Borough of WestwoodGARBAGE/RECYCLING INFORMATION

THE RECYCLING CENTER is located on Harrington Avenue and Sand Road and is open Wednesday’s 6:30 am to 3:00 pm and Saturday from 8:00 am to 12:00 noon. The center will be closed New Year’s Day, Washington’s Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Friday after Thanksgiving, and Christmas Day. Note: Holidays falling on Saturday will be celebrated on Friday. Holidays falling on Sunday will be celebrated on Monday.

GARBAGE COLLECTIONDue to the significant cost savings, all garbage/trash will be picked up curbside. Garbage cans cannot exceed 32 GALLONS. Plastic bags not in a container may not exceed 50 LBS. There is a limit of 6 ITEMS per pickup.

If your scheduled pickup falls on a holiday, the pickup will be as follows: If the pickup is during the 2x per week collection, garbage will be collected on the next scheduled date. If the pickup is during the 1x per week collection, garbage will be picked up the next day. 1x per week pickup will begin on October 1, 2015 and continue until May 1, 2016 when the 2x per week pickup will resume.

THERE WILL BE NO GARBAGE/RECYCLING COLLECTION ON THESE DAYS:New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, Christmas Day. The carter will not return if the trash is not on the curb or put out on the wrong day. If in doubt, please call the DPW.

RECYCLING COLLECTION• Single Stream Recycling — All recyclables (glass, plastic, aluminum, tin, paper and cardboard)

can now be put in one container. There is no need to separate these items for recycling pick up.• Please rinse your glass, plastic, aluminum and tin.• Plastic bags CANNOT be recycled with regular recycling.• Recyclables will be collected rain or shine.• Recyclables must be at the curb by 6:30 a.m.• In the event of heavy snowfall or flooding, collection may be cancelled until the next regularly

scheduled pick up date.• DO NOT put any recyclables in plastic bags. Newspapers may be put in paper bags.

MATERIALS NOT ACCEPTED — plastic buckets with metal handles, plastic crates, plastic laundry baskets, plastic lawn furniture, plastic pet carriers, plastic coolers, plastic shelving, plastic dish drainers, and plastic closet organizers, mirrors, window or auto glass, light bulbs, ceramics, oil or antifreeze containers, coat hangers, paint cans, tar pails, vacuum hoses, plumbing accessories, building products, dishes, cooking trays, pots, pans, toasters, paper plates, towels, soiled papers, styrofoam, non-chargeable household batteries. Recyclables must be in a reusable container such as boxes and or barrels. Garbage cans cannot exceed 32 GALLONS OR ExCEED 50 LBS. Plastic and paper bags are not reusable containers.

METAL (White goods) — All types of metals must be recycled. Metal will be picked up by appointment. Call for an appointment — 201-664-2349.

PAINT — If paint is latex, take off cover, let dry and put out for garbage collection. If paint is enamel, it must be taken to Bergen County Hazardous Waste Collection Day. The number for the BCUA is 201-807-5825. See page 6.

ELECTRONICS MUST BE RECYCLED – They cannot be put in garbage.To reduce the environmental impact caused by improper disposal of computers and electronics, Westwood residents are requested to drop off their computers and electronics to the recycling center. The items to be included are: computers, lap tops, monitors, keyboards, printers, fax machines, modems, speakers, TVs (not consoles), radios, telephones and VCRs.

USED MOTOR OIL RECYCLINGBring used oil in a sealed container to the Recycling Center. There must be nothing but used oil in the container.

NO TIRE RECYCLING/NO BUILDING MATERIALSTires are NO LONGER BEING ACCEPTED at the Recycling Center. Building materials are not accepted at the recycling center.

NO PROPANE TANKSMany local propane filling stations and retailers, including home improvement centers, will accept your old propane tanks for recycling (possibly for a nominal fee) or trade-in for a new tank. Contact local filling stations or retailers to see if they participate in this program.

BATTERY RECYCLING-If it is Rechargeable, it is RecyclableAlkaline Batteries (A, AA, AAA, C, D, 9V) now fall below Federal and State hazardous waste standards and can be disposed of in the regular trash. All rechargeable batteries are recyclable and still contain mercury. To prevent short-circuiting of non-alkaline batteries for recycling, residents must individually bag each battery or tape each of the terminal ends prior to recycling. These batteries can be brought to the DPW, Borough Hall or a battery-recycling center.Automobile batteries must not be thrown in the garbage. You may bring your used car batteries to the Recycling Center.

CHRISTMAS TREE RECYCLINGChristmas trees will be recycled Monday through Friday, beginning December 26, 2017 to January 27, 2018. Trees must be placed at the curb. After January 29, 2018, all trees must be brought to the Recycling Center.1. Remove all garland, lights, decorations and tree stand.2. Remove all wire used to secure tree, wreath and greens.3. If a tree disposal bag is used, once at the curb remove bag and put in garbage.

GRASS AND YARD WASTEGrass/yard/branches/waste collection will begin on Monday, March 20, 2017 and will continue until October 10, 2017. Zone 1 will be picked up every Monday; Zone 2 will be picked up Tuesday. Grass/yard waste must be in containers. Cardboard boxes are acceptable containers. Nothing in a plastic/paper bag will be picked up. In the event of a Monday holiday, Zone 1 collection will be the next day, Tuesday.1. All grass yard waste must be in a container not larger than a 32 GALLON can or exceed 50 LBS. and out by 6:30 a.m.2. Branches: Branches can be put out with yard waste. They are to be tied into 4-foot bundles. Limit is 6 bundles. Branches will not be collected in November or December. January through March they will be picked up by appointment..3. As with all recyclable materials, grass and yard waste may be brought to the Recycling Center. Grass must be separated from other materials. LOGS WILL NOT BE ACCEPTED.

Policy & RegulationsSummonses can and will be issued to residents not complying with these regulations.

• Yard Waste Removal — Residents/landscapers are not permitted to put or leave debris in roadway. This results in clogged catch basins which will cause flooding as well make the Borough streets look unsightly.

• Snow/Ice Removal — The shoveling or throwing of snow upon a public thoroughfare or street is expressly forbidden. In the event the Borough shall incur costs for the removal of the snow from the public thoroughfare, such costs shall be charged against the owner of the real estate from which the snow was dumped or thrown upon the public thoroughfare.

• Trimming of Borough Trees — Residents are not permitted to cut, prune, disturb the roots, or remove any Borough tree. Requests for such work should be written and sent to the Department of Public Works. Trees located in the right of way (between the curb and the sidewalk) are town trees. The Westwood Shade Tree Ordinance (ord. sec. #8) states that no one shall prune or remove a town tree without permission. Neither the tree nor their roots can be trimmed or ground without the DPW’s permission. Only 5 trees can be cut down per year on a homeowner’s property. Failure to adhere to the ordinance can result in a resident being fined (ord. #14). Residents wishing to plant a tree in the right of way should call the DPW or the Shade Tree Committee for a list of the approved tree (size and species). These are the only trees permitted to be planted in this area. Shade Tree telephone number is (201) 664-7100, ext. 149.

• Garbage and Recycling must be put at the curb, not before 6:00 p.m. the night before pick up, or by 6:30 a.m. of the scheduled pick up day. Garbage cans cannot be left curbside after pick up. When planning a move you are still limited to putting out only 6 ITEMS at a time.

Due to stricter regulations, there is now an oversupply of recyclables at the domestic mills in the U.S.A. and Canada and not enough market demand for certain types of materials. As a result the Borough’s recycling marketer will not accept the following:

• Plastics numbered 3, 4, 6 or 7

• Plastic bags, including, shopping bags, garbage bags and Ziploc bags

• Plastic film wrapping, including garment bags

• Styrofoam of any kind

• Rigid plastics such as toys, crates, lawn furniture

• Hoses

• Pesticide containers

• Frozen microwave trays or food platters, even if stamped 1, 2 or 5

• Wax cardboard boxes

In addition, the Borough’s marketer will not be able to accept shredded paper. Unfortunately, the above materials must now be placed in the trash or recycled by using other alternatives. If they continue to be put in curbside recycling, they will be rejected by the marketer, sent to a landfill for disposal and the borough will be charged a disposal fee greater than what we currently pay to dispose of our own garbage.

Single stream Recycling continues to include all allowable paper/cardboard all allowable commingled recyclables put out together for recycling collection every Wednesday.

IMPORTANT: SEWER POLICYThe Department of Public Works wishes to advise residents to call the DPW first for all sewer problems. The DPW will send a representative who will then advise the homeowner if a plumber is needed. Also, please be advised that sewer covers MAY NOT be opened until a representative of the DPW is present. The Borough cannot be held responsible unless these procedures are followed.

NEW LEAF SCHEDULE2017 Leaf Removal — The The Borough will start leaf pickup on October 23rd and run through December 3rd.

Leaves placed into the street after the final pick up will be subject to a summons. LEAVES MUST BE PLACED NEATLY at the curb in piles.

Collection Procedures and Safety Tips:• NJDEP Stormwater Regulations prohibit placing leaves at street side one week prior to scheduled pick up.• NJDEP Stormwater Regulations prohibit raking leaves over storm drains. Leaves must be at least 10 feet from storm drains.• Do not place leaves in bags, garbage cans, or boxes.• Packaged leaves will not be picked up with normal garbage or trash.• Do not allow children to play in leaves, drivers may be unable to see them.• For safety reasons, do not park vehicles on leaves or near fire hydrants.• Branches cannot be mixed with leaves.

A Guide to Healthy Habits for Cleaner Water

Pollution on streets, parking lots and lawns is washed by rain into storm drains, then directly to our drinking water supplies and the ocean and lakes our children play in. Fertilizer, oil, pesticides, detergents, pet waste, grass clippings: You name it and it ends up in our water.

Stormwater pollution is one of New Jersey’s greatest threats to clean and plentiful water, and that’s why we’re all doing something about it.

By sharing the responsibility and making small, easy changes in our daily lives, we can keep common pollutants out of stormwater. It all adds up to cleaner water, and it saves the high cost of cleaning up once it’s dirty.

As part of New Jersey’s initiative to keep our water clean and plentiful and to meet federal requirements, many municipalities and other public agencies including colleges and military bases must adopt ordinances or other rules prohibiting various activities that contribute to stormwater pollution. Breaking these rules can result in fines or other penalties.

Limit Your Use of Fertilizers and Pesticides• Do a soil test to see if you need a fertilizer.• Do not apply fertilizers if heavy rain is predicted.• Look into alternatives for pesticides.• Maintain a small lawn and keep the rest of your property or yard in a natural state

with trees and other native vegetation that requires little or no fertilizer.• If you use fertilizers and pesticides, follow the instructions on the label on how to

correctly apply it.• Make sure you properly store or discard any unused portions.

Properly Use and Dispose of Hazardous Products• Hazardous products include some household or commercial cleaning products, lawn and

garden care products, motor oil, antifreeze, and paints.• Do not pour any hazardous products down a storm drain because stormdrains are usually

connected to local waterbodies and the water is not treated.• If you have hazardous products in your home or workplace, make sure you store or dispose of

them properly. Read the label for guidance.• Use natural or less toxic alternatives when possible.• Recycle used motor oil.• Contact your municipality, county or facility management office for the locations of

hazardous-waste disposal facilities.

Keep Pollution Out of Storm Drains• Municipalities and many other public agencies are required to mark certain storm drain inlets

with messages reminding people that storm drains are connected to local waterbodies.• Do not let sewage or other wastes flow into a stormwater system.

Clean Up After Your Pet• Many municipalities and public agencies must enact and enforce local pet-waste rules.• An example is requiring pet owners or their keepers to pick up and properly dispose of pet

waste dropped on public or other people’s property.• Make sure you know your town’s or agency’s requirements and comply with them. It’s the

law. And remember to: • Use newspaper, bags or pooper-scoopers to pick up waste. • Dispose of the wrapped pet waste in the trash or unwrapped in a toilet. • Never discard pet waste in a storm drain.

Don’t Litter• Place litter in trash receptacles.• Recycle. Recycle. Recycle.• Participate in community cleanups.

Dispose of Yard Waste Properly• Keep leaves and grass out of storm drains.• If your municipality or agency has yard waste collection rules, follow them.• Use leaves and grass clippings as a resource for compost.• Use a mulching mower that recycles grass clippings into the lawn.

Don’t Feed Wildlife• Do not feed wildlife, such as ducks and geese, in public areas.• Many municipalities and other public agencies must enact and enforce a rule that prohibits

wildlife feeding in these areas.
