At the top there were several changes in the Council when three members opted not to go for re-election, namely, Tan Sri Ir. (Dr.) Al-Amin Abdul Majid, Dato’ Mohd Ross Mohd Din and Dato’ Azlan Shahrim. Outward Bound Malaysia has benefitted tremendously from the numerous contributions made by these individuals during their tenure and wish them all the best in their future undertakings. At the same time, Outward Bound Malaysia wish to welcome three new Council members — Vice Admiral Dato’ Seri Panglima Mohammed Noordin Bin Ali (Rtd), Dato’ Jefri Salim Davidson and Dato Richard Small and is confident that their wide experiences would be very valuable to Outward Bound Malaysia in its quest to bring it to greater heights.

This year also sees a visit by Mr. Iain Peter, Executive Director and Mr. Henry Morse, Board member of Outward Bound International to perform a Program Review, a benchmarking process and best practices assessment carried out once every 2 years on all Outward Bound centers around the world. The findings of the Review were presented to the full Council by Mr. Iain Peter and in his assessment Outward Bound Malaysia performed creditably in two main areas assessed, namely, Program and Governance Quality and Safety and Risk Management Procedures. With the completion of the assessment, Outward Bound Malaysia is again licensed by Outward Bound International to carry out its Outward Bound training programs.

On the operational side, the training programs implemented during the year showed another strong improvement compared to the previous year. Overall, the number of courses carried out has made a significant growth, highlighted by Outward Bound Malaysia striking an exclusive strategic partnership with Government of Malaysia through Ministry of Youth and Sports to train youth aged between 15 and 17 years old under a brand new youth program called Future Leaders Camp. The program is tailored to the Outward Bound Malaysia Youth Training Model and at the initial stage a Pilot Program was carried out involving 2,000 participants with 600 participants at Outward Bound Malaysia and the rest at several government owned camps.

Outward Bound Malaysia has secured a firm commitment of the Government of Malaysia to continue providing training for youths for the Malaysian Future Leaders Camps in the coming years. Towards this, Outward Bound Malaysia plans to provide training to 2,000 youths in 2019 and is making efforts to increase its capacity to about 3,000 youths per year from 2020 onwards. Plans are being put into place to build additional dormitories, increase the number of instructors and acquire the necessary training equipment.

The courses organized by Outward Bound Malaysia had increased by 11.2% from 107 in 2017 to 119 in 2018, with Malaysian Future Leaders Camps contributing 6 additional courses. The upward trend can also be showed when the number of participants markedly increased by 43.5% from 3,384 to 4,857 on a year to year basis. As Outward Bound Malaysia carried out courses of various durations, the number of student days had also increased correspondingly. In 2018, the student days total hit 31,825 as against of only 19,084 in 2017, bringing about an increase of 66.8 %.

With the significant increase in the number of courses, participants and student days in 2018 saw an upward trend in the revenue received by Outward Bound Malaysia.

Outward Bound Malaysia has closed the 2018 with several notable achievements which not only in the form of a formal recognition by the Government of Malaysia to be a strategic partner to the Malaysian Future Leaders Camp programs but also provided a stable outlook for the future. These successes cannot be achieved without the strong efforts, dedication and sacrifices displayed by the Executive Director, the top management, the training instructors and all the supporting staffs. We can, therefore look to a much brighter future and greater contribution to the nation. Thank you all.

The year 2018 has been very meaningful toOutward Bound Malaysia with several notable achievements.

Outward Bound Malaysia will now enter a new era in 2019 when it celebrates its Sapphire Anniversary, having

achieved 65 years since its establishment in 1954.

OBM WELCOMESNEW COUNCIL MEMBERS

Vice Admiral Dato’ Seri Panglima Mohammed Noordin Bin Ali (Rtd) started his navy career in 1974 after completing his secondary education in Sultan Abdul Hamid College, Kedah. After 42 illustrious years in the navy, he retired in 2014 as the Deputy Chief of Navy as his last appointment.

During his stint as an RMN Officer, he travelled extensively around the globe on professional and military missions and academic enhancements. He was the Chairman of the Royal Malaysian Navy Board of Governors and played an instrumental role in the initiation of Lumut Town as the Royal Malaysian Navy Town in 2011.

His excellent service and contribution to the nation and society earned him many accolades, among which was the Panglima Jasa Negara, Seri Indera Mahkota Pahang and Darjah Seri Panglima Taming Sari which carries the title Dato’ Seri from the Sultan of Perak.

Dato’ Jeffri Salim Davidson, 54, a Malaysian, is the Group Chief Executive Officer of Sime Darby Berhad. He was appointed to the Governing Council of Yayasan Sime Darby on 16 August 2018.

Dato’ Jeffri Salim Davidson obtained his Bachelor of Science in Geology from University College London, United Kingdom in 1986. He is a Chartered Accountant and an Associate Member of the Institute of Chartered Accountants in England & Wales. He attended the Advanced Management Programme at the Harvard Management School in 2009.

He began his career with Coopers & Lybrand, London, United Kingdom in 1986. He joined Sime Darby Berhad (Sime Darby) in 1992 as an Accountant and has held various senior finance roles until 1996 including as the Finance Manager of Sime Rengo Packaging Sdn Bhd, a subsidiary of Sime Darby.

Dato’ Jeffri Salim Davidson

Dato’ Richard Small was born in the UK in 1946. He holds Masters degrees from both Cambridge University and London University in Modern Languages, Applied Linguistics and Language and Literature in Education.

He has lived and worked in Malaysia for almost 40 years, starting as a secondary school teacher in Selangor in 1979. He founded Ipoh Learning and Training Institute (I.L.T.I.) in 1985. He has worked for a number of British Universities, and most recently was Headmaster of Kolej Yayasan UEM, the A-Level college in Lembah Beringin. He retired in 2008, and is now involved in educational consultancy, as an interviewer for UK medical and dental degrees,

and as a Governor of Kolej Yayasan UEM, and a Governor and Trustee of Kolej Tuanku Ja’afar. He is also a Director of LeapEd Services Sdn. Bhd., a subsidiary of Khazanah Nasional, and of MABECS Sdn. Bhd.

He joined the Rotary Club of Ipoh in 1993 and served as President from 2001-2002.

The Transformation Plan initiated by the Council began to bear fruit in the year 2018. Investments on refurbishments, new training equipments and the important role played by the Training and Programme Development Committee in enhancing the training curriculum contributed enormously towards the increase in overall course student and student days.

Overall, student days increased by 66.8% from 19,084 in 2017 to 31,825 with 3,384 students in 2017 to 4,857 in 2018. Courses were conducted throughout the year, however, Q2 (April–June) posted slightly lower numbers in courses and participants due to the National General Elections, Ramadhan fasting month and Hari Raya festive season. Course bookings steadily increased as of Q3 and as usual Q4 posted the highest number of student days with children and youth programmes during the year end school holidays and specifically this year with the introduction of Future Leaders Camp initiated by Ministry of Youth & Sports.

PROGRAM REVIEW

In September this year, Outward Bound Malaysia again underwent a Program Review, a mandatory audit on benchmarking processes and best practices on all Outward Bound centers worldwide by Outward Bound International. The audit covers two major areas, namely, Governance & Program Quality and Safety & Risk Management Practices were carried out to ensure consistency and quality that adheres to Outward Bound International requisites before operating licenses are renewed.

The Outward Bound International audit team, comprised of Mr. lain Peter, OBI Executive Director and Mr. Henry Morse, OBI Board member, spent 5 days interviewing Council members, Safety Committee Chairman, senior staff members besides inspecting facilities and training equipment, and observing program operations. The OBI audit team also viewed risk management systems and documentations, staff training instruction manuals and qualifications, interviewed program clients and course participants.

Mr. Iain Peter made a final presentation of the completed Program Review to the Council where it was reported that Outward Bound Malaysia performed creditably and lived up to expectations in all areas audited.

Asia Regional Staff Symposium at Outward Bound Hong Kong.

From 9th till 11th April, 2018 Executive Directors from 25 Outward Bound Centers around the world attended an Outward Bound International Executive Directors Meeting at Outward Bound Romania. The discussions were centered around establishing regional collaboration, marketing potentials, exploring territorial expansion and as well as planning for the coming Outward Bound International World Conference in January 2019 at Outward Bound Oman. In addition, EDs also participated on a mountain hike and an overnight stay at a mountain hut. The conference gave ED of Outward Bound Malaysia an opportunity to strengthen its networking with other OBs and establish a platform for mutual cooperation through exchanges of knowledge and personnels.

STRATEGIC PARTNERSHIP

What started from a cordial appointment paid by President of Outward Bound Malaysia (OBM) Dato’ Seri Talaat B Husain and Executive Director of OBM, First Admiral Dato’ Ismail Abdullah (Rtd) on 20th September 2018, with Dato’ Lokman Hakim B Ali, Secretary General of Ministry of Youth and Sports together with Pn Ramona Bt Mohd Razali, Deputy Secretary General (Strategic) has led to a very productive follow up meeting at OBM center in Lumut on 5th and 6th of October 2018 whereby both parties have reached an agreement to collaborate a new program specially tailored for leadership development of Malaysia youths to replace the National Service Program.

Apart from the Ministry of Youth and Sports entourage headed by Dato’ Lokman himself and Ministry of Youth and Sports officials, they were also joined by several officials from School Management Division and Ministry of Education (MOE).

FUTURE LEADERS CAMP

With the objective to instill a strong sense of patriotism, nation building, critical thinking, and skills of development for the youths and to prepare young people for the future, the Ministry of Youth and Sports has launched an exciting collaboration with Outward Bound Malaysia. This new national programme called Future Leaders Camp specially caters for Malaysian teenagers from the age of 15-17 years old.

This ambitious programme started in November 2018 with the pilot project of 2,000 Malaysian secondary students who have undergone the 10-Day programme, OBM has trained 600 participants and the rest received their training at selected camps under the Ministry of Youth and Sports. However, the programmes were still being conducted using the teaching

philosophy and values of Outward Bound as what has been agreed in the MOU between the Ministry of Youth and Sports and OBM.

This recognition by the Ministry of Youth and Sports has further acknowledged the roles being played by OBM through the years in planning and implementing programme which empowers our youths to be equipped with good traits that strengthen their characters with values such as resilience, confidence, trust, leadership, accountability, teamwork, respect and compassion which should be inculcated and nurtured since young and strengthened and enhanced throughout their journey at study, work and in life.

Therefore, OBM has taken a great pride and commitment in this national interest by delivering a special programme that was designed based from our Youth Adventure Challenge (YAC) programme, with the addition of more extensive elements of Patriotism, Unity and Spiritual being embedded inside the programme to produce Malaysian youths with holistic traits which best describes as “academically proficient and socially confident”.

Solo Camping, Kayaking Expedition, Wall Climbing, Rafting among the activities to imbue leadership qualities, courage, tenacity and resilience.

2018 AT A GLANCESTAFF TRAINING & DEVELOPMENT

Outward Bound Malaysia emphasizes continuous training and development of staff to keep abreast with not only local but Outward Bound International standards. Training is not particularly focused at Instructional staff but also development of personnel from all other departments. Courses for Strategic Marketing, HR Management and Development, Finance, Administrative and Secretarial enhancement and skill development courses for maintenance staff were also given priority.

The instructional staff were involved in refresher and skill enhancement courses throughout the year covering quarterly fitness tests, swimming competencies and Bronze Medallion, Wilderness Medical Responder, Abseiling Proficiency, Kayaking and Sailing competencies and Facilitation enrichment courses with attachment opportunities to other OB centers worldwide.

Our best practices and experience were also shared with other OB centers globally by conducting 2 workshops during the Outward Bound Asia Regional Symposium in OB Hong Kong and ‘Train The Trainers’ programme for staff of OB Sri Lanka. Locally, OBM also conducted a series of ‘Training Of Trainers’ courses for Ministry of Youth and Sports for the national Future Leaders Camp.

Abdul Kadir Bin Sairan

Abdul Kadir bin Sairan joined Outward Bound Malaysia on 2nd June 2003 as a Logistics Assistant. Prior to this he served the Royal Malaysian Navy for 21 years. Kadir has a vast experience in Logistics and applies his knowledge and ideas in a very effective manner.

At Outward Bound Malaysia he gradually climbed up the ladder to his current post as Land and Sea Officer. Kadir is in charge of all the vessels and vehicles and also the equipment store. He keeps an excellent inventory of all the items and manages them well in a systematic way to ensure the operations run smoothly.

Kadir is a very organised person and always neat in his appearance. He deserves the Dato’ Ismail Hutson Award for all the good qualities he has.

Kadir is married with six children.
