West Side Interceptor Rehab/Redundancy • Interceptors receive accumulated sewage from sewer branches

• This project will repair the existing 45-year old interceptor

• Implementation of 2010 report from StructurePoint

• A parallel interceptor will be constructed under the CSX RR and Hwy 20

• This interceptor collects wastewater for nearly the entire sewer service area, which includes Portage and several other contributors

Wastewater Treatment Plant

Treatment Plant Bio-solids • Bio-solids are the organic materials resulting from treated sewage

• This project will expand and improve our bio-solids system

• Implementation of 2010 report from StructurePoint

• 13% increase in capacity- Essential for continued growth within City

• Preparation for additional development

WWTP Field Crew Facility • This project will relocate the sanitary field crew from a facility at the Street Department to

the wastewater treatment plant • Additional storage for new equipment • Allows Street Department to utilize the existing facility

• Project is local match for widening/modernizing Central Avenue

• Hamstrom Road to Scott Street

• Since 2007 the City has invested approximately $750k for design and right-of-way purchases in preparation for construction

Cost: $1,300,000

• Project will eliminate flooding on Willowcreek Road south of U.S. Hwy 6

• Create development opportunities along Willowcreek Road

• Combined DLZ & SEH study with ongoing design work

Willow Creek Headwaters Regional Detention System

Cost: $1,250,000 plus land acquisition

• Current site with poor drainage and infrastructure affecting composting operations

• County is now paying for limb mulching with an understanding that the site will be upgraded and open to public

• Improve east side of Airport Road for safety and stormwater management

• The projects total $10.5M

• The Utility Service Board has a bonding capacity of $18M with the rate increase

• The intent is to keep the bond below $10M

• Some projects or project components can be removed from the bond and “cashed” without affecting bonding rates or capacity to keep bond at $9.5 to 9.95M
