A special thanks to Bill and Cathy Shamel and Sophie Melanson for the
outstanding Folk Art Festival. Everyone is looking forward to its 24th year
of great art, music, food, and fun on the last weekend of July. Come hear
your Grand Lake Stream Strumming Wildcats!
Join us this Fourth of July for a day of family fun and patriotic celebration.
Thank you David McCullough for continuing this wonderful tradition and to
all of those who help to make this a fun day in our town.
A very special thank you to the Grand Lake Stream Fire Department
volunteers who work so hard to provide fire protection to our Town. The
Town also greatly appreciates the gifts to the elderly and children and the
wonderful Santa parade!
Thank you to Danny Bailey and his crew for the excellent care of our roads
and always going above and beyond for us.
A shout out to Colin Brown and the Downeast Lakes Land Trust for
running such excellent educational programs and fun outdoor activities for
us all to participate in. We’d also like to thank DLLT for donating wood
chips for the playground.
Thanks to Mike Remillard for all his efforts at the transfer station.

GRAND LAKE STREAM PLANTATION Monday, March 5, 2018 at 6:00 p.m.
To: Elaine Brown, Resident of Grand Lake Stream Plantation, County of Washington, S.S.
GREETINGS:
In the name of the State of Maine, you are hereby required by law to notify the residents of
Grand Lake Stream Plantation qualified to vote in Plantation affairs to meet at the James
Brite School House in Grand Lake Stream on Monday, March 5, 2018 at 6:00 p.m. to vote on
the following articles:
ARTICLE 1:
To choose a moderator to reside over said Town Meeting.
ARTICLE 2:
To elect a First Assessor for the coming year.
ARTICLE 3:
To see what sum will be raised for the First Assessor’s salary.
Recommended: $4,000.00
ARTICLE 4:
To elect a Second Assessor for the coming year.
ARTICLE 5:
To see what sum will be raised for the Second Assessor’s salary.
Recommended: $4,000.00
ARTICLE 6:
To elect a Third Assessor for the coming year.
ARTICLE 7:
To see what sum will be raised for the Third Assessor’s salary.
Recommended: $4,000.00
ARTICLE 8:
To see if the Plantation will vote to have the Town Clerk and Tax Collector’s business
conducted at the Town Office with a set schedule and posted hours.

assessor for the year (Increase of $1,000.00).
ARTICLE 14:
To see if the Plantation will vote to allow the Assessors to hire a janitor to clean the town
building two days a month.

ARTICLE 15:
To see if the Plantation will raise $2,400.00 for the Plantation’s mandated yearly audit.
ARTICLE 16:
To see what sum of money the Plantation will vote to raise for legal expenses.
Recommended: $1,000.00
ARTICLE 17:
To see what sum of money will be raised for the administration of Plantation to include
Registry of Deeds fees, continuing education, dues, bank fees, election costs, postage,
computer license fees, and supplies.

To see what sum of money will be raised for heat, electricity, telephone, and insurance
for the Plantation’s buildings and equipment.
Recommended: $13,000.00 (Decrease of $3,000.00)

To see what sum of money will be raised for Workmen’s Compensation.

To see if the town will approve $800.00 for a contract with Penobscot Valley Animal
Clinic for the year.

To see if the Plantation will raise $6,237.00 for the 2018 LUPC assessment.

To see if the Plantation will vote to form a Recreation Committee.

To see if the Plantation will vote to have the tennis courts professionally painted. Total
appropriated $5,000.00, half to be raised by the Plantation and half coming from the New
Land Grant upon approval by the committee. Total cost will be $10,000.00.
ARTICLE 30:
If the New Land Committee denies the request, will the Plantation vote to raise the
remaining $2,500.00.
ARTICLE 31:
To see what sum of money will be raised for culvert maintenance.
Recommended: $6,500.00

To see what sum of money will be raised by the Plantation for summer roads.
Recommended: $1,500.00

To see what sum of money will be raised for winter roads.
Recommended: $12,400.00 (Increase of $1,000.00)

To see what sum of money will be raised for salt sand.
Recommended: $4,500.00

To see what sum of money will be raised for future repair of town roads.

ARTICLE 36:
To see if the Plantation will adopt the following schedule for the management of solid
waste and recycling: Six months of one day per week, mid-October to mid-April. Six
months of two days per week, mid-April to mid-October. Garbage collected at the
collection site and delivered to Baileyville.
ARTICLE 37:
To see what sum of money will be raised for the operation of the collection site.
Recommended: $30,000
ARTICLE 38:
To see what sum of money the Plantation will raise for a transfer station attendant.
Recommended: $6,500.00 (Increase of $500.00)
ARTICLE 39:
To see what sum the Plantation will raise for the Fire Department.
Recommended: $27,750.00 (Increase of $4,000.00)
ARTICLE 40:
To see if the Plantation will vote to confirm someone elected by the Fire Department to
be Fire Chief for the coming year.
ARTICLE 41:
To see if the Plantation will vote to give the Grand Lake Snowmobile Club this year’s
return of snowmobile registrations.
Recommended: $350.00
ARTICLE 42:
To see if the Plantation will vote to raise the local share of thirty percent (30%) of the
Maine State Snowmobile Grant, not to exceed $6,000.00 a year. Increase of ($3,000.00).

diamond, tennis courts, James Bright School grounds, Guides Memorial, beach, and
outdoor toilets.

To see if the Plantation will raise $59,455.00 for the 2018 county taxes (Increase of
$3,811.00).
ARTICLE 47:
To see if the Plantation will vote to accept funds from: Municipal Revenue Sharing,
Local Road Assistance, State Aid to Education, Public Library State Aid per Capita, Civil
Emergency Funds, Snowmobile Registrations and State Grants, Tree Growth
Reimbursement, Veteran’s Exemption reimbursement, General Assistance
reimbursement, State Grants, and other funds not included in the above items.
ARTICLE 48:
To see if the Plantation will vote to collect interest on delinquent property taxes in the
amount of 7 %, as per Title #36, M.R.S.A. Sec.505.4.
ARTICLE 49:
To see if the Plantation will vote to authorize the Assessors to retain or dispose of
property acquired through the lien process to the benefit of the Town.
ARTICLE 50:
To see if the Plantation will vote to publish the names of delinquent taxpayers in the Annual
Town Report.

To see what sum of money the Plantation will vote to use from Excise Tax toward the tax
commitment.
Recommended: $36,752.19 (Increase of $1,876.19)
ARTICLE 52:
To see what sum of money the Plantation will vote to use from State Revenue Sharing
toward the tax commitment.
Recommended: $1,798.31 (Decrease of $177.69)
ARTICLE 53:
To see if the Plantation will vote to use the interest earned on the Surplus Account
Certificates of Deposit toward the tax commitment.
Recommended: $761.77 (Decrease of $653.23)
ARTICLE 54:
To see if the Plantation will vote to use tower rental fees toward the tax commitment.
Recommended: $4,802.03 (Increase of $1,202.03)
ARTICLE 55:
To establish an annual grant to Princeton Elementary School in the amount of $250.00
for the purpose of assisting teachers in purchasing supplies to be determined in
cooperation with the School Principal and GLS School Board (endorsed by the School
Board).
ARTICLE 56:
To establish an annual grant to Princeton Elementary School in the amount of $250.00
for the purpose of funding extracurricular activities to be determined in cooperation with
the School Principal and GLS School Board (endorsed by the School Board).
ARTICLE 57:
To elect one or more School Board Committee members.
ARTICLE 58:
To see if the Plantation will vote to give authority to the New Land Committee to plan for
the usage of the New Land. Any recommendations will be brought back to the voters for
consideration.
ARTICLE 59:
To see if the Plantation will vote to extend the moratorium on selling lots from the three
parcels of New Land until the New Land Committee produces a plan that is approved by
the Plantation.

ARTICLE 60:
To see if the Plantation will vote to allow the New Land Committee to use $50,000.00 from
the Land Grant for aerial prints, soil and vernal pool testing, and consultant fees of the New
Land.
ARTICLE 61:
To see if the Plantation will vote to eliminate excessive street lights (more than one every
four poles) and to damper lights where it is invasive to residents’ houses.
To Elaine Brown, resident of Grand Lake Stream Plantation,
I certify that I have notified the voters of Grand Lake Stream Plantation of the time and place
of the Annual Town Meeting by posting this warrant in the Town Clerk’s office, the Town
Building, the Pine Tree Store, and the Town Bulletin Board in Grand Lake Stream at least
seven (7) days before town meeting.
