Economic Performance Factors (15 Points) includes the evaluation existing jobs and economic distress factors of unemployment and poverty. TRAC will evaluate the number of estimated jobs created and gross state product created by the modeled transportation efficiencies form ODOT's Statewide Transportation Model.
Economic Distress - Poverty & Unemployment Rates
ODOT will use gather county-level unit of analysis as a standard measure poverty and unemployment factors; however, if a project sponsor provides a defensible data a sub-county or census tract level, the TRAC will consider that level of geographic analysis for scoring and evaluation, as its discretion.
Do you want to enter values for a sub-county area to be used in the evaluation of this application?
Yes - I want to include a specific sub-county area for this analysisNo - I want to use the information collected by ODOT for this analysis

Local Investment Factors (15 Points) includes the analysis and evaluation of the dollar value of existing, local built-out attributes such as streets, water, sewer and land use. Local investment factors also includes consideration of the monetized value of public investments or commitments for new, non-project infrastructure and private investments. For this analysis TRAC has standardized the project area as a one-mile rectangular buffer around the primary roadway segment for the project. Applicants will need to calculate the total estimated project area in acres using the following formula:
(Length of the project in miles + 2 miles) x 2 Miles x 640 Acres
Total Length of Primary Segment (miles)
1.6 Total Estimated Project Area (acres)
4608
Built Out Local Attributes
What is the estimated percentage of acres being served by the local services within the calculated project area?
Local Streets/Roadways 100%

Institutional 4230000
What is the percentage of road route miles served by transit routes (excluding ADA/Para Transit) within the project area?
0%
What is the percentage of existing building square footage that is currently vacant?
1%
New Local Investments
TRAC will consider the monetized value of public investments or commitments for new, non-project infrastructure and private investments in the existing private facilities within in a 5-year time horizon from the date of the TRAC application.
What is the dollar value of committed or recent public investment in new, non-project infrastructure and services?
$25,400,000.00
What is the present value of private investment in existing private facilities? $108,600,000.00

JEFF HALL NEWARK CITY MAYOR
November 8, 2012
Transportation Review Advisory Council (TRAC) Ohio Department of Transportation 1980 West Broad Street Columbus, Ohio 43223
Dear Council Members:
• L .... ·
City Hall 40 West Main Street
Newark, Ohio 43055-5531 www.newarkohio.net
(740) 670-7510 [email protected]
The City of Newark appreciates the consideration given to valuable projects planned in Licking County, and we are pleased that the TRAC recently approved $3.4 million in right-of-way funding for the Cherry Valley Road Interchange project in Licking County, Ohio (PID 80704; Federal Project #E060418). This project is especially significant as this interchange improvement is the top priority transportation project in the Ohio Department of Transportation, District 5 area and Licking County region. The City of Newark is aware of the state's limited funding resources, as we too have experienced the effects of reduced state and local funding, and share in your desire to keep this federal program fiscally responsible.
In the spirit of cooperation with ODOT and the Village of Granville, the City of Newark Council has authorized me to write this letter pledging a maximum of $500,000 as Newark's local match for this Interchange project. Previous, unsuccessful, TRAC applications for this construction project proposed much smaller local contributions. You will notice with this application that not only has the City of Newark committed to a local match of $500,000, but the Village of Granville has also committed $250,000 towards the local match. In addition, Newark and Granville plan to jointly apply for OPWC-SCIP funding in the amount of $500,000 to be dedicated to this project, which would bring the local share contributed to this project to $1 ,250,000. We are planning for these local funds to be available for State Fiscal Year 2015, or the second half of calendar year 2014. With the addition of our $1 ,250,000 in local funding, and all other state and local contributions, we are helping ODOT District 5 reduce the previous construction funding request from $29.3 million to $15.1 million total. We are hopeful that these local commitments will be considered favorably by the TRAC in providing the remaining construction funds for this project.
We appreciate your re-evaluation of our increased local support for this very important project. We would like to thank you in advance for your consideration of this construction funding request, and we look forward to partnering with ODOT on all transportation-related projects in the region.

Subject: MPO Support - TRAC Application - PID 80704, LIC-16/Cherry Valley Road Interchange
Mr. Thompson:
Thank you for coordinating and submitting the SR 16 Cherry Valley Interchange project to TRAC. The partnership
between ODOT, local jurisdictions, and the MPO is integral to the total funding and support for this project. As you are
aware, the locals and MPO have committed funds for this project and consider this the highest priority project to be
completed in the region. The MPO has committed $2,971,300 for the construction in FY 2015. This is approximately 3
years’ worth of funding, illustrating the strong commitment from the local community. The Cherry Valley project is
important to the region for multiple reasons:
• Safety – crash rate of over 4.5 times state average
• Capacity – LOS of E/F with peak hour V/C ratios exceeding 1.43, traffic queues exceeding 1 mile.
• Economic Development Opportunity – 887 acres of shovel ready sites, with zoning and utilities in place. Many of
these sites are over 100 acres and have rail access.
• Connectivity – Only signal within 30 mile stretch from IR 270 and Newark
Again, thank you for preparing the TRAC application. The LCATS fully supports the application for construction funds for
the SR 16 – Cherry Valley Road interchange.
As always, feel free to contact me with any questions.
