On behalf of the Ohio Association of Community Action Agencies’ Board

of Trustees, welcome to the 2015 Winter Legislative Conference! We are

happy to bring to you a great lineup of presenters and workshops, which

we believe will bring value to your staff and your agency.

Over 6,000 staff members make up this great network across Ohio’s 88 counties.

Our agencies have created jobs, built homes, educated children and adults

and nurtured families while on their path to self-sufficiency. While poverty touches every community, our network has never wavered from our mission

to provide opportunities for our communities and those we serve.

As you participate in this annual conference and connect with others across the state, it is our hope that you will

be inspired with fresh ideas to continue developing innovative solutions for your communities. While here, in

addition to attending the breakout sessions, we strongly encourage you to attend your district meeting on Wednesday

afternoon. District meetings are one of the best ways for the OACAA board to hear directly from the members we

represent.

The strength of our network is a direct result of the strength and enthusiasm of each and every one of you.

Association of Community Action Agencies’ 2015 Winter Legislative

Our network continues to make great strides against the War on Poverty.

Your creation and implementation of successful programs and your

continued efforts to leverage private, state and federal funds helps low-income people across the state and

This is an opportunity to advocate on behalf of Community Action’s mission, organization, and agency specific programs.

OCA Program and Compliance Updates Wednesday, 2:15 pm - 3:45 pmThis session will include brief updates on: program integrity, PIPP Plus program evaluation and rule revisions,

and federal policies that will impact local CAAs and the OCA including organizational standards, state account-

ability measures and state plan requirements.

District Meetings: Wednesday, 4:00 pm - 5:00 pmDistrict meetings will be held and moderated by chairs of each district.

Dealing with ADA, FMLA and WC All at Once Breakout Session A, B and CThis three-part session will review regulations pertaining to the Americans with Disabilities Act, Family Medical

Your Money, Your Goals: A Financial Empowerment Toolkit for Social Family Development Services Program Breakout Sessions A and BWhile financial empowerment has long been identified as part of the solution to poverty, related services—such as tax assistance, mainstream financial services, consumer protection—are often missing in programs that aim to help families escape poverty. In many programs, case managers and other frontline staff play a vital

role connecting families to services that can and should include the myriad financial empowerment resources available in communities nationwide. The Consumer Financial Protection Bureau (CFPB) has developed Your

Money, Your Goals: A financial empowerment toolkit for social services programs to equip frontline staff with fundamental financial empowerment principles, an understanding of consumer protection issues, and tools and skills to help clients understand what financial empowerment and stability mean for them and to refer clients to other related local financial empowerment services. Come to this session to review the toolkit and discuss how you can use it to help your customers. Presented by Josh Summer, Development Director at OACAA.

The Fear of Leaving Poverty Breakout Session CThis session will look at how fear impacts a person who is in poverty and their ability to become self-sufficient. Fear has a genuine impact on both the mind and the body. Not only does it have a mental impact, it has a physical

impact as well. In this workshop, we will explore fear and how the interactions affect the way we operate and

how it can interfere in our ability to make decisions. We will learn some techniques to help people control their

fear reaction. Presented by Lorie McClain, Program Specialist at OACAA.

Getting More from your Social Media Breakout Session BWhen done right, social media is one of the best ways to raise awareness and connect with stakeholders, however

many organizations struggle with how to effectively harness social media to drive results for their organization.

In this session Krista Neher, CEO of Boot Camp Digital will show you how to build a strategic social media

plan. In addition, you’ll discover how leading organizations are using top tools like Facebook & Twitter, as well

as emerging social networks like Instagram and Pinterest. Krista will show you insider tips and best practices to

help you maximize your efforts.

Public Relations Experts Panel Discussion Breakout Session CSession presenters Frank Robertson and Krista Neher will be joined by Mason Gray, Director of Community

Relations at Cincinnati-Hamilton County Community Action Agency and Lance Cranmer, nonprofit Media/Public Relations Specialist and former longtime journalist, to answer participant’s questions about photography,

social media, and interacting with the news media. Moderated by Kathryn Clausen, Communication Director at

OACAA.

PUBL IC RELAT IONS TRACKPublicity, Photography, Confidentiality and Sensitivity: Find a Balance Breakout Session AA picture is worth 1000 words and sharing the Community Action story with local communities, lawmakers and

the media helps our network continue working toward our mission. Finding the balance between celebrating our

successes while maintaining sensitivity to our customers, however, can be difficult. Photojournalist Frank

Robertson will discuss and provide tips and techniques for maintaining confidentiality and client sensitivity while capturing visually interesting photographs to help tell our story. Presented by Frank Robertson, Multimedia Specialist/

Photojournalist at NNCO Gannett/Chillicothe Gazette.

Katrina Metzler, OCA; Tom Baer, OPAE; Adrian Andrews, Columbia Gas of Ohio; and John Sarver, CHN.

Using OCEAN as a Management Information Tool Breakout Session BThe OCEAN system collects a tremendous amount of data which can be used by agencies as a source of

information to improve program management. OCEAN also can be used to assist program implementation in

a number of ways. OCA Staff will provide insight into how to use OCEAN as more than a reporting system.

Strategies for Combining Multiple Programs to Provide Comprehensive Services to Clients Breakout Session CAgencies deliver weatherization and home repair services using multiple programs. Terry Jacobs from WSOS

Governor John Kasich Thursday Lunch

As Governor, John Kasich’s top priority is to create a job-friendly climate so Ohioans

can get back to work. By closing an $8 billion budget shortfall without a tax increase,

reducing taxes by more than $800 million, cutting wasteful spending and eliminating

red tape, Ohio is getting back on track. Unemployment is going down, more Ohioans

are finding work, and all three credit rating agencies now give Ohio a “stable” credit outlook.

Kasich is no stranger to taking on and solving big problems. He served as a member

of Congress from central Ohio for 18 years and, as the chairman of the House Budget

Committee, he led the effort to balance the federal budget for the first time since 1969 and helped enact historic welfare reform.

After leaving Congress in 2000 and running for President, Kasich worked as a managing director in the In-

vestment Banking Division of Lehman Brothers, where he helped companies secure the resources they needed

to succeed and create jobs. He was also a commentator for FOX News and a Presidential Fellow at his alma

mater, The Ohio State University.

Kasich is the author of three New York Times best-sellers: Courage is Contagious; Stand for Something; The

Battle for America’s Soul; and Every Other Monday, which was published in 2010 and focuses on the importance of

faith in making both everyday choices and life-changing decisions.

Known for being straightforward, optimistic and energetic, Kasich brings a commonsense, results oriented focus to

the Governor’s Office. Governor Kasich wants to work with you to create a better Ohio.

Denise Harlow, CCAP Thursday Breakfast

Denise Harlow, CCAP was named the Chief Executive Officer of the Community Action Partnership in December 2014. She has been with the Partnership since 2011 and served as Senior Director of Training and Technical Assistance and Interim Chief Operating Officer. Prior to her tenure at the Partnership, she was the CEO of the New York State Community Action Association and Sr. Vice President for Capacity Building for the New York Council of Nonprofits.

Ms. Harlow has more than 25 years of experience in the nonprofit sector, has served on several nonprofit boards of directors, and was an appointee to the Governor’s Early Childhood Advisory Council in New York State. She has a Master’s Degree in Social Work from the University at Albany where she was also a Fellow on Women and

Public Policy at the Center for Women in Government and Civil Society. She also holds a Bachelor’s Degree in Social Work from Valparaiso University.

David Bradley Friday morning

David Bradley gives a voice to the voiceless. For nearly three decades, David has been the preeminent advocate in Washington, D.C. working closely with the Congressional leadership and with numerous administrations, to ensure federal policies related to major social service programs make a difference in the lives of low-income Americans.

David is the principle author of the Community Services Block Grant, which provides the core funding to the nation’s CAA network. David has been widely praised by leaders of both political parties. The unique role he has crafted in Washington and his nearly unrivaled access to pow-erbrokers in the Congressional leadership has made David a popular presence on the

speaker circuit. His speaking engagements provide his audiences with an insider’s perspective of the political climate in Washington that is gleaned directly from political and party leaders. He frequently is asked to provide his analysis of upcoming elections, as well as pending legislation.

2015 Winter Legislative Conference

Adrian Andrews is the WarmChoice Team Leader at Columbia Gas of Ohio. Ms. Andrews manages the day to day operations of the WarmChoice program, is responsible for quality assurance and compliance and provides support to the Columbia Gas portfolio of DSM programs. She began her career with the WarmChoice program as a consultant with Enercom, Inc., a firm specializing in gas and electric utility consulting; joining Columbia Gas of Ohio in 1999.

Tom Baer is a Field Manager at Ohio Partners for Affordable Energy (OPAE) and oversees field operations for AEP’s Community Assistance Program, DP&L’s Smart Energy Community Program, FE’s Community Connections Program, and an assortment of programs funded by small gas companies and Duke. Mr. Baer was trained as a social worker. He has worked in weatherization for over 30 years, 28 years with COAD and with OPAE since 2010.

Kathryn Clausen joined the Ohio Association of Community Action Agencies (OACAA) as Communications Director last fall and brought with her over a decade of nonprofit experience with over half of that time spent directly in the Community Action Network. She earned her associate’s degree from Ohio University and graduated Summa Cum Laude from Franklin University with her bachelor’s degree in communications. Ms. Clausen is responsible for regular communication with multiple audiences including OACAA members, federal and state lawmakers, media and the general public.

Philip E. Cole has been the Executive Director of the Ohio Association of Community Action Agencies (OACAA) since 1989. Throughout his career, he has been nationally recognized for his advocacy for issues of low-income people through his work at OACAA and numerous Ohio boards, commissions and task forces. He is a recipient of the Charles W. Peckham Award for Humanitarian Leadership as well as the National Community Action Foundation Robert M. Coard Advocacy Award. Mr. Cole is a graduate of Bowling Green State University, the University of Toledo College of Law, and was an Executive Scholar of the John F. Kennedy School of Government of Harvard University.

Lance Cranmer is a graduate of Bowling Green State University with a BS in Broadcast Journalism and a graduate of Kent State University with a MA in Journalism/Public Relations. In early 2014, Mr. Cranmer left a lengthy career in journalism to pursue a career in nonprofit. He joined CAC of Fayette County as the Agency Planner before moving to the Columbus area and joining National Church Residences as the Media/Public Relations Specialist. NCR is the largest non-profit provider of affordable senior housing in the country and currently operates 340 communities in 28 states and Puerto Rico. Mr. Cranmer has had a wide range of experiences in television broadcasting, print and online journalism, combined with his knowledge of Community Action and nonprofit public relations.

Olivia Eveland, Administrative Monitor for the Home Weatherization Assistance Program (HWAP), Office of Community Services, Ohio Development Services Agency, plays an essential role in providing program oversight and support to the providers. Her duties include grant application review and revision, grantee administrative monitoring, program policy and procedure review and development, and grantee instruction and training as needed. She also assists the OCA IT staff in OCEAN enhancement, planning, and testing for HWAP. Before joining the HWAP team in 2013, Ms. Eveland worked as the Program Coordinator for the Electric Partnership Program (EPP) at OCA. In addition to her experience at the State level, Olivia also has 3 years of experience at the agency level.

Kay Frances has inspired audiences in 38 states and Canada since 1984. She offers a healthy dose of laughter

that can be just what the doctor ordered for your event. With her clean and upbeat stress management presentations,

people laugh while they learn without straining their brains. Kay has been a professional stand-up comedienne,

morning radio personality, director of marketing for a national restaurant chain, TV talk show host and family

caregiver. She holds an MBA, a degree in Physical Education and a third degree black belt in karate. Ms. France

will be speaking at the Women’s Event: Say “Yes!” to Less Stress.

Dr. Michael T. George is a positive and motivating speaker as well as a best-selling author. Growing up in a

small town in West Virginia, Dr. George was taught the principles of faith, family, hard work and freedom. His

father, a decorated veteran of the Vietnam War, instilled a sense of patriotism in Michael at a young age. That

principle of hard work would get its first chance to blossom when Michael left home at age sixteen to get a job in another part of his home state in order to finance his desire to attend a private school. Always a student of history, his passion for his country took on a new interest after the events of 9/11 when he began traveling the

nation sharing the inspiring stories of America to keep alive the principled ideals of the founding fathers. Drawing on

history, he takes the leadership principles used to found a nation and applies them to your organization in a way

that is both meaningful and practical. Fusing the elements of entertainment and education into one exciting experience

is what Dr. George does best. The My Story of America series highlights the founding American principles of

life and liberty, faith and freedom.

Mason Gray, Mason Gray is the Director of Community Relations for Cincinnati-Hamilton County

Community Action Agency (CAA). His key responsibilities include external and internal communication,

advertising, publication development and event coordination. Prior to his arrival at CAA in 2005, Mason

spent five years as Communication Director for the Children’s Defense Fund Ohio – working with media outlets in Columbus, Cincinnati, Cleveland, Dayton, Toledo and Akron. In addition to his PR experience, Mr. Mason

has produced and hosted radio talk shows, freelanced for national publications and blogged for AOL and for a

subsidiary site of the Washington Post. Mr. Mason holds a bachelors in degree in Communications from the

University of Cincinnati.

Terry Jacobs, Housing and Energy Director for WSOS, is responsible for all Housing and Energy programs

and staff. The department administers the Home Weatherization Assistance Program (HWAP), Electric Partnership Program

(EPP), Columbia Gas WarmChoice program, FirstEnergy Community Connections Program, AEP Community

Assistance Program, Ohio Housing Trust Fund (OHTF) program and Community Housing & Impact Preservation

(CHIP) grants for twelve Northwest Ohio communities. Before joining WSOS in 2006, Mr. Jacobs worked as

a commercial sales representative for Pella Windows and Doors. Jacobs serves as a board member for the Sandusky

County Habitat for Humanity, Ohio Partners for Affordable Energy (OPAE) and is the Northwest Ohio Regional

Representative for the Policy Advisory Committee that reports to the Ohio Development Services Agency (ODSA).

Lorie McClain has been with OACAA since 2004 and is a certified trainer in the Prep Within My Reach curriculum and Love’s Cradle curriculum. Ms. McClain is a Family Development Specialist and Trainer, as well as a certified Personal Financial Teacher. She is directly responsible for managing all of OACAA’s Training and Technical

Assistance (TTA) and other funded programs.

Sean McGee is Managing Principal at Cause Impact, LLC. An experienced strategist, manager and entrepreneur,

McGee has 20 years of leadership experience in conceptualizing, developing and managing new enterprises.

Following his undergraduate studies in Electrical Engineering at The Ohio State University, Mr. McGee has

continued his pursuit of knowledge and has earned two certificates of Excellence in Social Enterprise from The Ohio State University through studies of marketing, strategy, leadership, finance and human resources. In

addition, he has served as a regular guest lecturer at the OSU Fisher College of Business; as a judge for the Ohio

State University Business Plan Competition, the Irish Impact Social Venture Competition at Notre Dame

University, the Groundwork Group Nonprofit IT Creativity Awards (OH and CA), and other Social Impact/ Social Enterprise competitions. For seven years, he served as community advisor for the OSU Business Builders

Club, a student organization for undergraduate entrepreneurs at the Ohio State University. In 2008, he coached

the team that won the inaugural Social Enterprise Award from the OSU Fisher College of Business.

Katrina Metzler, Section Supervisor for Weatherization, Office of Community Assistance, the Ohio Development Services Agency, has managed HWAP for the past two years. Prior to assuming those duties, she was an

administrative monitor for ODSA, where her primary duties included traveling to sub-grantees, monitoring

performance, providing training and technical assistance, and ensuring compliance with the Codes of Federal

Regulations and other policies. Before joining the State’s HWAP team, Ms. Metzler was the Coordinator for

Adult Basic Literacy Education in Pickaway County and taught General Equivalency Diploma classes for more

than 14 years. Katrina has also served on the advisory boards for Head Start and the Pickaway County Literacy

Council. Currently, she acts as the chairperson for weatherization for the National Association for Community

Service Programs board and is a weatherization representative to the State Energy Advisory Board to U.S.

Assistant Secretary of Energy Dr. David Danielson, a firm specializing in gas and electric utility consulting; joining Columbia Gas of Ohio in 1999.

Krista Neher is the CEO of Boot Camp Digital, author of the bestselling Social Media Field Guide, Visual

Social Media Marketing and the textbook Social Media Marketing: A Strategic Approach and an international

speaker. Krista is a social media pioneer, having run one of the first successful corporate Twitter accounts – before social media was even a recognized phrase. Krista has over 10 years of branding and marketing experience,

working with companies like Procter & Gamble, GE, Macy’s, Google and the United States Senate and has been

featured as an expert in the New York Times, CNN, Wall Street Journal, NBC, CBS, Mashable and the

Associated Press. Krista is passionate about social media and created one of the first accredited social media certification programs in the world.

Dave Parker is the Founder of Cause Impact, LLC, a social purpose business he created in 1999 to help

social sector nonprofit organizations identify, evaluate and optimize their social impact in innovative and sustainable ways. He is a graduate of The Ohio State University and did post-graduate work at Otterbein College, Masters

of Teaching program. Mr. Parker has nearly 25 years of marketing, product development, sales and management

experience and received the Social Enterprise Alliance’s inaugural Award for Membership Excellence. In addition,

Mr. Parker acted as Executive Director of the National Center for Social Entrepreneurs and is an active member

of the Social Enterprise Alliance, the Leader-to-Leader Institute, National Center for Nonprofit Enterprise, and the Alliance for Nonprofit Management.

Tom Reed is the Executive Director of the Gallia-Meigs Community Action Agency in rural Appalachian Ohio

having served in that position since 2003. Over the past 30 years, Mr. Reed has worked in various positions within the

Community Action Network with a primary focus on employment and training. It was the Community Action

slogan of “helping people help themselves” that made for an easy career choice. Tom has served two terms as the

board chair for the Corporation for Ohio Appalachian Development which is a consortium of 17 community

action agencies in Southeastern Ohio. He also serves on the board of the Ohio CDC Association and as the board

president of Ohio Association of Community Action Agencies (OACAA). As an active member of his community,

Tom serves on many local committees including past president of the Meigs County Chamber of Commerce, board

chair of Serenity House Shelter, River City Players, United Fund for Meigs County and the Local Emergency Planning

Commission. He also serves on the board of directors of the Farmers Bank and Savings Company. Mr. Reed is a graduate of

Mareitte College. He lives in Pomeroy, Ohio with his wife Kathy.

Frank Robertson is a South Dakota native who graduated from South Dakota State University with a BA in

News-Editorial Journalism. Over the past 20 years, he has worked as a photojournalist at two of South Dakota’s

largest daily newspapers and at his alma mater, SDSU. Mr. Robertson came to Ohio in 2004 and has been with

Chillicothe Gazette Media since 2005, first as a staff photographer before assuming the role of Multimedia Editor in 2007. Mr. Robertson has received numerous awards for his story-telling through photojournalism over the course of

his career though is rewarded most by his service to the community. Mr. Robertson regularly volunteers as

an instructor and mentor for youth and young journalists through programs such as the Crazy Horse Journalism

Workshop and the Child Protection Center of Ross County’s Kid’s Day.

John Sarver has worked as a coordinator, program manager, and now as the assistant director of energy and water conservation programs during his 14 years with Cleveland Housing Network. He is actively involved with the management of the Housewarming Program, funded by Dominion East Ohio. Before joining Cleveland Housing Network, Mr. Sarver was an HVAC and lead technician, as well as an HWAP and Housewarming inspector. In all, he has worked in technical positions for over 25 years. John served 4 years as the chairman of the board of Ohio Partners for Affordable Energy, and currently serves as vice chair.

Josh Summer has over a decade of experience in organizational development and planning. He is a Certified ROMA trainer, Technology of Participation (ToP) certified strategic planner and facilitates board training and poverty simulations. Mr. Summer has presented organizational sustainability at local, regional and national conferences. He is a graduate of the University of Wisconsin Madison’s School of Human Ecology where he focused his studies on financial literacy and consumer education. As the Development Director at OACAA, Mr. Summer is responsible for creating new partnerships with community organizations, other social service providers, government entities, corporations and potential funders. He is also responsible for funding research, grant writing and program design and evaluation.

Scott Warrick is currently President of his own Human Resource Consulting, Employment Law and Training Firm based in Columbus, Ohio. His organization specializes in assisting human resource professionals and companies with all their proactive employee relations, compliance and training needs. Mr. Warrick has over two decades of experience as a human resource professional or employment/labor attorney. He received his master’s degree in Labor and Human Resources from The Ohio State University and his law degree from Capital University College of Law, where he graduated Summa Cum Laude and was class Valedictorian.
