In 1935, Louise Whitbeck Fraser delivered on her passion for teaching children with special needs. Starting with seven children in her home, a handwritten sign and a borrowed piano pushed across the street, she began an incredible journey that continues eighty years later.

I am humbled to be a part of this history of support for Minnesota families. As the years have passed, Fraser has grown from seven children in a living room served by the passion of one woman, to an organization that serves the entire state.

Today 8,300 individuals in 47 locations enjoy Fraser expertise. We have grown in remarkable ways over 80 years, expanding our services in mental health and developmental disorders through healthcare, education, housing and employment.

Join us on this journey through time, as we share with you – our most important supporters – our achievements in 2015. Fraser strives to grow and move forward, just like our families.

Yet at our core, Fraser remains the same. It is still Louise’s passion that drives what we do. And it is still the care with which she taught her seven special students that makes Fraser the first choice for families in Minnesota.

I t took awhile for us to find answers about our son, Joey. We finally found Fraser, received an autism diagnosis and the help he needed. So often parents look only at the services right in their backyard. I wish we would have known how much Fraser would have helped us, because we would have reached out sooner. He’s grown by leaps and bounds.

Before Fraser, even though he was receiving therapy elsewhere, Joey would have daily tantrums that are better described as “volcanic eruptions.” Hugging was not allowed. It’s heartbreaking, as a mom, to not be able to give your child a hug without them melting down.

My husband spent his lunch hour every day for three months driving Joey to Fraser Minneapolis for day treatment and pediatric therapy. That commitment has paid off. Joey can now give hugs and express what he wants.

He still has meltdowns but they are a lot less frequent, and Fraser taught us how to talk to him, how to connect with him.

Now that Joey is in school, he is part of the individual skills group at Fraser Eagan. His clinicians collaborate with Fraser and vice versa. It’s wonderful because there is open communication between Fraser and his clinicians. It’s made a great team for Joey, that level of cooperation.

Joey has been through a lot of transitions since his diagnosis five years ago. That’s why consistency of care and the culture at Fraser is so important. They know us and know Joey. There’s an understanding at Fraser - they get it. They know what we have to deal with day in and day out. We’ve always felt cared for and cared about.

We can’t say thank you enough to Fraser. Those leaps and bounds Joey has made are a direct result of Fraser. You’ve given us our son.

Fraser is the largest and most experienced provider of autism services

in Minnesota and offers evaluations, multidisciplinary treatment

Fraser offers a variety of classes, services and assessments to all

FRASER MENTAL HEALTH

Fraser Mental Health helps children and teens with a variety of mental health needs. Fraser Mental Health supports the whole family including parents and caregivers through therapeutic services.

Evaluations and assessments are tailored to meet the needs of each child and their family. Clinicians determine the diagnosis that best defines the child’s concerns, identify treatment and support needs and work closely with the family and other service providers.Fraser is one of a few agencies in the Twin Cities to provide day treatment services to preschoolers with severe emotional and behavioral disorders. For these children, Fraser is the place that launches them into a bright future.

My adopted children, Ross and Alyse, have faced many challenges since coming to Minnesota from Haiti six years ago. Now that they’ve “graduated” from Fraser day treatment, occupational and music therapy, I can see clearly the impact Fraser had. We’ve all come a long way from the day we walked in: I no longer chase my children down our street, repair broken televisions or struggle to keep everyone safe during a mega-meltdown.

But most importantly, I no longer question my abilities as a mother. Fraser helped me unpack scary words like - Adjustment Disorder, Post Traumatic Stress Disorder, Sensory Integration and Reactive Attachment Disorder. Through that I came to understand the impacts of trauma on my children and how to help them become who they are today.

Ross just received a star on his spelling test. Last year, the teacher was unable to even give him a spelling test. He’s expanding outside of the classroom as well. After his first football game, I had a mom tell me I was doing a great job raising him. She has never seen a child in second grade show that level of sportsmanship.

Alyse started playing basketball and was the top cookie-seller in her Girl Scout troop. She’s a rock star in the classroom as well. I recently received a glowing email from her teacher, telling me that Alyse is “extremely kind, caring, thoughtful and very conscientious.”

I’m really not one to brag about my children. But I think it is so important to look at how having the right services and people who believe in you can change a child’s life and change a family. Because of Fraser, we are a family that is successful, happy and whole.

You never know what you are capable of until you try. When I moved into my Fraser apartment, I had no idea how independent I would become. We waited two years for an opening, and I feel lucky that I found this place.

When I moved in my mom and dad helped me decorate. My dad put together furniture, hung pictures, making it feel like mine and like home. He liked Fraser and was excited that I was a part of this community. The staff is very supportive and responsive, and I found as the years have gone by that I can do this on my own.

I like walking in the community, seeing what is going on, going to the grocery store, the hardware store. The location is perfect, in the heart of the community.

I live close to the bus stop, which allows me to get to work on time. I’ve had my job for eleven years, but wasn’t responsible for getting there

on my own. But now I am.

I balance my checkbook, shop, keep to a schedule and cook. All of these things came from moving into a Fraser Independent Living Apartment. Before, in our family home, I was isolated and stuck. This apartment has opened me up a lot.

I’m proud of my apartment. Everyone likes to visit. The windows let in lots of light. I’m even able to host my brother, sister and mother for holidays. My dad would be proud if he could see me now. I’m really doing this, and it’s all because of Fraser.

FRASER INDEPENDENT LIVING

Fraser offers various housing options for adults with disabilities, opening up higher levels of independence and community engagement.

Fraser Independent Living operates five apartment buildings designed for adults with developmental disabilities who can live independently when given the right support. Fraser was the first organization in the state to offer this type of housing program and has received national recognition for this unique model, which honors each individual’s desires and actively promotes community connections.

We knew about Fraser long before we needed their services, having a close family friend that was a founding member. So when Timothy was born we thought, of course, he’ll go to Fraser. When you have a child with special needs you need someone you can trust. That’s why we turned to Fraser and why we stay.

The atmosphere at Fraser School feels like family, very warm. Everyone we see knows our son’s name. When we walk down the halls, they all say, “Hi TT!”

Any parent wants their preschool to be a safe place you trust that’s like home, and Fraser has been that for us. Timothy is in the Ladybug classroom two days a week and also gets speech and occupational therapy integrated into his day. We know that Fraser is equipped to meet all our son’s needs.

The staff is impressive. You can tell they continue to learn and keep abreast of the latest methods. It feels like his teachers are watching him develop. They are right there with him.

They see what’s new, and what’s going on and what he needs. And they do that for all the children in their class. It’s amazing.

Fraser School does a good job of building community in addition to the education and therapy they provide – Family Fun Nights, Dads and Donuts, Class Picnics. For us, Jessica’s Playground ribbon cutting ceremony was wonderful. Timothy is not the kind of kid you can easily take out and about – places like the grocery story or Target. We’re always seeking social opportunities. Fraser is a safe place for him to be social. So it was a no-brainer. We went and had a great time.

People think that Fraser School is only for children with special needs. But no, Fraser is a traditional preschool with typical children, and Timothy is included in that setting. That is our hope for his future. That he will be included as much as possible. For us, Fraser School is the perfect start.

My grandmother, Louise Whitbeck Fraser (1894-1976), was

a pioneer in special education and music therapy in the days

when “different” children were not educated but instead locked

in asylums. “Mrs. Fraser,” as she is still lovingly known by

many, grew from an orphan into a teacher on the Dakota

prairie, from a wife into a widow who lost two children,

and from the single mother of a brain damaged, deaf

child into an advocate for and innovator in teaching

special children.

The school she founded in 1935 began with seven

students. The school changed locations often, as a result

of prejudice and fear on the part of neighbors. When

she bought a machinist’s shop in 1949, after mortgaging

her home, she finally had a permanent place. Parents

converted it into a schoolhouse; the work done was a

communal labor of love.

I carry my grandmother’s legacy with me into my

teaching with nontraditional students. That legacy

is also carried on daily at Fraser—in all kinds of classes with

children and adults with a variety of abilities and disabilities.

My grandmother was a visionary, and she would be immensely

impressed, as I am, with the innovative, forward-looking work

being done daily at Fraser.

Fraser. We’ve enjoyed sponsoring the Fore! Fraser Benefit Golf Classic

every year since 1999. Also, our employees volunteer thousands of

hours at Fraser, participating in fundraising events such as the Fraser

Walk for Autism, the Fraser Annual Benefit and the Bright Gardens

for Fraser Tour. This allows us to connect with the community and

show our support for all families. As a Wells Fargo employee, I am

Our son, Billy, has been involved with Fraser for close to

50 years. He started at Fraser School with Louise Whitbeck

Fraser when he was just 24 months old and now is happily

living in a Fraser Residential Living Home. Living in

a Fraser home allows Billy an independent lifestyle

where he has a job and socializes with his roommates.

We always enjoy getting to be with Billy’s roommates

they have become family. It is a privilege to celebrate

the 4th of July day each year with Billy, his wonderful

roommates and Fraser staff.

A heartfelt thank you to all the donors for their

continued support and dedication to create countless

opportunities for other Fraser families. We are fortu-

nate to be part of an organization that gives so much

For the purpose of simplification, all Fraser-affiliated entities are combined here. This includes Fraser (which includes Fraser School, Fraser Home and Community Supports, Fraser Residential Living and Fraser Pediatric Therapy), Fraser Behavioral and Mental Health and five Fraser Independent Living Project (ILP) apartment buildings. Fraser meets all accountability standards set by The Charities Review Council, an independent organization that reviews Minnesota nonprofits to help donors make informed giving decisions.Fraser is a contract provider for Hennepin county and other counties. Fraser is an equal opportunity/affirmative action employer committed to the equal treatment of all employees without regard to race, religion, color, creed, gender, sexual orientation or any other factor prohibited by law.The State of Minnesota and private medical insurance companies have continually varied reimbursement rates for some treatment services provided by Fraser. These fluctuations resulted in an increased reimbursement rate for the last two fiscal years for one Fraser primary treatment programs. Reimbursement rate volatility has unfortunately become more common. Program compliance and rates are reviewed on a regular basis and these

reviews can result in reimbursement rate changes or paybacks with little notice. In addition, certain benefit sets and services are also at risk for legislative changes which could have a dramatic and uncertain negative impact on the Fraser revenue stream. Fraser Board of Directors has identified increasing our operating reserves as a strategic priority to mitigate potential future financial challenges due to legislative and payment changes. Industry standards recommend nonprofits have six months of operating reserve funds on hand. Fraser currently has less than one month of expenses in its Board Designated Operating Reserves.As a result, the Fraser Board of Directors has restricted the 2015 increase in net assets to: 1) Increasing Fraser operating reserve; 2) Improving operations and infrastructure in order to maintain the highest quality of service for clients; 3) Preparing for health care reform changes including costly technology upgrades; 4) Expanding services to reduce the wait-list for services. Fraser is committed to building a strong financial reserve and using those financial resources over the long term in response to anticipated economic challenges to improve client services and continuity of care.

serves children and young adults who have

neurodevelopmental or neurological disorders. Fraser

neuropsychology evaluations measure intelligence as well as

attention, academic, memory, fine-motor, visual-perceptual

and problem-solving skills. Experts design intervention plans

and recommend educational and community resources that

help to strengthen performance.

FRASER CAREER PLANNING AND EMPLOYMENT is a set of specialized services for work or college-bound adults with executive function challenges, including those on the autism spectrum. Clients create a self-profile that outlines strengths, learning style and supports needed to help enhance career and employment outcomes.FRASER PEDIATRIC THERAPY

provides specialty services in speech, occupational,

physical and music therapy. Evaluations, consultations,

treatment and comprehensive rehabilitation services are

offered to meet each child’s individual needs.

Services are tailored based on the strengths and

challenges of each child by highly-trained, licensed

pediatric therapists who collaborate with parents,

caregivers, teachers and mental health professionals to

maximize results.

FRASER HOUSINGprovides a variety of housing options for adolescents and adults with disabilities, helping each person enjoy the highest level of independence possible and participate in their community. Residential Living operates 27, four-person homes for adolescents and adults with disabilities. Supportive Living provides apartment options for adults who want to live more independently in their community. Independent living offers apartment buildings designed for adults with developmental disabilities who can live independently with minimal support.

Fraser provides culturally and linguistically appropriate services for all clients.

FRASER HOME AND COMMUNITY SUPPORTS assists people with autism and other special needs of all ages with maintaining their health and well-being and increasing their independent living skills so they can participate in the community. Fraser staff members work with families to design custom-made programs that allow people with special needs to stay in their own homes.
