Speaking in Queens on Saturday, Mayor Bill de Blasio announced a new plan to help many residents who he said have gone through “the worst 17 months of their lives.”

Part of the restructur-ing includes a reformed Build It Back program to streamline rebuilding ap-plications and reimburse-ments requests.

The city will also receive an additional $100 million from the Department of Housing and Urban Development for home rebuilding.

appointed new leaders to his resiliency and recovery team, including Bill Goldstein as the new senior advisor for recov-ery resiliency and infra-structure. On a recent afternoon, the tiny front room at the Brooklyn Perinatal Network in Boerum Hill, Brooklyn, was packed with New Yorkers eager to enroll for health insur-ance.

“It’s been very, very busy,” said Denise West, the network’s deputy ex-ecutive director — one of dozens of organizations in the five boroughs with navigators trained to help New Yorkers and business-es use the state’s health exchange, mandated by the Affordable Care Act.

Since the launch of NY State of Health in October, more than 1.1 million peo-ple across the state have completed applications on the marketplace, and more than 782,000 have enrolled.

But as the deadline for 2014 coverage approach-es, New Yorkers scramble to sign up before mid-night Monday. More than 281,000 people in the state enrolled in just over the last four weeks alone.

West said a steady stream of people — with and without appoint-ments — have come to the organization for assis-tance enrolling in the past few weeks.

“Because it’s so late,

people are afraid to try on their own,” she said.

West said calls to the organization have also increased. On a recent Fri-day, West helped one man enroll over the phone un-til about 11 p.m.

“Time just moves by

so fast,” she said, explain-ing why some put off the application. West also at-tributed a recent surge in enrollment to confusion following media reports on technical difficulties with the federal exchange website.

Michael Wallace, a 37-year-old walk-in client at the network, blamed his own procrastination on laziness.

“I need insurance,” Wallace said. “I should have done it sooner.”

Despite having worked longer hours in the last days of open enrollment, West said it was an “excit-ing time.” One of the goals of the Brooklyn Perinatal Network is to improve community well being by connecting New Yorkers

with health services, she said.

West stressed the im-portance of health insur-ance in bettering New Yorkers’ lives. In New York City, one in five adults are uninsured, according to the Health Department.

Until West helped him enroll a few weeks ago, Emroy Caesar, 31, was one of those uninsured. A Berkeley College student doing work-study at the site, Caesar said he finally enrolled because he knew his 12-year-old daughter would need shots soon.

“It was very last-min-ute,” he admitted. “Down to the wire.”

The clown who briefly terrorized Staten Island streets swung by Manhat-tan on Friday morning.

The joker was revealed as a stunt by a Staten Island-based production company, but the men be-hind the prank said it was all in good fun.

“Really, no matter how it is, we like to entertain people,” said Michael Leavy of Fuzz on the Lens Productions. “It wasn’t meant to hurt anybody or harm anybody. It was re-ally just having fun.”

Leavy, along with his brother Michael and friend Steven Della Salla brought along the in-famous clown to radio station Z100 s morning show for their latest hur-rah — scaring one of the hosts on her birthday.

“You either love clowns or you hate them,”

Michael said. “When you do something like this, you’re going to have peo-ple talking about it.”

Leavy revealed the creepy clown came about as a gag on a local comedi-an, Vic Dibitetto, who was working on a film with them at the time.

The clown went on to make appearances on Twitter and Instagram accounts, where it even-tually went viral as the

#SIclown and grabbed headlines around the country.

“We didn’t expect it to be what it became,” Leavy said, who added that the clown’s fifteen minutes might not quite be over.

“There are some plans that we can’t reveal,” he said.

Jokers. The group behind the viral clown sightings say it started as a prank on a friend.

Philip Eure will serve as the first-ever NYPD inspector general, a post created in response to the city’s Muslim surveil-lance and stop-and-frisk programs.

Eure, 52, will manage a staff of 50 investigators, analysts, lawyers and community outreach per-sonnel as he oversees the police department. He will also provide regular reports to both Mayor Bill de Blasio and the City Council, which passed the controversial bill into law last year.

“I will ensure that we conduct thorough investigations to effect reform that strengthens this city’s law enforce-

ment efforts and the public’s confidence in its police force,” Eure said in a statement.

For the last 14 years, Eure served as head of the District of Columbia’s Of-fice of Police Complaints. He begins his inspector general responsibilities on May 27. EMILY JOHNSON

Compromise. Cuomo announces $140BN state budget deal Gov. Andrew Cuomo announced a state budget agreement that, if ap-proved by Tuesday, would settle the ongoing debate over universal prekinder-garten.

The nearly $140 billion budget includes Cuomo’s five-year commitment to provide statewide univer-sal prekindergarten as an

alternative to Mayor Bill de Blasio’s request for a tax on the city’s wealthiest to fund the initiative.

The city would receive about $300 million for prekindergarten and middle school after-school programs — $40 million less than de Blasio request-ed. The mayor celebrated the news nonetheless.

“Through ups and downs, we never wavered from our promise to the people of this city to expand full-day pre-K and after-school for our children starting this Sep-tember,” de Blasio said in a statement Saturday.

De Blasio also praised the budget’s adoption of language that allows the city to offer rent subsidies to homeless families.

However, the budget did not include a provision for 160 new speed cameras outlined in the city’s Vision Zero plan. CHESTER JESUS SORIA

Man falls two stories while escaping fi re

A fi re in an apartment building left at least four people hospitalized on

Sunday, including a man who fell two stories after he climbed out of a win-dow to escape the blaze.

The fi re broke out about 6:30 a.m. on the fourth fl oor of Brooklyn’s Red Hook West houses,

a fi re department offi cial said.

Rufi no Peralta, 54, at-tempted to rappel down from his fourth-fl oor window with a makeshift rope made from a sheet, but fell two fl oors to the

scaff olding below. He was taken to Lutheran Hospi-tal in serious condition.

The search for missing Malaysia Airlines Flight MH370 could take years, U.S. Navy officials suggest-ed on Sunday, as search and rescue officials raced to locate the plane’s black box recorder days before its batteries are set to die.

Ten ships and as many aircraft are searching a massive area in the Indian Ocean west of Perth, Aus-tralia, trying to find some trace of the aircraft, which went missing more than three weeks ago and is pre-sumed to have crashed.

The chief of the China Maritime Search and Res-

cue Center, He Jianzhong, told the Xinhua state news agency no objects linked to the plane had been found on Sunday, and that Chi-nese vessels would expand their search area.

U.S. Navy Capt. Mark Matthews, who is in charge of the U.S. Towed Pinger Locator, told journalists at Stirling Naval Base that the lack of information about

where the plane went down seriously hampers the ability to find it.

“Right now the search area is basically the size of the Indian Ocean, which would take an untenable amount of time to search,” he said.

“If you compare this to Air France flight 447, we had much better position-al information of where that aircraft went into the water,” he said, referring to a plane that crashed in 2009 near Brazil and took more than two years to find.

The U.S. Navy cannot use the pinger locator and other sonar used to listen for the beacons on the aircraft’s flight data and cockpit voice recorders until “conclusive visual evi-dence” of debris is found, U.S. Navy spokesman Cmdr. William Marks told CBS’ “Face the Nation” pro-gram. REUTERS

Days after the mudslide left dozens dead and miss-ing, Dan Rankin stood in a high school gymnasium and hugged tight a teenage girl reeling from the loss of her sister.

Before the March 22 di-saster, Rankin’s main tasks as mayor of the small log-ging town of Darrington, Wash., included oversee-ing town council meetings and resolving property line

disputes in the community of about 1,350 people.

America’s top general in Europe has been sent back early from a trip to Wash-ington in what the Pen-tagon on Sunday called a prudent step given Rus-sia’s “lack of transpar-ency” about troop move-ments across the border with Ukraine.

Gen. Philip Breedlove, who is both NATO’s Su-preme Allied Commander Europe and the head of the U.S. military’s Euro-pean Command, arrived in Europe on Saturday evening. He had been due to testify before Congress this week.

Don’t reread, remember

Think repetition and reading for long hours are the key to learning? Not according to a new book based on the research of two Washington Univer-sity professors.

“Empirical research into how we learn and remember shows that much of what we take for gospel about how to learn turns out to be largely wasted effort,” reads one of the opening passages of “Make It Stick: The Science of Successful Learning,” out today. The work is the result of 10 years of research into the application of cognitive psychology to education practices by Henry Roedi-ger and Mark McDaniel, both in the Department of Psychology at Wash-ington University in St. Louis. They then enlisted the help of novelist (and

Roediger’s brother-in-law) Peter Brown to turn their findings into a book for a mass audience.

Brown has filled “Make It Stick” with illustrative anecdotes to support the academic theories. “When I heard what [Roediger], McDaniel and their col-leagues were finding, it seemed like big news: Most of us are going about learning the wrong way! This was something every-body needed to hear.”

For example, rereading texts and repeatedly prac-ticing something won’t really help you learn. In fact, most intuitive modes of learning also came up short. The book’s sug-gested practices say that learning must be arduous. We asked Brown why.

What is it about overcoming diffi culty that makes learning stronger?The best way to make learning stick is to focus less on getting knowledge into the brain and more

on getting it out. You learn best by trying to retrieve an answer from memory.

How does that work?When the brain encoun-ters new information, the representation of that is pliable — the brain works at making sense of the new material by filling in gaps and connecting it to what you already know.

And then you suggest switching things around?It’s the arduous retrieval practice that strengthens learning. When you mix up your practice, and the retrieval is more difficult because you’re constantly switching between differ-ent topics, and it doesn’t feel like you’re mastering them, you are building complex neural connec-tions and a more versatile ability to recall and apply the learning later.

Gone are the days when students could rely on their college career centers to prepare them for the real world — now it’s on them. Students have to be accountable for their ca-reers and seek out oppor-tunities on their own. In a new study by my company and Internmatch.com, we found that almost 50 percent of students aren’t using their career centers, opting to use online re-sources instead. According to the National Association of Colleges and Employ-ers, the average ratio of students to career services staff is 1,889 to 1. It’s no wonder almost a third of students in our study said

Hip-hop star shot by nephew during mother’s funeral procession The nephew of Raymond Scott (aka Benzino) allegedly shot his uncle during a family funeral procession in Massa-chusetts on Saturday. Benzino is on “Love & Hip Hop Atlanta” and co-founded popular hip-hop magazine The Source.

Prosecutors said the two were driving next to each other when the younger Scott, riding in his Bentley, allegedly shot at his uncle, who was driving a red Dodge SUV. The funeral proces-sion was for Benzino’s mother, Mary Scott.

He-man. The former Governator says action movies have changed Given his résumé, it’s understandable that Arnold Schwarzenegger would think he knew all there was to know about action movies. So naturally when “Sabotage” director David Ayer suggested the former California governor sign up for some weapons training prior to filming, he balked. “Why do I need weapons training? I mean, I’ve shot more guns than anyone in movie history and killed more people than anyone. So why do we need to go through weapons training?” he remembers.

But Schwarzenegger was actually impressed by Ayer’s push for realism and technical accuracy. “I love that he pushed me,” he says. “Sometimes direc-tors get intimidated when they meet someone like me. They say, ‘I’m looking forward to working with you’ and ‘Let’s just figure out how we’re going to get ready for the movie.’ But David came in and was very clear with the set of things that needed to be done.”

He also knows that the filmmaking world has changed a great deal since his action heyday, and

The Criterion Collection, $39.95The public reputation of morbid legend Ingmar Bergman is basically secure; even “Muppets Most Wanted” featured a “The Seventh Seal” gag, with Death playing chess with the Swedish Chef. But things weren’t always smooth for the director. He helped birth the European art film in the 1950s, but by the ’60s he’d been eclipsed by the French New Wave. “Persona,” from 1966, was return fire — a film both innovative and mysterious.

Since then, “Persona” has largely been treated as a headscatcher, often described as being about

two women — an actress (Liv Ullmann) who’s gone willingly mute and a nurse (Bibi Andersson) tend-ing to her — who switch identities. For starters, this isn’t even accurate. What occurs between the two women is oblique, and lacks clear resolution. Only Andersson’s Alma appears to change, and the only thing she swipes from Ullmann’s Elisabet is her husband, for a dreamlike tryst. If it’s a puzzle, it’s missing a few key pieces.

Still, “Persona” saves most of its craziness for the last half hour. After a dazzling, cryptic six-min-ute overture depicting the violent coming-to-life of a film projector, it settles into one of Bergman’s bet-ter dramas. Retreating to an island for respite, Alma finds herself opening up to her charge, as though they were lifelong besties. She starts confessing everything, even — in the film’s most famous scene — a time she partook in an orgy with two boys and another girl.

But things between the two confidantes soon turn

sour, and what happens is open enough to court many interpretations. But it’s also a great platonic break-up movie, sketching a relationship from idyllic beginning to miserable end.

Box offi ce. God smites Schwarzenegger but saves ‘Noah’

Luckily for “Noah,” the only fl ood was the one made of cash money. PARAMOUNT PICTURES

“Noah,” starring Russell Crowe as the biblical figure who built an ark to save his family and speci-mens of every animal from the great flood, collected $44 million in U.S. and Ca-nadian ticket sales to lead the weekend box office.

It sailed past last week-end’s winner, “Divergent”, based on the novel by Veronica Roth about a dystopian world divided into factions. “Divergent” collected $26.5 million and a total of $95 million since its March 21 release.

“Muppets Most Want-ed,” starring Ty Burrell, Tina Fey and Jim Henson’s furry puppets, was third with $11.4 million in ticket sales from Friday through Sunday, according to estimates provided by Rentrak.

In fourth place for the weekend, the animated film “Mr. Peabody & Sherman” collected $9.5

million in ticket sales, pushing its take in domes-tic theaters to $95 million.

Rounding out the top five, “The Grand Buda-pest Hotel,” director Wes Anderson’s offbeat look at a rundown hotel and its scheming concierge, expanded its run to nearly 1,000 theaters from 300 last week and generated $8.8 million in ticket sales.

The weekend’s other widely distributed new film, the thriller “Sabo-tage,” sold just $5.3 million worth of tickets for the seventh spot — another disappointment for one-time box office superstar Arnold Schwarzenegger, after “The Escape Plan.”

“Cesar Chavez,” star-ring Michael Pena as the labor leader who orga-nized U.S. farm workers in the 1970s, sold $3 million and was in 12th place, de-spite playing in fewer than 700 theaters. REUTERS

This has been an epic winter, but snowstorms, a polar vortex and slush can’t take us down. Jump start this new season with a great attitude and you’ll get that spring back in your step in no time. Fol-low my advice for spring cleaning the inner you and get ready to feel fresh.

Shake it up

Movement cleanses your mind and body. If you feel stagnant, jump on a bike, take a stroll through the park or do 10 jumping jacks. Keep it simple by committing to move in some way every day. Ten minutes of movement daily will clear your mind and energize your body.

Meditate briefl y

One minute a day spent in stillness can change your life. Give yourself the greatest clearing of all and start a daily meditation practice. Simply breathe in your nose for five seconds, hold your breath for five seconds and release for five. Practice this breath pattern for one minute

every day.

Let it go

The age-old closet rule, “if you haven’t worn something in over a year, throw it out,” applies to the mind, too. If you’ve been obsessing over some-thing out of your control for over a year, it’s time to

let it go. Get honest with yourself about how you’ve been holding onto an out-come. Begin the releasing process by simply saying once a day, “I am ready to let this go.” This simple affirmation will ignite the releasing process and let the mental cleanse begin.

Recycle the junk

Much like it’s hard to part with old clothing items, it can be hard to part with old ideas. So rather than drop the belief altogether, I encourage you to replace it with a new one. Once you identify the nega-tive beliefs that you’ve been holding onto, you can rewrite the script. Reaffirm a new belief that is more positive and energizing. For instance, if you’ve been saying, “I can’t lose weight,” recycle that thought with the af-firmation, “This spring I’m ready to let go of the extra pounds.” Rephrasing your limiting beliefs will give you the positive reinforce-ment to clean your nega-tive patterns.

Hungry? Pick up the Hungry Girl diet Yum. Lisa Lillien’s new four-week plan incorporates her popular tips and recipes.

Lisa Lillien — known to her legions of followers as Hungry Girl — didn’t set out to create a diet when she started the Hungry Girl empire, which has spawned cookbooks, a TV show and sprawling digs in L.A. dubbed “Hungry-land.” But she found that the questions she kept getting from fans were about putting her ideas — be they recipes, food swaps or general healthy living tips — into action. She consulted nutrition-ist David Grotto to come up with “The Hungry Girl Diet,” a four-week plan that promises “big portions [and] big results.” Here’s what we learned about it when we chatted up the foodie maven.

It’s whole-foods basedLillien’s recipes sometimes call for artificial sweeten-ers or packaged foods, but the basis of her diet plan is about eating clean. “There are so many ingredients that I use that are all natural, that are clean and still are perfectly aligned with what my brand is about. So I wanted to focus

on those for this particular book,” she says.

You’re encouraged to dig in“I took the time to find ingredients that you can eat a lot of, that give you large volumes of food that are extremely satisfying,” Lillien says. “You wont be hungry on the diet.”

It has rules you can live byThis isn’t some diet that has a start and stop date. These are healthy-eating rules that you can incor-porate forever. “People who have 20, 30, 50, 100 pounds to lose, they were repeating the plan and tak-ing from it whatever they wanted, and they continue doing it,” Lillien says.

Can a spoonful of MCT oil help you drop pounds? Diet. Experts are touting its benefi ts.

Doctors and nutrition ex-perts are buzzing about MCT (medium-chain tri-glyceride) oil and its ben-efits for weight loss. But is all the hype worth it?

MCT oil is usually de-rived from coconut oil (in some cases, palm oil), and you can put it in a smooth-ie, on a salad or just take it directly on a tablespoon.

“The beauty of this oil is that it is digested very quickly and you get a quick rush of energy. In a way it works like a carbohydrate, but it’s actually a fat,” says Dr. Frank Lipman, an inte-grative physician who has his own brand of MCT oil as part of his “Be Well” line of supplements.

“It’s good for your me-tabolism. I’m a big fan of fat, and I don’t think

people eat enough fat,” he continues.

Fitness and nutrition ex-pert Aimee Nicotera, previ-ously of Canyon Ranch and Equinox, agrees with him.

“Some of these studies have shown that MCT can actually help the process of calorie burning,” she says.

both men and women, young and old, can reap the oil’s benefits. He rec-ommends starting with half a tablespoon, then working up to one whole tablespoon over time.

As for why the MCT is trending, Dr. Lipman says:

“People are becoming more aware that fats are healthy. People were al-ways scared of fat, but now they’re getting used to the fact that fat is healthy. And I think that people like it because you get a quick rush of energy.”

Nicotera adds that peo-ple are always looking for a way to get better results.

“If we can figure out how we can lose fat and still eat fat — that’s the es-sence of what we’re doing here — who doesn’t want that?”

vate yourself.” Choosing to reactivate involves an evaluation of goals. Finding the best way to meet those goals is an important step in the art of quitting. “That leads to a change in moti-vation where you decide where you’re going to go,” Bernstein says. “If you’re really dedicated and want to get out of this, you write it down. You prepare your-self by deciding what [are] the potential downfalls of your new direction.”

Bernstein also lays out several different factors that hold people back from cutting the cord. These fac-tors support the so-called myth of persistence. “The sunk cost fallacy,” Bern-stein says, “goes into any situation where [you say] ‘I put so much into it I should stay with it.’” That’s not al-ways a good solution.

Another factor the book highlights is the idea of unconscious bias, which is when “you get just enough praise to feel that ‘next time I’ll do it better,’” says Bernstein. “There’s a hope-fulness that comes from unconscious bias, but it ends up making people very anxious.”

Over and over, people are told that “quitters never win.” But in “Mastering the Art of Quitting,” readers are shown that learning how to let go can actually make them happier. The book, written by Peg Streep and Alan B. Bernstein, ar-gues that quitting can be beneficial and that letting go might be a solution.

The book looks at why people continue to persist and shows readers how to fully disengage from goals that are unproduc-tive. It also gives advice on handling the emotions involved in quitting and how to create better objec-tives moving forward. It is a “myth of persistence” in today’s society that causes a fear of quitting for many people. “Sometimes you merely get stuck running in place,” Bernstein says. “What we argue in the book is there’s really an art to deescalating your con-

nection to where you’ve been and disengaging.”

Of course, the decision to quit something can be a very difficult. Bernstein describes making that decision in a two-step pro-cess: “You have to make an intellectual decision to disengage,” Bernstein says. “Then you have to make an emotional one: You have to realize it’s going to feel lousy. You’re going to start feeling angry, but then, hopefully, you’re going to make a decision to reacti-

Final Four set

seizing spots. UConn knocked off Michi-gan State, 60-54,

while Kentucky hit a 3-pointer with two seconds left to beat

Michigan, 75-72. They will face Florida

and Wisconsin, respectively.

The objective of the New York Mets is 90 wins.

Whether the aspira-tion is reality or an overly romantic notion will be determined over the next six-and-a-half months. But for a franchise whose recent past has been un-derscored by a thorough rebuilding, it is radical change in attitude.

“It’s attainable,” David Wright told reporters in Port St. Lucie, Fla., during spring training, echoing a number first put out there by general manager Sandy Alderson. “It’s a good starting point for us. Ninety wins is a good starting point.”

Despite authoring a 374-436 record over the last five seasons, the Mets enter the 2014 season with unmistak-able ambitions due to a long-term organizational reconstruction that has borne cornerstone pieces in starting pitchers Matt Harvey, Zack Wheeler and Noah Syndergaard,

along with catcher Tra-vis d’Arnaud. Harvey will most likely miss the en-tire season after Tommy John surgery, but the depth in the system is no-ticeable.

Added to that core in the offseason were out-

fielders Curtis Grander-son (four years, $60 mil-lion) and Chris Young (one year, $7.25 million) and starting pitcher Bar-tolo Colon (two years, $20 million), all of whom signed free agent con-tracts.

“I think 90 [wins] is a good starting point for giving us something to shoot for and getting guys to understand that mediocrity is not going to be acceptable,” Wright said.

“It’s not about be-ing better than last year. What does that get us? Third or fourth place? It’s about being a good team and being a playoff-con-tending team.”

The Mets’ biggest question marks are at first base and shortstop. Lucas Duda and Ike Da-vis will alternate at first, though both spent time injured during the spring.

The starting short-stop duties fall to Ruben Tejada, mostly because there is no one else.

Don’t be surprised to see new players at both positions if the Mets are bearing down on that 90-win total six months from now.

The Yankees rota-tion will have two key new contributors in Masahiro Tanaka and Michael Pineda. The latter hasn’t pitched since September 2011 after major shoulder surgery derailed a blockbuster trade. The team hopes they see a new CC Sabathia as well after his worst season in New York.

For all the talk of Giants and Jets, Knicks and Rang-ers, New York is first and foremost a baseball town. And after a harsh winter, baseball returns to the five boroughs on Monday.

The Yankees missed the playoffs for just the second time since 1995 and went on an unsurpris-ing shopping spree, led by Jacoby Ellsbury and Brian McCann. The Mets missed the playoffs for the seventh straight season and went on a surprising shopping spree.

A new Hiro in townThe Yankees went out and spent big on a new ace — Japanese right-hander Masahiro Tanaka.

At least they hope he will be an ace based on the $175 million they spent to lock him down for the next seven years.

The spring training returns were positive (2-0, 2.14 ERA), but the infamous Kei Igawa was 2-0 with a 3.13 ERA in his first spring training, too. No one expects a dud, but no one will be sure until he plays real games either.

The last thing you want after a guy missed a month and a half last year is to have him injured in spring.

But there’s no question Jeter will be the biggest story for much of the season, even if he doesn’t want it to be. He’ll be receiv-ing accolades at each stop, much like Mariano Ri-vera did last season. In fact, his first stop in Houston will feature cameos by Andy Pettitte and Roger Clemens.
