SCHC has assisted in relocating more than 100 families with at least one person who has a developmental disability in the past three years. More than half of

SCHC’s success stories have been the very fi rst tenants in brand new properties. Of the 105, 30 people who use wheelchairs now have a roll in, wheelchair accessible shower for the fi rst time in their lives. The Association for Community Housing Solutions (TACHS) was established and incorporated as a 501(c)3 nonprofi t housing developer in 1994 with a community-based Board of Directors of nine members. TACHS is a permanent supportive housing developer who focuses on creating housing for low-income, homeless persons living with serious mental illness and other chronic disabilities. We strive to develop housing where our special needs tenant population can live independently and receive integrated supportive services to improve their quality of life and stop the cycle of homelessness.

TACHS developed and operates four affordable housing complexes in the City of San Diego: the Reese Village Apartments, the Paseo Glenn Apartments, the Reverend Glenn Allison Apartments, and the Cove Apartments. Other projects are currently under development. All projects serve tenants at or below 60% AMI.

In addition to being a developer, TACHS created and operates a Resident Services program which utilizes a Stage-Wise Approach, while serving as a liaison to contracted supportive service providers with the goal of stopping the cycle of chronic homelessness.

The Housing and Redevelopment Department of the City of Carlsbad administers the City’s CDBG and HOME programs, the Section 8 Rental Assistance Program and the Inclusionary Housing Affordable Housing Program. The Department also administers all redevelopment projects and programs for the City’s two Redevelopment Areas – Village Redevelopment Project Area and South Carlsbad Coastal Redevelopment Area. The Department is responsible for processing land use and related permits for projects within the redevelopment areas.
