Update from Supervisor Lynn Compton, District 4:
Oceano, Nipomo, and Arroyo Grande
The Board of Supervisors and I ap-
proved $262,222 for the design of im-
provements to the Tefft Street and 101
interchange. Public Works has been col-
laborating with Caltrans on these im-
provements to help alleviate daily traffic
as well as traffic generated from the
Swap Meet on Sundays. This funding is
for the design phase of this project and
the County is actively seeking funding for
construction of the project. In order to
allow for longer green lights on Tefft
Street for through traffic, the County will
expand the north- and southbound off-
ramps to hold more cars exiting the free-
way. Caltrans does not like to see con-
gestion on the offramps causing backup
on the 101. In order to increase the
amount of time for traffic to flow during a
green light, Public Works must build off-
ramps that hold more cars. Overall, this
is not the final solution to the traffic on
Tefft Street, but I will continue to work
with Staff and the State to help reduce
traffic problems. — District 4 Highlights

An important reminder from the Pismo
Beach Police Department: Child seats save
lives, but they need to be installed properly.
According to the National Highway Traffic
Safety Administration (NHTSA), 77% of car
seats are installed incorrectly. If you aren’t
sure if your child’s seat is installed correctly,
stop by the police station, and they would be
happy to take a look.

The City of Arroyo Grande received an un-
qualified (or “clean”) opinion on the City’s
financial Audit Report for Fiscal Year ending
June 30, 2018.
Moss, Levy & Hartzheim, LLP conducted
the annual audit and were retained so the
City could have an independent review of
internal control and ensure that the resulting
financial reports fairly represent the financial
position of the City. Receiving an “Unqualified
Opinion” is the highest mark that can be re-
ceived and assures the reader that the infor-
mation presented in the audit fairly repre-
sents the financial position of the City.
Staff presented the Comprehensive Annu-
al Financial Report (CAFR) to the City Council
at their December 10th meeting. The CAFR is
a more detailed financial report beyond just
the basic financial statements. It provides
general information of the City; overall finan-
cial information of the City which includes the
report of the independent auditor, manage-
ment’s discussion and analysis (a narrative
of the City finances), the basic financial state-
ments, required supplementary information
and other supplementary schedules and
statements; and a broad range of operation-
al, economic, and historical data that pro-
vides a context for assessing the City’s eco-
nomic condition. The City’s CAFR is in compli-
ance with newly effective Government Ac-
counting Standards Board (GASB) pronounce-
ments, as detailed in the Notes to the Finan-
cial Statements.
City Manager Jim Bergman stated
“Receiving an unqualified opinion on the
City’s financial report confirms that the City
continues to be good stewards of financial
resources.”
The audit of financial records for Fiscal
Year ended June 30, 2019 is currently under-
way.
