Memo for Executive Committee and Board of Directors
From: Eddie McBride, President and CEO
Date: May 17, 2018
Subject: Program of Work and Division Reports
Business Advocacy—Vice Chairman Dave Marcinkowski
Issues Management
The Fifth Circuit Court of Appeals in early May denied a request by Attorneys General in
California, New York and Oregon as well as the AARP, to intervene in the Chamber’s case
as they attempted to overturn a recent ruling nullifying the Fiduciary Rule.
The Fifth Circuit Court also recently granted an unopposed order granting the U.S. Dept. of
Labor’s (DOL) request to postpone any further court proceedings until after June 22, 2018. It
is anticipated that DOL will release a revised Final Rule addressing persuader regulations by
that time.
An Action Alert was activated at LubbockBusinessVotes.com during House Floor Farm Bill
deliberations, allowing members to urge Congress to oppose harmful Farm Bill amendments.
Government Relations
The Chamber will host a City Council and Lubbock ISD School Board Reception to thank
Councilwoman Karen Gibson and outgoing Lubbock ISD Board members for their service
and to welcome newly elected or reelected City Council and School Board members. The
event will be May 21 at 5 p.m. at the Lubbock Chamber.
The Committee this month will be updated on Interim Legislative developments by Senator
Charles Perry.
The Chamber partnered with Fox 34 to host a televised candidate forum with GOP Primary
County Judge Runoff candidates Gary Boren and Curtis Parrish. The event is airing on Fox
34 affiliates throughout the week of early voting as well as available at Fox34.com.
Chamber staff and leadership traveled to Washington D.C., in early May and met with
Senators John Cornyn and Ted Cruz as well as Rep. Jodey Arrington, House Ag Committee
staff and the office of Rep. Mac Thornberry. The Chamber also met with the U.S. Chamber
and Jack Schenendorf who represents the Ports to Plains Alliance. FirstCare CEO Darnell
Dent also facilitated and joined the Chamber group for a meeting with AHIP to discuss
pending developments such as the Final Rule on Association Health Plans. Major topics of
discussion while in D.C. were Health Care, Farm Bill, Transportation and Research Funding
for Texas Tech.
Attachment 9, Page 2 of 6
Agriculture & Natural Resources
Matt Ernst, Fox 34 Assistant News Director and Chief Meteorologist provided the Ag
Committee this month with a pre-planting, medium-term weather outlook. Signs indicate an
easing of La Nina or drought-like conditions, but with a slow recovery from such conditions.
Transportation
The Committee this month discussed inputs to the Rural Transportation Improvement
Program.
The Chamber has expressed its support for a Lubbock County request to add an engineering
study for the widening of Woodrow Road to the Lubbock Metropolitan Planning
Organization’s Transportation Improvement Program.

much better after putting winery booths on both sides of the room and attendees loved the
addition of music in the Train Room.
