RESOLUTION NO. _____
A RESOLUTION TO CLOSE CONTRACT 13-11-D, PROVIDE DISTRIBUTION DOCK CREW SERVICES
RECITALS:
1) By Resolution 13-085 dated May 28, 2013, the District awarded Contract
13-11-D, Provide Distribution Dock Crew Services to Magnum Power.
2) By Resolution 15-050 dated March 23, 2015, the District exercised its
option to renew Contract 13-11-D for the third and final year. District staff report no
work was performed by Magnum Power during the first, second or third year of the
Contract; therefore, no expenses were incurred.
3) It is in the best interests of the District to close Contract 13-11-D, Provide
Distribution Dock Crew Services.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, to close Contract 13-11-D, Provide
Distribution Dock Crew Services.

A RESOLUTION AUTHORIZING AWARD OF CONTRACT 16-07-D TO POTELCO, INC. TO CONSTRUCT
VEEDOL SUBSTATION
RECITALS:
1) By Resolution No. 16-033 dated February 22, 2016, the District called for
bids under Bid Document 16-07-D, Construct Veedol Substation.
2) On April 4, 2016, the District opened 4 bids as follows:

Inc. meets all terms and conditions of Bid Document 16-07-D. A review of the bidder’s
experience, qualifications, financial and work references verified that this company
fulfills all necessary requirements and staff recommends award of Contract 16-07-D to
Potelco, Inc.
4) It is in the best interests of the District to award Contract 16-07-D to the
lowest responsive bidder, Potelco, Inc. with an authorized expenditure of $3,441,970.99
(three million, four hundred forty-one thousand, nine hundred seventy dollars and ninety-
nine cents).
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Contract 16-07-D is awarded to

Potelco, Inc. The General Manager is authorized to issue a Contract with Potelco, Inc.
subject to the filing of the Contract and a Performance and Payment Bond in accordance
with the District’s specifications and which contract and bond are to be in a form that is

RESOLUTION NO. ________
A RESOLUTION AUTHORIZING A MEMBERSHIP APPLICATION AND A SOFTWARE AND SERVICE AGREEMENT WITH NATIONAL
INFORMATION SOLUTIONS COOPERATIVE
RECITALS:
1) Resolution 15-172 authorized the District to issue a Request for Proposals
for an integrated software solution.
2) After evaluation of the proposals submitted, Resolution 16-030 authorized
negotiation of a contract with National Information Solutions Cooperative (NISC).
3) NISC has developed a Software and Services Agreement to provide the
District with an integrated software solution. NISC is a cooperative and also requires the
District to become a member in order to receive software services. Staff recommends
execution of these agreements with NISC.
4) It is in the best interests of the District to enter into agreements with NISC
for membership and to provide an integrated software solution.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that a Membership Application and a
Software and Services Agreement are hereby approved, and the District’s General
Manager is hereby authorized and directed to issue said Agreement on behalf of the
District.

RESOLUTION NO. _________
A RESOLUTION AFFIRMING CHANGE ORDER NO. 2 TO CONTRACT 15-19-W, METHOW BOAT LAUNCH
MAINTENANCE DREDGING
RECITALS:
1) By Resolution No. 15-191, dated October 5, 2015, the District awarded
Contract 15-19-W, Methow Boat Launch Maintenance Dredging, to Pacific Pile &
Marine.
2) Change Order No. 2 has been prepared to extend the completion date to
May 15, 2016 to allow final grading and seeding of the dredge disposal area to be
completed during dry weather. Additional time is needed for the material to dry.
3) Previous change orders, brought the total cost of the contract to
$627,500.00. District staff recommends that the District approve Change Order No. 2
which would extend the completion date to May 15, 2016 with no change in cost to the
District.
4) It is in the best interests of the District to approve Change Order No. 2 to
Contract 15-19-W.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Change Order No. 2 to Contract 15-
19-W, Methow Boat Launch Maintenance Dredging is affirmed by the Commission.

A RESOLUTION REJECTING BIDS UNDER BID DOCUMENT 15-27-W, 2016 HEAVY EQUIPMENT SERVICES FOR THE
WELLS HYDROELECTRIC PROJECT
RECITALS:
1) By Resolution No. 16-012 dated January 25, 2016, the District called for
bids under Bid Document 15-27-W, 2106 Heavy Equipment Services for the Wells
Hydroelectric Project.
2) On February 29, 2016, the District opened one bid as follows:

Tunnel Hill Granite $599,761.20 Chelan, WA Engineer’s Estimate $486,000.00
3) The bid is greater than 115% of the engineers estimate. It is necessary to
reject the bid since RCW 54.04.080 prohibits awarding a contract for more than fifteen
percent in excess of the estimated cost of the materials or work.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the bid be rejected under Bid
Document 15-27-W, 2016 Heavy Equipment Services for the Wells Hydroelectric
Project.

1) By Resolution No. 16-028 dated February 8, 2016, the District called for
bids under Bid Document 16-08-W, Provide and Install Pond 1 Bird Exclosure at Wells
Hatchery.
2) On March 28, 2016, the District opened 5 bids as follows:

Services, LLC meets all terms and conditions of Bid Document 16-08-W. A review of the
bidder’s experience, qualifications, financial and work references verified that this
company fulfills all necessary requirements and staff recommends award of Contract 16-
08-W to Net Services, LLC.
4) It is in the best interests of the District to award Contract 16-08-W to the
lowest responsive bidder, Net Services, LLC with an authorized expenditure of
$130,850.00.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Contract 16-08-W is awarded to Net

A RESOLUTION AUTHORIZING A CALL FOR BIDS UNDER BID DOCUMENT 16-16-W, 2016-2017 HEAVY EQUIPMENT
SERVICES FOR THE WELLS HYDROELECTRIC PROJECT
RECITALS:
1) Public Utility District No. 1 of Douglas County periodically requires
heavy equipment services to perform maintenance and emergency work at various
locations of the Wells Hydroelectric Project. It is in the best interest of the District to
have a qualified heavy equipment contractor on hand to assure completion of necessary
work in a timely manner and in accordance with state law.
2) Staff recommends that the District solicit bids in compliance with RCW
54.04.070 to provide 2016-2017 Heavy Equipment Services in accordance with the
specifications, terms and conditions of Bid Document 16-16-W. Sealed bids will be
accepted until May 9, 2016 at 1:30 p.m. Pacific Time in the District’s East Wenatchee
headquarters office.
3) It is in the best interests of the District to issue a call for bids under Bid
Document 16-16-W, 2016-2017 Heavy Equipment Services.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Bid Document 16-16-W is hereby

A RESOLUTION AUTHORIZING A CALL FOR BIDS UNDER BID DOCUMENT 16-20-W, UPGRADE THE UPLIFT MONITORING SYSTEM AT THE
WELLS HYDROELECTRIC PROJECT
RECITALS:
1) The District monitors uplift pressures on the Wells Dam
Hydrocombine structure in accordance with the procedures in the Dam Safety
Surveillance and Monitoring Plan (DSSMP). The uplift pressures are measured
manually and evaluated in the annual Dam Safety Surveillance and Monitoring
Report (DSSMR) for the Wells Project.
2) Jacobs Engineering Group, the District’s consulting engineer for the
Wells Project, has identified inconsistencies in the manual uplift pressure
measurement procedures and recommends upgrading the uplift monitoring system
by installing continuous pressure monitoring instrumentation.
3) Staff recommends that the District solicit bids in compliance with RCW
54.04.070 to upgrade the uplift monitoring system in accord with the specifications,
terms and conditions of Bid Document 16-20-W. Sealed bids will be accepted until May
23, 2016 at 1:30 p.m. Pacific Time in the District’s East Wenatchee headquarters office.
4) It is in the best interests of the District to issue a call for bids under Bid
Document 16-20-W, Upgrade the Uplift Monitoring System at the Wells Hydroelectric
Project.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Bid Document 16-20-W is hereby
approved, and the District’s General Manager is hereby authorized and directed to issue a
call for bids to upgrade the uplift monitoring system at the Wells Hydroelectric Project.
