HEALTH MEDICAL AND FAMILY WELFARE (B1) DEPARTMENT G.O.RT.No. 780 Dated.15-09-2014. Read the following:- 1) G.O.Rt. No.130, HM&FW (B1) Deptt., Dt.30.01.2010. 2) G.O.Rt.No.1981, HM&FW (B1) Deptt., Dt.25.11.2011. 3) From the DPH&FW, A.P., Hyd., Lr.Rc.No.8231/E1A/2014, Dt.08.8.2014. *** ORDER: In the G.O. 1 st read above, Government have constituted a Screening Committee for selection of DM&HOs., in the State and also stipulated certain guidelines to be adopted by the Screening Committee for preparation of the panel for the said posts. Government in the G.O., 2 nd read above have issued orders withdrawing the said G.O., 2. In the weekly review meeting with the HODs, it has been unanimously agreed to put in place a mechanism by formulating definitive guidelines, for selection of DM&HOs. 3. This is being proposed in view of the observation that at the District, the DM&HO post is a critical functionary and there are statutory duties to be performed by this Officer and he / she is expected to lead the team in the District in various matters in public health importance. Therefore, in order to streamline the postings of DM&HOs., Government hereby constitute a Screening Committee with the following Members: 1. Principal Secretary to Government, Health, Medical & Family Welfare Department A.P. Secretariat , Hyderabad … Chairman & Convenor 2. Commissioner of Health & Family Welfare, A.P. Hyderabad … Member 3. Director of Public Health and Family Welfare, A.P. Hyderabad … Member 4. The above Screening Committee shall shortlist a panel of 30 names of Civil Surgeons annually or whenever needed and propose the list for consideration while issuing postings as DM&HOs, with a principle that no Officer would be posted in their native District. 5. The Screening Committee constituted above shall adopt the following guidelines for preparation of the panel of DM&HOs. :- a) to examine the candidature from vigilance angle. Persons having no disciplinary proceedings against them and have not indulged in any acts of moral turpitude only shall be considered. b) Those who have a field experience for not less than 3 years in the capacity of Dy. DM&HO / Addl. DM&HO shall be considered.

a) to examine the candidature from vigilance angle. Persons having nodisciplinary proceedings against them and have not indulged in anyacts of moral turpitude only shall be considered.
b) Those who have a field experience for not less than 3 years in thecapacity of Dy. DM&HO / Addl. DM&HO shall be considered.
c) Preference be given to those who have a Diploma / Degree in Public

d) Seniority shall also be taken into consideration.
e)
Native district of the candidate shall invariably be mentioned againsthis name in the panel to avoid being posted there.
f) Candidates with aptitude / knowledge of Public Health be givenpreference.
g) A tenure of atleast 2 years must be given and with each of them theremust be an agreement of performance achievement. Hence, in eachDistrict, the performance indicators will be examined and realistictargets and outcomes will be defined for each DM&HO. This review willgo into personal record of concerned individuals.
