TECHNICAL ANNOUNCEMENT 1. GENERAL The 2014 U.S. Figure Skating qualifying competition season consists of a total of 13 events. These include 12 qualifying events (nine regional championships, three sectional championships) and the 2014 U.S. Figure Skating Championships (juvenile, intermediate, novice, junior and senior). All 13 events are sanctioned by U.S. Figure Skating and conducted according to the most current U.S. Figure Skating rulebook, 2013-2014 edition, with changes and clarifications as posted on the U.S. Figure Skating web site and this announcement. Compliance with these rules as updated or amended is the responsibility of the participants. U.S. Figure Skating reserves the right to incorporate revisions to the international judging system (IJS) made by the ISU for junior and senior events and by U.S. Figure Skating to novice events and below. The qualifying and national championship competitions are only open to competitors who (1) Are current members of U.S. Figure Skating (2) Meet the eligibility requirements according to U.S. Figure Skating Rule 2211 (3) Meet all age and test requirements pertaining to the event to be entered and (4) Meet the citizen and residency requirements as stated in Rules 2230-2243 and ICR 6.09 of the U.S. Figure Skating Rulebook. Please note amendments have been made to the requirements for returning U.S. skaters as well as non-U.S. skaters wishing to compete. Consult the rulebook to ensure you complete the necessary requirements. Important Notice for All Coaches To coach at a U.S. Figure Skating qualifying level competition, a professional coach or choreographer must be:
Declared by a skater in the registration process with U.S. Figure Skating Listed as Coaches Education Requirement (CER) Category A compliant for 2013-2014 Current with Coach Registration (requires annual fee and background check) A current member in good standing with U.S. Figure Skating A current member in good standing with the PSA

Each local organizing committee (LOC) will be provided with a list of coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. Coaches who are NOT on the list will need to show proof of membership in both U.S. Figure Skating and the PSA, a Coaches Registration card, proof of Category A compliance in CER, and a photo I.D. at check in. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential – no exceptions. We strongly urge all coaches to have their cards with them.

REGISTRATION
A. METHOD Online Electronic Registration (Required) Online registration is the ONLY method available for entry into the 2014 U.S. Figure Skating qualifying competition season. Registration opens July 15, 2013. To enter online into the 2014 qualifying competition season, proceed in the following manner:

B. DEADLINES The entry deadline for the 2014 qualifying competition season is 11:59 p.m., Sept. 1, 2013. The time zone of your primary residence/principle training center (juvenile, intermediate) or home club (novice, junior, senior) will determine the entry deadline of 11:59 p.m., Sept. 1, 2013. NO EXCEPTIONS WILL BE MADE. NO LATE REGISTRATIONS WILL BE ACCEPTED AFTER THIS DEADLINE. Age requirements must be met by Sept. 1, 2013.

Test requirements must also be met by Sept. 1, 2013. Provisional entries based on passing a test after the closing date of entries will not be accepted. Please refer to U.S. Figure Skating Rules 2420-2423 for further testing information and guidelines. C. ENTRY FEES Those singles skaters advancing, regardless of method, from their regional championships to the sectional championships will incur an additional $175 entry fee plus an administrative fee. All pairs and dance teams were charged the $175 entry fee plus an administration fee during the initial registration process; therefore, no additional entry fee for these teams will be charged. Singles skaters who receive a bye from their regional championships directly to the sectional championships will only be charged the sectional entry fee of $175 plus the portal administration fee. Those who received a late bye after the close of entries and paid the initial $175 entry fee (and the additional fee) will not be charged any additional fees. Your registration is not considered valid until all appropriate entry and administrative fees are paid and all required forms (including the planned program content sheet) are completed online to U.S. Figure Skating.
D. PAYMENT Online payment via credit card is the ONLY accepted form of payment. For those competitors advancing to the sectional championships from the regional championships, the credit card used during the initial entry registration will be automatically charged the additional sectional entry fee. If an alternative method must be used for the sectional entry fee, please contact Lindsay Mulvey, U.S. Figure Skating, at 719.635.5200. Once entered, all withdrawals are considered final. A skater may not reenter even if the withdrawal occurs prior to the entry deadline on Sept. 1, 2013. Please note: refunds are not given for any reason. *If you need to withdraw, you must send an email to Bob Dunlop at [email protected], with your name, U.S. Figure Skating membership number, event in which you were entered (i.e. Junior Ladies) and the competition from which you wish to withdraw. E. BYES No medical byes will be considered. Competitors awarded a bye to their sectional championships or the U.S. Championships will receive official notification in writing from U.S. Figure Skating. All competitors wishing to compete in the 2014 qualifying competition season, including those who receive a bye, must enter by the Sept. 1, 2013, deadline. Please refer to the most recent U.S. Figure Skating rulebook for details on byes.

3. TECHNICAL DETAILS
A. CONDUCT OF EVENTS For the 2014 season, all events and levels at all championship competitions (regional, sectional, U.S. Championships) will be conducted in accordance with the international judging system (IJS). Check the U.S. Figure Skating website for technical and/or rules updates. B. AGE and TEST QUALIFICATIONS All age and test requirements can be found in the U.S. Figure Skating Rulebook starting with Rule 4200 (senior singles) and on the U.S. Figure Skating website at http://www.usfigureskating.org/New_Judging.asp.
C. TECHNICAL ELEMENTS The well-balanced program charts for all levels and disciplines are posted on the U.S. Figure Skating web site at http://www.usfigureskating.org/New_Judging.asp?id=355. As referenced earlier in this announcement, U.S. Figure Skating will incorporate all changes made by the ISU with regard to well-balanced programs. Please refer to this web site often for continuous updates. PLANNED PROGRAM CONTENT SHEET (Required component) All competitors entering into the 2014 qualifying competition season are required as part of their online registration to submit a planned program content sheet (PPCS) detailing the elements in their program(s). You may update your PPCS at www.usfsaonline.org up to two weeks prior to the start of your competition. Failure to do so creates extra work for the officials working your competition. You will not be allowed to receive your credential at registration until your PPCS is submitted. D. MUSIC COMPETITON MUSIC INFORMATION (Required component of online registration) U.S. Figure Skating requires all competitors to fully complete a competition music information form as part of the online registration process. The following information is required for each piece of music used in the composition of the short program and free skate: composer, orchestra, duration of music, record label/number (optional but highly recommended if obtainable). COMPACT DISCS (CDs) For all qualifying events during the 2014 season, CDs are the only acceptable media. CDs must be:
Clearly marked with name (last name, first name), event entered and the music time/ length.
Each CD must have only ONE (1) track on it. In the case of a short program and free
program, two (2) separate discs must be used. Any disc with more than one (1) track will NOT be accepted!
Lead in time (time before the music begins) on CDs may not exceed two (2)
seconds.
2014 Sectional Figure Skating Championships
Due to compatibility and reliability reasons, music may NOT be submitted on re-recordable "CD-RW" discs.
Each CD must be turned in - in a paper CD sleeve with a see through window
(obtainable at any office supply store), also labeled with the skater’s name and event.
Standard hard plastic jewel cases or other CD holders are no longer acceptable.
CDs that are not properly identified will NOT be accepted. Competition music must be turned in at the registration desk at the time of registration. At the Championships, competitors will not receive their credentials at registration until they turn in their music. The originals will not be kept and forwarded on from Sectionals to Championships, rather the Music committee will make digital copies at each event to pass the music up to the next level of competition. The music CD’s will be returned to the competitors at the end of their final event. Each competitor that qualifies for Sectionals or the 2014 U.S. Figure Skating Championships will be required to bring CD copies to the next event as backup. Skaters receiving byes to the U.S. Championships are required to email their competition music no later than one (1) month (Dec. 5, 2013) prior to the start of the U.S. Championships to the following email address: Richard Larsen U.S. Championships Music Tech [email protected] Skaters receiving byes must also bring CD copies of their music to the event as backup. All competitors must have at least one (1) additional copy rink side at practice sessions and during the actual competition event. The LOC will accept no responsibility for damage or loss. CDs not picked up by the end of the competition are not the responsibility of the LOC and will be discarded. E. OFFICIAL BULLETIN BOARD/EVENT WEBSITE The official bulletin board and event website will contain any announcements or changes, and it is the responsibility of the competitors to check often for official notices. Please refer to the local portion of the announcement for further information regarding the bulletin board and event website.
4. ADVANCEMENT TO U.S. FIGURE SKATING CHAMPIONSHIPS
A. QUALIFIERS For all competitors advancing to the U.S. Championships All athletes who qualify for the 2014 Prudential U.S. Figure Skating Championships will receive an email from U.S. Figure Skating regarding information required and how to book hotels, purchase additional credentials, etc... Please note: The fifth- and sixth-place finishers in singles, pairs and dance for juvenile-/intermediate-/novice-/junior-/senior-level competitors are the first and second alternates to the U.S. Championships. They will receive announcement information on site but do not need to submit any paperwork unless contacted by U.S. Figure Skating.

Juvenile and Intermediate Pairs and Dance All juvenile and intermediate pairs and dance will have their first competition at the sectional championships rather than the regional championships. The top four placed teams at each sectional championship will advance to the 2014 U.S. Figure Skating Championships. All teams advancing will receive instructions for downloading the 2014 U.S. Figure Skating Championships announcement from www.usfsaonline.org. If there are fewer than four teams from one or more sections, a sufficient number of teams from other section(s) will be permitted to enter in order to bring the number of entrants up to a maximum of 12 teams. These additional entrants in the intermediate and juvenile pairs and dance events will be selected in the order of their placement at the comparable sectional event of the same year. If two teams are tied for the additional place both will be permitted to enter. The fifth- and sixth-place teams at each sectional championships will be considered the first and second alternates for the 2014 U.S. Figure Skating Championships. They will receive instructions for downloading the announcement but do not need to submit any paperwork unless contacted by U.S. Figure Skating. Alternates DO NOT need to mail in any paperwork or required forms unless contacted by U.S. Figure Skating.
5. INSURANCE/LIABILITY
A. LIABILITY U.S. Figure Skating, the host club(s) and/or interclub association, the organizing committee, and the ice arenas being utilized for these events accept no responsibility for injury or damage sustained by any participant in these championships (U.S. Figure Skating Rule 1600).
6. ANTI-DOPING
Anti-doping tests will be conducted at the 2014 Prudential U.S. Figure Skating Championships, held in Boston, Mass., Jan. 5-12, 2014. Anti-Doping testing will be conducted in the Senior-level and consist of the top four place-winners plus one random selection for each discipline. If selected, testing is mandatory.

GENERAL INFORMATION
The 2014 Pacific Coast Sectional Figure Skating Championships will be held
November 19-23rd, 2013 at the Oakland Ice Center located at 519 18th Street,
Oakland, CA. The championships are sanctioned by U.S. Figure Skating and hosted
by the St. Moritz Ice Skating Club.
The entry deadline for the 2014 Pacific Coast Sectional Figure Skating Championships is 11:59p.m. September 1, 2013. The home club will determine the entry deadline of
11:59p.m., September 1, 2013. Registration entries must be submitted at
www.usfsaonline.org.

The Oakland Ice Center has two ice surfaces. All events and official practice will take
place on the NHL surface which is 200’ x 85’ with rounded corners. Please note:
additional unofficial practice will be available on the secondary ice surface, OLY
surface, which is 200’ x 100’ with rounded corners. Dressing rooms, a pro shop, and
snack bar are all available on site at the Oakland Ice Center.

PARKING
Two hour metered street parking is available on the streets surrounding the rink at $2
an hour. More parking is available in a public parking lot on the corner of 18th Street
and San Pablo Avenue with a maximum of four (4) hours, at $2 an hour. Additional

SAFETY
The Oakland Ice Center is located in an urban area. Please be aware of your
surroundings at all times and do not leave valuables in your car or walk around with
valuables in obvious sight.
REGISTRATION
The registration desk will be located in the Oakland Ice Center lobby. On Tuesday,
November 19th, it will open from 7 am to 6 pm. Daily hours from Wednesday,
November 20th to Saturday November 23rd, will be posted at the rink and on our
website: http://www.smisc.org/2014PacificCoastSectionals.htm. All skaters are
expected to be in the arena one hour prior to the start of their scheduled event.
BULLETIN AND NOTICES
An official bulletin board will be maintained on the second floor of the NHL rink at the
Oakland Ice Center. The official schedule of events will be posted on the official
bulletin board and will supersede all other schedules. It is the responsibility of each
participating skater to check the official bulletin board for all official information.
Notices posted here are considered sufficient notice to all teams. All skaters must
check the official board frequently.
AWARDS
Awards will be presented to athletes in first through fourth place in each event for
final placements. Awards will be presented at times designated on the official
bulletin board.

FORM A should be filled out to pre-order tickets. Tickets are needed to enter the NHL
arena during all scheduled events. All “at the door” tickets will be available for
purchase at the registration desk in the Oakland Ice Center lobby.
CREDENTIALS
Each athlete will receive: one (1) complimentary credentials for themselves, one (1)
chaperone, and one (1) designated approved coach.
The credentials are marked with the individual’s name and are non-transferable. You
must have credentials to enter the NHL arena (competition arena), the warm-up
area and the locker rooms. One additional chaperone and coach credentials may
be purchased at the registration desk. Additional chaperone and coach credentials
badges are $40 and can be pre-ordered using FORM A.
At the time of registration, AFTER competition music has been turned in, each
competitor will receive their credential badges for themselves and their
chaperone(s). The competitor’s coach will pick up their credential badge separately
at check-in.
A photo ID must be shown by all chaperones and coaches when the credential is
picked up. BADGES are non-transferable!
Badges must be worn at all times while in the Oakland Ice Center. Any lost badges
will be replaced for an additional charge of $40 per badge.
PHOTOGRAPHY
Action photos as well as still awards photos will be available for purchase at the
event. More information will be available on our website:

SPECTATOR CONDUCT
For skater safety, only items sold at the arena through the Local Organizing
Committee (LOC) may be thrown on the ice. Violation of this rule may subject the
offender to ejection from the arena and prosecution.
PROGRAM INFORMATION
If you would you like your photo in the event souvenir program, email a photo to
[email protected] no later than the deadline listed on the Payment Form. Photos
should be a “yearbook style” headshot in JPEG or PNG format with a pixel resolution
of at least 600 x400 pixels. Detailed instructions with a link to the email address will be
available on the event website

Photographs and media forms will be used for the program and publicity of the
event. Submission of a competition entry automatically grants permission to use all
accompanying information, including photographs, for publicizing these
Championships. Programs can be pre-purchased at the cost of $15 per program or if
available purchased during the competition for $20. It is in your best interest to pre-
purchase your program, as there will be a limited availability at the event.

events are listed on the day the event is currently expected to take place, but that
can change. A final number of competitors may require a shifting of events to

PRACTICE ICE
All skaters must register at the registration desk prior to skating any unofficial or official
practice session. Skaters must turn in their music at the registration desk for the
competition prior to being allowed on practice ice. An additional copy must be
submitted to the Ice monitor for official practice ice, this additional copy will be
returned immediately following the completion of the official practice ice session.
There will NOT be any refunds after signing up for any unofficial or official practice ice
sessions or for missed practice sessions due to any reason.
Safety on the ice is the responsibility of the skater. The size and makeup of practice
ice groups will be determined by the Chief Referee and/or the LOC. Skaters are
expected to follow usual rink etiquette. Coaching shall be from behind the side
boards. Coaches are not permitted to be in the music box or on the platform for the
officials. Skaters who are not skating shall leave the ice surface to rest or converse.
Only credentialed coaches and credentialed athletes will be permitted in the
restricted areas with access to the ice.
OFFICIAL PRACTICE ICE
Official practice ice will be available in 30-minute segments. Official practice
must be pre-purchased using FORM B by the deadline listed on the Payment
Form. Each skater’s music segment of choice from either their short or free
program will be played once on an official practice session. Each skater is
allowed one (1) official practice ice session. All other practice ice reserved
must be unofficial practice ice.
UNOFFICIAL PRACTICE ICE:
May be purchased from the LOC by using FORM B provided in this
announcement. Unofficial practice ice will be available Tuesday, November
19th through Saturday, November 23rd. Sessions will be 30 minutes in length and
may be on either the competition (NHL), or non-competition (OLY) ice surface.
Each skater will be allowed to pre-purchase one (1) unofficial practice session
per day, per event. Additional sessions may be purchased, if available, at the
practice ice desk. Deadlines for purchase are listed on the Payment Form.
Music will NOT be played on unofficial practice sessions.

All credentials and advance purchase all-event tickets may be picked up at the
registration at the Oakland Ice Center during practice sessions and the competition.
They are nontransferable and non-refundable.
Lost credentials or all-event tickets may be replaced for $40.
Single day tickets and additional all-event tickets will be available at the door.

FORM B 2014 PACIFIC COAST SECTIONAL CHAMPIONSHIPS PRACTICE ICE FORM
Any sessions purchased after the competitor’s event will be refunded or used as credit for additional sessions prior to event.
• Practice ice will be available Tuesday - Saturday, November 19-23, 2013.
• Use this form to register for Official and Unofficial Practice Sessions. • Official and Unofficial Practice Sessions will be thirty (30) minutes in duration and music
will only be played on official practice ice. Unofficial practice ice may be on non-
competition rink. • Warm Up Practice (day of competition) will be twenty (20) minutes in duration. No
music will be played. Warm up practices may be on non-competition rink. • Practice ice fees will not be refunded unless a session is not assigned or the skater
registered for practice ice after their event is scheduled.

• Please review Tentative Schedule included in Announcement when selecting
unofficial practice ice. • Only one (1) official practice session with music will be available per skater/team. • All skaters may purchase one (1) unofficial practice session per day. Additional
sessions with availability may be purchased during the competition from the practice ice desk.

FORM C 2014 PACIFIC COAST SECTIONALS PROGRAM PRE-ORDER AND STAMP AD FORM
PHOTO AND INFORMATION SUBMISSION
If you wish to have your photo included in the program book, please submit ONE
photograph by email to Suzy Leung [email protected] beginning October 1, 2013
(see deadlines listed above in announcement and on Payment Form for deadlines
for each region). Photos should be a “yearbook style” headshot in JPEG or PNG
format with a pixel resolution of at least 600 x400 pixels. Please include skaters name,
event, regional placement and partner’s name if applicable.
PRE-ORDERED PROGRAM BOOKS
Program books may be pre purchased for $15.00 each. Pre-ordered program(s) will
be at the registration desk for pick up. Limited amounts of program books may be
purchased during the competition for $20.00.
STAMP ADS
Stamp Ads are a great way to convey your support to your favorite skater, coach, or
club. The Program Book will become an instant Keepsake when you include your
PERSONALIZED AD! Stamp Ad’s are $10.00 each and can be seen on the following
page.
