1. Multicultural QueenslandQueensland is a multicultural success story being home to people who speak more than 220 languages and hold more than 100 religious beliefs.

To acknowledge the role culturally and linguistically diverse communities play in building a better Queensland, the Government has introduced the Multicultural Recognition Act 2016 (https://www.legislation.qld.gov.au/LEGISLTN/ACTS/2016/16AC001.pdf) that recognises and promotes multiculturalism in Queensland.

The Multicultural Recognition Act 2016: promotes Queensland as a united, harmonious and inclusive community and will foster

opportunities for people from culturally and linguistically diverse backgrounds to participate in all aspects of life in our prosperous state

acknowledges that a diverse, dynamic and cohesive society will deliver important benefits for all Queenslanders, including the community, government and business sectors

recognises our diverse cultural heritage and aims to ensure that government services are responsive to the needs of our multicultural communities.

The Multicultural Recognition Act 2016 commits the Queensland Government to: establish a Multicultural Queensland Charter that will outline the principles of promoting harmony,

inclusion and fairness and acknowledging the unique cultural contribution of Aboriginal and Torres Strait Islanders

establish a Multicultural Queensland Advisory Council to provide direct advice to the Multicultural Affairs Minister to ensure government policies support the needs, aspirations and contributions of people from diverse backgrounds

develop a whole-of-government multicultural policy and action plan to ensure that government services are responsive to the needs of our multicultural communities.

The Government is committed to a safe, caring, harmonious, united and inclusive Queensland. Through the Celebrating Multicultural Queensland grants program, dedicated funds are committed by the Government annually to support celebrations of our wealth of cultures as well as promotion of increased social cohesion.

enhance appreciation and recognition of diverse cultures in Queensland promote community awareness about the benefits of multiculturalism foster cohesion across diverse cultural groups and the wider community facilitate increased understanding and cohesion between diverse cultural groups.

The “Signature Events” funding category is established to support high profile multicultural and diverse cultural events across Queensland that have strong community support and attendance, and have strategies in place to increase community awareness of Queensland’s cultural diversity and its benefits.

The “Cultural Events” funding category is established to support different forms of multicultural celebrations including events that promote acceptance and understanding of a particular culture or religion by other cultural groups and by the wider community.

Community support is vital to successful delivery of diverse cultural and multicultural events. Organisations are encouraged to involve people from diverse cultural backgrounds in events planning and delivery and demonstrate these inclusive aspects in the application. Any evidence of support, if available, should also be included in the application.

Organisations are encouraged to work collaboratively to develop joint applications for similar events that will be held around the same time and within nearby locations.

Organisations are also encouraged to consider developing events that would support promotion of Queensland Multicultural Month in August 2017. (Timing of Multicultural Month is subject to approval and formal announcement)

The Government anticipates that a government contribution to multicultural events will help strengthen community harmony and participation. It is necessary to specify in the application how the requested grant supports increased community harmony and participation.

7. Assessment of applicationsA Grants Assessment Panel will assess the applications by taking into account how strongly each individual application addresses the program objective, funding priorities and funding criteria. The panel will also consider the local needs, emerging community issues, geographical spread of available funds, and to what extent the proposed events would support the celebration and promotion of the benefits of multiculturalism, as well as foster a harmonious and inclusive Queensland.

To be eligible, proposed events under individual funding categories must demonstrate alignment with the funding criteria listed.

Panel consideration Assessment criteria

Alignment of program and category objectives

The application submitted under a particular funding category should clearly outline how the proposed event aligns with the description and objective of the funding category.

Alignment with funding priorities The application should clearly demonstrate what funding priority/priorities it aligns with and how it aligns with that particular priority/priorities.

Alignment with funding criteria The application should clearly indicate the funding criteria for the relevant category that the application aligns with and describe how it aligns with these criteria.

Planning of the event The application should demonstrate practical timelines, milestones and performance measures.

Budget The application is to contain a realistic and complete budget for the proposed event with a clear outline of how the grant will be used to implement the event.

Applications will be assessed on the basis of merit. It is unlikely that funding will be provided to different festival events that are of a similar nature within the same location. Therefore, it is recommended that applicants work collaboratively with their local community groups and relevant service providers on the development of applications to avoid duplication in local efforts.

Organisations may be asked to submit further details or provide clarification during the assessment process. An application may be moved between event categories if considered more appropriate.

The Grants Assessment Panel’s recommendations will be used to support funding decisions. Funding will become available once the Minister for Multicultural Affairs announces the funding decisions and after successful applicants have entered into a grant agreement and provided their bank details. The process of assessment and decision making may take several months.

It is anticipated that funding outcomes for multicultural events under the 2016–17 funding round of the Celebrating Multicultural Queensland grants program will be announced before the end of December 2016.

Due to high demand, approved events may be funded at a lower amount than requested. If necessary, a revised program plan may be negotiated.

Funding decisions are final and no further discussions will be entered into.
