MESSAGE FROM THE CHIEF

On behalf of the men and women of the Modesto Police

Department, it is with pleasure that I present the Modesto

Police Department’s Strategic Plan: Safer Neighborhoods

Blueprint 2016-2018.

This document outlines three major goals our department will

pursue over the next three years to assure we are meeting

the needs of the community we serve. They are:

o Reduce Crime and the Fear of Crime

o Increase Community Engagement

o Promote Organizational Excellence

The goal of this plan is to serve as a foundation of how we will

pursue our crime reduction efforts and respond to the

challenges we will face.

I am confident that together, in partnership with our

community, we will continue to make the City of Modesto a

great and safe place to live, visit and do business.

MISSION STATEMENT The mission of the Modesto Police Department is to drive

the crime rate down and improve the quality of life in the

City of Modesto.

VISION STATEMENT The City of Modesto is a safe place to live, work and play.

We proactively enforce laws, develop long-term solutions to

problems and engage in crime prevention in partnership

with the community.

The Modesto Police Department is a leader in Intelligence

Led-Policing. We maximize the use of technology,

innovative ideas and crime analysis in the deployment of

our resources.

The Modesto Police Department is a learning organization.

We are constantly striving to excel and grow by learning

from our experiences, tactics and careful examination of

events in the public and private sectors. We embrace new

ideas and concepts in providing safety and service to our

community.

CITY OF MODESTO

Safer Neighborhoods Initiative

The Safer Neighborhoods Initiative is a citywide initiative created to

explore new approaches to public safety, by working in partnership

with the community, including our youth, to reduce crime and

maintain a safe and inviting community in which to live, work and

play.

A strong influence is placed internally to foster a “Community-

Oriented Governance” culture, which requires collaboration and

resource sharing across all city departments.

Below are the recent programs under this initiative:

Safer Neighborhood Community Advisory Board:

Intended to allow community members to provide influence and

insight on city policies and strategies.

Citywide Area Command Focus:

Every city department has assigned a representative to each area

command, in order to enhance citywide communication and

teamwork on crime and quality of life issues.

City Interdepartmental Meetings:

Each month, city representatives from each area command meet in

order to identify issues, develop responses and evaluate outcomes.

Monthly CrimeView Meetings:

Each month area command representatives present their ongoing

efforts to Executive Command Staff to assure progress,

accountability and success. The focus is on Outcomes, not Output.

MODESTO POLICE DEPARTMENT

Area Command Model

The city of Modesto is divided into four Area Commands, each with

an assigned lieutenant who takes responsibility for reducing crime

and building partnerships within their area of responsibility. Sergeants

and officers are also assigned to the area commands and utilize a

problem solving approach to issues that develop in the communities.

Additionally, the Operations Division Crime Analyst works to identify

crime trends, neighborhoods experiencing high crime rates and

suspect information to help Area Commanders focus patrol resources

where they are needed most.
