Mayor’s MessageIt’s an exciting time as Council, Boards and Committees begin transitioning into our new roles. We’re busy continuing the good work of our previous Council and preparing to refocus our municipal priorities, beginning with an update to our strategic plan. The term we hear most often is “progressive.” To me, this means working with our residents, neighbours and stakeholders to achieve Specific, Measurable, Achievable, Realistic and Timely economic development, youth retention and regional collaboration goals.

A glance through this guide demonstrates some of these goals and shows our committment to providing the best services possible to serve our community and our region. I’m so proud of our offerings and there are two Spring/Summer activites I’d like to share with you. Starting with some warm summer thoughts, and my favourite passtime: summer strolls along the Saugeen River. There is no better way to start your day than with a relaxing walk on our trails! Once summer is in full swing, I look forward to our Sights & Sounds Festival. I hope you will join us for a celebration of music, arts and culture. Hanover’s Biggest Block Party rolls into town the last full weekend of July. Save the date - July 23 to 26, 2015!

Council MeetingsHanover Council meets in the Council Chambers located on the 2nd floor at the Civic Centre, 341 10th Street, Hanover.

Council Meetings are structured and formal in nature. The Committee of the Whole is responsible for making recommendations to Council on issues affecting the Town. Council and Committee of the Whole meetings are held on Mondays @ 7:00 pm. The Council schedule, agenda and minutes may be viewed on the Town of Hanover website at www.hanover.ca/council.

Members of the public are invited to attend all regular Council and Committee of the Whole meetings.

Hanover is Connected & Open For Business!We've been talking a lot about connectivity and investment ready status across the County lately. Whether businesses are looking for an Industrial or Downtown setting, we are working hard to ensure we're open for business! We're thrilled to share that the second phase of our Industrial/Business Park expansion is well underway. Our first tenant, Alternative Medical Solutions (AMS) is nearing the end of construction of their 50,000 sq. ft. facility. Roads and servicing will be completed Spring of 2015. Together with Wightman Telecom, we are ensuring the expansion is connected with the fastest broadband speeds available. Fibre Optic infrastructure is being installed to all parcels as we speak. We also have a small handful of properties available for sale and lease in Downtown Hanover – all are eligible for improvement grants through the Façade Incentive Program. We're investing in, and for our businesses. Join us!

Fun fact - in 2014, Downtown Hanover welcomed five new businesses and two succession purchases to keep our business community growing! Our vacancy rate is just 4.8%, just shy of the recommended 5%.

Initiative HighlightsThe Award Winning ‘Facade Incentive Program’ — Downtown Revitalization We’re over the moon to announce our Facade Incentive Program is the recipient of an Economic Development Council of Ontario Award for Public-Private Partnership! Intake One is a tremendous success in our books! Thanks to Council’s investment, Intake One was met with a 4:1 private to public investment, which saw 87% of money retained in our community through a desire to hire locally. $72,022.74 in grants resulted in $282,789.32 invested in the visual and structural improvement of Downtown properties. From beginning to end, this program serves as an economic stimulus.

We look forward to 2015 and Intake Two, bringing continued improvements to our Downtown Commercial Area. Attractive storefronts immediately change the Downtown atmosphere, making the core much more inviting. The results positively influence not only consumers to shop Downtown, but also investors and entrepreneurs looking for a progressive place to set up shop. The Facade Incentive Program demonstrates our commitment to Downtown Hanover and the success of our businesses. Intake Two is expected to open Spring 2015. Youth Activity & Technology CentreWork has begun to bring this facility (only the second of its kind in Ontario) to life. This Centre will bring together technology, arts, culture, trades and training under one roof as we work to reduce the skills gap by connecting young talent with employers. We’re beyond excited to bring this Centre to Hanover to serve our community and region. In the coming months, we’ll be looking to regional employers and our community to help us bring this vision to fruition. Introducing a safe and dedicated space for youth to explore their potential is a dream come true. About our DepartmentHanover Parks, Recreation & Culture Department manages, operates, maintains and oversees the following functions:

Parks and Outdoor Spaces: 85 acres of green space, 5 ball diamonds, 5 soccer pitches, Hanover Park, Heritage Square, Commemorative Grove, various neighbourhood playgrounds, Extreme Bike Park, Hanover Trails System, Skateboard Park and more

Hanover Residents (February 19, 2015)Hanover residents are persons living in, or owning property in the Town of Hanover. We reserve the right to require proof of residency.

Drop off, mail, email or fax registration form (which can be found on our website at www.hanover.ca or office) with payment to the Town of Hanover any time prior to February 19, 2015. Registrations received up to and including February 19 will be processed first in random order. All Hanover registrations received on and after February 19 will be processed immediately providing all pre- February 19 registrations are completed.

Registration forms are being accepted at the Parks, Recreation & Culture Office.

Office hours are Monday to Friday 8 am to 8 pm and Saturday and Sunday 10 am to 8 pm

Non-Residents (February 26, 2015)All non-residents’ registrations received up to February 26, 2015 will be processed in random order. All registrations received on February 26 or after will be processed immediately providing all previously received registrations are completed.

Register by phone beginning February 20 (Hanover Residents) and February 27 (non-residents)

WaitlistsIf a class was filled before your form was processed, you will be waitlisted ONLY if you aren’t accommodated in any of your other options – you will be contacted should a space become available prior to the second lesson.

Class TransfersYou can switch classes prior to lesson #2, if there is space available.

Program CancellationsHanover Parks, Recreation & Culture reserves the right to cancel any program that fails to meet minimum registration numbers. Participants are offered a full refund, credit on account or opportunity to transfer to another available class.

Non-Resident Use of Parks, Recreation & Culture ServicesRes = Resident Fees (Hanover and former Township of Bentinck Property Taxpayers)

NR = Non-Resident Fees (All other municipalities). Throughout the Community Guide, the above short form will be used to designate Resident and Non-Resident rates.

Approximately 54% of the total users of Hanover’s Parks, Recreation & Culture facilities/programs reside outside of the municipality. As non-residents, they do not pay taxes to the Town of Hanover placing the financial burden of the leisure services operating deficit on Hanover residents through property taxes.

To enable the continuation of quality leisure programming, a Non-Resident Use of Parks, Recreation & Culture Services Policy has been implemented (effective February 4, 2008).

Instructors and Assistant InstructorsAll classes will be taught by a fully-certified Red Cross Instructor. Our Instructors have spent over 200 hours taking courses and volunteering in Aquatic Instructional Programs to prepare them to teach your children.

First LessonIn our efforts to ensure that your child receives the best possible instruction, we ask that you bring your child’s most recent report card with him/her to the first session. This will help your water safety instructor tailor their classes to effectively meet the needs of each child.

Progress EvaluationAll participants in swimming lessons are evaluated on an ongoing basis through the session. Candidates who complete all of the required skills will receive a sticker or badge.

Four Steps to Successful Swimming Lessons

1 Participate in a public swim before the first lesson. Orient your child to the change room, washrooms and pool. Everyone likes to know what to expect. Have fun in the water and practice skills that your child already knows.

2Swimming is like any other skill; it requires lots of patience, practice and positive feedback. Children need to progress at their own rate. Talk with your child about their lessons and have realistic expectations. Look upon swim lessons as a long-term progression, a time for enjoyment in a special environment!

3 Speak to your child’s instructor. Ask about their progress and any areas that you could work on with your child during a public swim. Come out for extra practice. See page 21 & 22 for our swim schedules.

4 Look for the Deck Supervisor to help you and to answer any questions you might have. They provide a link between you and the Instructor.

Summer Camps 2015Kamp KummoniwannagoGreat theme weeks offering a variety of creative activities including games, crafts, songs, relays, special events and sports, as well as a daily swim. Participants will be put into small groups to ensure age appropriate activities, (ie. 4-5 years, 6-7 years, 8-9 years and 10-12 years). All age groups will participate in a camp wide special event at least once per week. An excellent program for a great price - less than $4.00 per hour.

Things you should know about camp!

1. Camper Pick Up and Drop OffCampers 9 years and under MUST have adult supervision at all times during morning drop off and afternoon pick up. Please ensure that regular escorts and emergency contacts are recorded with your registration. Only those adults listed will be permitted to pick up your child(ren). Please notify us of any change in your child’s pick up routine by calling 519.364.2310 x 134. This is our safe arrival hotline. Children are NOT allowed to leave early without written consent from a parent or guardian.

2. AgesSee specific camp descriptions for ages. Participants must have turned the minimum age and not exceed the maximum age by the first day of the camp week that they are registering for. Camp leaders will take age difference into account when programming activities. Our camp ratio offers a maximum of one leader to ten participants.

3. Lunch and SnacksDue to the number of life-threatening allergies that children in camps have to peanuts/nuts, our summer camps have become a “nut aware” environment. We therefore request all parents to avoid sending peanut or nut products to camp. Please send energizing foods including fruits, vegetables and drinks. Limiting “sugary” foods is highly recommended.

Nuts are for squirrels! Hanover Parks, Recreation & Culture Department provide and support a nut-sensitive environment in all programs and throughout the facility.

4. Medical InformationHealth and safety is our number one priority. Please ensure that we have up-to-date information about your child’s medical conditions including doctor’s name and an emergency contact that can be reached during the hours of 8:00am-5:15pm.

5. What to BringParents will receive a “Parent Handbook” which outlines specific policies and details as to what campers should bring.

6. SwimmingCampers enjoy 1 hour of pool time daily.

7. Payment PlanIf registering for 2 or more weeks, a Visa/Mastercard payment plan may be utilized. Credit card payment for the first week registering must be processed on the date of registration. Subsequent payments will be processed on your credit card the week prior to the program start date. (i.e. if registered for camp July 13-17, the payment will be processed July 6). Subsidy is available-see page 10.

8. BehavioursChildren are to follow guidelines and rules that will be discussed each morning, remain with their program leader at all times and play co-operatively. Any offensive language or actions will not be tolerated.

Make Tracks With Us!The P & H Centre’s indoor walking track is designed for running and walking by all types of users; from social walkers to professional runners. Maintain your walking program all year long with a safe and enjoyable road-side alternative, void of traffic, animals and Mother Nature’s wrath in a controlled environment.

Enjoy a walk or run on the P & H Centre’s 100 metre (300 feet) walking track. 18 laps on the track = 1 mile. The walking track at the P & H Centre includes elevations and unique views. Extended options are available by the using spectator seating area and stairs (approximately 1000 feet).

Track and Dryland Training UseOur track and dryland training area is free to use by all patrons. Donations are appreciated - please deposit in donation box or drop by the Customer Service Desk. Walking track and dryland training area will be available for use during P & H Centre’s facility hours and are subject to change, which will be posted. Please note that the walking track will be closed during Hanover Barons home games. Schedules are available at the customer Service Desk.

DISTRICT SENIOR GAMESThe host communities for the 2015 District Senior Games are tentatively set for: Brockton, Chesley, Hanover, Kincardine, Owen Sound, Sauble Beach and Saugeen Shores. The games will take place in early June. If you place 1st, 2nd or 3rd in your event at the local level, you are eligible to advance to the District Senior Games. You must register for these events as soon as possible after you win your local senior games event. Registration forms can be picked up at Hanover Parks, Recreation and Culture Office. Winners of the District 27 Games will move on to Regional Senior Games taking place in London, Ontario on September 10, 2015. Pick up a schedule of events in May.

OFF LEASH DOG PARK DEVELOPMENTThe appointed volunteer ad hoc committee that is providing leadership to develop an area where dogs can run free is working on a draft site development and financial plan. The financial plan will include the creation and implementation of fundraising strategy. The Committee will present the draft plan for Council consideration in the near future. The site development plan is for the land within Rail Lands Leisure Park that was approved by Council in September 2014.

The committee’s next steps will be to recommend the development and financial plans for Council approval and determine project implementation timelines and targets.

Committee members include Krista Blue, Jessica Falls, David Hilton, Georgia Kreager, Mathew Sebok and Kristin Sickel.

LABYRINTH OF DISTINCTIONIn 2014 inductees were The Mercey Brothers and Patrick Switzer recognizing their Canadian and International accomplishments in music and sports respectively.

The Labyrinth of Distinction is a design feature of Heritage Square, visioned to ensure persons of Hanover heritage, having earned distinction through bestowing pride and honour for the Hanover Community and themselves, are permanently recognized and immortalized for the knowledge and appreciation of our future generations.

The Labyrinth path up to the Centennial Celebration Candle includes 38 pavers inscribed with the Inductee’s name, accomplishment and year. The path represents the Town’s first

100 years and the names included are a reflection of our former historical society’s view of individuals instrumental in the physical, social and economic development of the Hanover community. As you follow the path, you will see names that reflect Town pioneers, influential business leaders, educators, accomplished athletes, politicians, artists and musicians. Since 2006, there have been 6 inductees selected using the established nomination and inductee selection process administered by the Town’s Parks, Recreation & Culture Advisory Committee with approval by Town Council. The Labyrinth of Distinction path will continue for the next 100 years and will weave its’ way on the east side of the Celebration Candle.

An outdoor basketball court is adjacent to the ramp area. Weather pending the park will be open until October 1st. The Skateboard Park is not supervised and the involvement of youth are the responsibility of parents and guardians.

Tennis CourtsTown of Hanover tennis courts have rubberized surfacing and court markings, are regulation size, and lighted until 11:00 p.m. daily. Facility has a seating and practice area. The tennis courts can be found at the corner of 13th Street and 16th Avenue south of the Hanover Family Centre.

Please note that the courts are operated by the Hanover Tennis Club Inc. Memberships are required for court time. Memberships are available at the Hanover Parks, Recreation & Culture Department.

Smoke Free Outdoors PolicyNo smoking — playgrounds, sports fields and Municipal building entrances.

Outdoor children’s playgrounds, municipally owned sports fields and all public areas within 20 meters of any point on the perimeter of these areas will be smoke free as per the Smoke Free Ontario Act. This will include Kinsmen Ball Park, Binkley Paterson Pavilion, Agricultural Park, Rail Lands Leisure Park (soccer fields), RA Crawford Athletic Field, Hanover Park, Centennial Pavilion, Optimist Park, Kinette Park, Robert F. Steers Memorial Park and Hanover Tennis Courts.

There is also no smoking within a 9 metre radius of any entrance or exit of municipal buildings as per Grey County’s smoke free by-law. This will include the P & H Centre, Civic Centre, Civic Theatre and Hanover Family Centre.

Hanover Civic TheatreThe Town is proud of our Civic Theatre building located in our downtown core at 443 10th Avenue. The Civic Theatre has been a focal point in our community since 1911. A number of community based cultural groups utilize the theatre and community hall as their home base for their programs and events.

The Civic Theatre and Community Hall are part of the Hanover Civic Centre, and have the following features:

Cultural Plan - Cultural Assets InventoryA cultural assets inventory will identify Hanover’s cultural resources such as festivals, events, community cultural organizations, cultural occupations, facilities and heritage. Knowledge building regarding cultural assets mapping and cultural planning continues so when available funding is allocated, a Culture Plan will be initiated.

Public Display of ArtWe’re looking for art pieces to display at Town facilities!Our Town provides the opportunity for Hanover artists of various ages and stages, from amateur to professional, to display their art in the Civic Centre, the Medical Clinic, or the Hanover Public Library. Designated spaces vary in size and are suitable only for artwork that can be wall mounted. Hanover residents interested in having their work displayed must complete and submit a Public Display of Art form. Hanover Heritage Advisory CommitteeThe role of the Heritage Committee is as follows:

Hanover’s Biggest Block Party!In 2005, Hanover was a year removed from its 100th birthday.

Like all good celebrations, more reason to celebrate sprung up in the last Homecoming's wake.

The first Sights & Sounds Festival took place in 2005, the first of many weekends over the next decade where downtown Hanover would be turned into a centrepiece for entertainment

and activities. Every year, the Festival is the product of tireless volunteers and dedicated support from the community as Hanover's 'Biggest Block Party' hosts events for

people of all ages to enjoy.

The first Sights & Sounds Festival began traditions that continue to today. Each year, artisans take to the street to showcase their talents. In particular, Sights & Sounds has been one of the

locations for the members of the Saugeen Artists to show and sell their creations, for local musicians to play for the pleasure of Festival visitors, and the Kidz Talent

Showcase which introduces Hanover to its talents of tomorrow, just to name a few.

South of 10th Street last business day of Feb/Apr/June/Aug/Oct/Dec. Hanover Police Service

The Municipality of the Town of Hanover is policed by our own municipal police service located at 203 10th Street, Hanover, Ontario.

The Hanover Police Service has fifteen full-time uniform members comprising of a Chief of Police, Inspector, two Sergeants and eleven Police Constables. There are three part-time Police Constables. There are four Auxiliary Police Constables. The uniform members are assigned to general patrol duties. These duties include a full range of criminal investigations, drug investigations, provincial statute and by-law enforcement, general deterrence of criminal activity and community/school education programs. Beginning in 2013 there is one Police Constable who is assigned to Court Case Management.

The Hanover Police Service has two civilian members consisting of a Records Manager and an Administrative Secretary.

D.A.R.E. ProgramThe Drug Awareness Resistance Education Program is a police officer-led series of classroom lessons that teach grades six and eight students the tools they need to resist peer pressure and live productive drug and violence free lives. Since 2008 over 900 children in Hanover schools have graduated from this program.

Victim Assistance Program 1.888.577.3111Victim Assistance Program is a community-based service, which assists services and agencies in providing short-term emotional and practical assistance to victims of crime, tragic circumstances and disaster. Volunteers are recruited from within the community who understand particular needs of their area. This service is being provided for our community and a satellite office is being provided for this program out of the Hanover Police Service building.

Public Works DepartmentThe Public Works Department maintains the following municipal infrastructures and provides the following services: Roads, Sidewalks, Storm Sewers, Sanitary Sewer Collection & Treatment, Water Treatment and Distribution, Garbage and Recycling Collection and Hanover Cemetery. Landfill Site Operation Fire #868, CR #4,Hours: Tues. to Sat. 8:00am to 3:00pm, 519.364.4351.

SERVICES DESCRIPTION, COST & LOCATION

GARBAGECOLLECTION

Weekly curbside collection of household garbage is available to all residential dwelling and apartments with not more than five units. Collection service is provided by Bruce Service Sales and Rentals based upon the following schedule: Collection for north of 10th Street, including the north side of 10th Street - Thursdays. Collection for south of 10th Street, including the south side of 10th Street - Fridays. The outer bag for containment of waste shall be clear & transparent (non-tinted). Bags shall be no larger than 26” x 36” and can be placed in a waste container for collection. Each bag placed at the curb for collection shall weigh no more that 50 lbs (23 kg). Unlimited clear kitchen catcher size (20” x 22”) bags may be placed inside the larger clear bag. If your waste is not collected, a sticker indicating the reason why will be attached to the bag. Town of Hanover bag tags are required to be wrapped around the neck of the bag. To address privacy of personal items, one solid colour “privacy bag” no larger than 20” x 22” (size of a kitchen catcher or grocery bag) inside each clear bag is permitted. REMINDERS: Place garbage adjacent to road or curb before 6:00am on your scheduled day to ensure pickup. All bags must be tagged for collection by wrapping the bag tag around the neck of the bag. If you are using garbage container, wrap the bag tag on the top bag in the container so that it is visible when the lid is lifted. BAG TAG PURCHASE: Bag tags are sold at a cost of $2.00 per tag. Tags are available at the following locations: Hanover Civic Office, 341 10th Street | Hanover Library, 451 10th Avenue | Pioneer Gas Bar, 857 10th Street | MacTavish Esso, 594 10th Street | Hanover Mac’s Convenience Stores, 189 10th Street; 464 10th Street; 10/4 Junction

RECYCLING COLLECTION

Bi-weekly curbside collection of recyclables and garbage is provided to all residential, commercial and institutional properties by Waste Management of Canada Corporation. The 2015 Blue Box Collection calendar, including details about our Recycling Program and products accepted for recycling can be picked up at the Municipal Office or on the Town of Hanover website at www.hanover.ca/recycle.

HAZARDOUS WASTE COLLECTION SITES

The following hazardous waste items will be accepted at no charge throughout the year at the following locations: Pharmaceuticals and Sharps: Pharmacies located at Shoppers Drug Mart, Grants Your Independent Grocer, Pharma Plus, Walmart and Hanover Pharmasave will accept medications and sharps. NOTE: all sharps must be contained in a rigid container. Oil and Oil Filters: Jiffy Lube and Canadian Tire (automotive) will accept used motor oil and oil filters.Paint and Stains: Cueneo Interiors, Hanover Home Hardware, and Hanover Rona Building Centre will accept partial cans of paint and stain, Please do not mix paint/stain materials together. All paint and stain must be in original containers and not dried out. Empty paint containers can be placed in your blue box for regular recycling pick up. Please remove lid before placing in box. Alkaline and Rechargeable Batteries: Alkaline batteries can be dropped off at the Civic Centre Office, Landfill Site trailer, Hanover Home hardware, Hanover Rona Building Centre and Hanover Public Library. Rechargeable batteries can be dropped off at the Civic Centre Office, Landfill Site trailer, Hanover Rona Building Centre and Hanover Public Library. Compact Energy Efficient Light Bulbs: Small energy efficient bulbs are accepted at Canadian Tire. Cell Phones: Cell phones will be accepted at the Hanover Public Library.

HAZARDOUS WASTE DAY

The Household Hazardous Waste Day Events are provided on behalf of the Hanover/Walkerton Waste Management Committee. The events are free to the residents of Hanover and Walkerton. Further details regarding dates and locations will be advertised in ‘The Post’ and online at hanover.ca/events. At each Household Hazardous Waste Depot, there will be trained professionals who will receive, package, transport and store the hazardous materials safely and in compliance with a regulations. Empty containers are to be recycled or disposed of with your household waste.

GOODS EXCHANGE WEEK

May 8 to May 15, 2015 This FREE TOWN-WIDE “SIDEWALK SALE” is a great opportunity for everyone to exchange those reusable household items, such as furniture, appliances or children’s toys, which you no longer use. Put them at the curb, clearly marked that they are free. To avoid mistaken pick up, please make sure that gardening tools and your children’s toys are not left at the curb. Any items left at the curb after Goods Exchange Week must be removed by the homeowner.

LAWN WATERING Town of Hanover residences with even home and dwelling numbers may water on the even calendar days. Town of Hanover residences with odd home and dwelling numbers may water on the odd calendar day.

LANDFILL PASSES

One free landfill pass will be available per residential property provided with garbage collection (i.e. residential properties with not more than five units) A free landfill pass may be obtained by the PROPERTY OWNER at the Municipal Office. A maximum weight of 200 kg with the use of a landfill pass will be allowed to be deposited at no charge. Applicable fees will be charged for any items exceeding 200 kg. The applicable tipping fees will be charged for the following items: appliances, water heaters, tires, construction materials including roofing and drywall, residential garbage and spring mattresses. BUILDING PERMITS

You need a building permit if you plan to: construct a new building / change a building’s use / demolish a portion of a building; renovate, repair or add to a building; install, change or remove partitions and load-bearing walls; install new or make structural alterations to windows or doors; build a garage, balcony or deck; installation or repair of storm, sanitary and/or water service; install or modify heating, plumbing, air conditioning systems or fireplaces. Contact your local municipal office if you are not sure whether you need a permit for your project. Even though your project may not require a building permit, you must still comply with the requirements of the Zoning By-Law and Build-ing Code. It is the owner’s responsibility to ensure that a building permit is obtained when required. You may authorize your contractor or designer to apply for the permit, but the owner should ensure that they have the permit prior to any work starting. LAND USE PLANNING

Land Use Planning affects almost every aspect of life in the Town. Good planning encourages public participation and leads to orderly growth and the efficient provision of services and resources. Zoning By-Laws regulate land use (i.e. residential, commercial, industrial, etc.) and development standards for building on a property, including Consent Applications for the separation of land to form a new lot(s) or adjust boundaries.Minor Variance Applications allow variances to the provisions of the Town’s Sign By-Law and Comprehensive Zoning By-Law or to expand land uses that have existed prior to the passing of the current by-law.Site Plan Application - All lands within Hanover are subject to site plan control with the exception of Residential De-velopment containing 2 units or less. If you are planning to build a new building or addition, you may be subject to site plan control. KNECHTELFURNITURECOMPANYFACTORY STEAM WHISTLE

This original steam whistle was located on the Knechtel Factory for many decades also acting as a “time piece” for hundreds of employees and local residents, knowing the exact times the whistle would sound in relation to factory operations.

The whistle was salvaged from the closed factory in the early 1980’s and was subsequently donated to the Town fully refurbished, thanks to the community-mindedness and tedious efforts of Mr. Orville Seip.
