Dear Arthur Families,

Welcome to Arthur Elementary School! This handbook is designed to provide parents and students with helpful information about Arthur School. This book will be distributed to the youngest child in each family and to all new students throughout the school year. A new calendar with updated information is distributed each year. Families are encouraged to display this guide to our school in a prominent spot and refer to it frequently throughout the school year; therefore, families are encouraged to save this handbook as a reference guide.

Arthur is the only school in the Cedar Rapids Community School District that has a campus. The main Arthur building was built in 1914 and then added onto in 1947. The annex that sits across 27th Street was built in 1952. Over the years, our buildings have effectively filled the needs of the students, staff and parents. There are many Cedar Rapids citizens who proudly consider themselves Arthur “Knights”.

Our elementary school contains grades preschool through fifth. Specialists are employed in the areas of Art, Counseling, Media, Music, PACT, Physical Education, and Special Education. The Arthur PTA is an important partner is all that we do. We are able to offer many different enrich-ment opportunities with their help.

Our highly qualified, dedicated staff works cooperatively with students and parents toward the goal of developing high academic achievement and responsible citizenship. The emphasis is placed on teaching basic skills in Reading, Math, and Written Language. Together we establish an environment that promotes the development of positive self-concepts, effective problem solving skills, and respect for each other.

We look forward to continuing the tradition of excellence that has been built at Arthur and having a fantastic 2018-2019 school year!

PTA

SUPPORTING LEARNING AND FAMILY INVOLVEMENTThe Arthur Parent-Teacher Association (PTA) works

to support the learning needs of Arthur students and promote positive and productive home/school partner-ships by fostering active involvement in school programs and practices. In addition to the teaching responsibilities for their own children, parents can support learning at Arthur by serving on PTA committees, participating in

PTA meetings and educational programs, and by volunteering in the class-rooms or other areas of school where extra adult support is needed.

PTA meetings are held on the first or second Thursday of the month. Specific dates are included in this calendar.

PTA MISSION The Arthur PTA is an organization made up of parents and teachers

interested in helping to:

1) Promote the welfare of children and youth in the home, school, community, and place of worship,

2) Raise the standards of home life,

3) Secure adequate laws for the care and protection of children and youth,

4) Bring into closer relation the home and the school, that parents and teachers may cooperate intelligently in the education of children and youth, and

5) Develop educators and the general public such united efforts as will secure for all children and youth the highest advantages in physical, mental, social, and spiritual education.

YOUR CHILD’S HEALTH

ACCIDENTS AND EMERGENCY INFORMATIONAccidents serious enough to require parent’s attention, doc-

tor’s care or hospitalization require that an emergency card be on file. You will be asked to complete emergency information as a part of the online registration system before the first day of school and keep the information current. Please be sure to indicate people you want in charge of your child’s needs when you can’t be reached.

In case of an emergency when an ambulance is necessary, school personnel will make decisions until parents or other responsible adults can be reached.

ARTHUR HEALTH SERVICE STAFFOur school nurse is Jessica Current. We share her with other schools in

the District. She is at our building 2-3 times a week, but is always readily available via telephone. She teams closely with our health secretary, Kristy Johnston, who is at our school Monday-Friday, 8:30 AM - 4 PM. Please feel free to call the office with any questions. Our staff is highly qualified and more than willing to help with your child’s health needs.

HEALTH INFORMATIONThe school should be informed of students’ significant health conditions.

This information should be provided on the electronic student emergency card at the beginning of the school year. The information will be shared with school staff that needs to know about a child’s health condition. If this condition requires special adjustments in the school environment, please contact the school nurse. Any change in the student’s health status during the year should be communicated to the school nurse or health secretary.

HEALTH SERVICESThe primary objective of the District’s school health services program is

to enhance the educational development of the student. The health services department includes: a health services manager, school nurses, and health secretaries. Working as a team, they assist students to reach optimum health. This enables students to achieve their full potential.

Health care of the school-aged student is the responsibility of the parent/guardian. The school nurse advises that each child have a primary healthcare provider. The school nurse makes observations about students during the school day and acts as a valuable resource to the student’s healthcare provider. The nurse also interprets the student’s health care needs to school staff.

Typical activities of the school nurse include: monitoring communicable diseases, managing medication administration, helping in the assessment of physical, psycho-social factors affecting a child’s learning in school, acting as a health education resource for teachers, identifying health and safety hazards in the buildings and on the grounds and offering health guidance to students and their families.

The school nurses have multiple building assignments and may be in a building a day a week. A health secretary who has certification in First Aid, CPR, and medication administration is present in the health office daily.

HEAD LICE The Cedar Rapids Community School District head lice procedures follow

recommendations from the Iowa Department of Public Health, Iowa Depart-ment of Education and Centers for Disease Control. The District’s role is to support parents by emphasizing prevention, early detection and education.

Students with signs and symptoms of head lice will be referred to the health office for assessment. Parents/guardians of students found to have live lice or nits (eggs) within ½ inch of the scalp, will be notified and provided with information regarding treatment and management. In the elementary schools, families with a child in the classroom will receive a note from the health office along with information regarding identification and management of head lice.  Students are not excluded from school for live head lice or nits.

It is important that families check their child’s head for lice on a routine basis.  Regular home screening is the most effective measure in preventing, identifying, and controlling head lice.

YOUR CHILD’S HEALTH

STUDENT HEALTH AND WELL-BEINGStudent Illness or Injury during the School DayStudents are sent to the clinic if they are injured or appear ill. Health

office staff will attend to the student’s complaint. This may include provid-ing first aid, asking the student questions about how he/she feels, taking a temperature, making observations, talking to the teacher, and contacting the school nurse. If a student has a temperature of 100º F. or higher and/or illness related vomiting or diarrhea, the parent/guardian will be called and the student will be sent home. Other symptoms that influences the decision to send the student home include general appearance and functioning in the classroom. After a period of observation a decision will be made to do one of the following: (1) Attempt to notify the parent/guardian; (2) Allow the student to rest in the health office for a brief period. The student is to be fever-free without fever reducing medication before returning to school. Parents will also be notified of injuries that appear to be serious in nature or require medical attention.

HEALTH SCREENINGS – HEARING, DENTAL, BMI, SEB, AND VISION

If you do not want your child to participate in school health screenings, please notify the health office in writing at the beginning of the year. 

Hearing Screening: Grant Wood Area Education Agency (GWAEA) screens all students in Alternative Kindergarten (AK), kindergarten, and grades 1, 2, and 5. Students in the Early Learning Program with IEP’s will be screened. Students in grades 3, 4, middle, and high school, who are new to the school that don’t have a documented normal hearing test, and some students with a history of known hearing loss will also be tested. Follow up testing may occur periodically if previous hearing test results were not within normal limits. Parents/guardians with concerns about their child’s hearing should contact the school nurse.

Dental Screening: St. Luke’s Dental Health Center and HACAP partner to offer dental screenings to all Early Learning Programs, AK, kindergarten, grades 2 and 5, all students in elementary special education and elementary ELL programs, as well as others in selected grades. In addition to dental screenings, fluoride varnish application and dental sealants are offered to children enrolled in qualifying schools. Children will be bringing home a consent form to be completed by the parent/guardian to approve these dental services.

Iowa law requires that any student entering kindergarten and ninth grade provide a valid Iowa Department of Public Health Certificate of Dental. (This form is available from your school nurse, dentist, or on the CRCSD Web site in the Student Services/Health Services section.) The goal of this legislation is for each student to receive the benefit of early and regular dental care including prevention, and to establish a dental home for children who may not have one. It is also an opportunity to provide outreach to those families who have trouble accessing care.

BMI Screening: District health and/or PE staff members will screen height and weight of kindergarten and 5th grade students. If your child had a physical for this school year, we may use that height and weight data to calculate your child’s BMI.

Social, Emotional, Behavioral Screening: Social, Emotional, Behavioral (SEB) Screening: Students in grades Kindergarten, 3, 5, 7, and High School will be screened to assess social, emotional, and behavioral well-being. The purpose of the screening is to identify areas where students may need some additional support. Follow up screening and parent communication may occur if the results indicate the need for further attention. Parents/guardians with concerns about their child’s social, emotional or behavioral well-being should contact the counseling or health office.

Vision Screening: Iowa law requires that any student entering kindergarten and third grade have a vision screening. To be valid, the vision screening shall be performed no earlier than one year prior to the date of enrollment and no later than six months after the date of the child’s enrollment into both kindergarten and third grade. The vision screening may be conducted by a physician, optometrist, advanced nurse practitioner, physician assistant, local public health department, public or accredited nonpublic school, community based organization, free clinic, or child care center. An online screening may be conducted by a child’s parent or guardian. A Certificate of Vision Screen-ing Form is available on the district website in the student services/health services section. If the school does not receive a completed screening form kindergarten students will receive a consent form with the option to have your child screened at school and results sent to Iowa Department of Public Health. Third grade students will be screened at school and results sent to Iowa Department of Public Health. Parents/guardians with concerns about their child’s vision should contact the school nurse/health office.

THE SCHOOL DAY

school,  it  can  affect  student  performance  • Good  attendance  is  directly  related  to  academic  

achievement  • Chronic  absence  (missing  10  percent  of  school  days)  in  

kindergarten  is  associated  with  lower  academic  performance  in  1st  grade  

• By  6th  grade  chronic  absence  is  a  clear  predictor  of  drop  out  

• Communities  with  high  levels  of  school  attendance  have  fewer  day-­‐time  crimes  and  lower  rates  of  first-­‐time  drug  use

CRCSD  Attendance  Procedures  

  It  is  a  district  expectation  that  attendance  is  

documented  every  day.   Each  school  will  follow  the  daily  attendance  

procedures  established  and  follow-­‐up  with  families  of  students  who  have  not  been  accounted  for.  

School  staff  will  work  to  establish  positive  relationships  with  families  and  students;  identifying  barriers  and  offering  support.  

A  pyramid  of  interventions  has  been  designed  for  the  elementary,  middle  school,  and  high  school  levels  that  include  supports  at  the  following  levels:  

Tier  I:    Contact  with  Family   0-­‐3  absences  (for  students  with  identified  

attendance  issues)   3  absences  (for  all  other  students)

DISMISSAL FROM SCHOOL DURING THE DAYIt is necessary for parents to send a note or make a telephone call request-

ing for students to be dismissed during the school day. When a student is to leave school early, he/she is to check out through

the office. Parents are asked to come to the office to sign-out their student. Leaving early to attend outside classes or lessons is strongly discouraged.

Students who become ill at school will be dismissed through the office after parents, guardians, or emergency people have been contacted and ap-propriate arrangements are made.

WEATHER EARLY DISMISSALWhen a decision is made to close schools for the day or to delay school

because of inclement weather, announcements will be made on local radio and television stations. In addition, district parents and staff are notified of weather realted delays and cancellations by school phone messenger. It is important that your school has a current phone number.

Occasionally, school is dismissed early for some unforeseen reason, such as excessive heat or a snowstorm. The school has only a limited number of phone lines to use. Unnecessary calls can greatly hamper dismissal operations. Students need to know where to go and what to do if this should happen.

Please discuss with your child what he/she should do before such an emergency occurs. A written plan kept in the student’s backpack may serve as a helpful reminder. Everyone’s diligence and cooperation in making written emergency dismissal plans will be a great help to students and office personnel.

Parents/guardians can sign up to be con-tracted by CRCSD list-serve in case of an early

dismissal. Contact the CRCSD Technology Department @ [email protected]. to begin receiving alerts.

BUS STUDENTS Buses unload students at the main entrance and pick up students in the

bus loading zone on C Avenue. Students are under the supervision of staff members during this unloading and pick up process.

All bus students are under the complete supervision of the bus driver and must obey the driver’s directions. If a student has a discipline problem on the bus, the driver will issue a bus ticket and the principal will arrange for a consequence. Parents are contacted when their child receives any ticket beyond the first ticket. Students receiving additional tickets may be removed from the bus for a period of time or suspended from riding the bus for the remainder of the school year.

Generally speaking, from the months of December to March, all students need to wear a warm winter coat, gloves, boots, and something to cover their head as recess will be outside. Students will be expected to go outside unless the tem-perature is below 10 degrees F. When the temperature reaches that point, the outdoor recess will be adjusted. Other conditions, such as wind chill, moisture, etc. will be considered when determining if children will go outside. Students will

have either a regular outside recess, blacktop only recess, or inside recess.Students are required to wear a coat if the temperature is 39 degrees

or below.

Since recess is a regularly scheduled part of the school day, students should participate in recess activities. All students are expected to go out-doors unless a note from home requests that they stay indoors or unless the teacher believes there is sufficient reason for the student to stay inside. A note from a physician specifying that a child is to remain indoors is required for a student to stay indoors after three consecutive days.

SCHOOL HOURSOur school day runs from 8:50 AM to 3:50 PM. Students will observe

Students may not play on the school grounds before or after school without parental supervision since staff supervision is not provided. In the morn-ing, students should wait calmly at the front entrance until a staff member admits them to a building.

Students are expected to go home after school. Only students directly supervised by an adult guardian are allowed to play on the playground immediately following dismissal. We would like students to go home and check in after school. They may come back to the school playground at 4:15 PM if they would like.

ARTHUR ANNEXThe Arthur annex doors open at 8:40 a.m. for students to enter. All 2nd

and Preschool students should be dropped off at the main Arthur building on B Avenue if they arrive prior to 8:40. Students are supervised by an adult to the annex building for the school day. If your child arrives between 8:40-8:50, they may go straight to the annex building to begin their day. If they arrive after 8:50 they must report to the office and we will escort them across the street. Thank you for helping us keep your children safe by dropping them off in the supervised area.

The annex building is locked throughout the school day from 8:50-3:50. If you are picking up a 2nd or Preschool student you must first report to the office to sign the student out. A staff member will escort the student to the main office for you. If you are volunteering in the annex, you must also report to the main office first to sign in. An entrance key to the annex will be given to you for entry and returned upon your departure when sign-ing out in the main office. Thank you in advance for following our safety procedures.

SCHOOL PROGRAMS

BREAKFASTBreakfast is served daily from 8:25 AM to 8:50 AM. Students participat-

ing in the breakfast program do not need to arrive earlier than 8:25 AM. Students are expected to be in their classroom, seated, and ready to start their day by 8:50 AM

FOOD SERVICESBreakfast and hot lunch are available at Arthur. Menus are posted on

the Arthur Web Page. Money is deposited into an account created for each child and a computerized system deducts money from the child’s account as they receive their food. Applications are available in the office for free or reduced meals or online.

Arthur’s school lunch program includes an alternate entrée and self-serve choices. Students receive an entrée and then serve themselves the fruit and vegetable portion of the meal. Students may choose from the menu entrée, the alternate entrée of the day, sunbutter sandwiches, or pizza. Lunch count and entrée choices are recorded by 9:00 a.m. each day.

Parents are welcome to join their student(s) for lunch. If a parent plans to eat school lunch, they are asked to notify the Arthur office by 9:00 a.m. on the day they will need the meal. Parent meals may be charged to the student account if sufficient funds are in the account. Only students are qualified for free or reduced lunches. All adults, including parents, are charged the full adult fee.

If your student requires special dietary considerations, we need a note from the doctor on file. We ask that you obtain a diet prescription form from Health Services or the Food and Nutrition Department to be completed by your doctor. Completed forms can be returned to the school office.

MEAL CHARGESThere may be times when a student may not remember to bring his/her

lunch money. In an effort to be sure students are fed while this miscom-munication is cleared up, the district will allow charges of any combination of breakfasts and/or lunches up to a value of $10. Once the $10 charge limit is reached, the district will arrange for a substitute meal to be served. A sunbutter and jelly sandwich substitute will be served for lunch and toast will be served for breakfast, until charges are paid in full. A phone call will alert parents when a student account has less than $5.00 to help keep parents current with their child’s account balance.

We encourage you to participate in school meals. A nutritious lunch and breakfast is available to all students. School meals offered reflect the Dietary Guidelines for Americans and provide the energy and nutrients necessary to optimize learning. School meals include the following components; milk and/or water, fruit, vegetable, grain, and

protein. If students choose to bring a meal from home, families are asked to send nutritious food items. Milk is available for purchase to supplement meals sent from home. Students are discouraged from sharing their foods or beverages with one another, given concerns about sanitation, allergies and heath related issues. We view the cafeteria as an extension of the classroom, and expect students to follow common courtesies in the lunchroom.

The school meal program is designed to be a pre-paid system. Families can deposit funds either by cash or check in the school cafeteria. Or by debit/credit card on-line at www.sendmoneytoschool.com. We expect families to monitor their meal account balance. Current balance information, including account history can be viewed any time at www.sendmoneytoschool.com. The District provides a courtesy call to families whose account reaches low balance or negative status. When funds are depleted students are allowed to borrow up to a set limit outlined in the district meal charge policy.

If you feel you may qualify for Free or Reduced Price meal benefits we encourage you to fill out an application on-line at www.LunchApp.com. Paper applications can be obtained in the main office or on the District website.

We welcome family members into the cafeteria to eat with their child throughout the school year. For more information about the school meal program please visit the Food and Nutrition section on the District website.

DAY CARE - BEFORE AND AFTER SCHOOLThe Five Seasons Day Care services are available before (6:30-8:50) and

after school (3:50-6:00) at Arthur. More information is available at 558-2550. There is often a waiting list of families wishing to participate; so early registration is advised.

MEDIA CENTERThe Media Center supports the curriculum and enriches the children’s

learning experiences. The Media Specialist and Media Secretary assist stu-dents and teachers in locating and using the resources of the Media center. Parent volunteers also provide clerical and instructional support.

Materials are available to students, staff, and parents to be checked out or renewed. There are no fines for overdue materials; however, each child is expected to assume responsibility for returning materials on time. When an item is damaged or lost, it is necessary to ask for payment so that a re-placement can be purchased.

PROGRAM FOR ACADEMIC AND CREATIVE TALENT (PACTThe elementary school PACT department provides advanced learning

experiences for high ability students.  PACT Resource Specialists serve the schools on a rotating schedule, offering students the opportunity to participate in challenging activities in such areas as science, humanities, mathematics, and language arts. ACE, Prime Time and PACT are the three programs offered in our elementary buildings.

ACE (KINDERGARTEN & 1st GRADES)ACE (Academic Challenge Experiences) is a kindergarten and first grade

program. The ACE program manager will visit all kindergarten and first grade classrooms a minimum of four times throughout the school year. Lessons will focus on and develop the student’s ability to think creatively, critically, logically and to problem solve. Data collected will be used by the classroom teacher and PACT department to aid in determining the need for extensions and future programming.

PRIME TIME (2nd & 3rd GRADES)Prime Time is a demanding academic program that serves second and

third grade students. Students selected for Prime Time have demonstrated potential in a specific intellectual area. There will be opportunities for en-richment in the fall for 2nd grade students. All students in 2nd grade are screened in January. All students in 3rd grade are screened in September and January. Students are selected for this program based on the results of the screening activity, district assessments and teacher observations. Those students selected will meet with the PACT Resource Specialist weekly.

PACT (4th & 5th GRADES) PACT provides challenging curriculum experiences for high ability

students in fourth and fifth grade. Multiple criteria will be used to select students for PACT classes. Criteria include: PACT unit screening scores, achievement tests, ability tests and teacher observations. Students selected will meet with the PACT Resource Specialist weekly.

SCHOOL COUNSELORThe elementary school counselor works with all children in the school.

Prevention of problems is a key part of the philosophy in implementing a counseling and guidance program. The counselor works in classrooms on developmental activities and is available to help individual students with concerns in small group or individual settings. Parents of students who work with the counselor on a long-term basis are contacted by the coun-selor. Parents of drop-in contacts do not necessarily receive this contact from the counselor. The counselor is always available through e-mail or phone contact.

CEDAR RAPIDS SCHOOL BOARDRegular meetings of the Board of Education are held on the second and

fourth Mondays of each month in the Board Room at the Educational Lead-ership and Support Center, 2500 Edgewood Rd. NW. The public is welcome to attend. Meetings are also televised on cable television.

COMMUNICATING DURING THE DAYTeachers will contact parents at home or work

during the school day if there is an immediate need to discuss a problem involving their child. Teachers may communicate in writing at other times. Parent calls to teachers should be made from 8:00-8:35 AM, dur-ing specials, or after school. Except for emergencies, calls which are received during class time will require a callback since teachers are teaching.

SCHOOL TO HOME COMMUNICATIONSIn our efforts to go “green”, flyers and hand-outs will be posted in a link found on our school Web site. There are two links from which you can get information and flyers. One link is the “E-Backpack” that is updated by the district and the other is the Arthur “E-folder”. MAKE UP WORKIf your child is going to be absent, call the office before 8:30 AM and ask

that some of the work missed during the day be sent with a neighbor or be available for pickup by a parent after school.

PICKING UP / DROPPING OFF STUDENTSTraffic congestion and a shortage of park-

ing space create situations around both Arthur School buildings that require extra caution and patience from drivers and pedestrians. All drivers are asked to pull as far forward as possible, then drop off or pick up passengers. Students are not allowed to cross B Avenue directly in front of the school. They are asked to cross with the crossing guard at the B Ave. and 27th Street intersection.

Everyone can ensure student safety while easing traffic congestion by working together to pick-up or drop-off students:

• In front of the Arthur main building only on the building side of the street.

• On the west side of B Avenue between 27th Avenue and 29th Avenue. The crossing guard will ensure safe crossing of 27th Street.

• On the west side of C Avenue south of 27th Street; unless escorted by an adult, students must cross C Avenue at the corner of C Ave. and 27th Street; there should be no mid-block crossing of C Ave.

• In the parking lot at the NW corner of B Ave. and 27th Street. (This lot is closed 9:15-3:15, 2:00 on early dismissal days.)

Drivers are asked NOT to pick-up or drop-off students anywhere on 27th Street. It is against the law to board or discharge passengers anywhere around the crosswalk light in front of the annex on 27th Street.

REPORTING TO PARENTSAssessments will be provided to Arthur parents through conferences and

report cards. Two formal parent conferences will be scheduled in October and February. Report cards are sent home in February and May. During these conferences parents and students will discuss with the teacher the progress made by the student by reviewing daily work, test scores, teacher observations and comments, as well as sharing the student data folder that contains samples of student work. Parents are encouraged to request a conference in addition to the regularly scheduled conferences if they have concerns about their child.

VOLUNTEER PROGRAMArthur has a strong volunteer program.

School volunteers do clerical work, tutoring, media tasks, assist on field trips, and assist with the use of the computer. Some volun-teers contribute their talents by working on school related projects at home. A Volunteer Coordinator organizes the volunteer program. Contact the Volunteer Coordinator if you are interested in volunteering. Please contact the school office at (319) 558-2264.

MAKE-UP DAYSWhen school days are cancelled due to inclement weather or other

unforeseen circumstances, school days may need to be made up. Potential make-up days are indicated on our school calendar. Parents are encouraged to take these potential days into consideration when planning early summer vacations so as to eliminate any conflict in schedules.

TITLE I FUNDING AT ARTHUR ELEMENTARY

Title I is the largest federally funded supplemental education program.  It does not replace what the school does; instead it gives students additional instruction for students that are not meeting grade level expectations in the areas of reading and/or math. School wide assessments are administered to all students and the data is used to determine students that qualify for extra help beyond Core instruction.

Title I funding allows us to have 1 specialized reading teacher as a part of the Arthur staff. She instructs students individually and in small groups dur-ing the school day to work on specific skills to assist in remediating reading deficits. Most lessons take place out of the classroom, but some lessons are integrated into the classroom instruction. A progress report is completed and shared with families twice a year. Families are notified when their student is selected for Title I services.

Each school year we sponsor an academic family night. It is a wonderful opportunity to interact with the Arthur staff and learn some excellent ways to assist your children at home. Communication with details are shared via email and flyers from the school. You will want to make sure you reserve the date on your calendar.

ETC.

ANIMALS AT SCHOOLPermission from the classroom teacher or principal must be given before

any person may bring an animal to school. When permission is given, pets and other animals must be on a leash or in a cage and must be accompanied by an adult who can leave with the animal as soon as the “sharing” time ends. For safety and courtesy reasons, everyone is respectfully asked not to bring dogs to school when escorting their students to and

from school or when attending outdoor school events.

BIKE SAFETYParents are asked to assume responsibility for their student’s bike safety

readiness and bike maintenance. All bike riders at Arthur should wear a helmet. Riders are expected to follow the bike safety and courtesy rules listed below:

1. Walk bikes at all times anywhere on school grounds. Walking means both feet on the ground, not straddling a bike, not coasting scooter-style.

2. Bicyclists must obey all traffic signs and yield to pedestrians.3. Bike riders should park, lock, and leave their bike at the rack in the

front of the main building.

Students must follow the bike safety rules listed above. Consequences for not following these may include loss of bike riding privileges, having the bicycle held at school for a parent to pick up, meeting with the principal and parents to review bike safety expectations, or meeting after school for one or more days to review bike safety lessons with staff or the principal.

CELL PHONESSince parents can always be in contact with their children by calling the

office, student cell phones should be turned off and kept in the student's bag during the school day. Student cell phones that ring during the day are collected, kept in the office, and returned to students as they leave the building. We ask that students keep their phones off and not use any of the features until they are off school grounds!

CLASSROOM ASSIGNMENTSFactors such as achievement level, gender, and social maturity are taken

into consideration when assigning students to classrooms for the coming year. Every effort is made to form heterogeneous groups that will enable students to work together with the teacher in academics as well as in social pursuits.

Students with special needs (learning, behavior, etc.) will be given as much special consideration as possible. The staff, counselor, and princi-pal should be aware of these specific needs due to their contact with the student. Parental input regarding circumstances of which the staff is not aware is appropriate. This input needs to be in writing and submitted to the Principal by the second Friday in May. The principal needs to be an advocate for all children and should assure all an equal opportunity during their elementary years.

Parents may not select their children’s teachers, but are free to give input into how their child learns best. Assignments for each school year will be available in August.

CLOTHINGThe selection of wearing apparel is a parent/student responsibility.

Classroom clothing should be appropriate for active work and play. Cloth-ing must not interfere with the normal operations of school activities or cause disruption of any sort. The physical growth and development of the students should help to determine the types and styles of clothing to be worn. What may be suitable for primary students might not be appropriate to those students in 4th and 5th grade. (example: short shorts, crop tops, etc.)

Students are not permitted to wear hats, caps, or bandanas in the building unless special circumstances apply and approval is given by school person-nel. Appropriate modeling by parents of following this rule will encourage students to follow this rule.

T-shirts and sweatshirts with acceptable slogans, messages, and/or pic-tures may be worn. Advertisements and/or slogans for products illegal for children are not acceptable at school. Furthermore, any sign, symbol, or statement on clothing that discriminates against race, creed, color, national origin, age, disability, sex, or religion will not be allowed.

CRISIS RESPONSEComprehensive plans have been put together for emergency situations

such as when there is a need to move students from our building or if a crisis occurs while students are away from our building. In the event that Arthur is declared unsafe to re-enter, we will be busing students to a reunification site. Parents will be directed to go to that site through local media where staff will assist in reuniting students with their parents. No students will be released to an adult other than their parent without permission. Bus routes will be used to return students to their home if this is deemed appropriate.

CROSSING GUARDA crossing guard is stationed at the corner of B Avenue and 27th Street

to help students safely cross that intersection. The hours the crossing guard is on duty are from 8:15-8:50 and 3:45-4:15.

DISCIPLINEOne goal of education is to help students develop self-discipline. This

comes with age and experience. Until students have developed adequate self-discipline, they need the help of parents and teachers. We must be careful not to give students so much freedom that they are unable to deal effectively with decisions and responsibilities. It must be gradual, and as students grow, they will be able to accept more and more responsibility for their behavior.

Each student is taught the rules and consequences for following and breaking rules. Examples of the consequences a student might expect are:

EMERGENCY DRILLSArthur students, staff, and principal conduct official emergency drills for

fire and tornadoes four times per school year. In addition, we practice a school lockdown drill twice a school year. These drills are registered with the Cedar Rapids Community School District and the Cedar Rapids Fire Department.

The emergency warning system includes flashing lights and buzzers: red lights and a continuous buzzer signal fire emergency; white lights and intermittent buzzer signal tornado warning. If volunteers or visitors are in the building when emergency signals sound, they should respond to the warning by following the group they are with or by responding to special directions from the principal or a staff member.

FIELD TRIPS Field trips are arranged to supplement and

enhance the learning experiences of children. The online registration system includes permissions for students to attend all field trips. Based on school board policy, the school will not seek written parent permission for each field trip. Teachers will still notify parents about details each time a field trip is to occur. Parent volunteers are often needed on field trips. Transportation on field trips will be by school bus, private vehicle, or city bus.

FLOWERS / BALLOONS DELIVERED TO SCHOOLOn occasion, a parent wants to honor a child with flowers or balloons

and sends these to school. Since actions such as this can easily disrupt the sense of community that is vital to each classroom’s learning environment, the flowers are kept in the office and students are sent to the office at the end of the day to get them. Students are told to take these items with them as they leave the building.

BLUE ZONES SCHOOL Arthur is proud to have achieved the designation of being a Blue Zones School! A Blue Zones School is one that implements healthy evidence-based options to help improve students’ well-being and making healthy choices easier.

As a part of our Blue Zones designation, we incorporate movement and activity into our daily routine. We only allow healthy snacks to be eaten at school, with the exception of one sweet treat at our Fall, Winter and Valentine parties. We have developed a “birthday menu” to give stu-dents alternatives to celebrating without sweet treats and/or food. We ask that if you child would like to celebrate their birthday during the school day with a snack, their choice be healthy and one of the items on the following district recommended list or comparable:

GYM SHOES Children are to wear rubber soled shoes, like tennis shoes, to PE class.

Proper footwear will ensure safety and enhance performance. We discourage flip-flop type shoes for PE as well as recess.

LOCKERS FOR PERSONAL BELONGINGS Students at Arthur generally share lockers with another student. Items

stored in lockers such as clothing, lunch boxes, school bags, etc. should be permanently marked with the student’s first and last name. All personal belongings brought to school are the responsibility of the student.

Although theft is seldom a problem, students are discouraged from leaving valuables or personal items in their lockers. If it is necessary to bring valuables to school, they should be given to the teacher or office for safekeeping. Lockers cannot be monitored constantly and if items are miss-ing, the school district will not be responsible for their replacement. The principal or classroom teacher will make every attempt to have the missing items returned to their owner.

LOST AND FOUNDLost and found articles are placed in the wooden box by the IMC. Parents

and children are urged to check the box for lost articles. Every effort will be made to return lost items to their owner. Proper marking of clothing and other articles is important to returning these items to their owners. Items left after school is out in June are donated to Goodwill.

PLAYGROUNDWe have established procedures to help provide an environment that is safe

to both students and school property. The playground is across 27th Street from the main building so students walk to and from the playground with an adult. Boundaries have been established and students need permission of a supervising adult to leave the area. Students are encouraged to wear clothing appropriate to the weather. The school provides playground equipment so bringing equipment from home is not allowed. A list of specific playground rules is posted in each classroom.

PRIVATE HOME PARTIES Home party invitations will not be distributed at school unless a whole

class is being invited. This will help avoid hurt feelings of students not receiving invitations.

SECURITY SYSTEMIn an effort to enhance safety and security at Arthur, we have installed

a security system at the front entrance to both buildings. Doors will be unlocked each morning from 8:25 - 8:50 A.M. To enter the building during school hours, please push the button of the main entrance door and look into the camera above this button. You will continue to come to the office to sign in and out. Entry into the Annex building is not allowed during the school day unless you have checked in at the main office. Annex doors will be unlocked from 8:40 to 8:50 A.M .If you have any questions, please contact the main office at 319/558-2264.

REPORTING CHILD ABUSE

Chapter 102 of the Iowa Administrative Code establishes procedures for investigating incidents of abuse of students by school employees. The procedures include the designation of investigators for the 2018-2019 School Year. The following are the designated Level I investigators for the CRCSD. Any of the following persons may serve as an investigator.

Any person may file a Level I complaint against a Cedar Rapids Community School District employee by completing a Level I complaint form and turning it in to his/her building principal. The complaint may be turned in to any of the individuals on the list below. These forms may be obtained in any school’s main office or at the Educational Leadership and Support Center, 2500 Edgewood Road NW, Cedar Rapids, Iowa, in the Human Resources Office.
