James City County’s Board of Supervisors passes all laws and determines all policies which govern the County. Voters from each of five election districts elect an individual who serves on the Board of Supervisors for four years. Each Board of Supervisors member represents one district: Berkeley, Jamestown, Powhatan, Roberts and Stonehouse. A map of the districts can be found on the inside back cover.

Board of Supervisors’ meetings are held at the County Government Center, 101-F Mounts Bay Rd. at 7 p.m. on the second and fourth Tuesday of each month except in August and December when they meet on the second Tuesday only. The meetings are open to the public and are broadcast on government access channel JCC TV and streamed live and on demand at jamescitycountyva.gov.

ConstitutionalOfficersUnder the Virginia Constitution, certain officials are elected to serve the citizens of counties and cities. James City County has four constitutional officers elected to four-year terms. The Clerk of the Circuit Court serves an eight-year term.

This office is responsible for recording deeds, deeds of trust, leases, plats, financial statements, judgments, tax liens, releases, assisting in the location of information in public records, processing concealed weapon permits, issuing marriage licenses, proof of services and subpoenas, administering oaths of office for Notary Publics, County officials and bonds when required, probating wills, qualifying executors and administrators of estates, certifying allowance of court appointed attorney, releasing deeds of trusts, judgments and mechanic’s liens, and receiving and recording court fines and costs.

The Commissioner of the Revenue is the chief assessing officer of local government. Responsibilities include assessing all personal property, registering vehicles and mobile homes for tax purposes, issuing business licenses, assessing business personal property, machinery and tools, administering food, beverage and transient occupancy tax, assisting taxpayers in filing Virginia income tax returns, and assisting with the filing of estimated payments for the State, land use applications, tax relief for the elderly and disabled, and Property Tax exemptions for disabled veterans.

The County Administrator is appointed by the Board ofSupervisors and provides leadership and administrationof the day-to-day operations of the County. As theChief Executive Officer, the County Administrator is responsible for developing the annual budget and carrying out policies and laws which are reviewed and approved by the Board. The County Administrator directs business and administrative policies and recommends to the Board policies and procedures which will properly govern the County.

Animal Control handles stray dogs and cats and conducts welfare checks on domestic animals and livestock. The Division also assists with sick or injured small wildlifesuch as raccoons and opossums to minimize rabies andanimal suffering. The James City County Animal ControlShelter is located in the Heritage Humane Society facility.

For dead animal pickup along roadsides, contact theVirginia Department of Transportation (1-800-FOR-ROAD or 1-800-367-7623). Animal Control does notmanage small nuisance wildlife or dead animals on privateproperty, but there are some local private businesses thatwill provide this service. To report problems with largerwildlife such as bears or deer, contact the Department ofGame and Inland Fisheries (804-367-1000).

The County Attorney is appointed by the Board ofSupervisors and provides comprehensive legal assistanceto the Board of Supervisors, County Administrator, JamesCity Service Authority and staff.

Building Safety and Permits is responsible for theadministration and enforcement of the Virginia UniformStatewide Building Code. This includes the review andissuance of building permits and conducting the requiredbuilding inspections. Applications for building permitscan be made at Building Safety and Permits or atSatellite Services.

The Board of Building Code Appeals hears appealsregarding decisions made by the County Building Official.Board members are appointed by the Board of Supervisors.For more information, contact Building Safety and Permits.

Communications directs the County’s public informationand media services programs. Staff produces news releasesand publications for citizens, handles media inquiries,and develops television programs for the governmentaccess channel JCC TV. Communications manages the Community Video Center and produces live broadcasts of public meetings. The department coordinates civic engagement programs to educate and inform citizens, encourage civic participation and invite public input. Communications also provides emergency public information.

The Office of Economic Development (OED) focuses on business retention, expansion and attraction which will provide local investment and employment opportunities that are compatible with the qualities of James City County. OED provides staff support to the County’s Economic Development Authority and is the primary facilitator of the County’s tourism program. Working closely with regional, State and Federal organizations, OED serves as the primary point of contact for all new prospect inquiries and as a resource for the County’s existing business base.

The Division is responsible for helping protect andimprove the natural resources and waterways fromrunoff and pollution associated with new developmentsor construction projects. Through watershed planning,public education and enforcement of environmental-related ordinances, Engineering and Resource Protectionseeks to minimize erosion and pollution. The Divisionalso provides information and guidance to citizens aboutResource Protection Areas (RPA), which are sensitivelands such as tidal shores and certain wetlands thatrequire approval before any development or land disturbance occurs.

Financial and Management Services prepares the annualoperating and capital improvements budget, performsongoing fiscal and management analyses of Countyprograms, and oversees risk management. The Fire Department provides fire protection, prevention,emergency medical, emergency dispatch (911) andemergency disaster protective services. The combinationcareer and volunteer department provides full fireprotection and emergency medical care service from fivestrategically located fire stations. The Department isdivided into five divisions.

•Operations Division (757-220-0626) is staffed and ready to respond 24 hours a day to emergencies including extinguishing fires, protecting people and property, responding to disasters, and providing emergency medical care.

•Support Services Division (757-220-0626) conducts in-house training, manages public information and provides information technology and other support to Fire and Emergency Medical Services.

•Fire Marshal’s Office (757-220-0626) provides code enforcement, investigation of fires and fire safety plan reviews for new buildings. Fire Marshals are sworn law enforcement officers.

•Emergency Communications Division (757-566-0112) is responsible for taking 911 telephone calls, dispatching Police, Fire and EMS units to incidents, and dispatching JCSA water and sewer crews and animal control officers to after hours emergencies.

•Emergency Management Division (757-564-2140)coordinates the County’s plan for and response to severe weather such as hurricanes and winter storms, emergencies at the Surry Nuclear Power Plant and other emergency events. The Division is located at the Emergency Operations Center which it maintains in 24/7 operational readiness. The Division administers all related emergency management programs, projects and functions.

The Emergency Management Division is also responsible for all public fire and safety training including school and elderly safety programs, as well as the JCC Community Emergency Response Team (CERT) program (757-564-4793).

Mobile Library Services (formerly the Bookmobile) provides personalized service to those in the communitywho have difficulty getting to the Library or those withspecial needs.

Planning develops and recommends growth managementstrategies, encourages aesthetically pleasing developmentand ensures that the community grows through sound landuse development practices. • Master Gardener Volunteers – Master Gardeners are trained volunteers dedicated to working with the community to encourage and promote environmentally sound horticultural practices.

• Turf Love – Turf Love is a program offered by James City County General Services, James City Service Authority, and the Master Gardeners. Through public

Family and Consumer Sciences provide informal educational opportunities in the areas of family and human development, nutrition and wellness and management, housing, and consumer education. Families have the opportunity to participate in parenting education, playgroups, dad groups and before preschool through our Family Focus Program.

4-H, a youth development education program for 5-19 year olds, is a community of young people across America who learn leadership, citizenship and life skills. Trash DisposalSolid Waste and Recycling (757-565-0971). The County does not provide curbside trash pickup. Citizens have two options for trash disposal: the County’s operates three Convenience Centers where residents may dispose of trash or recyclable materials or residents may hire a private company to perform curbside trash pickup. The addresses for all three Convenience Center locations are listed under Solid Waste and Recycling on page 11.

Coupons, which subsidize the cost of waste disposal, arerequired to dispose of trash at the Convenience Centers.Coupons may be purchased at the Treasurer’s Office,Satellite Services, Freedom Park, the James City CountyRecreation Center, the Abram Frink Jr. Community Center (formerly James River) and online at jamescitycountyva.gov/epayment. See recycling information on page 16.

Vehicle Licenses, Titles, Tags and RegistrationsVirginia Department of Motor Vehicles (804-497-7100),952 Capitol Landing Rd., to obtain State vehicle licenses,titles and tags. Vehicle-related transactions are also offered at the County’s DMV Select (3127 Forge Rd., dmvnow.com).

Motor vehicles must be registered with the Commissionerof the Revenue (757-253-6695) or at Satellite Services (757-564-2160) within 30 days of acquisition or move-in date. A one-time fee of $10 is charged for each

newly registered vehicle. Vehicles also must be certified for business or personal use. Personal use vehicles qualify for tax relief under Virginia’s Personal Property Tax Relief Program.

Vital RecordsVirginia Department of Vital Records (804-662-6200 or vdh.state.va.us/vital_records) to obtain a certified copy of a birth certificate or death certificate.

Volunteer OpportunitiesOffice of Volunteers (757-259-5403) providesopportunities in numerous County departments foradministrative support, special events, assistant parkrangers and more. Volunteers can also serve on a widerange of boards and commissions.
