Important Reminders • Obligated Airport Operator responsibilities:
• Make known any condition, existing or anticipated, within 5 miles of Airport Reference Point (ARP) that is different that what is shown in the current publications. • Obligated through Grant Assurance 19: Operation and
Maintenance • Examples: Closures, Cranes, Obstruction lights Out of
Service, Construction, Maintenance, Observing and reporting conditions of airport services and facilities

Takeoff and Landing Performance Assessment
The Takeoff and Landing Performance Assessment (TALPA) initiative aims to reduce the risk of runway overruns by providing airport operators with a method to accurately and consistently determine the runway condition when a paved runway is not dry. This information will enable airplane operators, pilots, and flight planners to determine the distance required to stop on a wet or contaminated paved runway in a more accurate way. Beginning October 1, 2016, 0900 UTC, federally obligated airports will use TALPA procedures to conduct runway assessments and to report those conditions in newly formatted Field Condition (FICON) Notices to Airmen (NOTAMs).

• Only Applicable to paved runways
• Only applicable if >25% of surface is contaminated

Issuing NOTAM’s
• There are currently 2 ways to issue NOTAM’S 1. Call in NOTAMS to the local Flight Service Station (FSS) 2. Electronically file NOTAM’s via NOTAM Manager System
NOTAM Manager (NM) is a web-based application so new software installation is
not required
There is no cost to the airport to acquire and use NOTAM Manager.
Background of NM and its Purpose
The legacy method of issuing a NOTAM is via eNOTAM II or telephone calls to Flight Services.
FNS was developed as a NextGen program of the FAA to enhance and replace legacy NOTAM systems and processes.
The FAA is implementing the NOTAM Manager program at public use airports throughout the National Airspace System (NAS).

jurisdiction of an Approach Control, then a LOA may not be required.
Georgia Airport Activity with NM The following airports are currently using NM: ATL, PDK, MAC, MCN, AGS, ABY, BQK, SSI, CSG
Georgia airports the NM Deployment Team has contacted in the past: SAV, AHN, VLD
NM is available to any public use airport in
the United States. The NM Deployment Team will work with your airport to activate NM.
Digital NOTAMs Converted • Currently, over 80% of the nations airport surface
feature NOTAMs are submitted digitally through the Federal NOTAM System (FNS).
• As of January 31, 2017, there are 1,015 airports using NM.
• Over 300,000 NOTAMs are being issued annually by airports in digital format through NM, allowing for immediate review by the flying public via websites such as NOTAM Search or PilotWeb.

How do I sign up? • There are two ways to register for NM: 1. Call 816-329-2550 during normal business
hours for the Central Time Zone and someone from the NM Deployment Team will answer or call you back and get you started.
2. Go to the website below, click on “New Registration”, click on “Airport Authority Representative”, complete the form and click submit. Then, a member of the NM Deployment Team will contact you and assist you in getting started.
