Over the past four years, the Better Housing Coalition (BHC) board and staff have worked hard to lay a foundation for future growth. We have taken some difficult but necessary actions to improve cash flows and portfolio performance while reducing debt and expenses. These efforts have paid off, as illustrated in our improved 2016 financial results. We intend to build on this foundation. To that end, last year our board of directors approved an ambitious, three-year strategic plan for BHC’s growth and long-term sustainability.

We are determined to meet each objective of this plan. To do that, we must maintain a laser-like focus in four strategic areas: perfecting our housing development model; achieving greater financial capacity; fostering a high-performance staff culture and augmenting our resident services programs.

We took a number of steps toward those goals in 2016, a few of which are highlighted in this report. As one example, we hired Monique Johnson as our Chief Operating Officer. After an extensive search yielding 80 applicants, we found this excellent addition to our leadership team in our own back yard. Also, BHC became a charter member of NeighborWorks® America last year. NeighborWorks is a national organization that provides training, technical assistance and financial resources to its members. We also joined the Housing Partnership Network, another national association of strong affordable housing developers. Our association with these organizations will help build our financial strength, and enhance staff support and training. BHC staff have already benefited from exchanges with their fellow colleagues nationwide.

Despite our progress during the past year, we cannot become complacent. We still need contributions and grants to cover operating costs; our goal of financial self-sufficiency has yet to be met. We face competition from nimble for-profit developers. Federal, state and local funds for low- to moderate-income housing developments are steadily shrinking. Housing development, by its very nature, is risky and expensive. We have much work to do and many rivers to cross.

Finally, we never forget the 3,000 reasons why we are in this business — our residents. In 2016, BHC awarded nine adult residents higher-education scholarships from our recently established Founders’ Scholarship Program. This investment has already shown a remarkable ROI: two of our students made the Dean’s List, and one made the honor roll during this first year of support. We applaud all of them for their determination and hard work as they strive for personal success.

We have much to celebrate as we continue to lay the groundwork for a bright future. Thank you for your interest in and support of our work.

Implementing Best Practices in Community Development After a rigorous, year-long vetting process, BHC became a charter member of NeighborWorks® America, a national organization that provides training and other resources to community development corporations across the country. NeighborWorks supports a network of more than 240 nonprofits like BHC, and offers valuable opportunities for peer-to-peer exchanges to learn best practices from their colleagues.

Among the criteria evaluated prior to granting membership are the ability to form meaningful local partnerships, degree of engagement by the board, extent to which the organization performs well financially, and past and future potential impact on the community they serve.

NeighborWorks is the nation’s leading trainer of community development and affordable housing professionals. To date, nearly 20 BHC employees have already benefited from training and networking opportunities.

Preserving and Maintaining Affordable HousingJust as important as building affordable housing is the preservation of our existing assets. These efforts are costly and years in the planning; but are critical to ensure that existing properties remain available to the many who need them.

$10 million in financing provided by Union Bank allowed BHC to refresh the Winchester Greens community in North Chesterfield in 2016. General contractor J.D. Lewis replaced roofs, porches, decks and trim with low-maintenance composite materials; and upgraded HVAC systems, water heaters and closet doors for the 240 units.

In the Fan District, our three-story, historic Columns on Grove senior community received new porches, roof and infrastructure repairs with the help of grants totaling $280,000 from the Nunnally Foundation, Roller-Bottimore Foundation and the City of Richmond. “The Columns” also received much-needed weatherization updates to increase energy efficiency through Dominion’s EnergyShare program.

Investing in Human CapitalIn an environment where the federal, state and local commitment to affordable housing is increasingly uncertain, BHC must continuously identify ways of operating more effectively, cultivate new resource streams and retain creative and committed innovators throughout the organization. One such innovator is Monique Johnson, hired as BHC’s Chief Operating Officer in September 2016. Monique’s role is one that encourages and models a culture of reinvention and continuous improvement through an intentional focus on people, processes and organizational infrastructure.

Prior to joining BHC, Monique was a Senior Loan Officer for Virginia Community Capital, a funding source for affordable housing and economic development initiatives throughout the Commonwealth. She’s a familiar face, having served on the BHC and BHCM Boards of Directors. This experience, coupled with a previous three-year stint at BHC as senior project manager, means that she came to her position with a strong understanding of BHC’s mission, vision and operations.

Reducing Barriers to Higher EducationThere is a growing wealth gap in this country between college-degree holders, and those without. Yet several barriers face students from lower-income families as they attempt to bridge the gap between educational aspirations and college degree attainment.

BHC aims to lower some of those barriers for residents who wish to achieve higher education. Through annual college campus visits conducted by resident services staff, young BHC residents get exposure to various academic campuses, and experience the excitement of seeing people their age in that environment.

To encourage academic achievement at all ages, BHC offers its Founders’ Scholarship Fund, which provides financial assistance to any resident age 17 and older seeking higher education. In 2016, nine BHC residents received the first distribution of $10,000 from the fund, named in honor of founders Mary Tyler McClenahan and Carter McDowell. In the first year, two recipients made the Dean’s List, and one achieved honor roll.

Fostering Healthier EnvironmentsTo provide a healthier and safer environment for BHC residents, BHC launched “Breathe Easy,” a smoke-free initiative in July 2016. Beyond the potential health risks to residents, the increased maintenance costs, additional unit turnaround time and accidental fire dangers present with indoor smoking were too great for BHC to ignore.

To support those residents who decided to take this opportunity to quit smoking, BHC hosted on-site smoking-cessation workshops with local experts, and provided other helpful resources. Since that time, we have been encouraged by the stories of some of our residents who took action. In particular, some of BHC’s senior residents found they are living healthier, and are realizing more disposable income after quitting.

Once the smoke-free initiative is fully implemented by year-end 2017, BHC stands to save an estimated $100,000 in operational costs per year.

Building Wealth in Areas of OpportunityIn our efforts to reduce blight, build family equity and provide affordable home ownership options, BHC continued its build out of the “Model Block” in North Church Hill (1300 blocks of N. 26th and N. 27th Streets).

In collaboration with partners Project:Homes and the Southside Community Development and Housing Corporation, BHC has converted 53 vacant, overgrown parcels of land containing 30 blighted structures into a total of 40 attractive, affordable, single-family homes for sale to first-time homebuyers.

Bittersweet moment: BHC homes on the model block represent what may be our final development of affordable single-family homes in Church Hill. As intended, our $50+ million investment in that neighborhood over time has stimulated substantial private investment in the area, making most new property acquisition unattainable. Our work in Church Hill is nearly complete.
