At Child Care Resources Inc. (CCRI), we are committed to increasing opportunity for children and families in their early years – the primary purpose for which CCRI was founded.

Created to guide the systemic improvement of early care and education to ensure that children are learning and families are earning, CCRI works to further economic opportunity and mobility for two generations – parents and children. To this end, CCRI advances quality child care in an under-financed system that is based on what young parents in their early earning years can afford to pay, not what quality costs. CCRI’s work provides essential supports that better enable child care programs to deliver – and families to access and afford – quality early learning opportunities that promote children’s school success.

As the backbone organization driving child and family access to quality early care and learning opportunities, CCRI plays a key and critical role in community planning efforts to help children and families move up the opportunity ladder. CCRI is the go-to source of data, analysis, and strategic thought leadership on this region’s child care system. As such, CCRI’s expertise has informed the work of the Charlotte-Mecklenburg Opportunity Task Force and Mecklenburg County’s study of early childhood education.

As we conclude our 35th year of service to the region, CCRI continues to:

• Deepen understanding and inspire action on critical early childhood education issues;

• Improve access to early care and education, particularly for low-income families;

• Strengthen early care and education quality through scaled workforce, program, and system initiatives; and

• Drive measureable impact and results through research, planning, assessment, and evaluation.

We hope you will take a moment to read the attached report highlighting CCRI’s FY17 results and the impact of our services. Without your generous gifts, none of CCRI’s services on behalf of young children and their early learning opportunities would be possible. CCRI administers child care financial aid (under contract to Mecklenburg County, Smart Start of Mecklenburg County, and other funders) that makes it possible for income-eligible working families to enroll their children in safe and nurturing learning environments.

Children receiving subsidized 9,555 (FY17 total) child care: 6,636 (monthly average)

Children receiving subsidized care enrolled in 4- and 5-star child care programs: 6,313 (92%)

Children on the waiting list for child care financial aid: 4,108 (monthly average)

Average expenditure per child receiving financial aid: $6,936/year ($578/month)

Child care financial aid payments made on behalf of children served: $46.8 million (FY17 total)

Families receiving child care financial aid who reported gross household income less than $30,000: (91%)

SmallGROWING READERS WITH EARLY LITERACY.CCRI has grown Raising A Reader across Mecklenburg County to increase: 1) access to developmentally appropriate books for children in low-income homes; 2) the frequency and amount of time young children and their families engage in read-aloud and “book cuddling” activities; and 3) families’ use of the public library.
