F O R E W O R D
I feel delighted in presenting the progressive Annual Progress Report of Micro, Small & Medium Enterprises Development Institute, Allahabad and its Branch at Varanasi for the year 2015-2016. We are all aware that the Industrial sector in our country is getting adjusted with changes brought about due to globalization, which permeates the provisions of W.T.O. Industries functioning in Eastern region of Uttar Pradesh are also making adjustment with changed circumstances.
In the backdrop of present industrial scenario in and around, it has been felt necessary to develop micro & small enterprises based on locally available resources, raw material and skill. This Institute, therefore, made all out efforts to develop micro & small enterprises in different disciplines of engineering and technology to supplement the requirements of market-oriented economy. For this, Institute provided technical consultancy, economic counseling, technology transfer consultancy, training and guidance for quality control, ISO-9000/14000/ HACCP reimbursement, Bar code reimbursement, Products Certification reimbursement, International & National level Exhibition & Fair participation reimbursement and also provide training like; Entrepreneurship Development Programme (EDP) , Industrial Motivation Campaign (IMC) and Cluster development activities of eastern Uttar Pradesh.
Industrialists and prospective entrepreneurs of Eastern Uttar Pradesh have been sensitized to give fillip to the cause of industrialization despite inadequate infrastructural facilities. Entrepreneurship has been nurtured for setting up economically viable micro & small enterprise. In this direction, this Institute organized 01 National Vendor Development Programme, 06 State Vendor Development Programme, 04 Seminars on Bar Code, 02 awareness programme on QTT/QMS, 01 awareness programme on EET, 01 programme on Packaging for Export, 04 Seminar on Incubators, 01seminar Products Certification, 01 awareness programme on IPR etc. as many as 20 Entrepreneurship Development Programme (EDP), 19 Industrial Motivational Campaigns (IMC) and 08 Skill Development Programme (SDP) were conducted. This Institute earned revenue during the year 2015-16 amounting Rs. 4, 10,538.00/=

ICRO, SMALL AND MEDIUM ENTERPRISES DEVELOPMENT
INSTITUTE, ALLAHABAD was set up in the year 1956 as a Branch
Institute and upgraded during 1975 as full-fledged Institute is presently
located at E-17/18, Industrial Estate, Naini, Allahabad with its branch at Chandpur
Industrial Estate, Maduadih - Varanasi. MSME-DI, Allahabad & its Branch at Varanasi
provide techno-managerial services to entrepreneurs of Eastern Uttar Pradesh. It has
facilities to train personnel from Industry in Management, Product/Process Oriented
Entrepreneurship and provides extension service to Small Scale Industries through its
common facility workshop located at Naini, Industrial Estate, Allahabad and Chandpur
Industrial Estate, Maduadih- Varanasi. Both the institutes conducted National & State
Vendor Development Programme, Sensitization/ Awareness Programme On Product
Certification, EET, Incubators, IPR, QTT/QMS, Packaging For Export and provide
Entrepreneurship Development training and also provide testing/calibration facilities
through food processing laboratory situated in the Institute premises at Naini, Allahabad.
The Eastern Region of Uttar Pradesh comprises of 25 districts out of which 17 are
industrially backward. For industrial development of this region, State and Central
Government have offered a number of incentives and MSME-DI, Allahabad and Branch
MSME-DI, Varanasi have been constantly supplementing the efforts of the State
Government in spreading the industrial horizon of this region.

WORSKHOP/TESTING FACILITIES AND REVENUE EARNED
MSME Development Institute, Allahabad provides facilities and training in the
field of machining, grinding, fitting whereas Branch MSME-DI, Varanasi has such
facilities in General Engineering, Heat Treatment, Machine Ship, Fitting. Facilities for
making improved punches, dies, jigs & fixtures, tools and prototypes for new items for
Small Scale Units are also available at both the places.
During the year, MSME-DI Allahabad and Branch MSME-DI, Varanasi
undertook 123 job works benefiting 94 micro and small enterprises and earned a revenue
of Rs. 77,197/=. Details of the performance of common facility workshop of MSME-DI,
Allahabad, Branch MSME-DI, Varanasi and Electronic Laboratory, Naini, Allahabad of
the last five years are given in ANNEXURE – I.
MSME-DI Allahabad and Branch MSME-DI, Varanasi conducted Skill
Development Training programme as well as Entrepreneurship Development Programme
(EDP) for the benefits of Unemployed Educated Youth(UEY) as well as the SC, ST and
weaker category persons.. Details of the above programmes are given in ANNEXURE –
II.
ASSISTANCE/CONSULTANCY TO PROSPECTIVE ENTREPRENEURS
During the reporting year 2015-2016, the Micro, Small & Medium Enterprises
Development Institute, Allahabad and Branch Varanasi have provided consultancy more
than 387 prospective/existing entrepreneurs. Assistance and consultancy in the field of
products, location, finance, etc. which is more important in establishing new venture. For
this purpose, Field Officers of MSME-DI, Allahabad and Br. Varanasi rendered technical
consultancy. During the period under report a more then 1040 visitors enquire received in
MSME-DI, Allahabad and Branch MSME-DI, Varanasi. The Institute also provided
marketing/finance related assistance to 20 units, which is for the improvement in

marketing, availability of finance and NSIC registration. A sum of Rs 1, 18,291/- was
collected as fees for single point registration of NSIC.
DISTRICT INDUSTRIAL POTENTIAL SURVEY
The Institute prepare District Industrial Potentiality Survey of 04 districts under our
jurisdiction. The survey reports contain a profile of the district such as geographical
features, availability of resources, different government programmes implemented in the
district, infrastructure facilities, incentives provided by different organizations, present
set up of industrial scenario and future prospects.
During the course of survey, team members collect secondary/primary data from
Government/non-Government agencies. Then on the basis of available resources, market
trends, etc, prospective items in that district are proposed.
PROJECT PROFILES
Technical Officers of this Institute and its Branch at Varanasi are preparing technical
product/project profiles regularly. This is an art of identification of new products, which
can be introduced and promoted, in the Micro Small Enterprises sector. These profiles
comprise almost all the information regarding a particular product such as availability of
raw materials, cost of production, marketing facilities, which are more useful to the new
entrepreneurs.
BAR CODE REIMBURSEMENT SCHEME
During the financial year 2015-16 total 02 (Two) cases of Bar code were reimbursed and
sum of Rs. 56,620 /= were paid to the applying units of our jurisdiction. Detailed report is

TRAINING POLICY AND PROGRAMME
The training division of this institute launches criteria for the training institute who are
interested to conduct our training programmes thought the year. The institute follows a
system to select the training institute, a panel of the officers of this institute verifies the
documents and also done the physical verification of the applying institute. If the
institutes fulfill all the required criteria than after, the programme may be started at that
institute.
For the purpose of delivering lectures in our programmer, the applying candidate submit
their Bio-data a panel of the officers of this institute verifies the documents, if the
required criteria fulfill by the candidates, than the candidate delivered a lectures in our
official programme.
TRAINING AND SEMINAR
Due to poor infrastructure and entrepreneurial skills in the eastern Uttar Pradesh there has
been very slow industrial development of the region. In order to bring about awareness
and an atmosphere for industrial development, efforts were made through organizing
Training Programme and Industrial Seminars.
A) Training:
The Institute organized various types of training programme in the form of
Industrial Motivational Campaigns, Entrepreneurship Development Programmes and etc.
ENTREPRENEURSHIP DEVELOPMENT PROGRAMME/ESDP
During the year 2015-16 as against the allotted target of 20 EDPs under the core
programme, a total number of 20 were conducted and benefiting 477 candidates.

INDUSTRIAL MOTIVATIONAL CAMPAIGN
This year, MSME-DI, Allahabad was allotted to conduct 19 motivational campaigns.
This Institute and Branch Institute at Varanasi conducted 19 motivation campaigns
benefiting 1160 persons, covering different target groups such as urban and rural
unemployed educated youth, women self help groups, college student, rural clusters and
potential rural areas having scope for industrialization.
CLUSTER DEVELOPMENT PROGRAMME
Under the cluster Development programmed two clusters namely: 1) Carpet Baking
Cluster (Bhadohi, Sant Kabir Nagar) 2) Brass & Silver Utensils Cluster (Mirzapur) was
under our Jurisdiction and in both the clusters the details are as follows:
1) Carpet Baking Cluster (Bhadohi, Sant Kabir Nagar):
In the carpet baking cluster the soft intervention has been done and the building
and shades of CFC is ready, some of the machines are instilled and are under
trailing run.
2) Brass & Silver Utensils Cluster (Mirzapur):
The in principle sanction were approved by the Secretary (MSME), Govt. of
India, New Delhi and the contribution part by the association was not deposit yet
to the ministry.

UPGRADAION OF LIBREARY
MSME-DI, Allahabad & Br. Institute have a well designed library with various books in
different aspects. The books are basically in English books, Hindi book, and various
technical books in the field of Food technology, Chemical, Mechanical, Electrical and
Electronics, Leather Footwear, Computer related book for the staff, Students, educated
Youth and the entrepreneur. In both the library more then 2050 technical books, 725
Hindi books, 215 books on computers, 150 ISI books, 74 books in the field of Electronics
& Electrical and 500 books related to admin & account section. Simmerly Br. MSME-
DI, Varanasi has more than 2000 books in the field of leather, computers, food,
Mechanical Accounts, Economics etc. in the library. This year for up gradation of the
library MSME-DI, Allahabad purchase 101 number of books for different trade in Hindi
& English for example Food & bakery, Entrepreneurship, Leather, Economics, How to
set up new MSEs, Success Stories, Admin related books, Story books, General
knowledge books, Current Affairs, Computer Related Books etc. worth Rs.63250.00.
VIGILANCE AWARNWSS WEAK
Vigilance awareness week was organized in the institute on dated. All the officers and
staff giving oath in the above manner.

VARIOUS PROGRAMME/ACTIVITIES UNDER HINDI DIVISION
Rajbhasha Parliamentary Committee, New Delhi inspected the work done in
Hindi by this office on dated 22.09.2015. Sri Hukumdev Narayan Yadav
(MP)Lok Shabha is the the chairman of the committee, Sri Shadi Lal Batra
MP (Rajya Sabha) & Smt. Jharna Vaid (MP) Lok Sabha is the member of
the committee. Sri. S.N.Tripathi (IAS) Joint Sectreary, GOI and Sri
M.P.Singh, Joint Development Commissioner (MSME), Sri R. S. Barapatre,
Director MSME-DI, Allahabad as well as all the officers of this institute
were also present during the inspection.
In order to encourage the progressing use of Hindi in the official work and
to create interest among the Officers/Officials for its usage, Hindi fortnight
was organized from 14 September, 2015 to 28 September 2015. During the
fortnight, various competitions like Essay Writing, Poetry, Extempore
Speech and Quiz in Hindi were organized.
Hindi Divas was organized on 14 September 2015 by all the officers and
staff in the premices of MSME-DI, Allahabad.
MSME-DI, Allahabad & Br. MSME-DI, Varanasi being in the category of
“Ka Kshetra”, the percentage of work done in Hindi is quite high and is up
to 98%.
Director and officer of this institute attended “Town Official Language
Implementation Committee” meeting of Allahabad town on dated
28.04.2015 & 06.11.2015 at O/o of Income Tax Commissioner at
Allahabad.

Asst. Director I/C of Br. MSME-D, Varanasi attended “Town Official
Language Implementation Committee” meeting of Allahabad town at O/o
Diesel Lactometer Workshop at Varanasi.
MSME-DI, Allahabad organized 04 quarterly meetings in the presence of
Director in the office and 04 meetings were also organized in Br. MSME,
DI, Varanasi to assess the work done in Hindi.
Hindi workshop was organized once in a year in the premices of MSME-DI,
Allahabad in the month of March 2016.
ASSISTANCE TO DISTRICT INDUSTRIES CENTRE (DIC)
Officers of MSME-DI, Allahabad & Br. Varanasi attended the Mandaliya Udyog
Bandhu meeting of various districts of eastern Uttar Pradesh.
Officers of MSME-DI, Allahabad & Br. Varanasi attended the Zila Udyog
Bandhu meeting of various districts of eastern Uttar Pradesh.
The officer of Br. MSME-DI, Varanasi has attended Technical Upgradation
Meeting and visited units for Technical upgradation & ISO reimbursement under
State Govt. Scheme
Officers of this Institute time to time visited all DICs under the jurisdiction of this
institute and Br. Institute.
Officers of MSME-DI, Allahabad & Br. Varanasi attended as a member of
interview committee of PMEGP in districts Allahabad, Varanasi, Sultanpur,
Amethi, Gazipur, Pratapgarh, Ballia etc.

Officers of MSME-DI, Allahabad & Br. Varanasi attended the Task Force
meeting for technical up gradation of Micro & small scale units of various
districts of eastern Uttar Pradesh.
Officer’s from MSME-DI Allahabad & Br. Varanasi attended Technology Up
gradation meeting at district Allahabad, Varansi, Sultanpur, Pratapgarh etc.
ASSISTANCE TO SC/ST/WOMEN/WEAKER SECTION ENTREPRENEURS
This Institute is regularly providing technical MSME stance by way of organizing ESDP,
EDPs, Motivational Campaign, Sensitization/ Awareness programme on Bar code,
QMS/QTT, EET, Product Certification, Incubator, IPR, packaging for Export, Vendor
Development Programme etc where SC/ST/Women/Weaker Section Entrepreneurs are
participated. Specific achievements are as under:
During the year 2015-2016, 19 number of Industrial Motivational Campaign
was organized in Eastern Uttar Pradesh in which 586 candidates from
SC/ST/Women/Weaker Section were participated.
During the year 2015-2016, 20 number of EDPs was organized in Eastern
Uttar Pradesh in which 477 candidates participated out of whom 297
candidates belonged to SC, ST, Weaker & Women category.
During the year 2015-2016, 02 number of Awareness programme on
QMS/QTT was organized in Eastern Uttar Pradesh in which 55 candidates
from SC/ST/Women/Weaker Section were participated.

During the year 2015-2016, 04 number of Awareness programme on Bar
Code was organized in Eastern Uttar Pradesh in which 135 candidates from
SC/ST/Women/Weaker Section were participated.
During the year 2015-2016, 04 number of Awareness programme on
Incubators was organized in Eastern Uttar Pradesh in which 102 candidates
from SC/ST/Women/Weaker Section were participated.
During the year 2015-2016, 01 number of Awareness programme on IPR was
organized in Eastern Uttar Pradesh in which 40 candidates from
SC/ST/Women/Weaker Section were participated.
During the year 2015-2016, 01 number of Awareness programme on Products
certifications was organized in Eastern Uttar Pradesh in which 20 candidates
from SC/ST/Women/Weaker Section were participated.
During the year 2015-2016, 01 number of Awareness programme on EET was
organized in Eastern Uttar Pradesh in which 10 candidates from
SC/ST/Women/Weaker Section were participated.
During the year 2015-2016, 04 number of Awareness programme on Products
certifications was organized in Eastern Uttar Pradesh in which 20 candidates
from SC/ST/Women/Weaker Section were participated.
During the year 2015-2016, 07 number of National /State Vendor
Development Programme was organized in Eastern Uttar Pradesh in which
120 candidates from SC/ST/Women/Weaker Section were participated.

OTHER SIGNIFICANCE WORK
Sri. Giriraj Singh, Hon’ble State Minister for MSME, Govt. of India visited
MSME-Samsung Technical School, at Br. MSME-DI, Varanasi and also taken a
meeting with Director & officer’s of MSME-DI, Allahabad, KVIC and NSIC at
office premises.
Officer from Br. MSME-DI, Varanasi attended meetng with Giriraj Singh,
Minister of State Hon’ble for MSME, Govt. of India at DLW Guest House,
Varanasi.
Officer of Br. Institute has attended programme on Possibilities and challenges of
Industrial development under the chairmanship of Hon’ble Minister of MSME &
Export Promotion of State govt., UP in Purvanchal at Varanasi.
Director and other officer of this institute attended meeting with Sri. Giriraj
Singh, State Minister for MSME at Circuit House, Civil Lines Allahabad on dated
20.02.2016.
Sri. M. P. Singh, Additional Development Commissioner from O/o DC (MSME),
New Delhi visited the institute and conducted meeting with the officers of this
institute on dated 23.09.2015.
