Mobile and electronic field data capture technology is commonly used in today’s workforce; replacing traditional pen and paper, data entry work-flows. We worked with our Maritime Patrol team to create an innovative in-house mobility solution using Survey123 to record breaches of the navigation and safety bylaws within our harbors and lakes. Due to the ease of use and increased data capture efficiency, our maritime patrol officers are saving time in the office and spending more time on the water performing their core function of ensuring public safety.

Our vision is to increase the use of geographic information, but we recognise many organisations do not yet have the means to benefit from its use including government agencies and Iwi Maori groups. We’re trying short classroom courses as well as online video conferencing and you’re invited. We’ll share what we’ve learnt so far, the resources we’ve created and invite you share your thoughts about what we’re planning, and to join our 2019 programme of online events.

organisation blew us away. While this

presentation is part of a project nomination,

The AKL Paths digital solution is a product arising from collaboration between Auckland Council, Auckland Transport, and strategic partners. It offers curated local discovery experiences based around walking and cycling. The product makes choice easily available for Aucklanders (external to the organisation) in getting active and engaging with a range of local community assets and services.

CASE STUDY: INFORMATION CONVERSATION AND THE FACE OF ORGANISATIONAL CHANGE Kate King, Enterprise Information Manager, Tauranga City Council Tauranga City Council recently went through the mammoth task of getting all documents into Objective and closing down network drives. It was a loooong project to get c.1000 staff to change their processes and thoughts around the exciting world of information management. The ‘doing’ part was easy, the ‘people’ part took time. Kate will talk about how this project worked, timeframes, what we learned from the process and how to coach your staff through this type of project using psychology techniques. This talk will be a little bit different and will focus on coaching yourself to be able to have the information conversation and help you gain the confidence to talk to your sponsors and staff alike. She will go through techniques you can use in any situation and how to effect positive change.

In 2016, The Bay of Plenty Regional Council set in motion an organisation wide accommodation project which involved the refurbishment of its main council buildings. Project Upgrade has provided their organisation with an opportunity to improve on current processes, digitise large volumes of hard copy files and future-proof their Information and Records Management systems. They also formed a working group which includes a team of change management experts to support people through the office move process to ensure important council documents are retained and with an aim to reduce the amount of material needing to be moved and stored in the long term.

NATIONAL LIDAR: A PARTNERSHIP PROGRAMME TO BUILD A GAME-CHANGING ELEVATION DATASET Bjorn Johns, Senior Technical Lead – Elevation & Imagery, LINZ Land Information New Zealand’s elevation improvement programme is delivering precise airborne LiDAR based elevation measurements to build a game changing national dataset. The Provincial Growth Fund is providing co-funding for a major expansion of this dataset to support development projects and improve land use management in the regions. We’ll provide an overview of the programme, intended applications, and a glimpse of what’s to come.

Mackenzie District Council’s existing EDRMS was used by 10% of staff and had a stigma attached. There were shared drives holding thousands of files and new folders being created daily. With a total budget of $50k, a new solution was selected and successfully implemented with the help of our shared services with Hurunui District Council’s IT specialist team. This presentation gives you an overview of where we started, the challenges faced, how it was marketed to staff and how we finished with 100% buy in within a short period of time.

Several NZ government departments are using an ontology to support findability and records management, but what does the creation of such a tool involve and what are the benefits for Local Government? I describe the processes involved in developing an ontology, give a demonstration of an example structure and content, and consider the advantages and disadvantages compared to other approaches.

MODERNISING NEW ZEALAND’S LAND ADMINISTRATION SYSTEM

James Mowat, Director Engagement, Land Information NZ Landonline is the technology system that holds our register of land title and survey information. It’s now 20 years old and has become increasingly difficult to maintain and enhance. Currently it is slow to respond to changing needs and is not flexible or mobile-friendly. We are rebuilding Landonline to deliver benefits for our customers, reduce risks and meet expectations in terms of both quality and cost. It will be a reliable, available and secure platform. The programme will take five years with a phased approach to scaling up and bringing the skills and practices together for successful delivery.

WHY DEVELOP A GEOSPATIAL STRATEGY? Gill Lawrence, Manager Spatial Information, Waikato Regional Council So, you’ve been asked to create a Geospatial Strategy. Many of our organisations have strategies and plans coming out our ears so should we put our time and effort into creating such things? What’s the benefit and the pitfalls? From experience of creating a couple of geospatial strategies I’m going to cover the pros and cons, high level ways of going about developing one and then address the so what question: having created a strategy what is the value a year or so later?

Sacha Haskell, General Manager Marketing and Communications, Palmerston North City Council

Sacha Haskell is an association football player who represented New Zealand at international level. Haskell made her Football Ferns in a 0-1 loss to Bulgaria on 24 August 1997 and finished her international career with 16 caps and 8 goals to her credit including goals against World Cup Winners Germany. She also was 3rd ranked junior national representative in Tennis and played representative Cricket for Auckland and Wellington. Sacha Haskell was also one of the first women ever to be selected as a member of the special armed force unit of the New Zealand Police the Armed Offenders Squad (AOS) from 1995-1999 and held the rank of Detective featuring in television series "The Line of Fire" and several books profiling her sports and policing career. Now she manages the Events, Venues, Marketing and Communications portfolios as General Manager of Palmerston North City Council. Hear about why she has transitioned between careers and why when change is not easy.

LOCAL GOVERNMENT

Daimhin Warner, Director, Simply Privacy Ltd A Privacy Bill is making its way through the legislative process that will move privacy regulation in New Zealand closer to other jurisdictions, such

as Australia and the EU. The Bill will introduce mandatory privacy breach notification and more enforcement powers for the Privacy

Commissioner, but the Justice Select Committee is also considering other changes that may create new obligations on local government

agencies. The Select Committee is due to report back to Parliament in March 2019. By May, we will know what the new Privacy Act will look like,

and what we need to do to prepare for it.

PREPARING THE ORGANISATION FOR THE IMPACT OF DIGITAL WORKPLACE

Michele Marsburg, Director, Records & Information Management Ltd Digital workplace has been around a while and certainly appears on most Information Management strategic plans, but what does Digital Workplace really mean, how do you prepare the organisation for its impact and how does it impact your IM/RM staff? Most digital workplace deployments focus on technology and to some degree an element of change management around using a new technology suite, however very few address the process, people and governance aspects with little thought to a BAU transition. This presentation will provide some insight and guidelines for preparing your organisation for this significant change.

STRENGTHENING OUR COMMUNITIES WITH DATA

The ability to use masses of data to understand the world around us is relatively new. Most of it is still hard to find and use, and most people aren't confident in using it. Figure.NZ is on a mission to change that for Aotearoa – to make our country a place everyone can easily use data to make good decisions. Lillian will share an overview of Figure.NZ, then focus in on their work with communities around Aotearoa and how it looks when the rubber hits the road with data use.

SORRY…. BUT THE CUSTOMER DOESN’T COME FIRST

Josephine McGillivray, Professional Services Manager, TIMG For many organisations, the conventional wisdom is that the customer comes first (sometimes at the expense of employees). Jo challenges this stance and instead explores how focusing on improving the employee experience and removing a culture of heroics ultimately delivers a better customer outcome. This presentation will examine how product innovation can be used internally to allow employees to direct their energy to creating lasting customer value instead of navigating complex and inefficient internal processes.

CASE STUDY: SMART COMMUNITIES Sean Audain, City Innovation Lead, Wellington City Council Local Government is about understanding communities and working with them to create successful places. Smart Cities offer a range of technologies and techniques to help better understand these people and places and communicate actions and futures. For the past five years Wellington City Council has been on this journey equipping staff and communities with Virtual Reality, sensing, geospatial and Artificial Intelligence tools to make a safer, more resilient and successful City. Along the way we have learnt about what a smart city can be and how to make innovation a process of continual improvement.

CASE STUDY: DRONES IN LOCAL GOVERNMENT Stuart Campbell, Information Technology Manager/GIS Analyst, Ruapehu District Council Ruapehu District Council have been using drones as part of their BAU for the last 3 years. IT Manager and GIS Analyst Stuart Campbell will be presenting their experience over this period, including the trials and errors, keeping within CAA regulations and specific applications with drones that have saved the council in time and money. Stuart will also discuss areas of quick wins for councils who want to start using drones.

2018 IRM/GIS PROFESSIONAL DEVELOPMENT AWARD WINNERS

Sarah Botur, Records Manager, Northland Regional Council & Andrew Wilson, GIS Analyst, Environment Southland Hear from the winners of the 2018 ALGIM Training and Development Awards and learn how they used the professional development grant. Sarah attended the IIPC Web Archiving Conference and will go over the projects being worked on, challenges being faced, theoretical problems and real-life achievements. Andrew attended a Feature Manipulation Engine (FME) course. He’ll go through what he learnt, and how he used this knowledge to integrate FME into his council’s processes.

Canterbury Records & Information Management Support (CRIMS) group started several years ago and is continuing to gather strength. Representatives of all the local authorities in the Canterbury region meet regularly, share information and support each other. We will talk about how we got up and running, and what we have done to keep momentum, and our latest work programme, all aimed at growing information management maturity across Canterbury.

CASE STUDY: GIS APPLICATIONS FOR LOCAL GOVERNMENT

Jonathan Moore, GIS Advisor – Community Services, Ashleigh Ross, Data Management Officer – Parks, Sport & Recreation and Liam Koedyk, Data Management Officer, Wellington City Council Wellington City Council Parks Sport and Recreation have incorporated multiple GIS applications to streamline asset capture processes in the field and in the office. The Community Services team at WCC has developed online applications to enable their graffiti management team to better track their graffiti contracts and understand the impact of graffiti on community in a centralised viewer.

CASE STUDY: WHANGANUI GEOSPATIAL DATA PORTAL

Simon Nitz, Director, Pinpoint Geospatial Solutions Ltd A publicly accessible open source solution to open geospatial data for Whanganui District Council. Utilising mature well supported open source projects (GeoNode, GeoServer, Mapstore, PostGIS, and QGIS) hosted on Catalyst Cloud in New Zealand, Whanganui District Council has cost effectively opened-up access to its Geospatial datasets. As well as a modern geospatial data portal and standards based geospatial web services, the Whanganui Geospatial Data Portal also provides effective online web mapping and state of the art spatial database capabilities – all without the overhead of traditional vendor-based licensing costs.
