John Baker State President John is the Managing Director of kwp! which is Adelaide's largest advertising agency and best known for their work on Coopers Brewery, South Australian Tourism Commission and the RAA. He has been an active member of Brighton since 1977 and has held numerous positions at both club, State and National levels. This has included being South Australian Lifesaving Director. In addition to his current role as State President he is a Junior Age Group Manager and a member of the Westpac Lifesaver Rescue Helicopter Crew. John also chairs several sub committees within SLSSA and was recently appointed as the SLSA Deputy National President.

Craig Caldicott Craig has been actively involved in Surf Life Saving since 1968 when he obtained his Bronze Medallion. He has been the honorary legal adviser to SLSSA since 1979. A past President of Brighton SLSC, former Deputy-President of SLSSA. He has held the position of Chairman of the National Judiciary and also the State Judiciary. He has held positions on the Constitution Committee and the Qualification Committee. Craig is currently a life member of both the Brighton SLSC and SLSSA. He has been a Board member since 2009. In addition, Craig is the managing partner of the law firm Caldicott Lawyers and has been involved in the law for 35 years. He is also a director of South Australia's largest landscaping company.

John Devitt

John joined Moana in 1963 and obtained his Bronze medallion in 1964. He has held positions of Club Captain and Chief Instructor at Club level and has competed in surf boats. A former member of the Board of Examiners, John is still an active Official. John has been recognised with Life Membership at both Moana and South Port SLSC's. He joined South Port in 96 and was Club Captain for three years, Vice President one year, was President 13 years. John has held various positions on the Surf Boat Panel, and been a member of the State Board of Management since 2008.

Patrick Hansen

Patrick has been an active member of the Semaphore SLSC since 1988 as an age manager, surf official and committee member. His three children are all actively involved in surf lifesaving with his two eldest being proficient patrolling bronze members and his youngest competing in the Under 14 age group.

He has extensive experience and an understanding of all three levels of government having worked for both state and federal levels in the parliamentary and executive branches of government as well as a 10 year stint as an elected council member.

Currently, Patrick is a senior public servant in the Department of Planning, Transport and Infrastructure in the area of planning reform and governance. He holds a Bachelor of Laws and has 25 years’ experience serving on various not-for-profit boards and committees.

Ronald Harwood

Ron Harwood joined the Board in 2012 and held the position of President at Christies Beach SLSC for 12 years. He has filled the roles of Boat Captain, Vice President, Facilities Director including Club President over 23 years. Ron was also the inaugural Chairperson of the SA Boat Rowers League when involved in the Boat area. Currently retired after 33 years in Management of GE Finance, he fills his time between the Christies Surf Life Saving Club, SLSSA and his family.

Heather Thompson

Heather is a Life Member of Grange SLSC and Surf Life Saving SA. Heather is the General Manager of Finance and Corporate Services for the Maxima Group Inc. She truly enjoys working at Maxima as it has similar values as Surf Life Saving in education and helping people. Heather has been a recipient of the Australian Volunteer of the Year in 1995 and the Australian Official of the Year in 2007. Heather is a trainer, assessor and official. She is the Beach Referee at the Australian and World Championships. Her love is working with young people and has over the years facilitated many state development camps and trips interstate for them. She has been a member of the Australian High Performance Team and has taken a development team of athletes to New Zealand. She was a member of the National Youth Development Panel for many years and was a member of the group that designed the original Age Group Leaders courses.

Jim Plouffe

Jim Plouffe began his working life as a tank troop commander in the Canadian army but his passion for rugby union took over and brought him to Australia. The change of continent and career led to more new starts, and he found himself spending the next two decades in South East Asia and Sydney as a journalist and editor through to Editor in Chief of Readers Digest in Asia. A desire for his family to grow up in a more relaxed manner soon led them to Australia. Jim joined SLS in his 30s and was soon involved in surf boats. Now a member of Henley Jim still rows as well as assists with juniors and making sure his three daughters get to all their training sessions aswell.

Kirsty Low

Kirsty is the Risk & Insurance Manager for ASC Pty Ltd – Australia’s largest specialised defence shipbuilding organisation with 30 years’ experience. Kirsty is a member of the Australian Institute of Company Directors and holds a Master in Business Administration. She is an experienced leader with both a commercial and military background (Kirsty served in the Royal Australian Navy as a submariner) spanning across quality, risk, insurance, project management, workplace health and safety, business continuity, crisis management and security.

Kirsty and her family first joined surf lifesaving in late 2011 when they relocated from Warnbro, Western Australia. Joining Semaphore Surf Lifesaving Club to meet new people and actively participate within their community has led to a love of surf lifesaving for the Low family. Kirsty rows surf boats and is also an age group manager alongside husband Aaron who is an age group manager and Semaphore’s Boat Captain. They have two children, Mykenzie and William, who are active in both senior and junior programs.

Simon Boag

Simon is an active member of West Beach Surf Lifesaving Club and has three children competing in junior and senior age groups. His family became involved in surf lifesaving in 2012, bringing a relatively new perspective to the Board.

Simon has been CEO or General Manager of several well-known South Australian health businesses including Ashford Hospital, Gribbles Pathology and SA Heart. He is currently CEO of Benson Radiology.

Originally a Sports Physiotherapist, Simon has previously been Senior Physiotherapist at Collingwood Football Club and a Director of Olympic Park Sport Medicine. He has held several Board Director roles in the health, sports and education sectors.

STATE PRESIDENT’S REPORT

An impressive set of statistics can present an organisation as important and effective. In centuries past, however, there were no statistics so people had to rely on stories.

In our organisation, there are both statistics and stories. But it’s the stories that really define who we are, what we do and why.

Story 1: We Save The Ones We Can It was early afternoon on Anzac Day. The crew of the Westpac Lifesaver Rescue Helicopter, pilot Steve Mitchell, senior crewman Chris Parsons and rescue crewman Ashley Sanders were airborne again having just refuelled at Goolwa Airport.

SAPOL called up on the radio. Three people were in trouble at Victor Harbor’s notorious Petrel Cove.

On arrival our crew saw a man clinging desperately to a small, rocky outcrop, being pulverised by the heavy swell. Clearly exhausted and very frightened, he was moments from losing his grip.

The second of the three had made it back to shore. The third man was nowhere to be seen - missing in big seas.

Our crew assessed the situation rapidly. The man in the water, being pounded against the rocks, was not reachable by land. Further, given the heavy swell, a boat rescue was not an option - certainly not without putting other lives in danger.

The helicopter crew decided to drop the rescue swimmer into deep water and then ‘T-Bag’ him up against the man who was still desperately clinging to the rocky outcrop.

With extraordinary skill, the pilot and senior crewman positioned the chopper directly above the frightened man. To effect the rescue, they had to manoeuvre the rescue officer to coincide with ‘valley’ of the swell: all this time the chopper was being buffeted by strong winds. For his part, the rescue officer demonstrated great courage and skill by securing the patient despite being tossed around by the heavy swell himself.

After delivering the patient to the “ambos” waiting on the beach, the chopper crew turned their aircraft back into the wind and out to sea to search for the third missing man. They searched until fading light forced them to return to Adelaide airport.

Despite the herculean efforts of SAPOL, SES, Volunteer Marine Rescue and other Surf Life Saving Services, the missing person, a teenager, was never found.

Story 2: Courage and Instinct

It was a blistering hot Saturday afternoon at Henley Beach. Four young boys, Jack Mather, 9, Daniel Hogan, Lachlan Frances and Jake Butterfield, all aged 10, were keen to get in some extra board training before Nippers started.

As they were doing ‘ins and outs’ they spotted a woman in her mid 30s gasping for breath in deep water at the end of the Henley jetty. The woman had gone for a swim during which she suffered a severe asthma attack.

It was clear to the Nippers that she was in serious trouble. Without a moment’s hesitation, they paddled out to her. By the time they got there she was swallowing water.

Two boys positioned their boards either side of her, holding her arms to keep her afloat. The other two paddled back to shore to alert the patrol.

The patrol launched their inflatable rescue boat and recovered the woman who, by this time, had lost consciousness. Rebecca Woods, only 16 herself, pulled the woman into the IRB and commenced mouth-to-mouth as the patrol raced back to shore. By the time they beached, the woman had started to breathe again.

There is a key point here. As skilled and courageous as they were at Petrel Cove, our chopper crews are specialists, trained to perform such rescues.

On the other hand, our four Nippers, 9 and 10 years old, responded on the basis of instinct and initiative - both of which are products of their environment and their surf lifesaving training.

STATE PRESIDENT’S REPORT

We Are One of the Best! Surf Life Saving is, arguably, one of the most dedicated and community-minded volunteer organisations in the country. We are also unique in that, simultaneously, we are:

• a vital emergency service; • a major sport; • a youth movement; • a registered training organisation; • and focal point and community hub for thousands of Australian families.

A Vital Emergency Service Every year we deploy over 2600 volunteer Surf Lifesavers on South Australian Beaches from Whyalla to Robe. In the last 15 years, by virtue of specialist crews and the formation of new clubs and services, we have doubled our presence on the South Australian coast. Last summer, our volunteers saved 122 lives. We saved 258 lives the previous year. Thus, in the context of these statistics, it is very surprising when some challenge our status as an emergency service.

A Major Sport With coloured bunting and competitors in bathers and iconic cloth caps, a Surf Life Saving carnival is an immediately recognisable and uniquely Australian event. Last year alone, Surf Life Saving SA convened 32 separate events over 12 months. Our surf sports programs now include open ocean events, pool events, IRB racing and short-course events that last 2-3 hours.

South Australia’s recent contribution to the National Review of Surf Sports was a significant and important one, contributing to innovation and improved experiences for competitors. By training for, and competing in, surf sports, we all become better surf lifesavers. Simply put, the more members who are active in surf sports, the more skilled, experienced lifesavers we’ll have on our beaches

A Vibrant Youth Organisation As a popular and reputable youth organisation, Surf Life Saving SA boasts close to 3,000 active Nippers, aged from 5 to 15 years. In a recent survey conducted by Repucom, ‘Nippers’ was the second most recognisable junior participation program in the nation. Nippers is about more than healthy Australian kids: it’s about instilling in our young people a sense community service while they train to save lives.

A Great Australian Registered Training Oragnisation As a registered training organisation (RTO), Surf Life Saving trains nearly 18,000 South Australians in pursuit of various awards. Our RTO function upskills our own members and, importantly, equips ordinary mothers and fathers with first-aid and CPR skills. Last year Surf Life Saving SA’s member education programs resulted in a 24% increase in attained awards. This means we have more, better qualified members patrolling our beaches.

Hall of Fame In October 2016 Surf Life Saving SA celebrates its 64th anniversary. It has taken us a long time but I’m pleased to report that we’ve finally instituted our own “Hall of Fame”. On behalf of the Board, our staff and their nearly 8,500 fellow members of Surf Life Saving SA, I offer sincere congratulations and thanks to all of our award winners and the inaugural “Hall of Fame” inductees. You have contributed to Surf Life Saving, you have contributed to our state and you have contributed to our nation. We are very proud of you all. These stories and statistics reflect very well Surf Life Saving SA. We are in great shape and I know we all look forward to an active and safe 2017 on South Australia’s coastline.

CEO’S REPORT

On behalf of Surf Life Saving SA (SLSSA) I am proud to present you with the 2015|2016 Annual Report.

There have been some great success stories, along with key changes over the last 12 months to ensure we achieved the goals set out within our Strategic Plan.

Something was that extremely important to launch was the Inaugural SLSSA Hall of Fame. I am delighted that this was so well received as it showcased, recognised and promoted the work done by our volunteers since the inception of Surf Life Saving in South Australia. The Hall of Fame Inductees were recognised at our Annual Awards of Excellence which was held at Adelaide Oval.

Sustainable Business

SLSSA continued the work on our plan around sustainability and commercial growth and in particular it was pleasing to note that our Registered Training Organisation (RTO) the Australian Lifesaving Academy South Australia, returned a profit for the first time since its inception. We also implemented a clear organisational structure to best move the business forward including the employment of a Lifesaving Operations Officer and Surf Sports Officer.

Whilst our membership remains steady, we are working through strategies to increase participation and breaking down barriers.

Stakeholder Relationships

With the growth of our RTO, our education and training department was supported by a new Learning and Development Advisory Committee. This committee will focus on the ongoing development and quality improvement of our education and training to members and to the public. We will also shortly commence a strategy on an approach to target further schools to conduct our first class First Aid and CPR training.

Thanks must go to the South Australian Government through our Minister Peter Malinauskas MP and South Australian Fire and Emergency Services Commission (SAFECOM) CEO Malcolm Jackman for their support, but in particular their commitment to our Club redevelopment program. This program will see our Surf Life Saving Clubs built to contemporary standards.

We were delighted to maintain our Parliamentary Friends supported by both Chris Picton MP and David Speirs MP. I thank them both for their efforts in continuing to drive this.

Healthy and Safe Community| Saving Lives

For the 2015|2016 patrol season our rescue figures reduced by 34% which indicates that risk taking behaviour on our beaches has been reduced through public education and preventative action on patrol. Surf Life Saving SA extended our patrol coverage over the weekends through maximising the productivity of our State Emergency Crews specifically our Rescue Water Craft and Jet Rescue Boats by extending their patrols from 8.00am to 6.00pm on weekends and public holidays. This extension saw us perform 21 rescues in hours that would not have had patrol coverage in previous seasons.

Surf Life Saving SA’s patrolling members performed a total of 74,717 volunteer hours, 122 rescues, 912 first aid treatments and 16,900 preventative actions. These statistics also included 139 shark alarms, 94 searches for missing people and 57 lost children. With over 9.2 million* people visiting our beaches each year a huge thanks must go to our dedicated members who commit their own personal time to keep our public safe across the South Australian coastline.

CEO’S REPORT

Surf Life Saving SA also announced an inaugural State Chaplain – Brian (Bandy) Edwards. Bandy commits a lot of personal time supporting members and staff during difficult times and I thank him, as well as our Club Chaplains for their ongoing chaplaincy work.

SA Water VACSWIM was again very successful for us last season with the program delivered at 37 sites to almost 4,000 students aged between 5 and 13. Through our school based surf education program we also reached 5,732 students from 180 schools. This critical first aid and aquatic education will equip students with a respect for water safety.

Surf Sports became a major focus for us with the commencement of the inaugural High Performance Academy program with Flinders University. The program has been designed to provide selected athletes with a high performance training environment and to improve our state performance. The improvement in professionalism and physical conditioning of our athletes will remain a key focus particularly leading up to the 2018 Lifesaving World Championships in Adelaide.

With a mission to save lives and build healthier and safer communities I was delighted to see the majority of our Clubs extend their patrolling hours beyond the traditional days of Saturday and Sunday between 12.00pm and 5.00pm. Some of our large metropolitan Clubs have the ability to service AM and PM shifts as well as extending patrols for weekdays with extreme temperatures. This has had terrific take up and again we couldn’t do this without those dedicated volunteers.

Thank you to our State Frontline Service Crews who cover the Westpac Rescue Lifesaver Helicopter, Jet Rescue Boats, Rescue Water Craft and the SURFCOM command centre. Thanks also to our volunteer advisory committees – Lifesaving, Sports and Learning & Development and the Awards and Recognition Committee. Thank you to my team for their dedication and commitment to our goals. We have worked hard to build the culture we want and have some exciting times ahead.

In closing I thank John Baker and the Board of Surf Life Saving SA for their support, guidance and friendship. They commit a great deal of time to Surf Life Saving SA across many different sub-committees as well as volunteering across our movement.

Lastly, SLSSA will launch a new strategic plan for 2016 through to 2019 which will include the Lifesaving World Championships to be held at Glenelg Beach in November 2018.

GOVERNANCE Surf Life Saving South Australia Inc. (SLSSA) has a membership base of almost 8,500 members. The organisation is affiliated with Surf Life Saving Australia (SLSA).

STATE COUNCIL Establishment of the State Council is to provide guidance to the Board and consult with the Board in relation to matters relating to Surf Life Saving in South Australia. The State Council comprises the State President (President of the Board, John Baker) and a Club President (or their nominee) from each affiliated club in South Australia.

THE BOARD AND ITS COMPOSITION SLSSA’s Board is critical to ensure the overall business operations and strategic planning. It enacts SLSSA’s strategic direction and priorities to be both appropriate and achievable, ensuring the financial sustainability and security of Surf Life Saving in SA. SLSSA’s Board will consist of eight members, or no more than ten at any given time. The Board comprises the President and up to nine directors, four of which may be Independent along with the CEO who is a non-voting member.

These essential and critical services are provided to mitigate risks and coastal ha ards on our beaches enabling safer participation in aquatic recreational activities through the saving of lives and reduction of risk through preventative actions.

Surf Life Saving SA is pleased to report that we have been able to reduce drowning rates by 21 in ust one year of the BeachSA E initiative. LIFESAVING SERVICES

The introduction of this technology will allow our SURFCOM command centre to manage incidents and major emergencies in real time from any location or in transit as well as provide GPS tracking abilities for our Lifesavers increasing their safety on the water immeasurably.

For the public the most critical factor in determining a life or death outcome in an emergency situation is response time. This project is the single most significant thing we can do to improve reaction time and deliver a more agile and responsive service. The data that we will be able to collect through this network will allow us to significantly increase our effectiveness in predicting threats, identifying risks and responding to life threatening emergencies.

SLSSA also increased our emergency callout responses by 208% from 65 incident responses last season to 220 this year.

SLSSA also extended our patrol coverage by 6 extra hours per weekend through maximising the productivity of our State Emergency crews especially our Rescue Water Craft and Jet Boat Crews who now work together to patrol from 9.00am -6.00pm. This extension has seen them perform 31 rescues in hours that would not have had patrol overage in previous seasons.

SURF SPORTS Surf Sports play a pivotal role in the surf lifesaving movement and are unique in that, unlike any other sport, their intent is to aid in developing the skills necessary to carry out saving lives on our beaches.

HIGH PERFORMANCE

The Surf Life Saving SA High Performance Academy trained its inaugural class of 50 athletes this summer. Our partnerships with Flinders University and the South Australian Aquatic and Leisure Centre have been critical in this venture and together we have built a sophisticated, scientifically sound and comprehensive Surf Sports High Performance program in South Australia.

In just one season we have seen vast improvement in the professionalism and physical conditioning of our athletes as well as encouraging results on the national competition circuit.

As we prepare to host the Lifesaving World Championships we are determined to prepare our athletes to become home town heroes and represent Australia here in Adelaide in 2018.

South Australia won 26 Medals, this includes youth and masters, at the Australian Lifesaving Championships “The Aussies”; 9 Gold, 7 Silver and 10 Bronze.

NATIONAL SURF SPORTS REVIEW

Over the past year SLSSA has participated in the national surf sports review. This review, conducted by Surf Life Saving Australia (SLSA), undertook a process to understand sport and recreation programs and products can be better leveraged to increase our participation, as well as break down barriers and increase the effectiveness of our surf lifesavers to save lives and build better and safer communities.

As a result of the review, four key recommendations were made to increase the opportunities and engagement of both sport and recreation participants and therefore strengthen the physical competence of surf lifesavers around Australia. These recommendations covered barriers to participation, membership categories, community engagement, use of technology and organisational culture.

STATE SURF SPORTS REVIEW

With the above in mind, SLSSA also undertook and continues to undertake a State Surf Sports review around competitions, carnivals and events, state championships as well as coaching, officiating and the overall engagement in surf sports. The Board chartered the review as well as the upgrade of our surf sports equipment. The 2016|2017 season will see these changes begin to be implemented.

COMMUNITY, EDUCATION, TRAINING AND MEMBER SERVICES Surf Life Saving is a unique not for profit community organisation and the largest volunteer movement of its kind in the world. Our members continue to be our most important resource and it is all of these members from the youngest Nipper to our Life Members that all contribute to our mission of saving lives. This area of our business will also be further supported with the introduction of a Learning & Development Advisory Committee which commences in July 2016.

TRAINING AND DEVELOPMENT

Surf Life Saving SA continues to provide effective and efficient member education to ensure the future sustainability of our Surf Life Saving SA Clubs. The training could not occur within our Clubs without the Trainers and Assessors that give up their time to ensure that Members are competent to perform duties required to increase frontline services and improve the safety of our beaches. As a registered training organisation, our Academy has delivered 1,862 Member Awards which is an increase of 24% on the year before and delivered First Aid training to 3911 members of the public.

Some key achievements include:

• Update power craft resources and assessment to streamline processes;

• Work with the IRB Trainers and Assessors to support a Club led assessment process;

• Introduction of school holiday Bronze Medallion courses;

• Informative up skill sessions for all club trainers and assessors members in training and assessing of all awards;

• Introduction of a new beach management course;

• SMAR courses.

FIRST AID TRAINING SLSSA is also a registered training organisation delivering accredited and non-accredited first aid training courses to our members the South Australian community. This year our Senior First Aid Trainer was accredited with training first aid in mental health. This area of our business continues to grow and we continue to welcome new corporate and school partnerships.

ON THE SAME WAVE

Through our on the Same Wave Program 89 young people from culturally and linguistically diverse (CALD) backgrounds attended a surf safety beach day in December at Henley Surf Life Saving Club. Community presentations with a range of stakeholder groups also delivered aquatic safety education to almost 3,000 participants including international students, indigenous communities, migrant communities and new Australians.

SA WATER VACSWIM

Surf Life Saving SA delivered VACSWIM at 37 sites to 3,815 students aged 5-13. The coastal communities we worked in stretched along the South Australian Coast from Beachport in the South to Penong in the North West and across APY Lands.

Surf Life Saving SA delivered SA Water VACSWIM and aquatic safety education across 4 sites in the APY Lands spreading the water safety message to 200 Indigenous students in remote South Australia.

SURF EDUCATION This year our school based Surf Education program has reached 5,732 students from 180 schools. This critical first aid and aquatic safety education will equip these students with a respect for water and an ability to enjoy our greatest natural resource safely.

SURF BABIES AND LITTLE LIFESAVERS

Surf Babies and Little Lifesavers are water confidence and surf safety programs designed for new parents and young families. Surf Babies caters for parents with children aged 6 months to 2 years while Little Lifesavers works with children aged 3 to 5 years old.

With 142 students participating in the pilot programs, Surf Life Saving SA delivered 45% above our original program participation target. The programs took place at three locations in two terms of ten weeks. Next year the program will add another beach site and more sessions to grow the program by 100% a target of 290 students for 2016/2017 summer. It is our goal to connect with families in their formative years and ensure that parents and children get the correct safety skills and information right from the beginning.

SURF SISTERS

Surf Sisters is an initiative designed to act as a mentorship program and social network, which supports the success of our female members. Surf Life Saving SA has a strategic investment in developing the potential of our female members particularly in leadership roles.

Although we now have an almost 50/50 split between males and females in our in-coming membership, at senior and legacy levels we see female investment in our movement drop away significantly. Our goal is 50% representation for men and 50% representation for women in leadership roles and long-term participation figures across the organisation. We have equal participation; we now strive for equal representation.

The Surf Sisters Initiative reached 738 participants and included several events which were: The Level Up Campaign, The Surf Sisters Breakfast of Champions, Super Clinic, Surf Sisters Mentorship program, Surf Sports Mermaid Festival.

Twenty five women nominated by their clubs also completed the Australian Institute of Company Directors Foundations of Directorship Course. We have been told that this is the most significant single investment in building female leadership capacity made by a single sporting body in Australian history.

We thank the Office of Recreation and Sport and the Australian Sports Commission for supporting the project.

The impact of the program will continue to be measured and as we progress into 2016 and 2017 the program will alter to best meet the needs of our female members. The Federal Government has also shown interest in this program so we look forward to what is reported on this time next year.
