• Report includes a count of individuals experiencing absolute homelessness at specific points in time

• Registry Week and the Point-in-Time Count are referred to as “enumeration events” throughout this document. Enumeration events are relatively new.

• Baseline data assists in efforts to address homelessness in London. While an enumeration event has limitations, it provides a starting point for measurement.

• Explores the use of London’s emergency shelters between 2011 and 2015

• The analysis of billing data, from 2011 to 2015, provided an opportunity to learn about trends in emergency shelter use

• The results will help inform the development of solutions to address, reduce, and prevent homelessness in London.
