TheMissionoftheDetroitBoardofPoliceCommissionersistoincreasepublicconfidenceandtrustintheDetroitPoliceDepartmentbyprovidingcompetent,objectiveandeffectivecivilianoversight.

Creation:In1973,thecitizensofDetroitadoptedanewformofgovernanceforthePoliceDepartmentbyrevisingtheDetroitCityCharterandcreatingtheBoardofPoliceCommissioners. ThisCharterprovisionbecameeffectiveonJuly1,1974.Current Composition: The 2012 City Charter provides for the Board to have 11 commissioners – 4membersappointedbytheMayor,subjecttoCityCouncilapproval,and7electedmembers,onefromeachnon at-large Police Commission District. The 2012 Charter gives the Board “supervisory control andoversightofthePoliceDepartment”assetforthintheCharter.Residency:AllmembersoftheBoardmustberesidentsofthecityofDetroit.Leadership:TheBoardelectsachairpersonannually.AmemberoftheBoardmaynotserveconsecutivetermsaschairperson,normayanappointedpersonservemorethan5yearsconsecutivelyyearsasamemberoftheBoard.Meetings:TheBoardmeetsatthecallofitschairperson,andisrequiredtomeetatleastonceeachweek.TheBoardmayrecessduringtheThanksgiving,ChristmasandNewYearholidays.AllmeetingsareheldinaccordancewiththeMichiganOpenMeetingsAct.Duties:TheBoardisresponsibleforthefollowingspecificduties:

Establishpolicies,rulesandregulationsforthePoliceDepartmentinconsultationwiththeChiefandapprovaloftheMayor; Review&approvethedepartmentalbudget; Receiveandresolvecitizencomplaintsexceptthoseallegingcriminality; ActasfinalauthorityinimposingorreviewingdisciplineofemployeesoftheDepartment; MakeanannualreporttotheMayor,theCityCouncil,andthepublicoftheDepartment’sactivitiesduring the previous year, including the handling of crime and complaints, and of future plans.FinancialStatements TheBoardmaysubpoenawitnesses,administeroaths,taketestimony,andrequiretheproductionofevidence. TheBoardapprovesallpromotionsmadebytheChief,andconsentstotheappointmentofnecessaryDeputyChiefs.

Staff:TheBoardappointsaBoardSecretary.ItalsoappointsaChiefInvestigatorandsuchadditionalstaffofinvestigators,asitdeemsnecessary.AllBoardappointeesserveattheBoard’spleasure.BoardFunction: TheBoardisaliaisonbetweenthecitizensofthecityofDetroitandtheDetroitPoliceDepartment.

LisaM.CarteriscommittedtothesafetyoftheresidentsoftheCityofDetroit and the County of Wayne. Commissioner Carter is a lifelongresidentof theCityofDetroitandgraduated fromCassTechnicalHighSchool.SheiscurrentlyemployedattheWayneStateUniversityCenterfor Urban Studies. Her responsibilities include managing AmeriCorpsmembersassignedtotargetedareasintheCityofDetroit.PriortojoiningWayne State University, Commissioner Carter worked for the WayneCounty Sheriff ’s Office as a deputy sheriff. She retired at the rank oflieutenant following a 27-year career with that office. CommissionerCarter has a Bachelor’s Degree in Criminal Justice from ConcordiaUniversity.SheisalsoagraduateoftheEasternMichiganSchoolofStaffand Command and the Central Michigan Law Enforcement ExecutiveLeadership Institute. She and her husband Tyrone have 2 sons.CommissionerCarterrepresentsDistrict6.

AnativeofHernando,Mississippi,WillieE.BellmigratedtoDetroitat an early age and graduated from Northeastern High School. HejoinedtheUnitedStatesArmyin1966,1stAirCavalryDivision,andwasstationedintheRepublicofVietnamforaportionoftenureintheservice. He was honorably discharged in 1969 after attaining therank of Sergeant. In August 1971 Commissioner Bell joined theDetroitPoliceDepartmentandservedtheDepartmentandCity for32-years as a sworn officer. He retired in 2003 at the rank ofLieutenant. Commissioner Bell has dedicated his life and career topromoting justice, fairness, and effectiveness in law enforcement,withanemphasisonhowitimpactsissuesfacingthecommunity.Hecontributeshistimeandtalenttoyouthorganizationsandcivicandcommunity groups, as well. He is married and the father of twodaughtersandonegranddaughter,andserveshischurch,PlymouthUnitedChurchofChrist,asanordainedDeacon.CommissionerBellholdsaBSdegreefromCentralMichiganUniversity and is a 40 year resident of East English Village.CommissionerBellrepresentsDistrict4

JessicaA.TaylorwasappointedtotheBoardinJuly2011. She istheExecutive Director of the Chance for Life Organization, which plays asignificant role with Michigan’s Prison population. Ms. Taylor sits onseveralstateandlocalboardsandholdsaBachelor’sDegreeinBusinessAdministration as well an MBA from Cornerstone University.Commissioner Taylor served as Chairperson for the Board during the2013-14term.HertermofofficeasapolicecommissionerexpiredonJune30,2015.CommissionerTaylorwasaMayoralAppointee.

Donnell R. White was appointed to the Board in 2010. He is theExecutiveDirectoroftheDetroitBranchoftheNationalAssociationfortheAdvancementofColoredPeople(NAACP),whichisthelargestNAACPbranch office in the country. Commissioner White is the recipient ofnumerousawardsandhonors,andisconsideredoneofDetroit’seminentemerging leaders for being civically engaged, culturally connected andspirituallyled.CommissionerWhiteholdsaBachelor’sDegreeinFinancefromMichiganStateUniversity.HeisalsoaformerChairmanoftheBoardof Police Commissioners. His term of office as a police commissionerexpired on June 30, 2015. Commissioner White was a MayoralAppointee.

In November 2014, Detroit Mayor Mike Duggan appointed BishopEdgar L. Vann, II to fill the District 2 seat left vacant by StateRepresentativeelectWendellByrd.BishopVannisthepastorofSecondEbenezer Church, which has more than 50 active and thrivingministries.HehasdevelopedanextensiveinternationalministryandtravelstheworldteachingandpreachingthewordofGod.Heisalsoan accomplished musician, and a prolific writer. As a civic leader,BishopVannisthefounderandPresidentoftheVanguardCommunityDevelopment Corporation, which leads the community towardsrestoration,healingandempowerment. BishopVannis marriedandhas2children.CommissionerVannrepresentsDistrict2.

Richard C. Shelby brings a wealth of law enforcement knowledge andexperiencetohisofficeasaretiredDetroitPoliceCommanderwith30yearsof service. He also has vast experience in private security policing afterserving in high managerial positions on college campuses in the Detroitmetropolitanarea.CommissionerShelbyistheproductoftheDetroitPublicSchoolSystem(CentralHighSchoolin1967),andholdsaBachelorofScienceDegreefromWayneStateUniversityandaMaster’sDegreeinLiberalStudiesfromEasternMichiganUniversity.HeisalsoagraduateoftheNorthwesternSchoolofPoliceStaffandCommand.CommissionerShelbyhasbeenmarriedfor33years,andisthefatherofsix.HeisamemberofMt.ZionMissionaryBaptistChurch,Ecorse,Michigan,whereheservesontheTrusteeGoverningBoard.CommissionerShelbyrepresentsDistrict1.

ReginaldCrawfordisaretiredDetroitPoliceOfficer,whoalsoworkedin Atlanta, Georgia as a Police Officer. He continues to serve lawenforcement as a Deputy Sheriff for the Wayne County Sheriff ’sDepartment. Commissioner Crawford is a passionate advocate forcommunity involvementand oversight of law enforcement practices.He brings a wealth of law enforcement experience and communitysensitivity to his position as a Police Commissioner. CommissionerCrawford serves on several committees of the Board includingDisciplinary Appeals, Legal Affairs, and Personnel and Training.CommissionerCrawfordrepresentsDistrict3

Ricardo R.Moore,alsoknownas“Remo”,isaretiredDetroitPoliceLieutenant and one of two police commissioners who honorablyservedourcountryintheU.S.military(Army).CommissionerMoore’sattractiontolawenforcementbeganatanearlyagewhenhisfamilybeganattending the DetroitPoliceField DaysatTigerStadium. HelaterjoinedtheJr.PoliceCadetProgramandultimatelysignedonwiththeDetroitPoliceDepartment.Asanofficer,sergeantandlieutenant,Commissioner Moore held many assignments related to patrol,administration, and management. Since retirement, CommissionerMoorehasworkedasateamleaderfortheDetroitMedicalCenter’sPoliceAuthority and currently serves as a security specialist in the privatesector. He has one son, Ricardo II, and is a proud grandfather.CommissionerMoorerepresentsDistrict7.

WillieE.Burton,thefirstelectedPoliceCommissionerfromDistrict5, was seated January 2014. He chairs the Promotions AppealsCommittee of the Board and also serves on the Budget and PublicRelationsCommittees.HeistheyoungestCommissionerintheU.S.andservesontheFinanceandNewsletterSubcommitteesofNACOLE,anationalassociationforcivilianoversight.PriortoservingontheBOPC,heservedatwoyearappointmentontheDetroitPublicSchoolsPoliceandPublicSafetyOversightCommittee,andlaterasDirectorofCommunity Relations for Wayne County Commissioner Martha G.Scott(District2).HeistheDetroitandWayneCountyFieldDirectorfor the2016BernieSanders forPresidentCampaign. His team waslargely responsible for Sanders winning MI. He attended CentralStateUniversityandmajoredinBusinessAdministration.Asstated,CommissionerBurtonrepresentsDistrict5WILLIEE.BURTON

EvaGarzaDewaelscheisPresidentandCEOofSERMetro-DetroitJobsforProgress,Inc.,aworkforcedevelopmentorganizationestablished45years ago with operations in the city of Detroit, Illinois, Texas andPennsylvania.ShehasbeenemployedwithSERMetroforover32years.SheworkedatNationalBankofDetroitfortenyears,isaformerDetroitPoliceOfficerandpreviouslyservedontheDetroitPoliceCommissionfrom1999-2003underMayorArcher.Ms.DewaelscheisagraduateofWestern High School in Detroit and holds Bachelor’s and Master’sdegrees from Wayne State University. She is actively involved in herDetroit community serving on numerous boards and commissionsincluding the Detroit Economic Growth Corporation, Detroit PublicTelevision, Comerica Community Development Advisory Committee, Wayne County CommunityDevelopmentEntity(CDE),NewDetroit,Inc.,WayneStateUniversityAlumniBoardandLASED.Sheisalife-longresidentofDetroitwithherhusbandRobert,andtheyhavetwomarrieddaughters,LisainNewOrleansandChristinainNewJersey.CommissionerDewaelscheisaMayoralappointee.

JusticeConradLMallett,Jr.istheChiefAdministrativeOfficeroftheDetroitMedicalCenter(DMC).HewasappointedtothepositioninJanuary2012,afterhavingservedasPresident/CEOoftheDMC’sSinaiGraceHospitalfromAugust2003untilDecember2011.Priortothat,JusticeMallettservedastheChiefLegalandAdministrativeOfficerof theDMCbeginning inMarch2003.FromApril2002toMarch 2003, he served as President and General Counsel of theLaVanHawkinsFoodGroupandChiefOperatingOfficerfortheCityofDetroitfromJanuary2002toApril2002.FromAugust1999toApril 2002 Justice Mallett was the General Counsel and ChiefAdministrativeOfficertheDMC.JusticeMallettwasalsopartnerinthelawfirmofMiller,Canfield,Paddock&StoneandapartnerinthelawfirmJaffeRaitt&Heuer.JusticeMallettwasamemberoftheMichiganSupremeCourtfromDecember1990untilJanuary1999andservedatwo-yeartermasChiefJusticebeginningin1997.JusticeMallettisadirectorofKellyServicesIncorporatedandLearCorporation.HeholdsaBachelor’sdegreefromtheUniversityofCaliforniaatLosAngeles,JurisDoctorateandaMaster’sdegreesfromtheUniversityofSouthernCalifornia,andanMBAfromOaklandUniversity.CommissionerMallettisaMayoralappointee.

Lastyear,MayorMichaelDugganappointedDerrickB.SanderstotheBOPC.TheDetroitCityCouncilunanimouslyapprovedtheappointment, paving the way for him to participate in his firstmeetingshortlythereafter.CommissionerSanderstakestheseatof former CommissionerDonnel R.White, whose termof officeended.CommissionerSandersisalifelongresidentoftheCityofDetroit. Hegivesback tohiscommunitybyservingonvariousBoards within the City, including the Detroit Economic GrowthBoard and his current service on the Wayne County JointAuthority Board. In recent years, Commissioner Sanders hasheldpositionsontheCityofDetroitWaterBoardandtheDetroitPublic Schools Oversight Committee. He has been a member of the International Union of OperatingEngineersLocal324since1993andcurrentlyservesasaBusinessRepresentativeandTrusteefortheLocal.BOPCChairLisaCarterwelcomedCommissionerSanderstotheBOPC,statingthatSandersbringsawealthofknowledgeandexperiencetotheposition.CommissionerSandersisaMayoralappointee.

ElizabethW.Brookshasdevotedherlifetobetteringheradoptedcommunitythroughvolunteerwork.Brooks,originallyfromNorthCarolina, has served on a multitude of boards since she and herhusband settled in Michigan in 1998. She has served on manyboards,includingthoseoftheDetroitHistoricalMuseum,MotownMuseum,DetroitJazzFestival,DetroitInstituteofArtsandontheMichiganStateUniversityCollegeofLawAdvisoryBoard.She remains active in the volunteer community today, serving onboards including the Charles H. Wright Museum of AfricanAmerican History, the Michigan Opera Theatre, Reading Works,NeighborhoodLegalServicesMichiganandtheadvisoryboardofJosephineFordCancerInstituteatHenryFordHealthSystem.Sheisalsochairing/co-chairingprojectsfororganizationssuchasthe150thanniversarycelebrationfortheDetroitPublicLibraryandthesecondannualEasternMarketHarvestCelebration.CommissionerBrooksisalsoanappointedmemberoftheBoardofPoliceCommissionersforthecityofDetroit.CommissionerBrooksisaMayoralappointee.

DuringFY2015– 2016theCommissionhasbeenprogressiveand increasinglydominantonthelegalfront.Restoration of the BOPC’s Charter Mandated Powers - Most significantly, after months oflobbyingbyMIUnited’sCitizen’sPastoralAllianceforChange(DPAC),anecumenicalreligiousgroup, and numerous other legal, business and community organizations, the Commission’s fullpowerswererestoredafterbeingstrippedunderEmergencyManagement. TheStateofMichiganDetroitCaucusoftheMISenateandHouseofRepresentativesvotedunanimouslyonAugust11,2015aResolutionSupportingtheReinstatementoftheFullPowers of the Commission. Citing the importance of civilian oversight to the nearly 3000person strong Police Department, the Caucus stated the restoration of the Commission’sCharter Mandated Responsibilities was necessary “to ensure just, fair and unbiased lawenforcement and the maintenance of civility, peace, and prosperity”. The resolution wassponsoredbyRepresentativeWendellByrd,aformerBOPCCommissioner.(SeeappendixA)

The Detroit City Council. On September 29, 2015 Councilwoman Mary Sheffield, theyoungestmemberoftheDetroitCityCouncil,inabrilliantdisplayofgraceandcommunityempowerment,proclaimedthat“democracyshouldreignsupreme”and introducedaCityCouncilResolutionrestoringthefullChartermandatedpowersoftheCommission,effectiveDecember 11, 2015. (See appendix B) The Resolution passed unanimously and with theapprobationofMayorDuggan.CouncilwomanSheffieldstated:“ThePoliceCommission,oneoftheNation’searliest[1974],wascreatedtoaddressdecliningpolicecommunityrelationsandtheneedforthedepartmenttobereflectiveofthecommunityitserves.Consideringwhatishappeninginurbanareasacrossthecountry,andDPDrecentlyemergedfromafederalconsentdecree,itisevidentthatcivilianoversightisstillcriticaltopublicsafety”.

BOPC 2015-2016 Strategic Action Plan: In December of 2014, the Detroit Board of PoliceCommissioners held its first Strategic Planning Session. The purpose of session was to developmeasurable goals, objectives and action steps, incorporating the Board’s mission statement andidentifyingitsvision.TheplanwentintoeffectJuly1,2015.Thefollowinggoalswereestablished:Goal1:Oversight–Providetransparency&accountabilitytothecitizensofDetroit.Goal 2: Fiscal Responsibility –Ensure that the DPD is demonstrating fiscally responsiblepractices.Goal3:Accountability–IncreasepublicconfidenceintheDetroitPoliceDepartment.Goal4:Transparency–Fosteranenvironmentwhichbolsterspublicconfidence&trust.Additionally,theBoardadopteditsmottoortagline,settingitsvisionforthefuture:“Accountabilitythroughcivilianoversight”.

DPDBecamea“ConstitutionalPoliceDepartment”: TheCommissionmetwithU.S.Attorneyforthe Eastern District, Barbara McQuade, and the Attorney for the U.S. Dept. of Justice Civil RightsDivisionforadebriefingre: “TheEndofUnconstitutionalPolicingbyDPDinthecityofDetroit”;asreflectedina“StipulatedSettlementandRelease”ofthe2003ConsentDecree,whichoverthepast13yearscostthecity$88milliondollarsinadministrativefees.ThedecreewasofficiallydismissedinU.S.DistrictCourt(E.D.)March31,2016byJudgeAvernL.Cohen,alsoaformerBOPCCommissionerundertheYoungAdministration.(SeeappendixC)Numerouschecksandbalanceshavebeenputinplace to ensure that citizen’s constitutional rights will be safeguarded to be free from unlawfuldetention,useofforce,andotherFourthAmendmentviolations. BodyCams:Infurtheranceofitspolicyof“de-escalation”and“communitypolicing”,theCommissionendorsedapolicyrequiringtheuseofbodycamsinsituationswherethereiscitizencontact.TheCommission was careful to include provisions which maintained personal privacy in sensitivesituations,likedomesticviolence,requiringsame. Board Policies: The Board adopted policies regarding its Board Officer Election Process; BoardConduct,etc. It requestedandreceivedseveral legalopinions fromtheCorporationCounsel,oneconcerningtheindividualCommissioner’sFirstAmendmentRighttofreespeechatBoardmeetings. ThemissionoftheOfficeoftheChiefInvestigator(OCI)istofairly,effectively and objectively receive, investigate and makerecommendations regarding complaints concerning the DetroitPoliceDepartmentanditspersonnel. It is thegoalof theOCItoassist in improving the quality of law enforcement services byinstilling citizen confidence in the integrity of the Detroit PoliceDepartment.TheDetroitBoardofPoliceofCommissionerswascreatedin1974bytheDetroitCityCharter,whichwasadoptedbythevoteofthepeople. The Charter vests broad supervisory authority over thePoliceDepartmentinthiscivilianBoard. TheBoardhasplenaryauthorityovercitizencomplaintsandhasthepowertoappointfactfinders,subpoenawitnesses,administeroaths,taketestimony,andrequire the production of evidence. Under the auspices of theBoard, the Office of the Chief Investigator is charged withconducting investigations regarding allegations about the PoliceDepartmentanditspersonnel.TheOCIoperatesindependentoftheDetroitPoliceDepartment’schainofcommandandisledbyacivilianChief Investigator appointed by the Board. In addition to the Chief Investigator, the OCI is comprised ofSupervisingInvestigators,SeniorInvestigators,linestaffInvestigatorsandsupportstaff. Allemployeesofthe office are civilian. The cases investigated are non-criminal in nature and the quality of the reportsgeneratedareessentialtomaintainingtheoffice’sintegrity.Duringthecourseoftheinvestigation,citizensareperiodicallynotifiedregardingcasestatusandreceivefindingslettersuponcasecompletion.AllreportsareforwardedtotheCitizenComplaintCommittee,asubsetofthefullBoardchargedwithreviewingandapprovingallcases.AftertheCommittee’sreview,copiesofthereportsareforwardedtotheChiefofPoliceorhis/herdesigneeforreviewanddisciplinaryorcorrectiveaction,ifappropriate.In July 2003, the City of Detroit, Detroit Police Department and the United States Department of Justiceentered into a Federal Court Consent Judgment. The Department was charged with maintaining 94%compliancefor2consecutiveyearsinorderfortheJudgmenttobeterminated.TheOCIwasnamedintheJudgment and at one time, was the focal point. After 11 years, the Consent Judgment was terminated inFederalCourtonMonday,August18,2014.TheCityofDetroitwasofficiallydischargedfromFederalCourtsupervisiononThursday,March31,2016(seepages16-17,OrdertoDismiss). Asustainabilityplanwascreatedtodemonstratethecity’scommitmenttocontinuedenforcementofthetermsandconditionsoftheformerConsentJudgment.Toensurecontinuedcompliance,theDPDandOCIhaveincorporatedallareasoftheJudgmentintotheirrespectivepoliciesandprocedures.BothentitiescontinuetobeauditedbytheCivilRightsIntegrityBureau(CRIB),adivisionoftheProfessionalStandardsUnit,andregularreportshavebeenforwardedtotheDepartmentofJustice.

Citizen Complaints are defined as any complaint alleging inadequate police service or non-criminalmisconduct against Detroit Police Department personnel. The following areas of concern/allegations areinvestigatedbyOCI:Arrest-aseizureofgreaterscopeordurationthananinvestigatoryorTerryStop.Anarrestislawfulwhensupportedbyprobablecause.Demeanor–agesture,languageorotheractionwhichcanbeinterpretedasoffensiveorofdoubtfulsocial propriety or gives the appearance of conflict of interest, misuse of influence or lack ofjurisdictionorauthority.Entry–theuseofimproperand/orexcessiveforcetogainentryintoabuildingorontoproperty.Harassment-themethodofpoliceactionwasimproperlyselectiveandwaspredicateduponfactorsirrelevant,underthecircumstances,togoodlawenforcementdecisionmaking,suchasrace,attire,sex,age,etc.Force - the use or threatened use of force against an individual was improper and/or excessiveand/orinconsistentwithDepartmentDirectives.ForceincludesanyofthefollowingactionsbyanOfficer:anyphysicalstrikeorinstrumentalcontactwithaperson;anyintentionalattemptedphysicalstrike or instrumental contact that does not take effect; or any significant physical contact thatrestrictsthemovementofaperson. Useofforceislawfulifit isobjectivelyreasonableunderthecircumstancesandtheminimumamountofforcenecessarytoaffectanarrestorprotectthememberorotherperson.Procedure – the actions taken were in violation of Department rules, regulations, procedures orpolicies,ortheLawEnforcementCodeofEthics.Property–personalpropertywaslostordamagedwhileinpolicecustodyorconfiscatedthroughpoliceaction.Search - the search of a person or his/her property was improper, unjustified or in violation ofestablishedpoliceprocedure.Service–acomplaintregardingthelack,tardinessorinadequacyofpoliceservice.Complaintscanandwillbeacceptedfromanysource, includingwitnessesorother thirdparties,outsideagencies and anonymous sources, within one year of the alleged incident. The acceptance process is asfollows: Complaintsfiledatanypolicedepartmentprecinct,unit,orsection,shallbeforwardedtotheOCIwithin 48 hours. All complaints must be date-stamped and assigned a BPC (Board of PoliceCommissioners)controlnumberandCCR(CitizenComplaintReportnumber)uponreceipt. Complaintsfiledinperson,bytelephoneorbymail/emailshallberecordedasaboveanddatedbytheInvestigator.Ifreceivedbymail,thecomplaintmustbedate-stamped. The above chart is an 8-year comparison of the citizen complaints received from 2008 – 2015. Afterexperiencinghighsbetween2008and2009,thenumbersbegantotrenddownward. Moreover,between2008, which peaked at 1,736 cases received; and 2015, which peaked at 1,119 cases received, the OCIexperienceda35.5%decreaseinthetotalnumberofcomplaintsfiled. Thissignificantdecreasecouldbeattributed to a number of factors, including but not limited to police training and police/communityinitiatives; improved member adherence to policies and procedures set forth by the Department; OCI’sattemptstoeducatethecommunity,assistingtheminfullycomprehendingthepurposeoftheofficeanditsroleinthecommunity;orperhapsdeterrencefrommisconductthroughtheaccountabilitythatOCIprovidesbycompletingthoroughinvestigationsmoreexpeditiously.Whiletheexactvariableswhichdirectlyimpactareductionincasefilingsmayneverbefullydetermined,theDepartmentiscertainlytrendingintherightdirection.Historically,theobjectivehasbeentoreducethenumberofcitizencomplaintsfiled,whichintheory,wouldsuggest a correlation between OCI caseloads and member performance. However, as we cannot specifycausationandareclearlyachievingthedesiredresultswithouttargetedeffort,itwouldbemorelogicaltoexamineotherdatatrends.Since2003,findingsof“NotSustained”havebeenasconsistentastheleadingallegations. To maximize our resources, efforts should focus on reducing the number of “Not Sustained”findings,whichconstituteanaverageof45%ofourfindings.Simplystated,inalmosthalfofourcases,wedonot have enough evidence to make a conclusive determination. The OCI is currently partnering with theDepartment’sProfessionalStandardsunittoaddressthisissue

Hiredapproximately300civilianemployeesasapartoftheCivilianizationProject.Thehireofthesecivilian employees assisted in the redeployment of sworn members to patrol positions. HiredCrimeAnalyststoassistinthe“GreenLightProject”.Theanalystswillreviewcrimepatterns,statistics, and monitor high crime areas in “real time” in an effort to reduce violent crimes. Additional Emergency Services Dispatch Operators were hired to assist with the high volume ofemergencycallsfromcitizensandvisitorstothecity. Over forty (40) Office Management Assistants were hired as Desk Operations Service Officers,allowing the department to redeploy sworn officers from working inside the precincts to patrolduties. Awrittenpromotionalexaminationwasfacilitatedforsergeantsandlieutenants. HiredPoliceAssistants;theseindividualsworkonapart-timebasisinasworncapacityassistinginthefollowingareas–DisciplinaryAdministration,MediaRelations,SecondaryEmployment,Policemedical,PolicePersonnel,FiscalOperations,CrimeAnalysis,RecordsManagement,LaborRelations,Police Law, Resources Management Bureau, Facilities Management, Property Control, FirearmsInventory,TechnologyBureau,Forfeiture,LiquorLicense,CrimeSceneServices,Traffic(Downtown),Recruiting,Training,PrisonerTransportandCourtOfficer. Participatedassubjectmatterexpertsintheimplementationofthecity’snewhumanresourcesandpayrollsystem. DevelopedaninternprogramincollaborationwithPoliceRecruitingtoattracthighlyqualifiedtalenttobecomemembersofDPD.Theinternprogramhasyieldedseveralrecruits.

EQUALEMPLOYMENTOPPORTUNITY(EEO)Officeinvestigatesallegationsofharassmentanddiscriminationonthe basis of age race, sex, religion, gender identity, ethnic origin, disability, etc. and provides sexualharassmentanddiscriminationawarenesstrainingtosupervisorsandalldepartmentmembers.In2015theEEOOfficereceivedatotalof38claimsfiledbydepartmentemployeesatoneofthefollowingagencies – theDetroit Police Department’s EEO Office (21), Michigan Department of Civil Rights/UnitedStatesEqualEmploymentOpportunityCommission(17).Thisisathirty-seven(37%)percentreductioninthenumberofcasesreceivedin2014.

DesignedandimplementednewEEOtrainingprogramtoeducatedepartmentmembersonsexualharassmentanddiscriminationawareness. Implementedtrackingdatabasetomonitorcaseloadandreportmetrics. Providedatrainingin-servicetostaffonupdatestotheAmericanwithDisabilitiesAct(ADA)inclusiveof the interactive process. This training will assist the Department in addressing members in arestricteddutystatus.

POLICE PERSONNEL is responsible for maintaining complete and accurate personnel records for all swornmembers and processing all personnel matters including but not limited to, awards, medals citations,transfersandtransferrequests,andemploymentverification.TheunitisalsoresponsibleformaintainingHumanResourcesmetricsforswornmembers,suchasattritionrates,EEOCdemographicsandmanpowerlevels. Coordinated, with Police Medical, psychological and medical evaluations for final candidates,enablingcompletionofevaluationsinthree(3)daysorless. Reducedtimetohirefromsix(6)monthsto2-3monthsbyreviewingandimprovingtheprocesswithparticipationoftheentirerecruitingstaff. Improvedcommunicationandcustomerservicetocurrentandpotentialapplicantsthroughfollowupcallsandemails. Developedamoreefficientprocesstoorganizeandtrackapplicantsbyestablishinganewdatabaseanddevelopingmetricsandreports. Ensuredcompliancewithstatelaws,federallawsandMCOLES.

The Detroit PoliceDepartment and its members are firmly committed to providingprofessionalpoliceservicestoDetroitcitizensandvisitors.According to initial year-end 2015 data generated by the Detroit PoliceDepartment,crimecontinuedtodeclineinDetroitin2015.Overall,violentcrimefellinDetroitby7%in2015,incomparisonto2014,andisdown11%since2013.Meanwhile,reportedpropertycrimesoveralldroppedby25%inthepastyear.
