    Employment rose in October and unemployment wasunchanged. The overall jobless rate was 7.3 percent,and the rate for civilian workers was 7.4 percent. Bothrates were the same as in September, but down fromthose prevailing early in the year.

    Civilian employment—as measured by the monthlysurvey of households—rose by 350,000 in October to105.6 million. The number of employees onnonagricultural payrolls—as measured by the monthlysurvey of establishments—advanced by 440,000 to 95.2million. Each employment series was up about 6.5million since the November 1982 recession trough.

    UnemploymentThe number of unemployed persons and the civilian

    worker unemployment rate were both unchanged inOctober. A total of 8.4 million persons wereunemployed; the civilian worker jobless rate was 7.4percent, 3.3 percentage points below the November1982 recession high. (See table A-33.)

    Jobless rates among most major worker groups, in-cluding whites (6.4 percent), blacks (15.4 percent),Hispanics (10.9 percent), and teenagers (18.8 percent),showed little, if any, change from September. Theunemployment rate for adult men edged down over themonth to 6.3 percent and has declined by a full percen-tage point since January. By contrast, the rate for adultwomen rose slightly to 6.9 percent, about the same levelas early in the year. (See tables A-33 and A-34.)

    The average length of time an unemployed personhad been jobless continued its downward trend, as themean and median duration of unemployment declinedover the month to 16.5 and 7.2 weeks, respectively. Thenumber of persons who had been out of work for 6months or longer has declined by 600,000 since thebeginning of the year. (See table A-40.)

    Civilian employment and the labor forceCivilian employment increased by 350,000 to 105.6

    million in October, after seasonal adjustment. Theemployment increase occurred entirely among adults.The proportion of the civilian population with jobs (theemployment-population ratio) edged up to 59.7 percentover the month. (See table A-33.)

    The civilian labor force grew by 320,000 in October to114.0 million, after seasonal adjustment. Over the past

    year, the civilian labor force has risen by 2.2 million;adult women accounted for 1.3 million of the increase.

    Industry payroll employmentTotal nonagricultural payroll employment, at 95.2

    million in October, seasonally adjusted, rose by 440,000over the month. Gains were rather widespread, withnearly two-thirds of the 185 industries in the BLS indexof diffusion registering over-the-month increases; thiscontrasts markedly with the prior month when onlytwo-fifths of the industries showed increases. (See tablesB-4 and B-7.)

    The bulk of the October job growth occurred in theservice-producing sector, paced by advances of 140,000in retail trade and 130,000 in services. These two in-dustry divisions have shown strong growth during therecovery, accounting for almost half of the total payrollemployment gains during the period. Over-the-monthincreases also took place in transportation and publicutilities, wholesale trade, and finance, insurance, andreal estate—about 25,000 each.

    In the goods-producing sector, manufacturingemployment rose by 55,000, not enough to recoup the115,000 decline in September. All of the October in-crease was in durable goods, where gains were per-vasive; the largest were in machinery, fabricated metals,and lumber and wood products. Elsewhere in the sector,employment in mining and construction were bothabout unchanged from September levels.

    Weekly hoursThe average workweek of production or nonsuper-

    visory workers on private nonagricultural payrolls fell0.2 hour in October to 35.1 hours. The manufacturingworkweek edged down 0.1 hour, and factory overtimewas unchanged at 3.3 hours—the same level that hasprevailed over the past 6 months. (See table C-5.)

    The index of aggregate weekly hours of production ornonsupervisory workers on private nonagriculturalpayrolls, at 113.2 (1977 =100), was about the same as inSeptember. The manufacturing index (at 95.9) also wasabout unchanged over the month. (See table C-6.)

    Hourly and weekly earningsAverage hourly earnings were about unchanged in

    October, and average weekly earnings were down 0.7

  • percent, seasonally adjusted. Prior to seasonal adjust-ment, average hourly earnings edged down 1 cent to$8.42, and weekly earnings fell $3.73 to $295.54. Com-pared to a year earlier, hourly earnings were up 26 centsand weekly earnings rose $7.49. (See tables C-l andC-7.)

    The Hourly Earnings IndexThe Hourly Earnings Index (HEI) was 161.6

    (1977= 100) in October, seasonally adjusted, essentially

    unchanged from September. For the 12 months ended inOctober, the increase (before seasonal adjustment) was2.9 percent. The HEI excludes the effects of two types ofchanges unrelated to underlying wage ratemovements—fluctuations in overtime in manufacturingand interindustry employment shifts. In dollars of con-stant purchasing power, the HEI decreased 0.3 percentduring the 12-month period ended in September. (Seetable C-7.)
