JOHN MCDONNELL FIELD

Named for the University of Arkansas’ legendary men’s track and field coach John McDonnell, the winner of 40 NCAA national championships during his 36-year career with the Razorbacks, the facility serves as the home to the most successful collegiate track and program in the country and is the proving ground for NCAA Champions, Olympians and global medalists.

John McDonnell Field is one of the premier competition venues in the United States and one of only six IAAF Class 1 certified facilities in the country. With its most recent major renovations completed in 2005 and a new Mondo SuperX 720 surface added in 2014, it provides an ideal performance venue for the world’s best track and field athletes.

The facility successfully played host to the 2009 NCAA Championships, the 2014 NCAA West Preliminary Round and the 2016 Thorpe Cup. In future years, along with a regular series of collegiate track and field competitions, the facility will be the home of the 2019 SEC Outdoor Track and Field Championships and 2022 NCAA West Preliminary Round.

The state-of-the-art competition areas include the nine-lane Mondo track, the fastest running surface in the world used on Olympic and World Championship stadia, along with a grass infield with a full hammer cage and multiple throwing venues. Pole vault and jumping pits are reversible and contain two sets of runways to accommodate multiple events and flights. Capacity at John McDonnell Field is set at 7,000 with the potential to hold more than 10,000 with additional temporary grandstands.

WEIGHT ROOM AVAILABILITY

Access to the Randal Tyson Track Center weight room will be open by request only Tuesday, May 7 through Friday, May 10. Please contact Mat Clark ([email protected]) to schedule time. Athletes using the weight room must be supervised by a team coach.

IMPLEMENT/POLE STORING AND SHIPPING

The University of Arkansas will NOT accept delivery of pole vault poles. All poles should be shipped to hotels.

SPIKE POLICY Only 1/4 inch or 7mm pyramid spikes allowed for all events but high jump. For high jump, 3/8 inch or 9mm pyramid spikes allowed. No needle/pin or Christmas tree spikes allowed at any competition or warm-up venue. Competition shoes manufactured with permanent spikes are exempt from spike length requirements.

IMPLEMENT WEIGH-IN SCHEDULE Implement weigh-in and impounding will take place in the implement weigh-in area underneath the east grandstands of John McDonnell Field in the officials’ storage room. Implements will be accepted during the following times: Wednesday, May 8 3:00 pm – 7:00 pm Thursday, May 9 9:00 am – 10:00 pm Friday, May 10 9:00 am – 10:00 pm Saturday, May 11 9:30 am – 7:00 pm All implements must be turned in at least 90 minutes before the warm-up period for the first flight of an event. If an event is scheduled early in the day, implements can be checked the day before. Once an implement is submitted for certification, it will remain impounded until the completion of the event. Illegal implements will be secured and may be picked up at the conclusion of competition of that event. Only certified implements may be used during official warm-ups and competition. Implements passing certification will be brought to the event site 45 minutes before the start of the event. Implements can be picked up at the conclusion of the event finals. Competitors who require implements for practice after weigh-in should bring secondary implements.

ATHLETE FLOW Drop-Off: Student-athletes and coaches will be dropped off at the team drop-off location on Razorback Road, north of John McDonnell Field, near the warm-up and team camp facilities. Please see the diagram on page 27.

Warm-Ups: Warm-ups will take place on the turf football practice facilities, directly north of John McDonnell Field. Please see diagram on page 25. Team Camps: Team camps will be housed in Walker Pavilion, the indoor football practice facility. No team tents are needed.

ATHLETIC TRAINING Please see information on athletic training/sports medicine on page 20.

AWARDS/RECOGNITION Championship team trophies and the Commissioner’s Trophy, presented to the athlete scoring the most points will be presented as soon as possible following the conclusion of the competition on Saturday. Individual and relay medals will be presented to the top three (3) finishers in each event. Each Student-Athlete eligible to participate in and travel to an SEC Championship Event (as designated by the head coach on the SEC Championship Eligibility List signed prior to the event) will receive a championship participation gift from the Southeastern Conference.

FACILITY HOURS John McDonnell Field and the accompanying warm-up and team camp facilities will open their doors to competing athletes at 8:00 am each day of competition. Practice times are covered in this manual on page 12.

BUS DROP-OFF/PARKING Teams will be allowed to drop off at the team drop-off location on Razorback Road, near the team camp area (see map on page 27). After dropping off, buses will be directed to park at Parking Lot #56. Team vans/cars/SUVs will be allowed to park in the parking lot directly across the street from the team camp entrance. Please see a complete parking map on page 28.

CLEAR BAG POLICY Please see pages 29-30 for a document outlining the Southeastern Conference Clear Bag Policy that will be in place for the 2019 SEC Outdoor Track and Field Championships. This policy limits the type and size of bags/purses/backpacks that spectators can bring into athletics facilities at the University of Arkansas. Athletes and coaches with appropriate credentials who enter through the athlete/coach entrances will not be subject to this policy.

COACHES’ BOXES Coaches’ areas are located at strategic positions throughout the facility. Please refer to the map on page 25 to locate each position.

COACHES’ MEETING/MEAL The coaches’ mandatory technical meeting will take place on Wednesday, May 8 at 11:30 am in the lower level auditorium in the Jerry Jones Student-Athlete Success Center, directly east of John McDonnell Field. A meal will be served from 12:00pm – 2:00pm in the hospitality area on the south end of John McDonnell Field after the meeting. Coaches, SIDs, Athletic Trainers and Administrators are welcome to attend. Please limit your party to 10 individuals per institution. Email your reservation to Matt Downs ([email protected]) no later than 5:00 pm CT on Monday, May 6.

COMPETITION BIBS Competition bib must be worn on the front of the uniform jersey. Pole vault athletes may wear their bib on the back of their jersey. Athlete competition bibs, along with 4 pins per athlete, will be included in the packets picked up at the coaches’ meeting.

CREDENTIALS [SEC Bylaw 12.3.1] All credentials shall be issued according to a numbering system (or other comparable method) to ensure only the appropriate individuals have access to specified areas.

Athlete Credentials will be issued to each declared Student-Athlete. Credentials must be visible at all times to gain admittance into the John McDonnell Field and the warm-up facilities. Bib numbers are not acceptable for admission into either venue.

Coaches Credentials will be distributed in accordance with NCAA limitations on size of coaching staffs. Two team managers per gender and two administrators may also receive a credential. Two medical credentials per gender will be available for trainers and/or team physicians.

ELECTRONIC DEVICES Per NCAA rules, the use of electronic devices will not be allowed in warm up and/or competition venues. This includes John McDonnell Field and the warm-up facilities.

ELIGIBILITY All student-athletes must be certified as eligible by the institution as required by the SEC prior to participating in the SEC Championships.

ENTRY DEADLINES/DECLARATIONS Direct Athletics entries open on Monday April 22 at 5:00 pm CT. All entries (including combined events) received as of Monday, May 6, 2019 by 5:00 pm CT, are declared FINAL.

EQUIPMENT (Starting Blocks/Batons) Starting blocks will be provided on site by the host meet management, including the warm-up area. Relay teams must use their own batons.

EVENT CHECK-IN AND WARM UPS All athletes MUST be wearing their credential to access the warm-up and seating areas.

Running Events: Student-athletes in running events must check-in at the clerk’s table in the southeast corner of the outdoor practice football field/warm-up area at least 60 minutes before the scheduled start time of their event. (They are able to check in before that time.) Student-athletes must be back at the clerk’s area 20 minutes before their event to receive hip numbers and be escorted to the track. Athletes will be escorted from the Clerk’s Tent on the practice football field to the final staging area located inside John McDonnell Field. Athletes will have the opportunity to change into competition gear at that time.

Horizontal Jumps/Throws: Student-athletes will be allowed to begin warm-ups at the site of competition 30 minutes before the start of the competition. If multiple flights are required, a 15 minute flight specific warm-up period will follow a 15 minute general warm-up period prior to the competition. All student-athletes must be checked-in with the event officials at least 20 minutes before the scheduled start of the first flight of the competition.

High Jump: Student-athletes will be allowed to begin warm-ups at the site of competition 60 minutes before the start of the competition. All student-athletes must be checked-in with the event officials at least 30 minutes before the scheduled start of the competition.

Pole Vault: Student-athletes will be allowed to begin warm-ups at the site of competition 90 minutes before the start of the competition. All student-athletes must be checked-in with the event officials at least 30 minutes before the scheduled start of the competition.

HEAT SHEETS Heat sheets and live results will be available online (flashresults.com). At the end of each day of competition, heat sheets for the next day and results from that day will be available to coaches at the protest tent one hour after the final event of the day is contested. Results and heat sheets will be also posted online at FlashResults.com.

HOSPITALITY The hospitality area will be available to all coaches, media, team medical personnel and administrators with a valid championship credential. Student-athletes will not be allowed in this area. Hospitality will be located in a tent on the south end of John McDonnell Field.

LOST AND FOUND Lost and found will be kept at the officials’ room under the east grandstand of John McDonnell Field.

MERCHANDISE Official SEC merchandise will be sold on the north end of John McDonnell Field during the competition.

MIXED ZONE The mixed zone is located on the north end of John McDonnell Field (see map on page 25). After the completion of their heat or flight, student-athletes will be brought directly to the mixed zone from their competition venues.

PARKING Teams are directed to drop off athletes and staff at the team drop off location on Razorback Road near the team camp and warm-up facilities. After dropping off, buses will be directed to park at Parking Lot #56 (see map on page 28). Team vans/cars/SUVs will be allowed to park in the large parking lot directly across the street from the drop-off location.

PASS LIST Competing teams may submit their pass list to the Arkansas ticket office. Lists must be submitted no later than Monday, May 6, 2019, at 5:00 pm CT. All SEC pass list policies will be applied. The Arkansas ticket office will send competing schools an invoice for the tickets used. The pass list will be located at the main entrance of John McDonnell Field (see map on page 25). A photo ID will be necessary to gain entrance using the pass list.

POLE VAULT/POLE STORAGE Coaches and teams are instructed to make arrangements with their hotels for the shipping of pole vault poles. Vaulting poles will be stored underneath the east grandstands of John McDonnell Field.

PREFRRED LANES When preferred lanes are needed for seeding purposes, the following will be used: 5 – 6 – 4 – 7 – 3 – 8 – 2 – 9 – 1

PROTEST TENT The protest tent will be located in the south end of the facility. All protests relating to matters which develop during the meet should be made as quickly as possible, and no later than 15 minutes after the conclusion of the event in question. Protests must be made by a coach and submitted to the officials at the protest table. A $50 fee must accompany each filed protest. This fee is refundable only if a result is overturned. Meet officials will deliver the protests to the referees. The referees’ written decision will be returned to the protest table. There is no jury of appeals, the decision of the referees is final.

If an athlete is disqualified, the head coach or his/her representative must be notified immediately by the meet referee of the disqualification. Any resultant protest must be filed as soon as possible, but no later than 15 minutes after disqualification.

RELAY CARDS Relay cards should be submitted to officials at the clerk’s table during athletes check-in 30 minutes prior to the start of the relay. NOTE: Only one member of the team is required to check in for relays. Relay cards will be available in your coaches’ packet and extras will be provided at the clerk of course.

RESULTS/TIMING Flash Results will handle all the entries, timing and results for the championships. Flash Results provides a high level, professional timing and results service for track and field using the FinishLynx timing system. Results can also be viewed on the 2019 SEC Championships Official website at www.secsports.com and www.flashresults.com

SCORING Team scoring per event is 10, 8, 6, 5, 4, 3, 2, 1.

STARTING HEIGHTS Starting heights and progressions will be determined by the Championships Committee using suggestions provided by the coaches. The committee may set the progressions following traditional high jump and pole vault protocol keeping in mind regional qualifying marks and SEC records.

TEAM PACKETS Team packets will be picked up at 11:30 am at the coaches’ meeting on Wednesday, May 8. Coaches should expect to find the following in each packet: Athlete, Coach and Staff Credentials, Final Instructions, Relay Cards, Competitor Bibs, Protest Forms, Parking Passes and Pins. Team t-shirts will also be available to be picked up at this time.

Members of the media (reporters, SIDs, photographers, video) must submit their request for credentials to Jeff Smith by email [email protected] no later than Friday, May 3, 2019 by 5:00 pm CT. The credential request form is located in Appendix G. Credentials may be picked up at the ticket office tent on the northwest corner of John McDonnell Field during the competition dates. Members of the media/SIDs may pick up their credential at the ticket office with a photo ID Thursday-Saturday, beginning one hour before the first event. Credentials are non-transferable and must be worn in plain sight at all times (must be visible). Credentials are issued for the sole purpose of providing facility access to the bearer with a legitimate working function in connection with this event. Any unauthorized use of this credential subjects the bearer to having the credential revoked and removal from the venue.

Interview Area Media will have access to student-athletes after all events in the mixed zone, located on the northeast side of John McDonnell Field. Please be courteous and respect the Student-Athlete by giving him/her time to cool down. We will try to assist you with any special interview requests you may have (no guarantees). Media Parking Media parking will be located in the general parking areas. Please see map on page 28. No parking pass is needed. CLEAR BAG POLICY

Bags that are clear plastic, vinyl or PVC and do not exceed 12” x 6” x 12” or one-gallon clear plastic freezer bag (Ziploc bag or similar). Individuals may also carry a small clutch purses, no larger than 4.5” x 6.5”, with or without a handle or strap. All clear bags and clutch purses will be screened prior to entry into the venue. All bags and purses not meeting the above requirements will not be permitted. Although permitted, childcare items, including diapers, must also be carried in an approved clear bag. Individuals carrying required medical supplies or devices into the venue are not subject to the clear bag policy, but will need to go through the bag check line at their entry gate for a thorough screening of the bag and the medical items. The person requiring these supplies or devices must accompany the bag at all times. Medical exception bags will be tagged once cleared through security. Athletes and coaches with a credential who enter through the athlete/coach entrances will not be subject to this policy.

2019 SEC Outdoor Track & Field Championships Pass List Form May 9 – 11, 2019

This is the only pass list that will be accepted by the host institution. Once this form is submitted, NO CHANGES will be allowed. Pass list additions, changes and/or cancellations will not be accepted after the deadline. All seats will be General Admission and will be picked up on each day of the event by presenting a photo ID. Institutions that submit a pass list will be invoiced following the event and will be billed for all

signatures obtained (tickets used) over the three day event.

Forms must be submitted no later than Monday, May 6 at 5:00 pm CT. Any pass list forms received after this time will not be accepted.
