GOVT CALLS FOR NATIONAL EXPORT STRATEGY

GOVERNMENT is pushing for the expedition of the country’s National Export Strategy that is set to

address bottlenecks in the export sector as industry players move towards improving competitiveness of local products on the foreign market.

The National Export Strategy is meant to achieve competitiveness, value addition and export diversification in areas of comparative advantage. The strategy would spur the growth of the export sector, aiming to restore confidence in the local industry that has over the years been affected by the influx of cheap imports.

Addressing delegates during the ZimTrade Annual Exporters’ Conference, the Deputy Chief Secretary for Public Sector Modernisation, Performance Management and Administration to the President and Cabinet, Dr. Ray Ndhlukula, said with a trade deficit of about US$3 billion, government has mooted an export strategy in line with the Zim-Asset economic blueprint.

Presenting the Progress Report on the Ease of Doing Business Reforms, Ndhlukula said: “The implication of the vision is to ensure that Zimbabwean enterprises remain viable and be able to grow the economy by not only supplying the local market but also exporting to other countries,”

He said that Zimbabwe should take advantage of primary commodities where it has comparative advantage and improve on value addition.

“Unfortunately, in majority of cases, these products are being exported in their raw state and at a cheaper price thereby depriving Zimbabwe of the value-added revenue,” said Dr. Ndhlukula.

“It becomes ironic that these products will then be brought back to Zimbabwe later in a value-added state and at much higher prices, hence negatively affecting the balance of trade equation,” he added.

Dr. Ndhlukula bemoaned a myriad of challenges facing exporters. He said the office of the President had launched the rapid results initiative that optimises the achievement of goals in the short term, adding that this would assist in improving the country’s exports by removing bottlenecks that hamper the growth of industry.

In his presentation, he further noted that the necessity of implementing the Ease of Doing Business reforms as part of government’s broad strategy to accelerate the implementation of Zim-Asset.

The Ease of Doing Business Reforms commenced in September 2015 after

President Robert Mugabe gave a directive to improve the investment climate in Zimbabwe.

“The main objective of the Ease of Doing Business Reforms is to improve the investment climate in Zimbabwe in order to boost local and foreign investment as well as competitiveness in the global markets.

Dr. Ndhlukula highlighted the major challenges affecting the export sector, which include complex and burdensome procedures administered by multiple regulatory agencies, low prices from the exports of non-value added products, high cost or delays caused by domestic transportation, corruption at border posts, limited access to trade finance from local and international financial institutions, multiple taxes/ levies charged, centralization of agencies in major cities and uncompetitive prices for imported inputs.

“Overally all these challenges render Zimbabwean products to be uncompetitive internationally

Industry and Commerce Minister, Mike Bimha buttressed the need for urgent interventions in dealing with institutional bottlenecks.

“It is industry that bears the immediate burden of the impediments to exports as they interface with the realities of inefficient and costly regulatory environment.

“It is, therefore, fitting that industry should be in the lead in identifying these unprogressive and burdensome regulations as well as proposing remedies to the challenges they face,” said Minister Bimha.

ZIMTRADE TO HOST THE UNPD VENDOR BRIEFING AND REGISTRATION SEMINAR

The growing multicultural population in Europe has given rise to the popularity and demand of ethnic food such as spices and herbs. European Union imports of spices and herbs

from developing countries have grown significantly in recent years. In 2014, EU imported 302 thousand tonnes equivalent to €1 billion from developing countries. This is 57% of total EU imports and almost 100% of imports from outside the EU.

The global market for spices is projected to exceed US$10 billion by 2019 at an annual growth rate of about 5%. The food processing industry will be an important driver behind this growth (Source: Markets and Markets, 2015).

China is the largest supplier to the EU (35%) followed by India (17%), Vietnam (11%), Indonesia (6.9%), Brazil (5%) and Peru (2.6%). China supplies mainly ginger (51% of imported volume) and capsicums (45%). India supplies mainly turmeric (19%),

pepper (17%), capsicums (14%) and cumin seeds (14%).

According to Trade Map, Zimbabwe has not been exporting spices and herbs to the EU countries for the past four years. However, the country has only exported a value of US$ 1, 049 000 of ginger and pepper to Mozambique, South Africa, Botswana and Ethiopia in 2015.

The top African suppliers of spices and herbs to the EU in 2015 were Madagascar (61%), Comoros (15%), South Africa (14%), Ethiopia and Uganda 3% each. Zimbabwean producers can tap into these opportunities especially in smaller or niche markets focusing on special varieties, improved quality and sustainability.

According to Centre for the Promotion of Imports from developing countries (CBI), European Union buyers are looking to establish long-term relationships with reliable suppliers. However, exporters should comply with strict requirements regarding quality, food safety and traceability to enter the European market.

Zimbabwe is a signatory to the interim Economic Partnership Agreement with the EU. Local producers of spices and herbs can fully utilise the duty free quota free access to the EU market for all qualifying products.

EU DEMAND FOR SPICES AND HERBS ON THE RISE

1. RAPID RESULTS INITIATIVES (RRI)-SHOULD BE IMPLEMENTED TO IMPROVE THE “EASE OF DOING EXPORT BUSINESS”.

• To achieve this: Government and private sector driven initiatives that achieve tangible results

2. AN ALL-INCLUSIVE STAKEHOLDER CONTRIBUTION TO THE DEVELOPMENT AND IMPLEMENTATION OF A NATIONAL EXPORT STRATEGY.

• Benchmark with international best practices (e.g. Rwanda, Kenya, Mauritius)

• Identify/select distinctive comparative advantage areas for export growth

• Focus should also include export of services

3. AWARENESS OF DEVELOPMENTS IMPACTING EXPORT TRADE.

• Access to affordable lines credit to finance exports.• Tax issues — take advantage of available tax allowances

(costs recorded as export market development expenditure, give rise to an additional allowance equivalent to 100 percent of the expense for tax purposes).

• Exporters to benefit from membership of Africa Trade Insurance (Institution provides cover for country political risk, investment and credit risk).

• Trade agreements — It is important to uphold and maintain bilateral trade agreements as a vehicle to promote exports.

• Inco-terms — Application of correct Inco-terms to minimise the costs and risks associated with exports of commodities

ZIMTRADE 2016 EXPORTERS’ CONFERENCE RESOLUTIONS

ZimTrade will, once again, host a Vendor Briefing and Registration Seminar to be conducted in Harare by the United Nations Procurement Division (UNPD) from 15-16 November 2016. The Seminar follows similar ones held in Harare and Bulawayo in 2015.

The objective of the Seminar is to create awareness of the opportunities that exist within the multi-billion dollar United Nations market as well as to assist local companies to register on the UN Vendor Roster. According to the UNPD, out of 8 700 registered companies on the UN Vendor List, only 35 are Zimbabwean companies.

The first day of the Seminar will entail training of Trade Support Institutions (TSIs) and relevant Government Ministries, to equip their staff with the requisite skills to assist local companies to register. The second day is targeted at selected companies with a potential to supply the UN market. Business opportunities that exist within the global humanitarian market will be shared at this session.

According to Trade Map, in 2015, the United Nations (UN) procured goods and services worth US$3.1 billion mainly from the UAE, USA, Sudan, Russia, South Africa and Italy. The goods and services procured included chemicals and petroleum products, architecture, engineering and construction related services, prefabricated buildings, security and safety equipment, among others.
