Formulated as an economic development strategy
Community voted to approve a taxing district for operation of the College and $118.7 million in construction bonds (2001)
In 2014, community voted to approve $159 million dollars to expand classrooms, STEM labs, Nursing & Allied Health training facilities, and student support area

2007 – Delegation visited STC from Colorado State University, Nevada Great Basin College, and ranking manger for Texas Instruments. They reported: “Quality wise, the proposed STC program would be comparable to bachelor degrees offered by four‐year institutions of higher education in Texas.”
2009 – Delegation visited three colleges (Truman State University, Colombia Basin College in Washington, and University of Northern Iowa. They reported: Even with this early stage of program development, all three colleges were impressive in their commitment to the baccalaureate degrees and the quality of the program”

RAND Corporation Study
In 2014, the Texas Higher Education Coordinating Board commissioned a study to examine the possibility of expanding community College baccalaureate programs.
RAND Corporation visited four regions in Texas to gather input to identify a process and determine criteria that can be used to allow community colleges to offer bachelor degrees.
