public health practice. Anyone who was within close contact of the case (less than six (6) feet apart for 15 or more minutes) will be asked to self-quarantine for up to 14 days after exposure. • Local health officials, depending on the situation, may identify other contacts

who require quarantine. Schools can help the local health department by collecting data and contact information of those exposed.

• FAPS transportation department will finalize and communicate bus procedures for bus drivers and students that follow all protocols set by the state and public health entities.

• FAPS transportation department will work closely with the Special education department to collaborate on students’ IEP’s.

• If face to face instruction is suspended, FAPS will utilize buses to provide food service and other resources as needed on a daily/weekly basis.

• Recognizing that all strongly recommended and recommended protocols and actions will not be appropriate or feasible in all settings, the District will implement, as appropriate and to the extent feasible given limitations of space, resources, and other conditions, all strongly recommended and recommended protocols addressing safety during Phase 4.
