YOUTH ADVISORY BOARD
Throughout the state, city leaders are beginning to see
their younger citizens as a resource for community
problem-solving. In these cities, youth boards are
working with elected officials and other city leaders
to tackle important issues, and discovering that their
efforts do make a difference in the community. Cities
using effective approaches to youth participation are
realizing benefits such as budget savings and revenue
generation; increased support for city initiatives and
improved policies and programs for youth.
Programs throughout the state differ greatly.
The Keep Brownsville Beautiful - Youth Advisory Board
program is comprised of student youth members from
high school and college levels, that assist in carrying out
and managing events hosted, co hosted, or affiliated
with Keep Brownsville Beautiful. The Youth Advisory
Board assists in creating new environmental programs,
expanding existing programs, and exchanging ideas to
further improve our community. The Youth Advisory
Board is a team of dedicated servant leaders that bring
a valuable youth perspective to all the programs and
events hosted by Keep Brownsville Beautiful.

About Keep Brownsville Beautiful
At Keep Brownsville Beautiful, we want to ensure that community improvement and development
is our lasting signature. As a leading local program, Keep Brownsville Beautiful inspires and
educates the community to take action every day to improve and beautify their community and
environment. We envision a city where every neighborhood is a clean, green, and is a beautiful place
to live.
About KBB’s Youth Advisory Board
The KBB Youth Advisory Board is a local framework for youth engagement, building on KBB’s
model of local youth service. The Youth Advisory Board members provide an original point of
view in assessing Keep Brownsville Beautiful programs, implement local service projects, and act
as ambassadors and leaders for youth engagement and service in their respective school and
throughout the community. Members will also pilot new programs and events.
Benefits of a Youth Advisory Board
The Youth Advisory Board will cultivate future model citizens and leaders, supporting our vision
of a community where every neighborhood is clean, green, and a beautiful place to live.
The Youth Advisory Board will have an immense inheritance of benefits, members will learn
valuable skills in leadership, problem‐solving, and teamwork through their community service
gaining vital skills and experience to become effective leaders.
Youth Advisory Board members receive additional benefits that include:
Credibility: Offering the youth an opportunity to learn from a well respected organization
that has a prominent impact it the community.
Networking: The ability for members across the community to share ideas, solve problems, and
work together.
Education: Gaining hands on experiences to advance their knowledge and developing vital
leadership skills of members.
Grants: Members will gain an advantage for the possibility of local, state, and national grants
and scholarships.
Recognition: Members will be eligible to be selected for local and state awards for their efforts
and community service.

Frequently asked questions:
How can I become a board member?
- If interested in becoming a board member you must submit an application for consideration.
When are the applications available?
- Applications are available starting February 12 and must be submitted before May 12. Early submittals are encourage and highly recommended.
How are members selected?
-The Youth Advisory Board Interview Committee will review all applications and interviews before deliberating and selecting potential board members.
Are there any requirements?
- Not really, we do however insist that the applicant be conscious and serious about joining.
Will I be called in for an interview?
- Favorable applicants are scheduled for an interview.
How long is the term for?
- Terms commence June 1 and proceed till the following year concluding May 31.
What would my duties consist of?
- Attend mandatory meetings hosted by the KBB Youth Advisory Board
- Coordinate youth activities/projects in the community
- Develop and coordinate events in the community
- Recruit youth volunteers throughout the community
- Establish communications and linkages with educational agencies and other youth entities
- Conduct and oversee activities/projects in respect to Keep Brownsville Beautiful
How is the board structured?
- The Youth Advisory Board consist of 14 officers and an open amount of promising board members.
Are there any expectations?
- All members are expected to volunteer 30 hours a month, maintain good communications throughout the board, and fellow all KBB Youth Advisory Board bylaws.

Youth Advisory Board
The Keep Brownsville Beautiful - Youth Advisory Board is composed of 75 strong active
board members representing 14 learning institutions including public, private, charter, magnet,
advanced, and higher learning schoolings within the city of Brownsville and neighboring cities.
Board members come from all walks of life from all-star athletics, academic achievements, aspiring
arts, and artisan architecture. They do however share one thing in common, the desire to make their
community a beautiful, greener, better, and more enjoyable place to live. The heart of a volunteer is
not measured in size, but by the depth of the commitment to make a difference in the lives of others
and in the Youth Advisory Board’s case their devotion runs bottomless.

RESULTS & CONTRIBUTION
“Being successful, doesn’t necessarily make you great. What makes you great is when you
reach back and help somebody else become great.” Leaders are those that seek the opportunity to
empower others and guide them to succeed. Keep Brownsville Beautiful - Youth Advisory Board is
composed of youth leaders that aim to improve the community’s overall conditions through
beautification service projects, leaving a life-lasting impact on the community. Keep Brownsville
Beautiful has helped built Brownsville to a more environmentally friendly community, but the true
impact lies in the lessons and skills the community has built due to the work that KBB does. Kids no
longer just play in parks where we set up games and activities, they also see the importance of giving
back to the community through the KBB youth board members who serve as role models. These role
models are seen at beach and resaca clean ups as well as football games where they collect trash and
plastic bottles. The symbolic blue shirt that they wear is seen throughout the city promoting
community service events. It’s not just about having a cleaner community as they paint fences in
parks, but about the lives they are changing. When the paint wears off, there will be a new set of KBB
youth members ready to help. The true success is the united community that KBB has brought
together. As new generations emerge, they are able to see the importance of giving back, completing
what Keep Brownsville Beautiful truly stands for. Keep Brownsville Beautiful has made the city a
place of growth where people work to help each other.

The KBB Youth Advisory Board contributed to 24 events including 6 park, 2 beach, 4 resaca,
16 street clean ups, and 4 beautifications aimed at beautifying and keeping Brownsville beautiful. In
addition KBB together with the UTRGV annually hosts Make a Difference Day and MLK Day of
Service in which all projects and programs instill pride and provide a positive impact on the
economic development and prosperity of our community. Our programs continue to grow and our
community reclaims a sense of enthusiasm, responsibility, and volunteerism.

Entering a group known for its determined spirit like that of KBB was intimidating to say the least. However,
every experience I shared with other members, people that I now consider family taught me that I was wrong to worry.
This bustling group of young adults is a collection of vivid hopes, electric creativity, and altruistic hearts that only want
the best for their city and for each other. So to forget the open arms that took me in one day, or the fiery passion aimed at
improving our community, or the voice I was gifted with and still use today would be an unfair display of gratitude
considering all KBB has been for me. If it wasn’t oblivious already, I often catch enthusiasm and pride in my voice when
telling stories about my volunteering days with KBB, and I think that it’s because it’s impossible to deny the influence it
had on my life then and on who I am now.

I was 14 years old when my sister first introduced me to the Keep Brownsville Beautiful family, and four years
later I unfortunately had to say goodbye to further my education at Syracuse University in upstate New York. But I left
with an ample amount of experience and endless memories that will forever bring a smile to my face. More importantly,
I left with reinforced values that distinguished me from amongst the pool of applicants at my university and ultimately
rewarded me with a full ride. Why? Because universities and scholarship sponsors want to invest in students who will
most likely take the platforms that education has to offer and give back to the community in a way that will multiply
their initial act of good faith. And that is exactly what KBB has done and taught me.

Before Keep Brownsville Beautiful, I was an aspiring student seeking to leave an impact on my community as
well as a way to grow in experiences. As a Youth Advisory Board member, I have found the confidence, platform, and
group to not only beautify my community, but to participate in ways that unite the people in Brownsville. Events such as
Haunted Trails have allowed me to work behind the scenes to create an event that families and members themselves
remember for years. Today, I am ready to take my experiences and knowledge to the next chapter in my life, Harvard
University. The work I have done in KBB has not only left me with invaluable memories, but has given me the
opportunity to push myself beyond limits to attain things unimaginable such as a seven week program at Princeton
University and a full-ride scholarship to Harvard. It is without a doubt that I will seek to leave an impact in the different
communities I visit and will never forget about KBB while doing so.

Keep Brownsville Beautiful is an organization that has played a part in shaping me to the person I am today.
Through this organization I was able to further polish my leadership skills, my social skills, and see that change is only
achieved in unity. In Brownsville, there is a big belief of conformity, Brownsville has so much potential to grow and
prosper and yet it doesn’t because of the people who inhabit it. However, through KBB I was able to help others see the
value in my community through clean-ups and community projects that helped unite the community and beautify our
city. KBB, helped me see the beauty in my community I love, to want to stand up and help it. We are at a huge
disadvantage in the valley compared to other school districts, communities, but KBB offers the young high school
students a chance to prosper, become leaders, give a good resume for college, and make them active members of the
community who move Brownsville to a better place.

The Keep Brownsville Beautiful Youth Advisory Board helped me in so many ways. Not only did it give me
valuable leadership experience, but it allowed me the opportunity to connect with my community. Furthermore, the

hand when applying to scholarships for college. Keep Brownsville Beautiful played an important role in my being

Keep Brownsville Beautiful is an organization I joined as a junior in high school. Looking back at it, it didn’t

Youth leading efforts to improve our community

As I pull up at a park to drop off my son, I see a group of young people in bright blue shirts gathered along the edge of the resaca.
The hot August sun is already blistering on this early Saturday morning. The group is clad in work gloves, hats, with trash bags and shovels. One young teenage girl, clipboard in hand, calls out assignments to the group and they disperse in teams of 2 and 3.
It’s obvious this is not the first time she has organized a large team and she operates with an air of confidence and experience beyond her years. Some youth hop in vehicles with maps in hand, heading off to other areas of the city. Others get to work along the shore of the Resaca, removing debris and trash, while others grill hotdogs under a pavilion.
You may have seen them around town, this army of young people, boys and girls from all socio economic backgrounds, representing different high schools. They gather to clean graffiti, recycle, lead beach clean-ups, attend community events, and provide volunteers for so many of our city and non-profit activities.
Keep Brownsville Beautiful Youth Advisory Board, referred to simply as “KBB,” is a youth-led initiative focused on improving the quality of life in Brownsville and surrounding communities, as well as promoting youth leadership development.
It operates in conjunction with the City of Brownsville Parks and Recreation Department.
The youth board consists of 81 high school and college-age members, from Brownsville, Los Fresnos, Harlingen and surrounding com-munities. The focus of the group is to make a difference in our neighborhoods and community and to develop leadership skills. These youth are required to volunteer many, many hours every month and help with events, clean-ups, trainings and initiatives both with the city and other local non-profit organizations.
I recently caught up with Eli De Leon, Community Service Specialist for the City of Brownsville and the Program Coordinator of Keep Brownsville Beautiful, at a Press Conference for CycloBia, where the KBB youth board was attending to promote the event. De Leon clearly has a good rapport with the youth and helps guide but doesn’t command their activities.
He shared that KBB exists to educate the public in order to develop those healthy habits that will keep our city healthy and clean.
“This has to be taught to the youth, and they have to lead on this. We focus on promoting recycling, anti-graffiti, being aware of the trash that is produced. Basically, my goal is to work myself out of a job and create an environment that doesn’t require these huge clean-up efforts.”
De Leon adds, “It’s not just the events or volunteer hours, but the connection they build with the community partners—the friendships they develop and the skills they build to become the future leaders of Brownsville and beyond.”
Vanessa Quintero, a junior at Lopez High School and Secretary of the KBB Youth Board says that being part of KBB has given her a purpose and focus through her high school years.
“When I was a freshman, my counselor called me out of class and told me about the applications for KBB. She asked if I wanted to ap-ply for the youth board, and I didn’t really know what it was about so I did it. Then I was called for an interview and was so nervous, since I had never done anything like it before. I was so surprised to be selected and this has really changed my life.”
“I was kind of in my own bubble before KBB, staying at home all the time. But they put you in positions where you have to step up and make decisions and even lead and motivate other people. I remember at one meeting after I had been volunteering for a while, I was asked to help lead some new kids and told to come up front and talk. This was like a dream come true for me because I had never been noticed or trusted by anyone for this kind of responsibility. It really has given me confidence I didn’t have before — and some great friendships!” For the last two years, Quintero has been dedicating many weekends, afterschool and even summer days to volun-teering with KBB. She is now in a leadership role on the youth board and when I asked her what she has learned most from participat-ing she says “leadership”.
Keep Brownsville Beautiful Youth Board is so much more than just a trash clean up group. It is a great example of the way leadership should be developed, by offering young people tangible opportunities to participate, and make a difference. They feel part of the com-munity and learn about the work that goes into maintaining clean and green spaces.
They are also exposed to city and county government, public works, environmental issues and interact with many non-profit organiza-tions, exposing them to many career paths that they may never otherwise encounter in school. From resaca restoration initiatives to healthy living events, these youth are making real contributions to improving quality of life in our communities, which they will be leading in the future because Tu Salud ¡Si Cuenta! (Your Health Matters!).

ARTICLE I
Vision
To engage Brownsville’s youth and effectively increase environmental awareness and participation
in a service learning and leadership development program.
Mission
To contribute and inform KBB on projects while acting as ambassadors and leaders for youth service
in their schools and communities. Youth Advisory Board members will produce materials to
distribute to the KBB network and will serve as KBB representatives within their community.
Youth Advisory Board Relationship To KBB
The Youth Advisory Board is a volunteer based council to Keep Brownsville Beautiful, the Youth
Advisory Board is comprised of student youth members from high school and college levels. The
Youth Advisory Board members may carry out and manage activities for the Youth Advisory
Board to provide information and to assist KBB in carrying out its mission.
Youth Advisory Board Member Duties
♦ Attend mandatory meetings of the KBB Youth Advisory Board
♦ Coordinate youth activities/projects in the community
♦ Develop and coordinate events in the community
♦ Recruit youth volunteers throughout the community
♦ Establish communications and linkages with educational agencies and other youth entities

Bylaws:
ARTICLE II
Appointment
Youth Advisory Board members shall be appointed by The KBB Youth Advisory Board - Interview
Committee, and shall maintain their seat until they no longer meet eligibility criteria as long as they
continue to contribute to and attend KBB events, activities, and meetings.
Terms of Office
Youth Advisory Board members shall be appointed for a one year term from the effective date of
appointment, and may be eligible to renew their term with approval of the Youth Advisory Board.
Resignations
Any member may resign by written notice, which the resignation shall be effective at the time
specified in said notice.
Removal of Members
Any member of the Youth Advisory Board may be removed for cause, subject to the approval of
Keep Brownsville Beautiful and the Youth Advisory Board. Written notice stating the cause for
such removal shall be provided to the member in question ten (10) days prior to the effective date

ARTICLE III
Meeting and Attendance
Youth board members shall meet at least once a month at such times and at such places as it deems
necessary to conduct procurement and evaluation of youth service activities and projects. Special
meetings may be called at any time by the Project Coordinator. Members missing three consecutive
meetings will be automatically removed from the board for the violation of their member duties.
Notice of Meetings
Written notice of each Youth Advisory Board meeting, stating the place, date, and the hour of the
meeting, shall be messaged to members at least six (6) days prior to regularly schedule meetings.
Quorum
At any meeting of the Youth Advisory Board where a quarter of the membership are in attendance
shall constitute a quorum for the transaction of business.
Attendance
Members are expected to attend all meetings/events unless excused by the Youth Advisory Board.
Any member who has three (3) consecutive un‐excused absences during their term may be
conclusively presumed to have resigned, and the resulting vacancy may be filled pursuant to these
Bylaws.
ARTICLE IV
Voting
Each member of the Youth Advisory Board shall have one (1) vote, and only members of the
Youth Advisory Board and the Program Coordinator may cast votes on matters of Youth Advisory
Board business. Except as specifically provided herein, a vote of the majority of members present
at a meeting at which a quorum is present shall be the act of the Youth Advisory Board.
Conflict of Interest
No member of the Youth Advisory Board may cast a vote on any matter in which that member or
the school which such member represent has a direct interest.

ARTICLE V
General Members
Members not currently servicing in the role of an officer or an executive member. General members
of the Youth Advisory Board have full voting rights after serving a probationary period consisting
of two (2) mandatory meetings. During the probationary period, new members will be mentored by
the Youth Board officers or other member (s) appointed by the Youth Board President. During the
probationary period, new members should direct all questions and concerns through their
appointed mentor.
Alumni Members
Members no longer meeting membership criteria due to age or status may be appointed to continue
participation on the Board as an Alumni Member. Alumni member status will be granted through a
secret ballot vote by the Youth Advisory Board members. Alumni members will not have voting
rights and are not subject for removal based on lack of attendance.
Officer Members
Officer members may be nominated by an existing officer or selected by the Program Coordinator
and shall be unanimously voted upon by all existing officers, and approved there after. Officers
shall be able to head projects and other tasks as appointed by officers or the Program Coordinator
and function as a supportive resource to the officers.
Officer - Appointments and Duties
Selections will take place in March of each year unless there are no eligible candidates, then
they will take place in June. Each Officer term will be for a duration of one (1) year and not to exceed
two (2) consecutive terms. Nominated individuals must be available to serve the full term. The Youth
Advisory Board will nominate officers. Prior to the elections nominees will be allowed to give a
nomination speech not to exceed five (5) minutes. Nominee questions by voting members will be
done for an additional three (3) minutes, elections will be done on the same day. Majority wins for
each office. If there is tie, the nominees who are tied will be asked to leave the room and the officers
already elected and the other voting members will discuss each nominee and take vote via secret
ballot.

Adding of Officers
When a vacancy occurs before the expiration of the term, the appointment will be made for the
remainder of the term. Vacancies on the Board during a term shall be filled by offering the open
position to a Board member who currently holds a lower level office position as follows: if the
President’s office becomes available then the Vice President will take the spot and the Secretary will
take the Vice President’s position and a non officer member will be voted in to take over the open
position. Members on the Board are free to nominate other Board members.
Removal of Officers
Officers may be removed from office or placed on probationary status if they do not adhere to all
guidelines set forth by the Board. Removal may be related to, but not limited by the following
reasons: attendance, participation at events, fulfillment of duties, respect, or failing to conduct
oneself in a professional manner. Officers missing more than two (2) consecutive meetings and
marked as no – call, no ‐ show will automatically be considered for removal from office. Officers
must be given the opportunity to explain in person or in writing the reason for their actions or
inactions prior to the Board voting by secret ballot to remove an officer from their position. Officers
hold higher positions; therefore, they are held by higher standards to follow through with
everything. Some circumstances are understandable and will be considered by the Board on a case
by‐case basis as determined by the Youth Advisory Board.

ARTICLE VI
General Rules
Attendance or nonattendance for all Board activities must be reported to the Compliance Officers
by the predetermined or stated date. Those members unable to attend must give a reason as to their
absence. The Compliance Officers must communicate with the President and Program Coordinator
by the stated deadline regarding attendees for each activity. All meetings shall be conducted in
accordance with guidelines. Youth Advisory Board members may initiate or carry out activities
addressing community concerns that the Board as a whole deems relevant or of importance and
the availability of members to carry out the activity. All members must conduct oneself in a
professional manner. Goals for future meetings, outings, or just ideas must be discussed in a meeting
where everyone is able to vote in favor. Only one person is permitted to talk at a time during Board
discussions. A motion must be made in order to amend the bylaws including any deletions,
additions, or changes. A discussion period determined by the President will be held prior to a motion
to vote. Amendments will be voted upon by ballot with ties being determined as specified in the
voting policy.
Code of Conduct
All Youth Advisory Board members are direct representatives of Youth Advisory Board and will
conduct oneself in a professional manner at all KBB or KBB related activities. All members shall
address each other in the same respect at all times. Altercations and bickering among members will
not be tolerated and may result in probation or removal of the Youth Advisory Board. All Board
members shall maintain a productive character outside of Board activities to uphold the integrity of
the Youth Advisory Board and its members, failure may result in probation or removal of the Youth
Advisory Board. Youth Board members are a direct representative of the Youth Advisory Board and
must reflect a positive image of such, this includes and is not limited to at school, work, public
places, and on social media.
