The Afghan government sentheavy reinforcements to thecountry’s north after a deadlyclash with a militia, reflectingthe growing dangers of whatresidents and Western officialssay is a clandestine weaponsbuildup by local warlords.

Sediq Sediqqi, the spokesmanfor the Afghan Interior Ministry,said on Wednesday that a 100-member contingent of the Af-ghan National Civil Order Policehad been dispatched to northernFaryab province after the killingof a local warlord touched off anattack Sunday by gunmen on thevillages of Niazbig and Takhtzan.

A representative of Afghani-stan’s human-rights watchdogagency said investigators wereinvestigating allegations thatwarring police and tribal militias

had killed at least 10 people.“Our reports indicate that 10

people have died and 20 morehave been injured by these mili-tias, including women and chil-dren,” said Rafiullah Baydar,spokesman for the Afghanistan In-dependent Human Rights Commis-sion. “Some 20 houses were set onfire, and looting has occurred.”

Mr. Baydar said the violencewas triggered by the killing of alocal militia commander namedAtta Mohammad.

The incident highlights thegrowing lawlessness in Afghani-stan’s countryside, where insur-gents and rival militias operatein an environment of impunityas the 2015 departure of U.S. andforeign troops nears.

Western observers say war-lords in the north are secretlybulking up their militias as theyawait the outcome of the secondround of presidential electionsthis summer.

“The rearming is really hap-

pening,” said a Western repre-sentative in northern Afghani-stan.

Abdul Rashid Dostum, an Uzbekformer warlord who commanded alarge northern army against theTaliban, is the vice-presidentialrunning mate for front-runnerAshraf Ghani. His rival, Tajik com-mander and Balkh province Gover-nor Atta Mohammad Noor, isbacking another presidentialfront-runner, Abdullah Abdullah.

Representatives of Mr. Dos-tum and Gov. Noor deny accusa-tions that their followers are re-arming.

But the market for arms ap-pears strong. “The local war-lords and government officialsaround here are voraciously buy-ing weapons for themselves.They are nervous,” said a formergun dealer in the town of Balkh.He said the going rate there fora Kalashnikov assault rifle isnow $2,000, up from $500 threeyears ago. “It has become tooexpensive for ordinary people.The only buyers now are the lo-cal police commanders and theirwarlord bosses,” he said.

As the U.S. and internationalforces withdraw, the Afghan gov-ernment has struggled to controlarmed groups, some of whichwere developed under the tute-lage of U.S. and coalition forces.

Some of those allegedly in-volved in this week’s violence inFaryab province were the AfghanLocal Police, village self-defenseunits set up by U.S. special-oper-ations forces.

A local government officialsaid that nephews of the localmilitia leader, Mr. Mohammad,were members of the Afghan Lo-cal Police and Afghan NationalPolice and involved in the clash.

The United Nations and hu-man-rights groups have criti-cized U.S. and internationalsponsorship of such programs,saying they have concerns aboutpoor supervision.

“The whole country can sensethe rearming, people can feel it,”said Amin Nateqi, the formerBalkh provincial head of a Haz-ara political party. “And no sidewants to be weaker than theother.”

Afghans ClashAs Militias Rearm

DHAKA, Bangladesh—Ninemonths after Rozina Begumnearly died in the Rana Plazagarment-factory collapse, shetried to go back to work as aseamstress. She didn’t last aday.

“The sound of the sewingmachines made me want tovomit,” she says.

Ms. Begum, 26 years old,was pinned in the rubble fornearly two days after RanaPlaza tumbled to the ground inBangladesh a year ago. Morethan 1,100 people were killed.She survived by cutting off herleft arm with a saw.

The collapse focused inter-national attention on Bangla-desh’s four million garmentworkers and their role in asprawling, global industry thatsews clothing sold by brandnames world-wide. It exposedunsafe conditions, low pay andworker abuse in an industrythat had become a linchpin ofthe South Asian nation’s econ-omy.

The scale of the disaster ledto calls for sweeping change.International retailers formedtwo separate pacts to invest infactory safety in Bangladesh.The government, under inter-national pressure, made it eas-ier for workers to unionize.

Today, Ms. Begum and herhusband, Saidul Islam, arestruggling to balance their lossof income with medical billsand the cost of school for their5-year-old daughter. And Ms.Begum has a new dream: Toleave the city and return to thevillage her family hails from.

“We’re poor people,” shesays. “Our capital is thestrength in our hands. Nowthat I have just one arm, it’stough for me here.”

Like many of the roughly2,500 survivors of Bangla-desh’s biggest industrial acci-dent, she says she hasn’t re-ceived adequate compensation.

The Rana Plaza DonorsTrust Fund, establishedthrough talks between clothingcompanies and labor groups tocompensate victims, has raised$15 million, short of its $40

million target. Initial paymentsof 50,000 takas ($640) per sur-vivor were to have been paidbefore the April 24 anniver-sary. Ms. Begum says shehasn’t received the money.

The Trust says it has sentmoney using mobile-phonenumbers registered by formerRana Plaza employees and thatany who haven’t received amoney transfer should contactlocal authorities. The InterfaithCenter on Corporate Responsi-bility said it would on Thurs-day call on companies to con-tribute more to the fund, in apush backed by 134 institu-tional investors.

A few months ago, Ms. Be-gum received 45,000 takasfrom the British retailer Pri-mark, a unit of AssociatedBritish Foods PLC, as emer-gency aid. The government hasalso given her savings certifi-cates that produce monthly in-come of 10,000 takas ($128).But it isn’t enough to makeends meet, particularly sinceher husband must take time offfrom his job at a jute-sack fac-tory to help her.

Ms. Begum’s is the secondgeneration of her family withdreams of joining Bangladesh’s

emerging middle class. Fifteenyears ago, her father left hisvillage for Dhaka with his wifeand two young daughters. “Oneday we’ll have a decent homeand a good life,” Ms. Begum re-calls him saying. “Maybe Iwon’t see it in my lifetime, butyou will.”

When the factory buildingcame down with a roar shortlyafter work started on April 24,2013, her sewing machine fellon top of her, lacerating herleft thigh. The machine mayalso have saved her life, pre-venting a pillar from crushingher completely, she says. “Onlymy left arm was under thebeam. I couldn’t move it at all.”

She was a few yards fromher sister, Morzina. Ms. Begumheard screaming everywhere,but not a sound from her sis-ter. “ ‘I can’t die here,’ I keptthinking.”

Rescuers soon spotted her,but after trying for 48 hours toextricate her, they gave up.

“I lay and thought about myfamily,” Ms. Begum says. “I no-ticed a bad smell and thoughtit was the people who had diedaround me. Then I realized itwas coming from my left arm.”

Then, the rescuers gave her

a saw. They told her she wouldhave to cut off her arm if shewanted to live, Ms. Begumsays. “I didn’t think about it,”she says quietly. “It took mehours. I kept passing out. Butin the end, I did it.”

In a corner of the bed, herdaughter, Rimi, pores over herbooks. Ms. Begum, who com-pleted only the fifth grade,wants her daughter to go tocollege. Ms. Begum’s fathersays he recently was able toidentify the grave of his youn-ger daughter through a govern-ment DNA test. She had beenburied in an unmarked grave.“Thank God I got one daughterback.”

Ms. Begum says she hasbeen told by labor leaders andgovernment officials that shewill get close to 1.5 million ta-kas in compensation. If shegets it, she wants to leaveDhaka and return to family’svillage.

She is also aware of the vil-lage social order, and says shemust buy land and build ahouse. “I can’t come back withnothing to show for our timein Dhaka,” she says. “Maybe Iwon’t get there. But my daugh-ter will,” she says.

Mark Lyall Grant, the U.K.ambassador to the U.N., toldreporters he raised concernsabout the alleged gas attackduring a closed-door SecurityCouncil meeting. A Britishdiplomat said the U.S. did aswell.

Chlorine isn’t classified as achemical weapon by theOrganization for theProhibition of ChemicalWeapons, but such an attackcould violate the international

Chemical Weapons Convention.Sigrid Kaag, head of the

joint U.N./OPCW mission, saidSyria had already moved 88%of its “priority” chemicalweapons out of the countryunder a deal reached betweenthe U.S., Russia and Syria inSeptember.

Prime Minister Recep TayyipErdogan on Wednesday offeredan unprecedented, conciliatorymessage to Armenia on the eveof the anniversary of themassacre of Armenians almosta century ago.

KATMANDU, Nepal—SeniorNepali officials said they wouldfly to the Mount Everest expedi-tion base camp on Thursday totry to defuse a standoff with agroup of Sherpa guides whowant to halt climbing on theworld’s tallest peak this spring.

Anger has mounted amongsome Sherpa guides since an av-alanche last week killed 16guides carrying supplies up themountain for foreign climbers.International expedition organiz-ers said guides opposed to re-starting expeditions were threat-ening those willing to climb.

Some foreign expeditionshave decided to pull out andclimbers have been leaving themountain. Their departure is ablow to Nepal’s burgeoningmountaineering business, a pil-lar of the economy in this SouthAsian nation, one of the world’sleast-developed countries.

At a meeting at the basecamp on Wednesday, Sherpaguides said they didn’t want toreturn to work this season, cit-ing grief over their comrades’deaths and safety fears after theavalanche, according to SuberShrestha, a government officialat the base camp who works as aliaison officer for the TourismMinistry.

“They aren’t mentally pre-pared, and their families are ask-ing them to return” home, Mr.Shrestha said.

Foreign-expedition leadersurged the government in Kat-mandu to meet guides’ demandsfor greater compensation for av-alanche victims’ families andasked the authorities to send po-lice or soldiers to the base campto prevent violence, according topeople present.

“We are not in favor of put-ting army or police” at the basecamp, said Maddhu Sudan Burla-koti, joint secretary of the Tour-ism Ministry. “We are goingthere just to talk to our Sherpabrothers, and we are sure they

will listen.”Since the avalanche, one of

the deadliest disasters in MountEverest mountaineering history,Sherpa guides, backed by expedi-tion leaders, also called for bet-ter insurance coverage for allSherpas and said a percentage offees that climbing expeditionspay the government should beset aside in a fund for guides.

“This is important. Somethingmust be done,” said RussellBrice, a well-known mountaineerwho is head of expedition opera-tor Himalayan Experience. But,he said, “We can’t close themountain.” Whether to climb ornot “must be the decision ofeach expedition,” he said.
