    The 2016 Council Scout Youth Forum of Bacolod City Council was conducted at Boy Scouts of the

    Philippines Bacolod City Headquarters, Bacolod city.

    B. DURATION

    The 2016 Council Scout Youth Forum of Bacolod City Council was conducted, February 12—14, 2016.

    A total of 16 scouts attended the forum:

    3 from La Consolacion College Integrated School - Bacolod

    MINUTES OF THE FIRST PLENARY SESSION

    The first Crew Discussion has come to order at 7:20 pm.

    The Rapporteurs Hans Darwin Buenconsejo report the topic.

    Scout Christian T. Yee has moved the session to recess at 7:50pm

    The session has resume to order at 8:32pm.

    The Chairman appointed Scout VS Jerald Rubin as Minority Floor Leader and ES Christian Yee as the Majority

    Floor Leader.

    The Crew Leader of the Aristocrats Christian T. Yee called their Rapporteurs Hans Darwin Buenconsejo.

    Scout Muyco started to raise the question as it opened. The suggestion of Scout Muyco was moved to include by

    the rapporteurs.

    Then, Scout Negroprado raise a question and suggested the gender seperation of young ones(referred to in school

    system, such as All Girls School or BoysHome School)but the motion was not approved.

    Scout Tan viewed that the NTC should have the internet filtering to stop or lessen the rate of teenagers who are

    watching pornography.

    Until 9:34pm, Scout Perdeguero moved to approved the problem statement and seconded by Scout Rubin.

    Majority Floor Leader called the Bureaucrats, represented by their rapporteur Loreen Guanzon with their topic

    School Rule Problems at 9:36pm.

    As the Chairman opened the floor for questions and suggestions to the topic presented, Scout Buenconsejo suggest

    the topic may be change which the Bureaucrats disagree and so as the Chairman.

    Scout Rubin commented to add the SGC or the SSG on the existing project of the said topic.

    The deliberation of a question raised by Scout Buenconsejo, was participated by Scout Muyco, Scout Perdeguero

    Scout Yee and Scout Buenconsejo himself.

    As the deliberation went on, it was then Scout Muyco moved the motion to carry out the problem statement and

    seconded by Scout Facon at around 10:35 pm.

    Scout Yee, the Majority Floor Leader, called the rapporteurs of the Crew Conservatives, Scout Justin Maratas to

     present their topic "RA 8491".

    The floor was opened to discussions and questions. Other scouts raised their questions and the floor started to

    discuss, but the Chairman found that the problems and objectives presented by the Crew unclear. It was then

    suggested to review deliberately amongst them and present that in the next day.

    At 11:12pm, the floor decided to adjourn the first plenary session. Scout Muyco moved to approved the motionand it was seconded by Scout Rubin.

    MINUTES OF SECOND PLENARY SESSION

    Resolution NO. 1,S 2016 entitled the approval of the minutes of the first plenary session was moved by ES

    Buenconsejo and seconded by VS Rubin.

    At 9:34, ES Yee called the Vice Chairman of the Steering to clear the topics by the Crew Conservatives.

    At 9:48, Secretary of the Steering Committee stated some matters to discussed by the Crew Aristocrats in their

    topic presented , Premature Sexual Expirementation.

    At 9:53Raised some matters by the Chairman itself. The topic is about the RA8491.

    10:03am ES Buenconsejo presented the topic Colonial Mentality.

    The discussion was opened at 10:11am by Scout Negroprado through raising a question to discuss.

    It was Scout Muyco raised a matter about the Problem stated by the presentors. Scout Christian Yee, defended but it was mediated by Sir Rey to change the stated problem and the point was taken into consideration by the

     presentors.

    Some matters had raised to take some consideration such as "downfall of the Economy", Existing Projects and

    Agencies involved.

    Scout Perdeguero moved a motion to approve the problems stated and Scouts Facon, Rubin, Sarmen and

     Negroprado seconded the motion at around 10:29am.

    The second topic Juvenile Deliquencies was presented by Scout Trisha Ann Yee at 10:30am.

    As the discussin has come to open, there is a motion that the Subject or the Topic must be change from Minorities

    to Juvenile Deliquencies by Scout Buenconsejo which was taken by the presentors.

    The suggestion to take a deeper research for a clearer presentation and the motion to change the Aids, Action of

    Government to Agencies Involved was taken into consideration.

    Around 10:45 Scout Concepcion moved a motion to approved the problem statement and it was seconded by

    Scout Sarmen.

    2 minutes later, The topic Ethnic Discrimination as the last topic to be discuss, was presented by Scout Joshua V

    Tan of the Crew Conservatives.

    The floor was opened for discussion of the problem statement by a question raised about the Ellmic Origin.

    There is also a suggestion to amend some objectives and subject and the presentor noted these.

    Scout Christian T. Yee motion to amend some Agencies involved such as BSP and DepEd and it was taken.

    Finally, Around 11:15, Scout Buenconsejo moved to approved the problem statement and it was seconded byScouts Muralla, Negroprado and Sarmen.

    As the 2nd plenary session come to end, at 11:19, the floor decided to adjourn the session by the motion appealed

     by Scout Perdeguero and Scouts Tan and Sarmen seconded the motion.

    MINUTES OF THE THIRD PLENARY SESSION

    The Third Plenary Session started around 1:52pm.

    Scout Christian T. Yee, as the Majority Floor leader, request the Secretary for the recognition of appearance ofthe Steering Committee. Also the request for the appearances of the Crew Aristocrats, Crew Bureaucrats, and

    Crew Conservatives.

    The appearance of Hon. Wilson Gamboa Jr., SPM and EBM Gil Alfredo Severino was acknowledge by the

    floor.

    At 1:55pm, Hon Wilson Gamboa Jr. give his privilege speech and talk some matters to the floor. It was

    followed also by EBM Gil Alfredo Severino's privilege speech.

    Then, reading and approval of the resolution of appreciation, and giving of certificate of appreciation to the twohonorable guest followed respectively.

    Resolution No. 4, s. 2016 or the minutes of the Second Plenary Session was moved to approved by Sct.Buenconsejo and Scouts Facon and Rubin seconded the motion at around 2:58pm. The secretary was requested

    to present the resolution.

    Scout Buenconsejo requested the motion to recess and was seconded by by the Minority Floor leader, Scout

    Jerald Rubin.

    Exactly 4:00pm the third plenary session resumed. The Majority Floor Leader called upon the rapporteur ofCrew Aristocrats, represented by Scout Sarmen, present their SPEAR.

    Discussion followed until Resolution No. 5, s.2016 also known as The Premature Sexual Experimentation wasapproved. After the approval, the approval of the Resolution No. 6, s2016 entitled Colonial Mentality, followed

    to approved. The said two resolutions was authored by Crew Aristocrats.

    Around 4:20pm, the Majority Floor Leader called upon the rapporteur of the Crew Bureaucrats represented by

    Scout Jomar Negroprado.

    The Chairman appointed the Majority Floor Leader to mediate the further amendments to the subject "School

    Rule Problems". Followed by the stand for the re-amendment of the topic by Scout Christian T. Yee, and wasfollowed by the affirmation of the Minority Floor Leader, Scout Rubin. A full house votation from the floorfollowed for the re-amending of the subject "School Rule Problems".

    Soon after that, with no further amendments and suggestion, Resolution No. 7, s.2016, entitled "Juvenile

    Delinquencies" authored by the Crew Bureaucrats swas hereby approved.

    As the clock strikes at around 4:50pm, the Majority Floor Leader, Scout Christian T. Yee, called upon the

    rapporteurs of the Crew Conservatives namely Scout Kylle Morala and Scout Joshua Facon.

    With no further amendments and suggestion as the ground, Resolution No. 8,s.2016 entitled "Violations of the

    Prohibited Acts for RA 8491, authored by the Crew Conservatives was hereby approved.

    Another topic was presented by the rapporteurs entitled "Ethnic Discrimination" also know as the Resolution

     No. 9, s.2016 was hereby approved as a result of no further comments or suggestion coming from the majority

    of the floor.

    Then, Resolution No. 10, s.2016 or the resolution to quash the approval of the topic entitled "School Rule

    Problems" was hereby approved. Due to lack of information, the floor was divided and to that end, half of thehouse voted for amending and the other half voted for quashing. Thereupon, the resolution to quash the

    approval was hereby approved.

    Finally, around 5:30pm, the third plenary session was moved to adjourn by Scout Joshua V. Tan and the saidmotion was seconded by the Minority Floor Leader, Scout Jerald Rubin.

    Election of Council Scout Representatives

    The election of the New set Council Scout Representatives was opened by the Chairman of the Steering

    Committee . Then the Chairman appointed CSR John Paul Paniergo as the Chairman of NOMELEC as stated in

    Resolution No. 11, s.2016 also known as the Approval of the Appointment for NOMELEC , Rules of Participationand Voting.

    The election started the nomination process. Scout Sarmen nominated ES Christian T. Yee. Then, ES Buenconsejo

    was nominated by Scout Perdeguero. After that, the attention was given to Scout Guanzon as she nominated OS Negroprado. Followed by the nomination of VS Tan by Scout Trisha Ann Yee. Another nomination was appealed

    in favor for VS Rubin by Scout Muyco. Last nomination was made by Scout Batano in favor with OS Muyco.

    The division of the house was made immediately took place after the nomination process. With that, ES Yee got

    11 votes, ES Buenconsejo got 10 votes and 5 votes was given to VS Tan and VS Rubin each. Thus, ES Christian

    T. Yee and ES Hans Darwin Buenconsejo was elected as the new Council Scout Representatives of the BacolodCity Council.

    Around 6:20pm Resolution No. 12, s.2016 entitled as the Approval of the Appointment of the Newly Elected

    Council Scout Representatives was hereby approved.

    CSR Hans Darwin Buenconsejo ES assumed the office as Chairman for the Steering Committee.

    6:25pm Scout Perdeguero moved to adjourn the session and Scouts Facon, Tan and Rubin seconded the motion.

    RESOLUTION OF APPRECIATION TO HON. SPM WILSON GAMBOA, JR.

    WHEREAS, Hon. SPM Wilson Gamboa, Jr., gave a talk for the Special Features of the 2016 Council Scout

    Youth Forum as a Local Council Executive Board Member of the Boy Scouts of the Philippinesand also a Sangguniang Panglungsod Member, Chairman for Environment/Ecology.

    WHEREAS, Hon. SPM Wilson Gamboa, Jr., gave his thoughts, insights and opinions regarding the subjec

    topics that are being discussed by the forum.

    PREMATURE SEXUAL EXPERIMENTATION-  Is something that is performed before proper, usual or intended time involving or relating sex.

    II.  PROBLEM/S

    -  Increasing the number of people having STD

    -  Early child birth

    -  Abortion

    III.  EXISTING PROJECTS

    -  RH bill-  Family planning

    -  Sex education

    -  Seminars and symposiums about parenthood.

    IV.  AGENCIES INVOLVED

    -  WHO - published guidelines in 2011 with the UN Population Fund.

    -  DSWD- The Department of Social Welfare and Development (DSWD) said Monday it is also

    conducting Youth Development Sessions (YDS) to address the alarming increase of teenage

     pregnancies.

    -  BSP &GSP- having open forums and sessions that talks about premarital sex and teenage pregnancy.

    -  DEPED – teaching sex education to students.

    -  Teen Pregnancy Prevention Program - We promote four population-based strategies (service

    learning, adult-teen communication and comprehensive sex education) to work in concert with theclinical family planning direct services to prevent teen pregnancy.

    V.  RESOLUTION:

    BE IT RESOLVED THAT:

    -  an open discussion should take place among all of the parties concerned. A better understanding of

    each party’s perspective would allow for better decision making on the resolution of the pregnancy.

    -  To teach teenagers about different types of contraceptives.

     psychological treatment.

    -  Seminars and Symposium should be done to those place who have a high status of teenage pregnancy

    RESOLUTION ON THE SUBJECT “COLONIAL MENTALITY”

    COLONIAL MENTALITY

    -  is thinking that foreign products and talents is better or best than the local products and talents.

    PROBLEM/S

    -  the Filipino culture slowly dissolves/vanishes (over powered by foreign culture)

    -  the government is allowing the fake product to be imported in the Philippines.

    -  the downfall of Philippine economy

    -  Filipino people converting to other nationalities

    III.  EXISTING PROJECTS

    -  conducting surveys and DTI stickers.

    IV.  AGENCIES INVOLVED

    -  DepEd – (department of education),teaching proper filipino heritage and to advertise filipino products

    -  DTI – (department and trade and industry), checking the products that goes inside and outside the

    country.

    -  BFAD – (bureau of food and drug administration), checking the food and drugs in the philippines

    -  DOA – helping the farmers and have the records of agriculture products.

    V.  RESOLUTION:

    BE IT RESOLVED THAT:

    -  Advertise the Filipino products which is being compared w/ other products.

    -  Having school-to-school tour to have a symposium, campaign, and open forum about certain products

    of the Philippines

    -  Adding to the new curriculum the subject Filipino heritage and cultures

    -  Showing the world how luck you are that your Filipino by sharing our culture to other countries

    through ads & verbally sharing the Filipino culture.

    offenses, curfew violations and traffic violations.

    -  Scouts implements activities such as air scouting, sea scouting, and exploring scouting, so the interest

    or the mind of minors will be put in these major activities which can help children to avoid some

    crimes or delinquencies.

    the prohibited acts of the R.A. 8491 Section 34.

    So, be it then resolved as it is hereby resolve that the country or the agencies supporting the R.A. 8491

    to conduct a campaign or symposiums regarding the R.A. 8491, so that the said Republic Act can be

    implemented more effectively.

    We could conduct a campaign by teaching all the governing officials the dos and don’ts in dealing al

    of the heraldic items and devices of the Philippines.

    A.  APPOINTMENT OF NOMELEC

    WHEREAS, the incumbent Council Scout Representatives (CSRs) are appointed to chair the NOMELEC.

    B.  RULES OF PARTICIPATION

    WHEREAS, rules of participation is invoked from the Scout Youth Forum Handbook, p. 12, Part IV., Section B Provisions

    1.  Number – atleast two(2) delegates per unit represented.

    2.  Age – 13 to 17 ½ during the Forum.3. Selection – Boy Scouts and Senior Scouts currently Registered, holder of at least

    Outdoorsman Scout Rank, and elected by the Scouts from among themselves

    in their respective Units.C.  VOTING

    WHEREAS, the members of the Forum will vote two of the nominated members also of the Forum using secret ballot.
